Description. The purpose of the article is to study social responsibility in the context of global challenges on the example of Ukraine. Methodology. The research methods are chosen based on the object, subject and purpose of the research. The study used general scientific and special methods of scientific knowledge. In particular, dialectical method reveals the essence and content of social responsibility. Comparative and legal method was used in the analysis of scientific categories, definitions and approaches. The method of systematic analysis was used to comprehensively summarize the features of social responsibility of a State, society and an individual. Using the normative-dogmatic method, the content of normative-legal acts, regulating the issue under consideration and scientific works of domestic and foreign scientists was analyzed. The legal modeling method was used to develop proposals for improving the regulatory framework governing the issue under consideration. As a result of the research it has been found that a new characteristic of social responsibility is its globalization, when the latter becomes planetary in scope and requires joint consolidated action by the international community. The authors of the article have proved that the deficit of responsibility, which causes a number of serious social negative consequences, which, in turn, lead to deepening of the total crisis. Practical implementation. It is stated that the current economic theory is already considered to be archaic and far from being the best indicator for assessing the efficiency of the government and the success of the economy. It is proved that in order to determine people’s quality of life, it is better to use the International Happy Planet Index, which more accurately characterizes social aspects of quality of life and social orientation of economic growth. Value / Originality. It is concluded that the formation of responsible society in Ukraine is possible only if there will be the availability of social responsibility of all subjects of social interaction. In this context, social responsibility of the State is of particular importance as a prerequisite for ensuring sustainable development based on the reconciliation of the interests of the state, the individual, society and business.

The coronavirus pandemic has exposed fundamental problems in the functioning of national societies, which require intensive scientific research. COVID-19 predetermined the growing importance of political and economic approaches to the interpretation of basic principles of the functioning of future post-coronavirus reality. The societal crisis, which has been a consequence of the ineffectiveness of the state in preventing extreme threats to the life and health of citizens such as COVID-19, has actualized the “new normal” problem, which is being actively discussed by experts from international research and practical organizations. The post-coronavirus reality will begin to form after the COVID-19 pandemic and will be based on different principles. The author interprets it in the context of restoring the societal integrity of national communities under the following conditions: (1) reorientation of formal institutions at the state's disposal towards the priority of human-centred principles in order to restore public consensus, trust in the government and its policies; (2) aggregation of public choice, taking into account, first of all, the preferences and values of households (ordinary citizens), which will minimize its distortion in the future; (3) raising the state's expert functions on the example of adequate institutionalization of conditions for eliminating the negative consequences of the societal crisis. The author stresses the importance of rethinking the phenomenon of partnership between the state and private business as a means of improving the quality of the state's aggregation of public choice, assessing the effectiveness of alternative options for the institutional structure of the new reality, adjusting the functions of the state in relation to a society with universal values at its core, taking into account the realities of the post-coronavirus world. To test the obtained results, the author offers a model of an “institutional matrix” that can be used to institutionalize a mutually-beneficial partnership between the state and private business in order to minimize the uncertainty of post-coronavirus reality (“new normal”).

Today, the attention of economic science should be focused on the search for real factors and mechanisms to promote such a development of the national economy, which corresponds to the scenario of the growth of the main components of the quality of life of the population. The leading subject of life quality management in modern conditions is the state, as an institution entrusted with the task of ensuring the macroeconomic conditions for the existence of the population and ensuring the social orientation of national development. Representatives of many sciences have been fruitfully researching the quality of life for a long time. Despite a significant amount of research on this issue, the problems of effective management of the processes of ensuring the quality of life at the national level remain insufficiently studied. The purpose of the article is to analyze the features of state regulation of the quality of life of the population as the main goal of modern socio-economic development. The concept of quality of life can play a key role in modeling contemporary national economic development. The solution to the quality of life problem is associated with the modernization of the education sector, improving the quality of medical services, developing health care, improving environmental safety, minimizing the negative impact of the environment, ensuring a sufficient level of material well-being for all citizens of the country, which can be realized only in conditions of effective functioning of the economy. The state becomes the main subject of the corresponding deep transformations. Among the most important obligations of the state are social obligations in relation to the working-age population, improvement of general conditions of employment and restoration of the reproduction function of remuneration, development of an intangible investment complex and social infrastructure. The management of the processes of modernization of the national economy in the context of ensuring the quality of life of the population of Ukraine should be determined by two pressing needs: ensuring an effective and fair system for the distribution of social results and growth of national productivity as the basis for sustainable economic development and increasing national competitiveness.

An important function of the socially oriented State is the formation of its social security. The implementation of a number of measures that guarantee the protection of interests in the social sphere of both an individual citizen and the country as a whole is a task of social security. The purpose of the article is to develop a conceptual approach to the formation of a new quality of life as part of social security. The provisions of the conceptual approach to the formation of social standards of a new quality of life as part of social security in Ukraine are formulated. One of the steps towards the systematic transformation of social policy is the development of a conceptual scheme for the formation of social standards of a new quality of life in Ukraine, which closer defines and details its components: principles, techniques, directions of use, sources of funding, forms of financing, system of provision. It is noted that the basis for the construction of a conceptual scheme for the formation of social standards of a new quality of life in Ukraine is the use of two groups of techniques: the first group directly reflects the provision of citizens: determining the norms and standards of quality of life of the population, determining the normative standard of living, determining the budget limits; the second – indirectly, through the tariff policy in the sphere of social insurance and benefits influences the welfare of citizens. It is also emphasized that in the formation of social policy in terms of determining the social standards of a new quality of life it is necessary to combine and gradually move from the administrative-subsidized to the insurance system of provision. Formation of social standards of new quality of life of the population of Ukraine in the context of social security requires the State to form a balanced socio-economic policy, which aims to implement structural changes in the economy in the context of the implementation of social priorities of society, to form a socially fair and effective system of distribution of created amenities, to ensure social orientation of expenditures of the State Budget of Ukraine.

Quality of life in green economy surveyNature is a source of everything that surrounds us. Resources of our planet are, however, limited and the rate at which they are used leads to negative consequences not only for the globe, but also for its inhabitants. Pressure on environment is so great that it threatens the supply of resources to satisfy the residents’ needs and their wellbeing. Only responsible activity of humans in terms of development perspectives may limit excessive exploitation of natural environment and preserve it for future generations, while simultaneously lead to economic growth and development. One of such perspectives is the introduction of „green economy”. It is a set of activities undertaken to increase economic growth while taking due care of environment. “Green economy” involves monitoring of the effi ciency of the aforementioned activities and of the state of greening the economy. Polish public statistics has put forth a set of measurements which can be used for this monitoring. The aim of this article is to evaluate the quality of life in Poland with the use of specially selected set of indices used to assess the state of green economy. This work consists of two parts. The fi rst presents both theoretical aspects of green economy and indices to measure it. The other, however, focuses on Poland against the background of a selected group of indices, which can describe and assess the quality of life of Polish residents.

World practice has shown that countries that have reached a high level of socio-economic development have a strong middle class, which is the main productive force of society, the main consumer of goods and services, a component of investment and innovation potential of the country. Using general scientific research methods, a multi-criteria approach and the Global Index of the Middle Class, the author carried out a country-by-country comparative analysis of social and property status, parameters of the quality of life of the middle class. Based on statistical data and geometric graphics built model class structure of society. The paper identifies the main determinants and functions of the middle class, which is a stabilizer of society and a catalyst for its evolutionary development. The middle class is a large social group that performs such important tasks. The economic functions of the middle class include ensuring sustainable economic progress; filling the state budget; implementation of the country's investment policy. As for social functions, the middle class acts as a stabilizer, a buffer between the upper and lower strata of society. It is characterized by high social stability, social inclusion and a high level and quality of life. In political life, the middle class acts as a stabilizer, the bearer of democratic freedoms, liberal political values. He is aware of their civil rights, is able to protect them, is the driving force of reform. In the educational, cultural and technological spheres, the middle class performs the following tasks: disseminates knowledge and information, leads a healthy lifestyle, rationally organizes its working life and leisure, provides sustainable technological progress and high productivity, is able to adapt and change profession, carrier of basic components national culture. The social function of the middle class is realized through civic activity. The middle class exercises public control over the government and representatives of big business, promotes the development of the welfare state and social partnership. In the socio-economic policy of the state it is important to strengthen the priority of the development of the middle class.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

This chapter argues for the importance of cultivating aesthetic literacy and vigilance, as well as practicing aesthetic expressions of moral virtues. In light of the considerable power of the aesthetic to affect, sometimes determine, people’s choices, decisions, and actions in daily life, everyday aesthetics discourse has a social responsibility to guide its power toward enriching personal life, facilitating respectful and satisfying interpersonal relationships, creating a civil and humane society, and ensuring the sustainable future. As an aesthetics discourse, its distinct domain unencumbered by these life concerns needs to be protected. At the same time, denying or ignoring the connection with them decontextualizes and marginalizes aesthetics. Aesthetics is an indispensable instrument for assessing and improving the quality of life and the state of the world, and it behooves everyday aesthetics discourse to reclaim its rightful place and to actively engage with the world-making project.

Practices of corporate social responsibility (CSR), especially in organizations providing key services, related to the supply of fuel, water and energy, are extremely important from the point of view of identifying stakeholders with the functioning of enterprises in line with the principles of a closed loop economy. The article discusses the origins and evolution of the concept of corporate social responsibility, with particular emphasis on the water supply and sewage industry. The research problem was the perception and expectations of stakeholders toward prosocial activities of PWiK Rybnik (Sewage and Water Supply Ltd. Rybnik). The hypothesis assumed in the study was that the external stakeholders of PWIK Rybnik positively assess the company’s involvement in the tasks carried out as part of corporate social responsibility, they notice the involvement in educational activities and additional initiatives of PWIK that improve the quality of life of its inhabitants. For the purpose of this study, a quantitative method was used. For the purpose of the survey, the authors’ questionnaire “Survey of customers’ opinions on the activities undertaken by PWiK Rybnik” was created. The surveys conducted confirmed the hypothesis that the external stakeholders of PWIK Rybnik positively assess the company’s involvement in the tasks performed as part of corporate social responsibility; they notice the involvement in educational activities and additional initiatives of PWIK that improve the quality of life of its inhabitants. The results of the research made it possible to formulate guidelines for the operation of water supply and sewage companies in accordance with corporate social responsibility in the light of the opinions of their stakeholders.

IntroductionQuality-adjusted life year (QALY) has been recommended by the government as preferred outcome measure for Health Technology Assessment (HTA) in India. As country-specific health-related quality of life tariff values are essential for accurate measurement of QALYs, the government of India has commissioned the present study. The aim of this paper is to describe the methods for the Development of an EQ-5D Value set for India using an Extended design (DEVINE) Study. Additionally, this study aspires to establish if the design of 10-time trade-off (TTO) blocks is enough to generate valid value sets.Methods and analysisA cross-sectional survey using the EuroQol Group’s Valuation Technology (EQ-VT) will be undertaken in a sample of 2700 respondents selected from six different states of India using a multistage stratified random sampling technique. The participants will be interviewed using computer-assisted personal interviewing technique. The TTO valuation will be done using 10 composite TTO (c-TTO) tasks and 7 discrete choice experiment (DCE) tasks. Hybrid modelling approach using both c-TTO and DCE data to estimate the potential value set will be applied. Values of all 3125 health states will be predicted using both the conventional EQ-VT design of 10 blocks of 10 TTO tasks, and an extended design of 18 blocks of 10 TTO tasks. The potential added value of the eight additional blocks in overall validity will be tested. The study will deliver value set for India and assess the adequacy of existing 10-blocks design to be able to correctly predict the values of all 3125 health states.Ethics and disseminationThe ethical approval has been obtained from Institutional Ethics Committee of PGIMER, Chandigarh, India. The anonymised EQ-5D-5L value set will be available for general use and in the HTAs commissioned by India’s central HTA Agency.

The paper argues for a new role for rural marketing, namely, that of delivering a better standard of living and quality of life for the rural people. It discusses the role of conflict, corporation, and competition in the modernization of rural society brought by rural marketing. It conceptualizes rural marketing as an interactive activity in which the major participants are the government, voluntary agencies, the corporate sector, and the rural clientele, each with its distinctive activities, mode of operating, and stake.
