The year activities of O. Kutafin Moscow State Law University Library are reviewed in brief. These science initiatives correspond to the current problems of university libraries, i. e. building and developing information and library resources to support education and research, legal regulation of digital resources acquisition, improving marketing and project activities of university libraries. Many heads of Russian and foreign public and university libraries, producers and providers of digital resources, and publishers took part in these activities. Video conference system enables to expand these professional initiatives to many libraries in Russian regions and the near abroad states. In particular, in 2017, the Library of the State Management University and Yeltsin Presidential Library held the joint conference "Legal issues and managerial marketing of library activities in the changing university environment".

This paper Discuses present status of database management practices and use of digital resources of five selected Public University Libraries of Bangladesh. Survey has been carried out on the names of used software, number of databases for the dissemination of library resources with total number of records, subscription of online journals with other digital and electronic resources, number of current/bound journals, computers, CDs and audiovisual materials etc. The objectives, methodology for collection, presentation and analysis of collected data for this study and highlights the meaning, need, main considerations, components and domain of library automation in the context of surveyed libraries also have been described. The development of digital technology combined with the evolution of Internet has prompted significant changes in library services and operations within the last few years. The study tries to focus on the availability of hardware and software in the respective library, examine types and forms of library collections, various house keeping operations, management, services, and library administration etc. It has also put forward some suggestions for the future development of the surveyed libraries. Digital resources are readily available and easily accessible with the rapid development of information and communication technologies nowadays. These digital resources, however, have not been fully utilized as demonstrated in the literature. This chapter presents a study based on an online survey in a university environment aiming to investigate the extent to which digital resources are utilized, and to identify the critical factors for the effective use of digital resources. The study reveals that the usage of digital resources is significant in higher education, and the utilization of digital resources is very much dependent on the users and purposes. The awareness and the quality of information are critical for the use of digital resources. The findings of this study shed light on the use of digital resources and help libraries better understand users’ perceptions and experiences of using digital resources services in university libraries.

The publication is devoted to legal issues and prospects of banning weapons in outer space. The international legal basis currently existing in this field governs only certain aspects of use of outer space for military purposes, and it is obviously not enough to prevent the emergence of weapons in outer space. Attempts on the international level in recent years to put legal provisions in place that would establish barriers to an arms race in outer space so far have not been successful. The time is ripe to implement initiatives contributing to the institutionalization of verification activities on non-weaponization of outer space

The authors investigated the features of the legal regulation of the functioning and organizational aspects of the activities of the authorities, the competence of which includes ensuring the security of the court, judges, and other participants of legal proceedings.Particular attention is paid to the intergovernmental body of the Council of Europe - The European Committee on Legal Co-operation (CDCJ), one of the activities of which is to ensure the proper functioning of the judiciary. The features of the general project between the CDCJ and Ukraine “Support for judicial reform in Ukraine (voluntary contribution)” are identified. The features of the activities of sheriffs in Canada and the USA, the regulatory documents of these countries, which determine the status and competence of the sheriffs in the field of judicial protection, are highlighted. The chronology of the establishment in Ukraine of the state system for protecting the court, judges, and other participants of legal proceedings, from 1997 to the present, is investigated. In the course of the study, the authors have been determined the individual stages of the establishment in Ukraine of the state system for protecting the court, judges, and other participants of legal proceedings; the competence of state bodies to ensure judicial protection and the legal basis for their activities, depending on the period of operation. The content of the norms of some regulatory legal acts of Ukrainian legislation, which regulates the activities of the bodies responsible for ensuring the security of the court, judges, and other participants of legal proceedings, is disclosed. The scheme of “gap” while elemental situational analysis of safety of participants in legal proceedings is examined. A matrix for ranking the factors of complex security of participants of judicial system and recommendations on development of public management in the area of legal and judicial security.

Self-study skills are one of the soft skills that play an extremely important role for students in the university environment. However, some universities in Vietnam, at present, have not introduced this skill into teaching soft skills, including Tra Vinh University. Self-study skills determine the majority of students’ learning outcomes, but in fact, not many students are aware of this. By questionnaires and in-depth interviews conducted in May 2019, the authors wish to present the current situation of self-study skills of students of the Department of State Management, Office Administration and Tourism, thereby proposing solutions of integrating self-study skills into specialized knowledge teaching in order to improve the learning quality of students of the Faculty in particular and Tra Vinh University in general.

This chapter reviews the current literature on the types of social media practices in college and university libraries, and suggests some new strategic agendas for utilizing these tools for teaching and learning about the research process, as well as other means to connect libraries to their users. Library educators continually hope to “meet students where they are” and use social media to “push” library content toward interested or potential university patrons. One new way to improve engagement and “pull” patrons toward an understanding of the usefulness of licensed resources and expert research help is through the channels of social media. By enhancing awareness of library resources at the point of need, and through existing social relationships between library users and their friends, libraries can encourage peer interaction around new research methods and tools as they emerge, while increasing the use of library materials (both online and within the library facility) in new and different ways.

It is difficult to overestimate the importance of biopolitical issues at the present time. The modern social state and the developing biolaw regulate a lot of private and public legal relations, especially the sensitive sphere of somatic and reproductive human rights, and the biological status of citizens. The most important aspect of national legal regulation, such as the ratio of law and morality, international bio-standards, is being updated, and the status of bioethics and biolaw is being raised. The development of modern genetic engineering and biotechnologies raises the question of the legal boundaries of biopolitics. It has been found that national governments often expand biopolitical impact in situations of emergency and new biohazards, in particular, the COVID-19 pandemic. The paper is prepared using doctrinal-legal and comparative-synchronous analysis of legal measures applied by different countries in the field of biopolitics. The research is based on extensive scientific and regulatory material. As a result, it was concluded that at the current stage of countering the pandemic, many countries restrict the biological rights of citizens and activate genetic technologies. The Russian and foreign experience of biopolitics in the state of emergency wasstudied.
