<p><strong>Abstrak – </strong>Posisi kawasan perbatasan Pulau Sebatik, Kabupaten Nunukan, Provinsi Kalimantan<strong> </strong>Utara yang secara geografis berbatasan langsung dengan Malaysia mengharuskan kawasan ini melakukan hubungan lintas batas Negara. Dalam konteks globalisasi, hubungan sosial antara dua negara atau lebih, baik secara ekonomi maupun politik menjadi sebuah kebutuhan Namun di sisi lain, globalisasi yang tidak tersaring akan menjadi ancaman secara transnasional bagi sebuah negara, khususnya di kawasan perbatasan negara. Pembentukan kader bela Negara yang telah dilaksanakan oleh kementerian pertahanan di seluruh wilayah Indonesia, tak terkecuali di kawasan perbatasan perlu dinantikan perannya. Studi ini bertujuan untuk menganalisis peran dari Forum Bela Negara Sebatik di kawasan perbatasan dalam menghadapi dinamika lintas batas Negara dengan menggunakan analisis utama konsepsi Bela Negarayang dikaitkan dengan dinamika lintas batas kawasan perbatasan. Studi ini menggunakan metode kualitatif melalui pengumpulan data yang diperoleh dari wawancara, observasi dan studi pustaka. Hasil studi menunjukkan peran Forum bela Negara Sebatik dilihat dari berbagai aspek yakni organisasi, perencanaan program, pelaksanaan dan hasil, semangat dan pengerahan SDM dan mitra dengan unsur lain.</p><p><strong>Kata Kunci : </strong>bela negara, forum bela negara, lintas batas, kawasan perbatasan</p><p> </p><p><strong><em>Abstract – </em></strong><em>The border areaposition of Sebatik Island, Nunukan Regency, North Kalimantan Province,<strong> </strong>that is geographically boundering with Malaysia, make this area to do state’scross border relation. In the Globalization context, social relation between two or more countries, both economically or politically, becomes a necessity. On the other hand, unfiltered globalization will be a transnational threat to a country, especially in the border areas. Establishment of state defense cadres that have been implemented by Indonesian Ministry of Defense in all territories of Indonesia, not just in border areas, should be awaited role. This study aims to analyze the role of Sebatik State Defense Forum or Forum Bela Negara Sebatik (FBN) in border areas toface cross border dynamics by using the main analysis of State Defense concept that is related with the dynamic of cross border area. This study uses qualitative methods through collecting data that is obtained from interviews, observation, and literature study. The result of the study shows the role of FBN Sebatik State, which is shown by many aspects; organization, planning, action and result, spirit and mobilization of human resources and cooperation with the others.</em></p><p><strong><em>Keywords: </em></strong><em>defending the state, defending the state forum, cross border, border areas</em></p>

The article deals with the analysis of emergency incidents of fire protection units in the district of Cheb. The first part of the article deals with the organization of fire protection units and their firefighting areas within the district of Cheb. A considerable part of the article focuses also on the cross-border cooperation with the fire protection units on the other side of the state border. The practical part of the article deals with the statistics of emergency incidents of fire protection units. These emergency incidents have been furthermore analysed in detail according to their type. The following part analyses the emergency incidents of fire protection units in the border area on both sides of the state border. The final part of the article evaluates the results of the analysis of emergency incidents of fire protection units. On the basis of these results improvements in the field of human resources, financial security or technical means for more effective emergency management have been proposed.

AbstractDue to their high numbers, refugees’ labour market inclusion has become an important topic for Germany in recent years. Because of a lack of research on meso-level actors’ influences on labour market inclusion and the transcendent role of organizations in modern societies, the article focuses on the German professional chambers’ role in the process of refugee inclusion. The study shows that professional chambers are intermediaries between economic actors, the government and refugees, which all follow their own logics and ideas of labour market inclusion (the state, the market and the community logic). The measures taken by professional chambers mainly reflect a governmental logic (to reduce refugee unemployment) combined with a market logic (to provide human resources to economic actors). A community logic (altruism) only comes into play as a rather unintended consequence of measures addressing the other two logics. The measures of two types of professional chambers are compared. Close similarities between them reveal that the organization type is of theoretical relevance to explain the type of measures organizations opt for.

The implementation of the comprehensive national defense system in Latvia marks a new turning point in the relationship between the state and society – instead of being consumers of the security and defense provided by the state, every inhabitant of Latvia must become an active contributor to the natio-nal defense system. Thus, the society’s willingness to defend the state becomes an essential element in the successful implementation of the comprehensive state defense system. This article analyzes the different views of Latvian and Russian-speaking population on issues that affect the willingness to defend the state, as well as evaluates the role of intercultural communication for informing public and increasing the involvement in the comprehensive national defense system.

This study aims to learn about the implementation of health policies dealing with malnutrition, as well as the factors that drive and hinder the application of these policies, in the Nusa Tenggara Timur (NTT) Province of Indonesia (East Nusa Tenggara, in English). The results show that the border regions, specifically the Kupang and Timor Tengah Utara (North Central Timor) Regencies, suffer the worst conditions and have the greatest need for priority attention. Areas with better conditions are the Alor and Malaka Regencies, which should be given second priority. The Belu Regency produces better results than the other regencies and should be given third priority. Some programs and health service improvements must be carried out, such as the development and empowerment of Human Resources in the health sector, and improvement of the facilities and infrastructure of Community Health Centers (Puskemas) with their networks.

Artikel ini bertujuan untuk menganalisis pengaruh globalisasi, peran negara, dan implikasinya terhadap aktualisasi nilai-nilai ideologi negara bagi Warga Negara Indonesia. Pendekatan yang digunakan dalam menjawab permasalahan adalah dengan studi literatur, observasi, dan wawancara.  Dari hasil data ditemukan bahwa terdapat nilai-nilai globalisasi yang mempengaruhi pola pikir, sikap, dan perilaku sebagian warga negara yang didukung dengan konsistensi, ketegasan, dan penguatan peran pemerintah dalam merawat nilai-nilai kebersamaan. Selain itu juga berimplikasi untuk meredam eskalasi dan kegiatan yang menjurus pada perilaku yang menonjolkan sentiment primordial serta berimplikasi memantapkan persepsi warga negara tentang pentingnya ideologi negara, walaupun tidak langsung mengakselerasi masyarakat mengaktualisasikan nilai-nilai ideology negara secara signifikan.-----This article aims to analyze the effect of globalization, the role of the state, and its implications for the actualization of state ideology values for Indonesian citizens. The approach used in answering problems is through literature study, observation, and interview. From the results of the data, it found that there are values of globalization that affect the mindset, attitudes, and behavior of some citizens supported by consistency, decisiveness, and strengthening the role of government in caring for the values of togetherness. It also has implications to reduce escalation and activities that lead to behaviors that highlight primordial sentiments and has implications for strengthening citizens' perceptions about the importance of state ideology. However, it does not directly accelerate the community to actualize state ideology values significantly.

This study aims to evaluate the role of Maahad Tahfiz ADDIN to produce huffaz in the State of Perak Darul Ridzuan based on the implementation of the Tahfiz Al-Quran curriculum with important instruments of collecting quantitative data (questionnaires). A survey method which was used involved 366 students from the Maahad Tahfiz Al-Quran ADDIN in the state of Perak who are randomly selected. The subjects of the study were students aged 13 years to 17 years old. A questionnaire was developed to collect the required data. The findings were analyzed descriptively by Statistical Package for Social Sciences (SPSS) Version 22.0. The results show that the implementation of the goals and objectives of the Quranic Tahfiz curriculum at Maahad Tahfiz ADDIN was the highest mean of 3.60. The conclusions from this study show that the goal and objectives of tahfiz are at a good level and can be further enhanced. On the other hand, the content of the curriculum and time allocation for the Quranic memorization should be given due attention and improvements so that Maahad Tahfiz ADDIN can actually filling the gap in producing more quality huffaz in the state of Perak Darul Ridzuan.

The European Directive 2011/24/EU establishes the rules for the access to cross-border healthcare to ensure the mobility of patients and promote cooperation between the different Member States. This study aims to understand its impact and the role that medical tourism can play in the healthcare context in Portugal. On the one hand, it makes a reflection on the challenges arising from its adoption, and, on the other hand, it discusses the possible impacts of its implementation, specifically in two sub-regions of the Central Region, and the role of medical tourism in light of the views of health policymakers and other local and regional stakeholders. The attractive conditions of Portugal translate into a potential destination for medical tourism; however, the transposition of the Directive reveals several weaknesses. Only through the design of a strategic plan of action, necessarily collective, participative, and accountable, that lists the supply, the potential demand, and priority options for the country and for each region, it is possible to effectively develop medical tourism.

The significant number of publications describing unsuccessful cases in the introduction of health information systems makes it advisable to analyze the factors that may be contributing to such failures. However, the very notion of success is not equally assumed in all publications. Based in a literature review, the authors argue that the introduction of systems must be based in an eclectic combination of knowledge fields, adopting methodologies that strengthen the role of organizational culture and human resources in this project, as a whole. On the other hand, the authors argue that the introduction of systems should be oriented by a previously defined matrix of factors, against which the success can be measured.

As organisations deal with the evolving nature of the new normal, the role of the human resources (HR) is getting redefined to meet the ongoing needs of its workforce. Designing employee–HR experiences in an uncertain and ambiguous work world emerges as one of the top challenges for HR leaders. On the one hand, employee well-being initiatives like employee mentoring, virtual mindfulness workshops, health tips and free consulting and counselling services are becoming the norm. On the other hand, the HR function is itself being re-crafted for the emergent workplace. Technology plays a pivotal role, fuelling the need for scaling HR activities to provide next-gen employee experiences. As the war for high-tech talent increases, organisations are re-crafting an all new HR playbook to differentiate themselves as preferred employers. Within the transforming work and workplace context, the worker continues to be in the eye of the storm and demands both attention and action.
