The new millennium witnessed significant changes in the development of the National Library of Latvia (NLL). The last decade of the twentieth century was linked to the restoration of all the basic functions of a national library in independent Latvia, but its development over the following decade was determined by the creation of a new, contemporary library. The twenty-year debate on the necessity of a new library, conforming to Latvia's needs, generated discussion not only on the functions of the library, but also on the broader cultural context. The basic approach was clear – nothing would remain the same in the new library. The size of the library's traditional collection has not changed significantly, but the provision of digitally born information and electronic publications has expanded rapidly. From 2001 to 2008 the NLL developed a national competence-building function in library computerization projects. Deepening cooperation with research libraries and other educational and research institutions, as well as the establishment of the Research and Development group, which brought the vision of a digital future into the Library, have been very important for enshrining the authority of the NLL in the whole library network. The National Library holds an optimistic view of the coming decade, believing that the new building will be completed, that the National Digital Library ‘Letonica’ will be created with resources in TEL, Europeana and the World Digital Library, and that the Library will be a valuable interactive centre of culture, education and research in the state.

The purpose of the article is to compare the definitions of a stylistic device with modern philological ideas about the text and the image of the author as the main subject of cognition of reality in a feature. The methods of structural poetics make it possible to separate the stylistic means and methods as functionally different units of the artistic speech and the language of the writer. There is a steady connection between the worldview of the writer, their “image of the author” and their style. Autological and metalogical stylistic means are equally important for creating both an artistic and a non-artistic image (journalistic, scientific, everyday). Artistic means and techniques perform fundamentally different functions. Artistic means of image expressiveness contribute to the aesthetization of speech. Stylistic techniques organize the processes of meaning generation, preservation and transmission of meanings. The text records and reproduces artistic thinking, typical for this very writer, a set of ideas about a human, landscape, interior, ways of action and other classes of images. The artistic style is the same as the style of thinking, a level speech style of reflecting the perception of reality. The style can be adopted, it can be imitated and, thus, one can understand how the author thinks, what their manner of the aesthetic transformation of reality, forms of perception, is. The stylistic forms of the same author are reproduced from work to work, regardless of the plot and ideological content. To explain how the technique works is to identify the ways of the artistic thinking about the world (images). The stylistic device is closely connected with the intellectual book culture of society.

The problems of the relationship between language and society attract the attention of researchers from different countries representing various scientific areas: philosophy, history, biology, linguistics, theology, pedagogy, psychology, etc. This study actualizes the sociological approach to the study of the social determinants of the formation of polylingualism as a means of professional communication. According to the sociological results, about 70% of the world's population, to one degree or another, speaks two or more languages, which imposes additional obligations on workers providing international professional communications (Beacco, 2002). Modern multilingual interaction should not be one-sidedly understood only as a borrowing of professional foreign language terminology. It includes the social background of the linguistic material: traditions, mimic and pantomimic codes, the national picture of the world - and becomes the most important factor in professionalization. Methods of systemic and functional analysis, comparison. generalization and collection of empirical data (expert interviews, content analysis).

AbstractThe clustering of book culture in rural locales around the world is a growing phenomenon. Creative and cultural activity in these bookish communities enhances social capital, and their book-based economies contribute to sustainability. Maleny, in South-East Queensland's Sunshine Coast hinterland, has long been recognised as a centre for books, readers and writers. It is the home of two writers’ festivals,OutspokenandMaleny Celebration of Books. The community attracts city dwellers, and those who like to escape to the Blackall Ranges for relaxation, as well as people who choose to live a ‘slow’ life in the area. Onyx (2005) identified high levels of social capital. In this article, I consider the potential of Maleny to position itself as a ‘book town’. However, my findings confirm that, despite the community's reputation as a place of cultural consumption, prosperity is a hindrance to book town development.

The development of printing in the region of insular Southeast Asia dates back to the 17th century and is connected, first of all, with the activities of European missionaries, for whom preaching Christianity was inseparable from the struggle for the literacy of the population. This prompted the need not only for spiritual literature, but also for the books of a broader educational profile. One of such editions was the annual Glasses for All who Seek Knowledge, published in Singapore in 1858–1859. Its content testified to the successes of European science and technology, and various stories about Muslims who saw the world and became convinced of the merits of European civilization served as an indirect argument in favor of Christianity. The content of the annual reveals a certain parallel with the genre of framed story, familiar to Malay people. The main feature of this genre, traditional for the East, is its cyclical structure where a single plot frames a sequence of instructive stories, historical examples, and sayings of worldly wisdom. Apparently, this similarity led to the success of the annual and its reprints in subsequent years.
