Higher education quality management is a strategic concept that is able to bring a university to the world level. In the basic concepts of quality management, quality is always planned, controlled, guaranteed and continuously improved. Practical and strategic models such as TQM, EFQM, SQM and others, provide philosophical offers to managers who wish to improve the quality of their institutions. Providers of quality management models in higher education services must consider customer satisfaction as one of the main quality measures. The implementation of higher education will ultimately have an impact on the competitiveness of the nation's human resources.

<p>With the further advancement of higher education connotation, increasing problems have arisen in the previous quality management methods of higher education, which is unable to meet the development needs of education in new age. To solve these problems, the development model of higher education must transform from previous quality management to quality governance. Therefore, the innovative practice of higher education quality governance needs to focus on directive development idea at the core of teacher-student oriented development. In this way, the joint development system of teachers and students should be improved, thus further enhancing teaching quality of higher education. </p>

The Impact

Abstract Starting from the three challenges in the field of the higher education: relevant character, quality and international cooperation (…), this work represents an analysis of the impact of quality culture on the increasing of Romanian universities competitiveness on the European market of education. Analyzing the literature in the branch, we find out that the main changes recorded at the level of the tertiary education are the diversification and the consistent development of education at a higher level, on the ground of the intensified difficulties as far as it regards insuring resources and an increased demand of responsibility. We are also witnesses, in present, of the development of a “consumption” view over the universities and passing from a higher education for elites, to a mass one, where the performance seems often to be uncertain. As far as it concerns as suring the quality in the higher education environment, it can be noticed that its implementation is made almost in a mechanical way, on the ground of a quality management that is not enough developed and a weak involvement of direct beneficiaries in the project of the quality system. In this regard, we recommend developping of a system of total quality management at university level, beginning from the student’s needs, identifying some new performance items in education and development of some effective instruments of ensuring higher education quality.

The topic of “quality” has received much concern in the context of higher education all over the world. Developing countries like India are also striving forward to improve their higher education system by taking various initiatives. Experts in the respected field have been envisaged that assessment of quality must incorporated the perceptions of its stakeholders. However, with reference to India, the quality of higher education has been assessed through external bodies and the quality of higher education has been hardly studied through its internal bodies particularly the primary stakeholders views were not actually taken into account. The present study is about studying the perceptions of the primary stakeholders on the key components of the higher education. The study will aid the authorities in reflecting and planning the higher education system in order to improve and maintain the quality. In the article the problem of education quality management was considered in the context of general scientific methodology. The modern tendencies of implementation of higher education quality and quality management in particular, were highlighted. It is shown that the practice of implementation of quality management systems, such as the Total Quality Management, positively affects the organizational, market and financial strategies for the formation of long-term competitive advantages in higher education sphere. The modern interpretation of the essence and basic principles of education quality management was revealed. The methodological substantiation of the phenomenon of education quality management in the context of general scientific approaches was carried out: systemic, synergistic and acmeological. Such an approach makes it possible to substantiate the quality management as a complex, open system characterized by nonlinearity of transformations, allows to predict its development, proceeding from the development of each individual to the whole system as a whole. It is proved that methodological substantiation of quality management on the basis of general scientific approaches can become the foundation on the basis of which the national system of education quality assurance will develop its own model, inherent only to it, taking into account the system of public administration in the field of Ukraine’s higher education, educational policy, academic traditions.

AbstractThe problem of Human Resources (HR) in Indonesia is becoming increasingly complex, this is reflected in the large number of formal education graduates from various levels who are not absorbed in the world of work. Many factors cause this to happen, including the mismatch between HR competencies and the labor market, the growth of the workforce is greater than the availability of available employment and population distribution between regions is not evenly distributed. If you look at the achievements of Indonesian tertiary education graduates, many of Indonesian tertiary education graduates are slow to get jobs, this shows that there is a broken link between higher education and the world of work. Higher education has not been able to produce graduates with high selling prices armed with the knowledge they have learned even though in general higher education graduates have greater employment opportunities than high school or lower level graduates. Many realities on the ground show that the quality of Indonesian people as a potential resource still does not meet expectations. This happens because of the low quality of education in Indonesia. By fulfilling good educational needs, the students will get benefits and can improve the quality of life of the knowledge they have, so that after completing their education, they can get decent jobs or create quality jobs. Indonesia's education world must start to build links with the world of work, so that the world of work responds to graduates produced in accordance with what the world of work wants; this paradigm must be understood and built by the Indonesian government. Education transformation is needed so that education is able to produce reliable and resilient human resources; education and educators must be improved.

Assessment of the business higher education quality is a multifaceted and multidimensional concept. Quality as a factor of performance of universities is currently an often-discussed topic. The aim of this article is to identify and evaluate factors of quality of business economics education by university students at a private Czech university. The results are based on a quantitative survey by questionnaire data collection from university students. The factor analysis was conducted to find significant groups of students regarding their perception of the educational process divided into three main areas. The quality perception was analyzed in this paper specifically by using focus on areas of subjects, lessons, and teachers. The analysis found groups of variables with significant appearance within the groups of students to reveal their main orientation and preferences. It is quality orientation (specified learning outcomes and its applicability), business orientation (tailoring to business needs) and expert orientation (skills and knowledge of teacher, his/her orientation on study group and tailoring lessons to their needs). Furthermore, identification of homogenous groups of students and their expectations helps with a design of subjects and lessons in the way of focusing on practice, addressing the needs and preferred teaching techniques. This is especially true when the students are already experienced in the taught subject. A limitation of the study is a narrow focus on one private university. It may be taken as a case study.

<p>This study involves the assessment of the quality management models in Higher Education by explaining the importance of quality in higher education and by examining the higher education quality assurance system practices in other countries. The qualitative study was carried out with the members of the Higher Education Planning, Evaluation, Accreditation and Coordination Council and Director of Higher Education and External Affairs Unit of the Ministry of National Education. Purposive sampling and snowball/chain sampling was done due to low number. The semi-structured interview form was designed in light of the theoretical framework as the data collection tool. The data was analysed through content analysis. The results of the study showed that higher education authorities are not able to perform their responsibilities with the current bureaucratic structure and major duties fall onto the higher education institutions in terms of quality management.</p>
