The need for rethinking the concept of national social policy, defining a clear goal, objectives, mechanisms and stages of its implementation is most acute. An important function of the socially oriented State is the formation of its social security. The implementation of a number of measures that guarantee the protection of interests in the social sphere of both an individual citizen and the country as a whole is a task of social security. The purpose of the article is to develop a conceptual approach to the formation of a new quality of life as part of social security. The provisions of the conceptual approach to the formation of social standards of a new quality of life as part of social security in Ukraine are formulated. One of the steps towards the systematic transformation of social policy is the development of a conceptual scheme for the formation of social standards of a new quality of life in Ukraine, which closer defines and details its components: principles, techniques, directions of use, sources of funding, forms of financing, system of provision. It is noted that the basis for the construction of a conceptual scheme for the formation of social standards of a new quality of life in Ukraine is the use of two groups of techniques: the first group directly reflects the provision of citizens: determining the norms and standards of quality of life of the population, determining the normative standard of living, determining the budget limits; the second – indirectly, through the tariff policy in the sphere of social insurance and benefits influences the welfare of citizens. It is also emphasized that in the formation of social policy in terms of determining the social standards of a new quality of life it is necessary to combine and gradually move from the administrative-subsidized to the insurance system of provision. Formation of social standards of new quality of life of the population of Ukraine in the context of social security requires the State to form a balanced socio-economic policy, which aims to implement structural changes in the economy in the context of the implementation of social priorities of society, to form a socially fair and effective system of distribution of created amenities, to ensure social orientation of expenditures of the State Budget of Ukraine.

Summary the article has analyzed the existing scientific and methodological approaches to assessing the level of social security of the state. It was revealed that they differ because: scientists include various components that form social security; they use various indicators and calculation methods; have various aspects of both generalization and practical direction. It was revealed that most often the components of social security include: safety of life, health, social protection and aspects of social and labor relations. The methods that are most often used in calculating the level of social security were considered. It was proved that in assessment, the selection of indicators that pose a threat, is the difficult task. It was revealed that there is no legally approved methodology for assessing the social security of the state. The use of various social security assessment methodologies was analyzed. Emphasis was placed on the selection of indicators used in these techniques. It was concluded that for assessing the social security of the state, an integral indicator is used most often. At the same time, scientists prefer their own set of indicators. The author’s definition of «social security» was presented, which allowed the formation of four components of the state’s social security (life, poverty, health and education). It was established that the choice of indicators for assessing the social security of the state should cover a retrospective period and should be based on both reporting and calculated data. A hierarchical model of an integral indicator of state social security was proposed. There was defined a set of indicators for each of proposed component. The following algorithm has been proposed for assessing the integral indicator of state social security: the formation of the components of social security and the definition of indicative indicators for each of the components; formation of a database; determination of an integral indicator; determining the influence of each component on the change in the integral indicator; interpretation of indicators; determining the sustainability of hazardous trends.

Introduction. Social protection of the population is one of the state functions The implementation of a socially oriented state policy involves solving the problems of social protection and is aimed at creating the proper conditions for a decent standard of living and free development of the individual. The emergence and functioning of social insurance is conditioned by the presence of various social risks and the need to retain citizens who can not take an active part in the process of social production. Purpose. The purpose of the article is to study the practical principles of the functioning of the system of state social insurance of Ukraine and Germany and to develop, on this basis, practical recommendations aimed at improving the social insurance of Ukraine in the context of the borrowing of progressive experience in Germany. Results. Approaches to the treatment of social insurance are considered: as a system of economic relations, as an element of the social policy of the state, as a component of social protection of the population. A comparative analysis of forms of social insurance and sources of financing payments in Ukraine and Germany has been carried out. The practical aspects of functioning of compulsory medical insurance in Germany are investigated, its positive features are revealed. Conclusion. It is revealed that the forms and sources of state social insurance of Ukraine and Germany are similar. The exception is the state health insurance, which in Ukraine is in the stage of implementation. The necessity to restore the payment of a single social contribution by hired workers in the conditions of a shortage of financial resources in the sphere of social insurance of Ukraine is substantiated. It is proposed to apply in the domestic practice the mechanism of functioning of the state medical insurance of Germany, which excludes the possibility of abuses by medical workers in the context of the appointment of unnecessary medical examinations and procedures.

Abstract. The changes in the economic and social spheres that occur in conditions of rapid technological changes and affect the structure, form and nature of employment are studied. It is argued that increasing employment flexibility, which is in line with the idea of expanding economic freedom for employers and employees, may exacerbate the social risks associated, in particular, with a weakening of the social security of employed. The existing foreign mechanisms of risk prevention in promoting employment flexibility are analysed, and it had reflected in the flexicurity concept. It is proved that the strengthening of employment flexibility in Ukrainian practice is accompanied by three main tendencies: diversification of employment forms that are characterized by flexibility; maintaining the rigidity of labour legislation on employment and employment in the public sector; preservation of the non-sufficient and inefficient level of social protection of flexible employment. Various points of view of different scientists on employment flexibility are analysed that allowed to study the specific forms of flexible employment in the Ukrainian economy. Proposals had developed to improve the conditions for the development of flexible employment, covering organizational, economic and institutional vectors. Keywords: employment, employment flexibility, social security, flexicurity. JEL Classification J24, J62 Formulas: 0; fig.: 3; tabl.: 0; bibl.: 16.
