An important function of the socially oriented State is the formation of its social security. The implementation of a number of measures that guarantee the protection of interests in the social sphere of both an individual citizen and the country as a whole is a task of social security. The purpose of the article is to develop a conceptual approach to the formation of a new quality of life as part of social security. The provisions of the conceptual approach to the formation of social standards of a new quality of life as part of social security in Ukraine are formulated. One of the steps towards the systematic transformation of social policy is the development of a conceptual scheme for the formation of social standards of a new quality of life in Ukraine, which closer defines and details its components: principles, techniques, directions of use, sources of funding, forms of financing, system of provision. It is noted that the basis for the construction of a conceptual scheme for the formation of social standards of a new quality of life in Ukraine is the use of two groups of techniques: the first group directly reflects the provision of citizens: determining the norms and standards of quality of life of the population, determining the normative standard of living, determining the budget limits; the second – indirectly, through the tariff policy in the sphere of social insurance and benefits influences the welfare of citizens. It is also emphasized that in the formation of social policy in terms of determining the social standards of a new quality of life it is necessary to combine and gradually move from the administrative-subsidized to the insurance system of provision. Formation of social standards of new quality of life of the population of Ukraine in the context of social security requires the State to form a balanced socio-economic policy, which aims to implement structural changes in the economy in the context of the implementation of social priorities of society, to form a socially fair and effective system of distribution of created amenities, to ensure social orientation of expenditures of the State Budget of Ukraine.

The main parameters of social policy implementation in society are determined by many objective factors: the level of development of productive forces, the structure of the economy, the state of social life, the nature of political power, the spiritual and moral maturity of the population of the country, etc. The maturity of the subjective factor - the ability and willingness of the administrative structures and other entities to ensure the social orientation of the economy, decent working conditions and life of citizens; civilized nature of social relations. Social protection is directly associated with social policy, with the activities of the state and non-state actors aimed at combating social risks and their various manifestations, through the possible prevention of socially adverse events or compensation for their consequences. The market economy is traditionally considered in the coordinates of profit and consumption, and the person in it is human capital, but, and social protection and social security that help the person for the purpose, must be viewed from the point of post-classical studies, where the person is his core, and at the same time and the purpose of development.

Regional social policy often acts as the activity of the subject in the person of federal authorities and public organizations. The main goal of such a policy is to achieve equal living conditions, developed infrastructure and social structures of the region. And the general coordination of state, regional and local interests is actually implemented with great difficulty and is very often replaced by centralized management. Since regions and subjects become targeted objects of federal authorities, regions are not always able to realize their own interests. To avoid this situation, the regions need to establish their independence in solving social problems. Currently, the social and economic development of the state directly depends on the level of development of the regions. The concept of "economic security" and "social security" are closely related to each other, since the economic security of both the country and the regions mainly consists of socio-economic indicators. In other words, the economic security of the state and its subjects depends on the level of their social security. As a result of the conducted research, threats to the economic (including social) security of the region were identified. The assessment of the level of social security of the regions that are part of the Central Black Earth Economic Region was carried out using the methodology of Gaifullin A. Yu.and Gaifullina M.M. (Institute of Socio-Economic Research), which showed a fairly high level of social security of the object under study – the Voronezh Region. Determined the effectiveness of regional social policy and the ways and measures to improve the social policy of the region, in particular, it is recommended to pay attention to demographic component of the social security, living standards of the population, education and culture, and strengthen the rule of law.

Practical implementation. It is stated that the current economic theory is already considered to be archaic and far from being the best indicator for assessing the efficiency of the government and the success of the economy. It is proved that in order to determine people’s quality of life, it is better to use the International Happy Planet Index, which more accurately characterizes social aspects of quality of life and social orientation of economic growth. Value / Originality. It is concluded that the formation of responsible society in Ukraine is possible only if there will be the availability of social responsibility of all subjects of social interaction. The authors consider the social security as a state of social sphere, which ensures high quality of life of the population (material level and social components), protection of the basic vital demographic-recovery processes, possibility of obtaining the high-quality education and the absence of threats to health and life of a person. The main indicator of quality of life – poverty level according to various methods of determination – is studied in detail. Imperfection of existing approaches to reflect the real state of poverty in Ukraine is substantiated. The definition of poverty level is proposed as a share of the population whose equivalent total costs is lower than the actual living wage, calculated as 50% of the average wage. According to this approach, the poverty level in Ukraine is about 60%, reflecting the real state. The integral index of quality of life in Ukraine, calculated on the basis of modern methodology, indicates its unsatisfactory condition throughout the analyzed period; this can be overcome only on the basis of sustainable development. The most important threats are outlined and ranked for the weight of influence. It is determined that the root cause of all threats to the quality of life, as well as social security in general, is the unacceptably low level of remuneration in output, which is significantly lagging behind similar indicators of economically developed countries and stipulates the corresponding humiliating social standards. In this regard, it is proposed to change the social policy by law through redistribution of income between labor and capital to the average level of the economically developed EU countries: labor – 29%, capital – 71%.
