In Poland and other European Union member states, young people are disfavoured by employers in the labour market. This applies to the forms of employment (flexible and fixed- term contracts) and its financial conditions. In 2013, the unemployment rate among economically active population under the age of 25 in the EU was 23.1%, while in Poland it amounted to 27 %. The problems of the young people in the labour market include the mismatch of skills sought by employers and the ones mastered by potential employees, the limited number of new jobs, as well as the discriminatory practices of employers towards young people. Young people classified as NEET (not in employment, education, training) generate considerable social costs. In 2010, 16.5 % of individuals in the 18–24 group and 19.7 % in the 25 29 group in the EU were classified as  NEETs. The EU supported the member states’ governments actions regarding young people via the Lisbon Strategy and the Europe 2020 Strategy. The EU also proposed a new model for flexible management of the labour market (the so-called flexicurity) to improve the efficiency of labour markets and to ensure more jobs while fostering social security of workers. In Poland, the Ministry of Labour and Social Policy implemented the government policy as well as the recommendations of the European Commission through the “Youth in the labour market” programme.

The principal purpose of the study is to identify the individual risk factors of young people becoming the NEET generation on the Polish labour market. The first part of the paper comprises a literature-based overview of definitions of the NEET category based and a presentation of the risk factors of young people becoming NEET. The second part presents the results of empirical analyses conducted employing a questionnaire on a group of 120 individuals, aged 15 through 30, who met all criteria of the NEET definition set forth by the Employment Committee of the EU. The research demonstrates that among the major determinants of young people becoming NEET are financial hardship of their households, low motivation to continue formal education or change professional qualifications, and low level of job-seeking activity.

Abstract Assessment and research into this phenomenon of social marginalization and social exclusion of young people at both national and European levels has as a target to find methods of prevention and reduction of this phenomenon and understand the fact that it is only through communication, debates and dialog that will we be able to establish benchmarks for joint action. Young people are one of the age segments which are most affected by the economic recession. It is also accepted that in each of the Member States of the EU, despite different circumstances and levels of economic development, major issues faced by young people are the same: from access to essential services (such as education and health) and up to their integration into the labour market with a view to achieving a higher standard of living. The decision makers are constantly interested in solving these stringent problems, which can be found in the policies and strategies for economic recovery and fighting the austerity measures adopted by the Member States of the EU, through a series of programs that have as main objectives combating unemployment and poverty among young people and providing opportunities for more active involvement in their community life: political, social, economic, cultural. In Romania, the problem of young people constitutes an issue of major importance for the Government, which has drawn up for the first time an Integrated Strategy of Romania with regard to young people called "National Strategy for Youth 2014-2020", with particular emphasis on the first role that education must play in this context. Examples of solutions identified by the governors are: an increase in public funding for mentoring programs, for the prevention of school dropout rates, establishment of differentiated educational offers, training schemes designed to eliminate lack of qualification in young people, in such a way as to maintain a competitive and well-prepared generation in the country

Europe 2020 Strategy highlights bioeconomy as a key element for smart and green growth in Europe. Bioeconomy in this case includes agriculture, forestry, fisheries, food and pulp and paper production, parts of chemical, biotechnological and energy industries and plays an important role in the EU’s economy. The growth of key industries of bioeconomy – agriculture and forestry – highly depends on an efficient and productive use of land as a production resource. The overall aim of this paper is to evaluate opportunities for development of the main sectors of bioeconomy (agriculture and forestry) in the EU based on the available resources of land. To achieve this aim, several methods were used – monographic, analysis and synthesis, induction and deduction, statistical analysis methods. The findings show that it is possible to improve the use of land in the EU Member States. If all the Member States reached the average EU level, agricultural products worth EUR 77 bln would be annually additionally produced, which is 19 % more than in 2014, and an extra 5 billion m3 volume of forest growing stock would be gained, which is 20 % more than in 2010.

AbstractThe formal conclusion of the Comprehensive Agreement on Investments (CAI) has drawn much criticism. Criticisms for member states did not always recognise the same critical points. The case of Italy presents an instance in which the issue rather than laying in the content of the agreement was identified in the process. Not only had Italy been marginalised in the process of negotiation that led to the conclusion of the CAI, but also exponents from the government claim that leading negotiators, amongst which France and Germany, ignored Italy’s doubts about the deal when these were raised. Beyond politics, the paper shows that the Italian business community displays a response to the agreement in line with that of the rest of the EU in its positive assessment of the outcome.

Research background: Economic crisis hit all the European Union Member States hard, with the impact of crisis varying considerably. The low growth performance in the EU has increased concerns regarding an increasing wage dispersion, income inequality at large, and social exclusion in line with poverty. Inequality should be seen as a cornerstone of both sustainable and inclusive growth under the Europe 2020 Strategy. Social inequality in the EU is a real problem, which hampers sustainable economic growth. Purpose of the article: The purpose of this study is to introduce evaluation of social development convergence and divergence trends between the EU Member States in the context of the Europe 2020 Strategy. The study gives an outline of the issues of the labour market and income disparities and poverty. Policymakers must be clear about what social objectives they are aiming to achieve, therefore special attention is paid to headline national goals of the Europe 2020 Strategy. Methods: The main task of this study is to assess social dimension and inequalities problems in the EU27 by applying Data Envelopment Analysis method, resp. time-series dynamic efficiency analysis in the form of output-oriented Malmquist Productivity Index. This study contains changes of key social equality indicators related to the Europe 2020 Strategy and compares objectives and general outlines of period 2010-2015, as well as the impact on national economics and living conditions. Findings & value added: Results contain elements of typology premises of the EU28 and point to a large diversity in inequality patterns, as the Author observes both increases and decreases in inequality at the EU level. Recent changes in social inequality have been associated with the business cycle, particularly with the accessibility of the labour market and, of course, with income inequality. Additionally, the development challenges are discussed for improvement of the socioeconomic well-being of the EU and to avoid social disparities.

Purpose The purpose of this paper is to show evidence of the divergence of welfare outcomes in the European Union (EU) during the economic crisis, which made the European social model fail, and the convergence among European countries halt. This study reviews Sapir’s model for classifying European welfare state systems and adapts it to the new reality, taking into account Europe 2020 targets on poverty reduction and employment growth. Design/methodology/approach Two variables are used in the application of Sapir’s graphical analysis to European social models: the employment rate as efficiency indicator, and the people At Risk Of Poverty and/or Exclusion rate as equity indicator. Both efficiency and equity are present in Europe 2020 targets. In addition, a cluster analysis is applied. Findings The division of EU member states into four geopolitical social models has proved to be dynamic, changing in the period under analysis. As a consequence of the economic crisis and the fiscal consolidation, efficiency and equity levels across the EU are polarised between the Mediterranean and the Nordic models. Originality/value This paper shows the effects of the economic crisis in the EU, analysing the evolution between 2008 and 2014, and incorporating Eastern Europe new member states into the analysis.

It is not easy to gauge the extent to which the European Employment Strategy (EES) has influenced the EU labour market over the last five years but it has surely contributed to the creation of more than 10 million new jobs and 4 million fewer unemployed. However, is this common strategy the right answer for the labour markets of the future member states? This article examines how the candidate countries are adapting to the EES and where they stand as compared to the current EU countries in achieving the Lisbon targets. The article assesses whether the EES is appropriate for the labour markets of the future member states by analysing both the deficiencies and the positive elements of this strategy for these countries, taking into account proposals for a new revised EES adapted to the needs of changing labour markets, globalisation and enlargement.

The Council of the EU is the primary institution through which ministers of member states can express their positions on Commission proposals and vote upon legislation. This article first examines the extent to which ministers actually attend Council meetings before moving toward investigating the determinants of ministerial participation in over a period covering almost thirteen years between May 2004 and December 2016. It aims to identify determinants of why ministers from the Visegrad countries participate at some meetings and are absent from others. Using an original data set containing information about 940 Council meetings as well as several country-specific characteristics, we show that, on average, at about four out of every six meetings, ministers are absent. The results of our regressions indicate a pattern in which holding the office of the EU’s rotating presidency, the number of b-points on the agenda, and the size of the government increase the likelihood of ministerial participation in meetings. In contrast, high levels of popular support for Eurosceptic parties and holding of national legislative elections decrease the probability of ministerial attendance. Moreover, meetings of Council formations related to policy areas with a low level of EU competence are significantly less likely to be attended by ministers.


Significance The EU is built around the 'four freedoms', which together form the core of the internal market. Economically, freedom of movement is meant to smooth out asymmetrical labour market shocks by allocating labour where it is needed most. In the past, intra-EU mobility has been relatively low and mostly reflected a widening welfare gap between older member states and those that joined after 2004. As a result, fears of 'welfare tourism' have risen, despite the fact that empirical evidence for it is scarce. Impacts The issue of welfare tourism will continue to dominate the debate. Who is eligible for what welfare payments in other member states will, therefore, continue to occupy courts across Europe. Because of the current refugee crisis, the rules on third-country nationals will come under scrutiny again.
