The article is aimed at developing both the elements of mechanism and the ways to increase the financial potential of enterprise on the basis of an analysis of theoretical approaches to the essence and components of the financial potential of enterprise in market conditions. It is proved that the globalization of the world economy, the instability of the political and economic situation in the State, high international requirements for the quality of products in recent years have had a negative impact on the enterprises of the State. It is substantiated that in the conditions of rapid development of the market economy, the main task of any economic entity is to achieve and ensure its own financial stability. Conclusions have been drawn that innovation potential increases the financial potential by introducing new energy-saving technologies, environmentally friendly technologies, new approaches to the organization of labor economy; increasing the competence of employees; development of dietary and high-quality products (for food enterprises). The investment potential is able to increase the financial potential as follows: to invest in social projects and programs, in the development of new technologies and innovation-production activities; to conduct charitable activities. The information potential will be able to increase the financial potential in the following ways: to act as a supporter of the policy of European values of doing business; to conduct marketing policy in accordance with current social, innovative and environmental trends; to ensure the level of maximum openness.

The lack of predictability of the strategic keys in the minds of unlimited deficits in the basic resources and the amount of pita has become a reality for a large number of companies. The financial stability in the market economy is of great importance, so that it does not play into the hands of the current and future sub-products of the state, which are in dispute with the crisis of the financial markets. The financial institution shall take advantage of the fact that it cooperates with its counterparties, which, by virtue of their belief, have been redeveloped on the basis of pre-engineering cooperation, can put their minds at ease; the ability to withdraw loans from commercial banks; and the ability to make private equity investments for potential investors. At the stage of the application of the investment partnership "Trest Zhytlobud-1" bull held a competition of financial and social activities through the analogy of financial zeal and the rapid development of cooperation. At the state of understanding of the financial stability of the enterprise, there was conducted a review of the financial stability of the enterprise as the basis of its life. The financial stability is an important information center for evidence and to take an optimal managerial decision, which will enable the company to achieve its objectives. The financial situation in the workplace is represented by the leading activity and activity of the company's activities in the future of its financial and economic activity. Absolute and significant exhibitors of the financial instability are nicknamed in the regional and analitical work of the company, the very same period of bull analogy is respected in the state, Moreover, the right reasoning and the right pathway to the visa is of particular importance for the management of the financial sector of life's behavior in the minds of crises and situations with the pandemic in the world. It is important to adopt the right management decisions on the basis of which the strategic development of behavioral entrepreneurship will take shape, and to develop respect for other officials, who will directly contribute to the formation of the financial stability. The aim is to ensure that the company's activities are carried out in a reliable manner and that the mill's financial stability is maintained and the negative impact of macro- and micro-economical factors is minimized.

Under the influence of globalization and integration of economic processes in the domestic economy, the importance of intellectual resources is growing. Based on its use in economic activities, enterprises and organizations are able to realize their intellectual capital. The main condition for the formation of this special type of capital is the presence of intellectual potential that arises in the process of manifestation of intellectual abilities and professional competencies of the company's staff. The intellectual component is the fundamental basis of the system of relations between science, industry and society. Therefore, educational institutions play an important role in raising the intellectual level of the national economy. The theoretical approaches to determining the economic essence of the intellectual capital of higher education institutions have beem summarized in this article and the main aspects of realizing the intellectual potential of educational and research institutions in Ukraine have been explored. The availability of intellectual capital allows scientific organizations to formalize and implement in the market various forms and types of knowledge: research, skills, experience, competencies, professional skills. The purchase of knowledge allows commercial organizations to significantly increase the level of their technical and technological solutions, develop know-how, to acquire ownership of the right to use knowledge in the form of patents, licenses, franchises. On this basis, the production of new products can be carried out; use of new technologies, new management methods; creation of a trademark; development of new activities; entering new markets. The implementation of the socio-economic policy of the state should be based on the intensification of intellectual activity of higher education institutions, because in market conditions it is the state that should stimulate educational institutions to form intellectual capital. The important role of intellectual capital of higher education institutions is manifested in the fact that it allows them to become intellectual enterprises and significantly affect the national economy by increasing its competitiveness.

In today's market economy factors concerning knowledge, new technologies and innovative solutions are essential for economic development. However, the Polish economy, despite its high innovation potential compared to other European Union countries, is characterized by a very low level of innovativeness. Implementing this potential is conditioned with an appropriate economic policy of the state and rational approach to its resources and legal solutions. One of the possibilities of such an action is the use of public procurement instrument through which it is possible to more effectively create demand for innovative products and services. As shown by literature studies, the achievements of the subject literature associated with the creation of demand for innovations by public administration in Poland have been very modest. This gap is recognized the article and it attempts to build a model for assessing the innovativeness of these units. Network thinking methodology was used to build the model. As a result, after the identification of factors affecting the conduct of an innovative public procurement, a network of links was established between them and examined in terms of type, intensity and duration of exposure. Building a model according to the methodology, the opinions of experts have been used along with long-term observations conducted in the course of participation in all kinds of conferences and trainings. The model was also subjected to validation in two selected units.

In the conditions of rapid changes in the modern market environment, it is extremely important for agricultural enterprises to respond in a timely manner to threats to their financial security. Therefore, economic diagnostics is of significant methodological importance, and makes it possible to learn about economic problems and interpret the results of enterprises activity that have certain deviations from the norm or the state required for the enterprise. The subject of the study is a set of theoretical, methodological and practical aspects of diagnosing the state of financial security of enterprises. The purpose of the article is to diagnose the state of financial security of agricultural enterprises on the basis of the proposed methodological approach and to substantiate proposals for its improvement. The methodological basis of the diagnostics used in the study was: methods of theoretical generalizations, financial analysis, scoring method, analysis of dynamics and structure, linear programming. The article reveals the tasks and areas of management of Ukrainian agricultural enterprises with an emphasis on the protection of their specific financial interests – ensuring liquidity, solvency, financial stability, autonomy and others. For research purposes all Ukrainian agricultural enterprises were classified on the size of the net income. The system of indicators for diagnostics of financial security of the agricultural enterprises was offered. The basic structural elements of the mechanism of financial security management were substantiated. According to the diagnosis results, it was found that the state of financial security of large enterprises in 2018-2019 has deteriorated and it has had a negative impact on their solvency. Instead, the financial security of small and medium-sized enterprises has improved. Based on the experience of developed countries, proposals for public policy instruments to promote financial security of agricultural enterprises were proposed.

Abstract Effective sale of products is one of the main directions of increasing the financial stability of enterprises in the agro-industrial complex. The use of a logistic approach implies a change in the existing situation at the enterprises of the agro-industrial complex, the introduction of new technologies in order to reduce the costs of commodity movement, and the coordination of interaction between participants in the logistics system. It is necessary to take into account the specifics of the food market more fully, consider the logistics system in conditions when a large number of economically independent market entities enter the market. The paper examines theoretical approaches to studying the problem of using the logistic approach in the agro-industrial complex and reveals the basic nodes of the agro-logistics system. Peculiarities of using logistics in the agro-industrial complex are described, basic logistic flows and processes in the given branch are reviewed. Types of distribution of products in the agro-industrial complex are analyzed. Influence of use of logistic methods of management generally and of stocks in particular on production and financial activity of enterprises in the given sphere is estimated.


Subject COVID-19 and the surveillance state. Significance COVID-19 has prompted the government and private technology companies to focus resources on rapid development of new technologies. The country has rapidly developed and rolled out checkpoints, apps and programmes in response to the outbreak. Many will cease to be useful after the pandemic ends, but some will likely be retained, enhanced and turned to other purposes. Impacts Firms and the state can work well together at different levels and rapid speeds to develop technology in response to urgent needs. Chinese capabilities in areas such as facial recognition will be permanently enhanced. New types of monitoring may be used to assess citizens’ performance or entitlements in fields such as policing and ‘social management’.

The articles by the experts of the Association of Studies of Public Economics analyze the situation with firms of the state sector of the Russian economy along three directions:- qualitative analysis of Russian and foreign experience in governing the public sector of the economy;- institutional and legal analysis of state unitary enterprises (SUEs);- comparative statistical analysis of performance indicators of public and private firms in Russia.On the basis of Russian and foreign experience authors study unsuccessful attempts to create effective forms of state entrepreneurship, argue the impossibility to make positive incentives for managers within the system of "bureaucratic entrepreneurship" and the necessity to limit state intervention into economic activity by a small number of public goods which cannot be provided by markets. Authors give a number of examples of various forms of inefficient governance and misuse of public property in modern Russia. Authors study the evolution of the legal form of SUEs which was created in the Soviet-type economy, perspectives of its existence in the modern Russian legislation. They prove the contradictory nature of SUEs and make conclusion about the inevitability of transformation of this sector of the Russian economy. The results of performance indicators comparison of private and public enterprises are contradictory. Federal SUEs show significantly better results than private firms in return on sales, liquidity and financial stability though return on labor and capital (labor productivity and return on assets) is lower in the SUEs. At the same time corporations with a majority block of shares in the hands of the federal government (which are similar to the SUEs in many aspects) are the worst performers among all types of firms with state participation. Authors attempt to explain these contradictions.

The article analyzes the system of administrative and legal means of crime prevention in the financial sphere in Ukraine. It is noted that in general the prevention of offenses in the financial sphere is aimed at eliminating the possibility of harm to individual subjects of financial and legal relations and the financial system of Ukraine, the state, society as a whole, eliminating the negative impact on the financial sector. Ukraine. It was found that the administrative and legal means of crime prevention in the financial sphere is a system of substantial and activity legal phenomena, through which the subjects of financial control, law enforcement and other bodies, citizens, their associations and other subjects of counteraction to financial offenses nature, establish the causes and conditions of misconduct in the financial sector, neutralize the factors that determine the delinquent behavior, have a preventive effect to prevent tax, budget offenses, banking offenses, financial offenses in the customs sphere and other financial offenses. The analysis of means of counteraction to torts which pose a threat to financial stability, security of the state, guarantee of financial rights of individuals and legal entities is presented. The specifics of the legal nature and legal features of the system of administrative and legal means of crime prevention in the financial sphere in Ukraine, the regulatory framework for their application, elements, varieties are detailed. The need to take into account the factors that determine tortious behavior of a financial nature is emphasized. It is emphasized that on the way of implementation of modern reforms in the financial sphere the legislator must form a legal basis for the implementation of financial and legal means of prevention of financial delinquent behavior, take into account the systemic nature of such means and the need for comprehensive consideration and standardization.

Environmental expertise plays a special role in the course of the investigation of environmental crimes. Its main task is to recreate the mechanism of the incident, established the causation link, as well as determine the scale the negative impact on the environment and the measures to restore its original state. The author discusses the current practice of the environmental expertise in the Russian Federation. In Russia the experts from the state or private laboratories can be appointed to assist the investigator and the court in performing their tasks. The problem is that there is no commonly accepted expert methodology in a case of environmental offences. While the state experts can be expected to apply the standardised methodology approved by the Russian Centre of Forensic Expertise in Moscow, their colleges from the private sector are free to use any methods they consider as appropriate depending on the circumstances of the case. Unfortunately, in Russia, as well as in Poland, there are no effective control mechanisms to ensure that the methods applied and the data used by the experts are scientifically valid. It means that the obtained results are no always reliable and accurate. Another problem referred to the difficulties of the damage assessment in such cases. The dynamics of the environment, the complicity of the relations between its elements makes it extremely hard to assess the scale of the negative impact, as well as to establish the causation link between the human’s actions or negligence and observed changes.

The rapid development of shadow banking and its high-risk problems have got highly concerned from the supervision departments, and they have been supervised from various external aspects. The purpose of this study is to examine whether the administrative supervision can reduce the risk preference of shadow banking effectively from two aspects such as the “Document No.107” of the State Council and national audit. This study quantifies the effect of “Document No. 107” and national audit by the non-observed-effect panel data model and the PSM—DID. The results show that “Document No.107” and national audit can regulate shadow banking significantly by controlling other factors, which is reflected by the fact that the decreasing of shadow banking’s scale and the improvement in risk structure can significantly reduce the risk preference of shadow banking. Since administrative supervision and national audit have different supervisory means and functional mechanisms, the cooperation and complementation between them must be necessary in the future during the regulation of shadow banking. Finally, this paper puts forward corresponding policy recommendations based on financial stability objectives.
