Formation of the financial and economic security system at the enterprise

The necessity of formation of financial and economic security at the enterprise in modern conditions of unstable financial situation in the country is defined. The concept of «financial and economic security» is substantiated, especially that financial and economic security is the financial and economic condition of the enterprise, through which the financial and economic interests of the company should be protected from negative external and internal factors and create the necessary financial and economic conditions for continuous successful activity and sustainable development of the enterprise. Statistics on the difficult financial security situation for both enterprises and the country are presented. The main indicators of the system and components for the formation of financial and economic security at the enterprise are analyzed. It is determined that the main factors of financial and economic security of the enterprise are: the level of financial resources; stability and firmness of the financial condition of the enterprise; balance of financial flows; the nature of financial and economic activities of the enterprise and the degree of its efficiency. Stages of formation of financial and economic security are to determine the types and causes of negative impact on the company and determine its financial condition, assessment of the current level of its security. Indicators for assessing the efficiency of the enterprise and the current state of financial and economic security of the company are presented. All these measures are aimed at ensuring the balance and sustainability of financial and economic security of the company, which consists in the effective implementation of currency, investment, settlement, stock, monetary policies, etc. as a prerequisite for the effectiveness of economic activity of the business entity. The following ways of improvement of financial and economic system are offered: improvement of normative-legal protection of all spheres of activity; ensuring the reliability of staff; protection of information used by the enterprise; effective monitoring of finances and risks of financial activity; increasing financial stability and independence by ensuring the efficiency of core activities, competitiveness of products and / or services; the right choice of strategies for market behavior.

Introduction. Under such conditions, the problem of assessing the economic security of enterprises is actualized, which is designed to identify threats that arise in the competitive environment and the internal environment of the enterprise, to identify strengths and weaknesses in the activities of the enterprise, on the basis of which management decisions are made at the strategic level, to prevent negative situations at the operational levels of enterprise management. Aim and tasks. The purpose of the study is to assessing the economic security of forest enterprises in the Ukrainian Polissya region. Objectives of the study: generalization of scientific approaches to assessing the economic security of enterprises; determination of criteria for assessing the economic security of forestry; development and testing of methods for assessing the economic security of forestry in the Ukrainian Polissya region. Results. The calculations show a high and sufficient level of economic security in the studied forestry enterprises. However, there is a decrease in financial security indicators, which requires the adoption of current and strategic management decisions to improve financial results and improve the financial condition of forestry enterprises. The main problem is the inefficient structure of exports, namely the predominance of products with low benefit and insufficient investment in the development of technical and technological base. The proposed system of criteria and indicators can be significantly expanded depending on the ability of researchers to obtain additional information about the economic activities of forestry enterprises. Conclusions. A proposed method of assessing the level of economic security of forestry enterprises, which provides for determining the compliance of the current state of the business entity development goals (desired state), provides for the use of traditional indicators covering the main areas of economic activity of forestry enterprises. It is only important that the sample of forest enterprises is formed on the basis of belonging to the common forest area, similarity of forest area and forest area of these enterprises, as well as other factors that researchers may consider essential for the choice.

The article considers the existing procedure for forecasting revenue receipts administered by the Federal Penitentiary Service of Russia to the budgets of the budget system of the Russian Federation from the point of view of economic security. It is noted that the formation of federal state institutions, in fact, led to the deprivation of the right to independently manage their own financial flows arising within the framework of their economic activities. Therefore, all income received by institutions and bodies of the penal system of the Russian Federation from the production of products, performance of works and provision of services should be planned and transferred to the budget. This, in turn, indicates the relevance of the formation of a unified approach to forecasting budget revenues of the budget system of the Russian Federation for items administered by the Federal Penitentiary Service of Russia, in connection with which the corresponding methodology has been approved. As a recommendation for calculating the forecast values, it is proposed to additionally use the extrapolation method.

Abstract. The article states that the financial and economic security of the agricultural sector is aimed at ensuring a sufficient level of efficiency of financial and economic activities; protection from external and internal dangers, improvement of financial firmness, and stability.  It is established that one of the ways to solve these problems is the application of modern approaches to determining the level of financial and economic security of agricultural sector entities in order to identify the most significant threats to the market, as well as the application of modern approaches to improving the level of financial and economic security of the Ukrainian agricultural sector.  It was found that the financial security of the country directly and proportionally affects the financial and economic security of the agricultural sector, and the presence of problems can prevent the agricultural sector from reaching the desired economic level. The basic elements of financial and economic security in agricultural entities are identified as financial resources, financial stability (solvency), and profitability of operating activities, effectiveness of financial and economic activities, the possibility and cost of attracting external financial resources. The indicators for financial and economic security of agricultural enterprises in Mykolayiv region are assessed and a model of factors influencing the indicator, which is the profitability of operating activity, is developed.  General and specialist research methods were used to study theoretical, and methodological issues of financial and economic security in the agricultural sector; monographic, causal relationships, and logical modeling are also used in determining the indicators of assessing the level of financial and economic security in the agricultural sector;  method of dynamic analysis  and — in order to assess the rate of economic growth of the main macroeconomic indicators of the country, taking into account the dynamics of their change in the market environment;  calculation-constructive, graphic — when assessing the level of financial and economic security.  It is proved that the financial and economic security of the agricultural sector is aimed at ensuring a sufficient level of efficiency of financial and economic activities in the market environment, protection from external and internal dangers, as well as creating conditions for long-term development, given globalization challenges. In today’s economic environment, much attention is paid to the company’s partnerships, which, in turn, arise with counterparties. Accounting for settlements with counterparties is of great importance for any company that is active in a market economy, as each company that conducts financial and economic activities, in the process of its operation makes settlements with counterparties: with customers – for their products, with customers – for work performed and services rendered. An important issue in the organization of settlements with counterparties is the organization of internal audit of receivables and payables. This issue is due to the common problem of non-payment and is associated with the existence of insufficient accounting in the structure of the business entity. Settlements with counterparties are inextricably linked to incoming and outgoing cash flows, which form the basis of the process of ensuring the continuous operation of economic entities. The article studies activity of a trade enterprise. The main indicators of financial condition assessment, the main types of assets and liabilities of the enterprise were considered over the last three years, management of the enterprise financial activity has been estimated on the basis of coefficients of liquidity and security of own working capital. The value of the calculated coefficients by years shows their positive dynamics, well above the norm, which indicates the financial stability of the company and the ability to be active even in the absence of access to borrowed funds and external sources of funding. In order to determine the symptoms of the critical financial condition of the enterprise, the bankruptcy was assessed for its early prevention according to O. Tereshchenko’s model, which employs the methodology of discriminant analysis. The calculation according to the model showed a gradual increase of the indicator, which confirms the financial stability of the enterprise.

Place of monitoring and control of risks of financial stability of the state in the system of ensuring financial security of the state was substantiated. Methods of identifying threats to Ukraine's financial security through the current and strategic analysis of financial system development indicators were considered. Tendencies of economic development of Ukraine in the context of revealing sources of threats to financial stability of the state were analyzed. Dynamic analysis of the actual values of the financial security indicators of Ukraine as a whole and its separate components had been carried out. Threats to Ukraine's financial security were identified based on comparative and trend analysis. Reasons for the critical state of debt, banking and monetary security in the financial structure and the preconditions for the emergence of systemic threats had been investigated. Systematization of risks and threats to Ukraine's financial security by its components had been carried out. Influence of systemic threats in the financial sphere on the economic security of the state was generalized. International experience of monitoring financial stability of the state was analyzed. Additional risks to the national financial system are associated with the globalization and digitization of the state financial system that are not taken into account by valid methodological recommendations for calculating the level of economic security of Ukraine were highlighted.

Introduction. Achieving the key goals of the business object is possible through timely and rational diagnosis of the financial condition of the enterprise. To date, the company's management faces many questions to assess the financial condition. Therefore, the definition of the essence, the description of the factors of formation and the definition of ways to increase the financial result of the enterprise is one of the relevant areas of research. The purpose of the paper is to determine the theoretical foundations and practical approaches to the analysis and evaluation of the enterprise. Results. The mechanism of financial diagnostics of development and safe activity should be built in such a way that the negative impact of different types of destructive factors can be detected and quickly eliminated through regularity and verification. Assessment of a set of indicators makes it possible to identify factors that directly affect the financial condition of the enterprise and timely make the necessary management decisions to improve it. Diagnosing the financial condition and sustainability of the enterprise includes two main stages: rapid diagnosis and fundamental diagnosis. stages of the capital cycle, because financial difficulties can arise in any of them. Considering the system of factors influencing the financial condition of the enterprise, we can say that the greatest attention in the process of its management should be paid to the factors of internal influence, because these are the elements an entity can manage. Conclusion. To carry out successful activities in modern conditions of development, it is important to maintain an effective process of enterprise management, which consists in finding and making the most effective decisions and, accordingly, practical justification. Therefore, we can conclude that for a successful financial analysis of the enterprise, the right method and indicators must be chosen that can better describe the essence of the financial condition of the enterprise.

Sustainability of national development is the increase in the life of the community effort that is supported through the granting of credit facilities or loans, as the provision of money or bills that can be equated with that loan agreement borrow the returns are made on a period of time to come. In order to provide protection and reassurance against creditors in obtaining her credit refund, the Government ratified the Act No. 42 Year 1999 About the Fiduciary Guarantee gives the right to the lender through fiduciary certificates as material warranties that are submitted on the basis of trust, where the owner can still use his guarantee for economic activities. The ease, often abused the debtor not good intentioned one through the securing of objects belonging to third parties fiduciary are against the law to the detriment of creditors because it resulted in no fiduciary guarantee legitimately so the lender no longer has the right to obtain payment preferent precedence if the debtor tort in fulfilling the obligation payment of his credit. In addition, the owners of goods that harms his ownership was made the object of a fiduciary guarantee. The author analyzes the internal control organization in the management accounting system in this scientific article. In addition, the article is devoted to the definition of internal control and determination of the role of internal control in the financial and economic activities of the enterprise. As a result of the research, the author has developed proposals to analyze the key indicators, financial condition and profitability indicators reflected in the financial statements of the enterprise and to implement the process of planning internal control on the basis of improved stages. Moreover, the theoretical and methodological bases of the internal control system have been identified, ways to improve its reliability have been determined, and the method of organizing internal control in reliance upon the information system to raise production and sales, as well as to reduce costs has been proposed.


Financial stability and solvency of the company is a guarantee of effective development and the basis for making effective management decisions by management. This approach to business planning makes it possible to conduct a qualitative assessment of operating and investment activities and reflects the ability to timely repay its debt obligations. In Russian and world practice, there are many approaches to assessing the financial condition, however, the peculiarity of our study is the use of methodological tools that allow us to assess the profile of the organization when assessing the external and internal environment of the company. The paper identifies the elements of the macroenvironment, types of financial stability of the organization. Based on the system of expert assessments for PEST-metod, environmental factors are determined, including the probability of an event, the impact on the organization, the direction of influence, and the degree of importance. The assessment is based on conditions of an economic, political, socio-cultural and technological nature. This technique is a systematic approach to the study of the influence of conditions that form the external and internal environment of the company, market and production factors on the quantity and quality of products, services rendered. The results of the study indicate possible prospects for the development of further economic activities of the organization in the selected functioning environment.

Introduction. A necessary condition for effective corporate finance management, rational use of enterprise resources is a reliable and comprehensive evaluation of the financial condition of the enterprise. In the modern practice of financial management, the problem of qualitative and quantitative justification of management financial decisions is solved through the widespread use of information about the financial condition of enterprises, which are the main subjects of economic relations. The purpose of the paper is to research of essence and features of use of a rating evaluation of a financial condition of the Ukrainian enterprises in modern economic conditions Results. There are many methods for evaluation the financial condition of an enterprise: balance methods, express analysis, efficiency analysis, bankruptcy evaluation, rating evaluation, integrated evaluation. The choice of method of conducting a comprehensive evaluation of the financial condition of the enterprise depends on a number of factors: type of economic system, the degree of development of market relations, the peculiarities of the balance sheet and other forms of reporting, industry characteristics, type of activity, form of ownership of the enterprise, etc. We recommend the rating evaluation of the financial condition of the enterprise. The methodology of rating evaluation of the financial condition of the enterprise is based on an integrated approach; indicators of profitability, liquidity, financial independence and financial stability of the enterprise, and also data on efficiency of use of financial resources and production potential of the enterprise are used at its construction. Calculations of indicators of the financial condition of the enterprise according to the rating assessment method were carried out on the basis of the data of the company's public financial statements for the period 2017–2019. According to the results of calculations, the enterprise received a score of 0.615 points, which corresponds to the AA rating. Conclusion. The use of rating assessment of the financial condition of the enterprise is an effective tool of financial analysis, which allows to obtain a final evaluation of the financial and economic activities of the investigated enterprise.
