The article examines the competency approach in team building management in the context of the development of the modern labor market. A strong dialectical relationship between the labor market and innovative entrepreneurship has been identified. The labor market is a producer of innovative entrepreneurship due to the availability of human resources involved in the production and distribution of innovative goods and services. The main hypothesis in the current context is that without taking into account the trends occurring in the modern labor market, it is almost impossible to form a means of state support for innovative development of entrepreneurship. Taking into account the foresight of innovative changes in the national economy, possible promising changes in the labor market have been demonstrated which will create a fundamentally new labor market and destroy outdated trends. It is proved that the key challenges in the labor market that hinder an effective competency-based approach to team-building management of the enterprise are: a steady trend of depopulation; progressively high level of aging of the floor; low life expectancy; reducing the quality of secondary education; lack of connection between the needs of the real labor market and the market of educational services, etc. Particular attention is paid to the analysis of available human resources, which is represented in the modern labor market and can serve as a mobilization reserve that can be involved in innovation through the implementation of effective regulatory employment policy, through the formation of necessary competencies. It is concluded that in the domestic market of educational services there is an urgent need to take into account promising specialties in order to prevent unemployment in the labor market and increase employment of young people in the specialty. There is a need for thorough research of existing foresights in the labor market, taking into account the development of innovation and trends in the globalization of the labor market. Therefore, taking into account the study of labor market trends in the context of innovative development, it is necessary to determine the formation of priorities for the development of the labor market under the White World Scenario.

The gist of this article boils down to improving the efficiency of the bank’s marketing policy in a pandemic. The growing needs of buyers, the growth of non-price competition and the supply of goods and services on the market indicate the relevance of the problem of forming a marketing policy. Factors such as imperfection of market relations, inflation, low population growth rate, high level of income differentiation of the population are characteristic of the Russian market. The article stresses that it is necessary to conduct a marketing policy competently in order to ensure the return on capital and a stable position in the market. The main hypothesis is based on changing consumer preferences. The marketing research was conducted by a survey method in the form of a survey of respondents. The aim of the study was to determine the strengths and weaknesses of the organization providing credit products. A survey of consumers of credit products made it possible to determine vectors and control points when choosing a product by a consumer. This, in turn, made it possible to determine the parameters of the loan products, which need to be changed in order to increase the degree of customer satisfaction. The criteria for choosing a loan, the preferred channels for obtaining a loan and the attitude towards credit institutions that provide loans have also been determined. The article presents the activities that determine the marketing policy for future periods.

Topicality The relevance of the research of the economic interaction of the labor market and human resources in the healthcare sector is growing today, as it is necessary to involve all interested parties to effective interaction, to ensure the flexibility of higher and vocational education system by adjustment of labor training to the needs of employers. Aim and tasks. The goal of the study is to analyze the interaction of labor markets and education, identify the main disadvantages of this interaction and develop proposals to increase its productivity in the context of meeting the needs and interests of the subjects of these markets. Research results. The interaction of labor markets and educational services can be considered as coordinated behavior of entities engaged in economic activity in these markets in order to balance the supply and demand for skilled labor, create conditions for socio-economic growth of the national economy through the reproduction of human capital and increasing the competitiveness of the workforce. The economic interaction of the labor market and the human resources in the healthcare sector of Ukraine has been analyzed. An assessment of the competitiveness of the field of higher medical education and its institutions in the context of the economic interaction has been carried out. The level of the economic interaction of the educational services market and the labor market has been determined. The process of harmonization of the labor market of EU countries and Ukraine has been investigated. The main causes and disadvantages of the economic interaction of the educational services and the labor markets have been identified. The directions of improvement of the forecasting process of the labor market development as measures of improving the productivity of the studied processes are suggested. The approach to determining the competitive position of a higher medical education institution using a qualimetric approach has been considered, where educational and pedagogical work, personnel, scientific work and international activity are chosen as parameters. The main factor by the parameter of educational and pedagogical work is the medical work, which includes the following evaluation criteria: the number of university clinics, consultative and surgical activity of employees during the year, participation in the creation of clinical protocols, the availability of medical qualification among the teachers, technology acquisition of practical skills. According to the results of competitiveness assessment of higher education institutions, it is proposed to determine the following levels: critical (low); sufficient (average); high (higher than average); excellent (very high). Conclusion. The results of the study indicate an unsatisfactory level of the economic interaction of the labor market and the human resources in the healthcare sector in Ukraine, which is manifested in an imbalance in supply and demand for specialists in the relevant specialties, the low percentage of employed graduates of HEI, the high share of unemployed with higher education and the absence of direct connection between the amount of expenses on the education and the quality of educational services, the imperfection in the information support system and the poor state of forecasting processes in the main indicators of functioning and development of the labor market.

The strategic directions of reforming the economy of Ukraine are analyzed. The author defines the main reasons for the existence of structural imbalances, including limited resources (material, intellectual, financial, investment, innovative); reduction of innovative production; high material and energy intensity of production; a high share of intermediate structure of GRP, which shows a limited production of goods and services with a high share of GVA; low development of innovation infrastructure. The paper proves that the real sector of the economy is in a state of deindustrialization and needs to restore technological, scientific, intellectual, and export capacity. As a result, the author has focused attention on the necessity of systemic reforms in a number of areas, which should become the basis for the dynamic socially-oriented development of Ukraine. The most important reforms include the technological modernization, reindustrialization, increase of high-tech exports, systemic de-shadowing and formation of a competitive environment, business development, expansion of the middle class, modernization of social security and investment attractiveness, development of strategic industries, domestic market development, resource sector growth, and energy efficiency. The structural results of reforming the economy of Ukraine are summarized and indicators that will represent the efficiency of changes in each of the reformed basic areas are identified. For example, the efficiency of the reforms implementation in the social sphere will be displayed by the growth of incomes and the level of life quality and well-being of the population. In the field of education, such results will be summarized by increasing the quality and competitiveness of education, its harmonization with the needs and demands of professionals in the labor market. In the field of healthcare, the changes will be displayed in the creation of a modern reformed health care system with a high level of quality and accessibility of medical services. The decrease of migration activity processes is defined as the main result of the development of the internal labor market.

The article is aimed at forming the theoretical-conceptual aspects of clustering as the basis for innovative development of industrial enterprises in modern transformational conditions of economic management. According to the results of the research, it is identified that the clustering process is directed towards forming an innovative system, that is, a combination of science and production, which ensures the transformation of new knowledge into competitive goods and services. The creation of cluster associations will enable the State and local governments to stimulate the innovatively oriented development of domestic industrial enterprises through the formation of a regional economic system in which economic entities of various industry sectors and forms of ownership create organizational-economic associations of suppliers and consumers of products and services based on international management standards. Innovatively oriented development of Ukraine shows that with the existing scientific potential, we are unacceptably lagged in terms of the share of intellectual property in public wealth and GDP. The primary causes are the following: insufficient budget financing; low demand for innovations on the part of business; low level of development of innovative entrepreneurship and innovation infrastructure; taxation which is fiscal rather than stimulating; high level of corruption; inaccessible lending and unstable system of insurance of technological and commercial risks. On the basis of the carried out research, the concept of clustering is proposed as the basis for innovatively oriented development of industrial enterprises. The clustering process solves many problems, forms the institutional foundation for the creation of a post-industrial information-based economy, strengthening the financial competitiveness of the regions and solving their socio-economic problems.

New challenges of the modern economy and society require changes in russian state program for training managerial human resources. The purpose of the present research is to develop a methodology for monitoring the labor market to assess the training quality of managerial human resources and identify the needs of regions and employers in terms of improving the skills of managers. The research methodology is based on Russian and foreign practices. The empirical basis of the research includes the results of an expert telephone survey of employers who have sent their employees to study under the Program, as well as an online survey of graduates of the Program. The significance of differences in the assessments of competencies required by a contemporary manager between groups of respondents was carried out using the nonparametric Mann-Whitney U-test. The article presents the authorial methodology for monitoring the labor market, according to which a sociological and expert survey was conducted among employers (N1=46) and graduates of the Program (N2=152), representing 32 regions of Russia where the Presidential Program is implemented most actively. The data obtained in the course of the sociological study made it possible to assess the quality of educational programs, the importance of competencies for contemporary executives, and identify several problems in the implementation of the Presidential Program. Despite the high level of quality of training, the level of demand for training under the Presidential Program was quite low. The survey revealed a problem, such as a shortage of managerial human resources with engineering and technical education.

The article examines the impact of digitalization on the labor market. The transition to the digital economy is a natural process and requires modernization of employment. Therefore, digital employment is formed, which is implemented through online platforms. The new forms of employment are evolving, due to innovative processes and transformation of the economy as a whole. The non-standard employment gains wide spread in such forms as: freelancing; tv work; borrowed employment (personnel leasing, outsourcing, outstaffing). The positive and negative consequences of such a transition for the labor market are reflected in the presented publication. The experience of mass implementation of the remote format of work during the isolation regime caused by the COVID-19 pandemic is also considered. The economy’s focus on digital development leads to the reduction and further disappearance of some specialties, accompanied by the emergence of new ones. Already, internet banking, e-government, automatic accounting programs, etc. are becoming widespread. Rapid response to technological challenges can eliminate some of the negative consequences of these changes through training and retraining of employees. Automation and robotics of production processes will undoubtedly lead to an increase in unemployment, so now it is important to develop an effective employment policy. However, professions such as engineers, actors, teachers, managers, social workers are still impossible to replace with robots. Therefore, such activities require a high level of human capital, which becomes the most important resource of economic growth. Countries should be prepared to solve problems inherent in the digital economy. Stimulating investment in information and communication technologies (ICT) and additional innovations will contribute to the growth of productivity and employment.

This research has a singular and notable importance, because if something should concern a Higher Education Institution, it is knowing what is the destiny within society of the human resource trained in its classrooms, that product that the institution delivers to the community who are its graduates and professionals. For the Institutions of Higher Education it is satisfactory on the part of employers, that the training received in the Institution of Higher Education is indicated, that the majority of graduates and professionals are incorporated into the occupational market; that is to say; some exercise their profession and others do it in occupations that do not correspond to their profession, which is justified, being aware that one of the great problems of the contemporary world is undoubtedly the lack of demand for human resources for stable work, which according to Authorized and reliable studies of every 10 people who join the economically active population, only 3 have real possibilities of fully joining the labor market, either in the private or public sector.

The following article is devoted to the study of current state of national education and healthcare systems. The cost of services in these areas constantly increases, there for even developed countries are forced to make significant efforts in order to maintain earlier achieved results. Due to this reason countries entered into the period of constant reforms with the purpose of maintaining that high level of health and educational services for all segments of population with a constant reduction of its volume of financing. The legal aspects of these changes are requiring manifestation of the will of politicians in order to overcome the opposition of parties which are defending their interests. As an example, the main opponents of the healthcare reforms proposed by Barak Obama in the USA are Republicans who are concerned about a significant increase of a state control over the entire national insurance system. The author comes to the conclusion that only joint actions of the government and every segment of population might actually improve the quality of medical and educational services.

Globalization has been one of the strategies many organizations looking to achieve competitive advantage in their markets of operation have been implementing. It has been in existence since the Europeans and Americans started to move into other continents to conquer nations within those continents. Globalization involves the movement of an organization to other parts of the globe in order to utilize the opportunities normally available in those countries for manufacturing of products and trading. There are many strategies through which organizations could use to go global. However the most popular strategies are alliances, acquisitions, mergers and joint ventures.  Most organizations which go global usually look for how they could cut cost by utilizing the cheaper natural and human resources available in those countries for production of goods and services. These organizations which go global are called multi-national companies (MNCs), as they usually have assets in the countries they operate from. Some organizations have been able to benefit substantially from globalization, whilst others not. The successful organizations have been able to achieve competitive advantage and some of them have even been able to attain sustained competitive advantage in their fields of operation.
