Lecturers are entitled to get promotions and awards in accordance with their academic performance. Service of teaching and learning process of quality and professional will affect hope and feeling of satisfaction for student to spirit in follow lecture. Performance appraisal according to the favorite lecturer selection guidelines are (a) giving the syllabus at the beginning of the semester, (b) teaching on time, (c) mastering the taught material, (d) correcting assignments and timely grades and (e) serving academic guidance students well. Lecturers who can be elected are a lecturer who have given lectures on all courses in the department at least two semesters and are not currently following the learning task and has provided academic guidance services at least two semesters. Because there is no objective method to decide better and faster, based on existing data. Making the information system that can provide recommendations needed a proper method of decision making. Simple Additive Weighting (SAW) method is appropriate for the decision-making process because it can determine the weight value for each attribute, then proceed to the ranking process that will select the best alternative from some of the best alternatives.

Teaching is a dynamic process that involves a quick decision-making process. Teaching is also an activity that refers to what students need. This decision-making process often appears as a reflection of what the teacher believes and as a reflection of the theory adopted by the institution where the teacher works. This study addresses the teachers’ beliefs in teaching English at different situation. The method used in this research is qualitative descriptive by using questionnaire and interview as data collection technique. The respondents are two lecturers from FEB Unila and FKIP Unila. The study aims at (1) exploring teachers’ beliefs in teaching and learning process at two different faculties, and (2) describing the factors that shape teachers’ beliefs in teaching and learning process at two different faculties. The findings showed different beliefs regarding teaching and learning process between two lecturers and stated that college was counted as the contributed factor that shapes their beliefs in English teaching and learning process.

 Interests and number of STMIK Balikpapan new student enrollments are increasing every year. The balance of the ratio of lecturers to students is one of the most important components in improving the quality and teaching and learning process of a university. Avoiding shortages in the number of lecturers can be realized by providing scholarship programs to alumni and teaching assistants. This study aims to build a multi criteria decision making application that can assist the Head of HRD in the process of receiving scholarships to advanced and effective study lecturers. The multi criteria decision making application developed in this study uses the SAW method. The implementation of the SAW method includes the process of evaluating the weighting of criteria, evaluating alternative weights, the matrix process, the results of decision making preferences, resulting in the weighting and ranking of each alternative candidate for the scholarship recipient. The results of the evaluation of multi-criteria application decision making in the study are expected to produce modeling with a high degree of accuracy. The results of the analysis carried out can provide alternative recommendations for prospective scholarship recipients to advanced study lecturers in STMIK Balikpapan.

Higher Order Thinking Skill (HOTS) is a demanded strategy to be applied in any teaching activities, including English teaching and learning process. This HOTS application offers attainable learning outcomes to the teachers when conducting teaching activities. Teachers are able to see how far students can learn based on cognitive, affective, and psychomotor aspect. However, there were problems which teachers found and challenged them to encounter the problems to keep the implementation of HOTS successful. This research was carried out to figure out teacher’s self-reflection on problems found and to determine decisions how to encounter them. In line to the research purpose, a qualitative research design was applied within interview and questionnaire. Furthermore, based on teacher’s reflection, it was revealed that during learning activities the students acted unmotivated and lack of confidence; they lacked English interest; and HOTs was not applied properly based on its stages. Then, decision making was established in terms of teaching strategies and lesson planning. In conclusion, despite the importance of creating HOTS to invite students to be creative and critical, problems still remained. Thus, self-reflection did assist teacher to analyze and figure out what teaching weaknesses are and imply to the HOTS application to improve teaching and learning process.

A simulation of the foreign policy decision-making process, as described in this article, can assist an instructor in linking students' abstract understanding of complex political events, circumstances, and decision making to the real-world interplay of the multiple factors involved in decision making. It is this type of active learning that helps bring a student's abstract understanding into the concrete world. Instead of being passive learners relying on an instructor's knowledge, students are active participants in the learning process.

Abstract. This paper provides a review of multi-criteria decision-making  (MCDM) applications to flood risk management, seeking to highlight trends and identify research gaps. A total of 128 peer-reviewed papers published from 1995 to June 2015 were systematically analysed. Results showed that the number of flood MCDM publications has exponentially grown during this period, with over 82 % of all papers published since 2009. A wide range of applications were identified, with most papers focusing on ranking alternatives for flood mitigation, followed by risk, hazard, and vulnerability assessment. The analytical hierarchy process (AHP) was the most popular method, followed by Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS), and Simple Additive Weighting (SAW). Although there is greater interest in MCDM, uncertainty analysis remains an issue and was seldom applied in flood-related studies. In addition, participation of multiple stakeholders has been generally fragmented, focusing on particular stages of the decision-making process, especially on the definition of criteria weights. Therefore, addressing the uncertainties around stakeholders' judgments and endorsing an active participation in all steps of the decision-making process should be explored in future applications. This could help to increase the quality of decisions and the implementation of chosen measures.

The subject of aqidah-akhlaq has a contribution in providing motivation to students to practice the values of religious belief (monotheism) and moral behavior in daily life. In this study, supporting factors in the implementation of the learning process of this subject at Islamic senior high schools (MAs) were the factors of the teachers and the environment. The research is concerned with, firstly the delivery of the teaching and learning process on the aqidah-akhlaq subject at MAs, and secondly the supporting factors of teachers in the learning process of the aqidah-akhlaq subject in MA students. This research used a qualitative approach with descriptive research method. Meanwhile, the data was collected through observation, interviews, and documentation. Research subjects were MA teachers who were in the West-South Aceh covering 5 regions: Aceh Jaya, West Aceh, Nagan Raya, Southwest Aceh, and South Aceh. The results showed that (1) there were several steps in the learning process carried out by the teachers, i.e. preparing lesson plans, delivering subject consisting of two aspects: firstly varied teaching methods and secondly varied learning media, conducting an assessment of learning outcomes, and performing follow-up efforts through individual approaches to deal with problematic students, and (2) in terms of supporting factors from both parents and society, it showed that some were supportive and some others did not care of their children.

This paper explores rater (novice and expert) understanding of the decision-making process in the performance appraisal system (PAS) by looking at the cognitive processing model (CPM). Interviews were conducted using a semi-structured cognitive mapping protocol involving 22 Malaysian public school administrators and were analysed using key word analysis. The decision explorer software was used to map the thinking activities involved in the rater decision-making process. The findings revealed that raters recognised the CPM steps in their performance appraisal practice. The study also identified the differences between individual novice and expert raters’ CPM in terms of concept and complexity, and also an attempt was made to compare the CPM practised by the raters with that suggested in the research framework. Every cognitive map by the raters has its own uniqueness and represents raters capability to process relevant information involved during the performance appraisal decision-making process. This paper contributes to the body of knowledge by offering a new perspective to understanding performance rating by looking at the steps involved in CPM. The research also offered some insights to policy makers, practitioners, researchers, and scholars in order to undertake further research and analysis using the steps in the CPM in a new issue, context, and environment.

a b s t r a c t This research aims to make a ranking College in Aceh and its applications processing data.The College in question is 25 (twenty five) in the region XIII Kopertis Aceh province using Simple Additive Weighting (SAW) is one method that can be used to solve the problem of Fuzzy MADM. Application of decision support system (DSS) this can take account of all criteria that support decision making in order to help speed up and facilitate the decision-making process and do the rangking in particular. Based on the results of the study it can be concluded then the Fuzzy method of Multi Attribute Decision Making (FMADM) and Simple Additive Weighting (SAW) can provide information ranking College, where the final results will be calculated the value of preferences (Vi) the highest of each alternative.The highest value was made the first priority as the best college. The end result of the application of the method of College ranking in the form of the SAW with the first order at Serambi Mekkah of University with the value of 0.89 and a low of STMIK Abulyatama value of 0.38. a b s t r a k Penelitian ini bertujuan untuk membuat sebuah perangkingan perguruan tinggi di Aceh beserta aplikasi pengolahan datanya. Perguruan tinggi yang dimaksudkan adalah 25 (dua puluh lima) PTS di Wilayah Kopertis Wilayah XIII Provinsi Aceh dengan menggunakan Metode Simple Additive Weighting (SAW) merupakan salah satu metode yang dapat digunakan untuk menyelesaikan masalah Fuzzy MADM. Aplikasi Sistem Pendukung Keputusan (SPK) ini dapat memperhitungkan segala kriteria yang mendukung pengambilan keputusan guna membantu mempercepat dan mempermudah proses pengambilan keputusan dan melakukan perangkingan khususnya. Berdasarkan hasil penelitian maka dapat disimpulkan Metode Fuzzy Multi Attribute Decision Making (FMADM) dan Simple Additive Weighting (SAW) dapat memberikan informasi perangkingan perguruan tinggi, dimana hasil akhir akan dihitung nilai preferensi (Vi) tertinggi dari masing-masing alternatif. Nilai tertinggi dijadikan prioritas pertama sebagai perguruan tinggi terbaik. Hasil akhir dari penerapan metode SAW berupa perangkingan perguruan tinggi dengan urutan pertama pada Universitas Serambi Mekkah dengan nilai 0.89 dan terendah STMIK Abulyatama dengan nilai 0.38.

The decision-making system for the selection of new postgraduate student admissions which is carried out manually requires 7 days to submit the decision results. The selection is very important, so that the quality of input (input) of prospective students can be maintained in accordance with established standards. Therefore we need a system that can help in the decision making process quickly, precisely, and accurately. The purpose of this study is to help postgraduate master's study programs in conducting the selection of prospective graduate students in accordance with their abilities and disciplines. The method used in data processing using the Simple Additive Weighting (SAW) method, is a method of weighting the sum of the criteria values ​​of each alternative. The results of the decision in the form of ranking the number of values, based on the passing grade value that has been set> 0.70 declared passed, or <0.70 declared not passed.
