<div>This Major Research Paper conducted analysis of social housing policies and regulations in Ontario from 1993 to present. It was done to unearth the dominant discourses that informed social housing policies. Through a review of the Literature, a broader perspective will be had on social housing as well as social assistance, of which is deeply intertwined with social housing. The lack of a national strategy on social housing has caused Toronto to adopt a more entrepreneurial approach to housing, using public private partnerships, social mix revitalization initiatives, and other market and third sector influenced development mechanisms.</div><div><br></div><div>Social policy has been neoliberalized in Ontario at least since the advent of the ‘Common Sense Revolution’ in 1995, when a Conservative government was elected on a platform of neoliberal reform. Since then social housing has not been given the priority it deserves even with the changing of government and promises to address the lack of affordable housing in Toronto. These findings highlight difficulties on the part of Toronto to develop new affordable housing at</div><div>a time when the city continues to grow and demand for housing is increasing. The visibility of homelessness across the city suggest policy failures and a need to act, to address the problem of lack of affordable housing post haste.</div>

This paper explores the responses to the housing crisis in Dublin, Ireland, by analysing recent housing policies promoted to prevent family homelessness. I argue that private rental market subsides have played an increasing role in the provision of social housing in Ireland. Instead of policies that facilitate the construction of affordable housing or the direct construction of social housing, current housing policies have addressed the social housing crisis by encouraging and relying excessively on the private market to deliver housing. The housing crisis has challenged governments to increase the social housing supply, but the implementation of a larger plan to deliver social housing has not been effective, as is evidenced by the rapid decline of both private and social housing supply and the increasing number of homeless people in Dublin.

In Seoul, a metropolitan city, affordable housing is a major issue. Since 2012, social housing has been implemented as a means to solve housing shortages in the South Korean capital. Various policies in different times have been applied, and Seoul came up with a unique form of social housing: providing housing to those in need. The purpose of this paper is to review the development of social housing in Seoul and to discuss policy implications. First, this paper defines the concept of social housing in Seoul by comparing that of social housing in Western countries. The major differences in the concept of social housing between Seoul and Western countries lies in the provider of social housing. The providers of social housing in Seoul are social economy actors, including non-private organizations and cooperative unions that work as agencies to pursue the public interest. In addition, this paper presents an overview of the historical development and specific features of social housing. Finally, a discussion is presented on the implications for social housings, including the need for the allocation of social housing throughout the city, the extended length of residence, and reliable financial support to social housing providers.

This paper analyses the regulatory and legislative tools for affordable housing in Toronto. Through a review of relevant literature and interviews with key informants, key trends in affordable housing in Toronto have been identified. An analysis of affordable housing in Vancouver and Montreal is provided to show divergences and similarities in other Canadian cities. Key findings of this research reveal several trends. Firstly, past funding of housing was often rationalized as an economic imperative, rather than as a social policy issue. Secondly, federal retrenchment and Ontario government offloading have placed responsibility for housing on Toronto, which has neither the financial nor regulatory tools to adequately fund housing. Thirdly, this lack of capacity has led Toronto to adopt a more entrepreneurial approach to housing, using public-private partnerships, social mix revitalization initiatives, and other market influenced development mechanisms. These findings highlight difficulties on the part of Toronto to develop new affordable housing at a time when the city continues to grow and demand for housing is increasing.

Housing affordability is a prominent issue across the world. There is a growing concern that the number of people experiencing homelessness is rapidly increasing. As a solution, many countries, including Australia and New Zealand, have introduced housing policies aimed at providing affordable houses to low-to-medium income families. Over recent years, several affordable housing policies have been introduced in both Australia and New Zealand, including public housing initiatives, rental subsidies, accommodation supplements, state housing programmes and the provision of social housing. New Zealand launched the KiwiBuild programme in 2018 to increase housing affordability. Unfortunately, in 2019, KiwiBuild was unable to deliver its targeted primary objectives set by the Government. This study features a comparative analysis, primarily focusing on comparing and contrasting affordable housing policies in Australia and New Zealand. Subsequently, it discusses the reasons why the KiwiBuild programme failed. It makes recommendations based on policies used in Australia with a view to improving affordable housing policies in New Zealand. This research contributes and adds to the existing body of knowledge about affordable housing policies in both Australia and New Zealand. The recommendations will be helpful for future researchers who wish to develop workable policies to assist with affordable housing-related issues in New Zealand.

In recent years, finding affordable housing has been a notable challenge for the residents of historic cities in Europe. This paper aims to develop a novel vision for improving housing policies in the post-COVID time to moderate the long-lasting issue of affordable housing in historic cities. The research was developed based on the findings of the Atlas World Heritage in 2019. In this project, five European Art Cities, namely Florence, Edinburgh, Bordeaux, Porto, and Santiago de Compostela, discussed their common management challenges through the shared learning method. Focusing on the case study of Florence and using a mixed-method, we collected data through the municipality of Florence, map analysis, and distribution of a questionnaire among the city residents. Then, we used inductive reasoning to explain how reforming housing policies in the post-COVID time could moderate the long-lasting issue of affordable housing in historic cities. The findings suggest that housing policies need to be supported simultaneously at both international and local levels. From the international perspective, associated cultural heritage organizations, like United Nations Educational, Scientific and Cultural Organization (UNESCO) and its advisory bodies and the World Tourism Organization (UNWTO), need to develop restriction policies that manage tourism flows in historic cities like increasing the airline taxation. At the local level, Florence needs decisive housing policies that ban the growth of illegal tourist accommodation in the city. However, the privilege of establishing new hotels can be awarded in suburban or rural areas to support sustainable tourism goals.

Community gardens have emerged in Paris as a way to create green spacesin the city’s densely populated working-class neighbourhoods. One such garden is the Goutte Verte,a temporary, nomadic community garden that, with the agreement of the city and its developers, occupiesvacant lots awaiting the construction of new-build social housing. The continued existence of the GoutteVerte is placed in opposition to much-needed housing in the city, with poor, unemployed, and middle-classgardeners alike caught between a desire for green space and a demand for comfortable housing. Drawingon participant observation and interviews conducted in 2013–14 and 2019, I demonstrate how communitygardens act as a material alternative to urban planning and governance that often fail to account for a rightto a “place to breathe” in the city – a situation that is increasingly fraught as city planners treat newconstruction as the primary solution for affordable housing in Paris.

The objective of the paper is to evaluate the close relationship between public policies of social housing, housing deficit and the process of socio-spatial segregation in the city of Piracicaba, located in the interior of the state of São Paulo, in Brazil, between the years 2000-2020. For this, the method adopted consists of a mixed quali-quantitative approach. Whether due to lack or inadequacy, the housing problem is one of the main urban shortages, whose measurement can be made from the deficit and household inadequacy indicators. To address these issues, housing policies are presented as a state intervention to provide access to housing. However, after years of implementing these policies, the paradox created by them is noted, since, although they were able to face part of the problem, they contributed to the intensification of socio-spatial segregation on the intra-urban scale. In these terms, Piracicaba is an emblematic case of the relationship that is established territorially between these elements, in which socio-spatial segregation is seen as a by-product of social housing policies, under the pretext of coping with housing needs. The investigation therefore seeks to contribute to research on the relationship between housing policies and socio-spatial segregation in medium-sized cities in São Paulo, inserting the concept of deficit as a basic element of this problem.
