The authors review the papers delivered at the Third Scientific Conference “Scientometrics, bibliometrics, open data and publications in science” held within the framework of the Sixth World Professional Forum “The Book. Culture. Education. Innovations” (“Crimea–2021”) (June 5–13, 2021, Republic of Crimea, Russian Federation). The Conference key topics discussed at its three sessions were: trends in sci-tech development, scientometric studies of scientific periodicals, as well as case studies and regional research through scientometric tools. The hot topics in Russian scientometrics are specified, including applied studies of bibliometric analysis for assessment of researchers, organizations, countries and journals, as well as of science migration streams, and theoretical development of new indicators of or search for scientometric frontiers. Within the practical part of the conference, The Basics of Bibliometrics crash course was offered to the participants. It comprised essential knowledge, competences and skills of work with science citation databases. The need for the more intensive exchange of knowledge within the Russian emerging scientometrics community to expand competences, to strengthen communication between those assessing and being assessed is substantiated. These would contribute not only scientometrics but the Russian science on the whole.

The work of the Sixth World Professional Forum “The Book. Culture. Education. В статье рассматривается издательская деятельность статистических учреждений Западной Сибири во второй половине XIX – начале XX в. Выделены и систематизированы группы изданий. Первую группу изданий представляли «Отчеты», «Протоколы» и «Журналы» заседаний центров статистического учета; вторую - «Обзоры», которые прилагались к ежегодному всеподданнейшему отчету губернатора; третью группу- «Губернские и областные ведомости»; четвертую - «Памятные книжки»; пятую - научные периодические издания; шестую – отдельные самостоятельные публикации по отраслям статистического учета региона.The article discusses the publishing activities of statistical institutions in Western Siberia in the second half of the XIX - early XX centuries. Selected and systematized groups of publications. The first group of publications was presented by “Reports”, “Protocols” and “Journals” of meetings of statistical accounting centers; the second is the “Reviews”, which were attached to the Governor’s annual, all-submitted report; the third group- "Provincial and regional statements"; the fourth is “Memorable Books”; fifth - scientific periodicals; the sixth one is separate independent publications on branches of statistical accounting of the region.

The aims of this book are to set out in detail the rules governing termination as a remedy for breach of contract in English law, to distil the very complex body of law on the subject to a clear set of principles, and to apply the law in a practical context. This book is divided into four parts. The first section sets out to analyse what is involved in termination and looks at some of the difficulties surrounding the topic, before going on to explain the evolution of the present law and its main principles. The second section provides a thorough analysis of the two key topics of breach and termination. The third section addresses the question when the right to terminate for breach arises. And the fourth and final section considers the consequences of the promisee's election whether to terminate or not. The final chapter examines the legal consequences of affirmation, once again both with regard to the promisee and the promisor, with particular emphasis on the extent of the promisee's right to enforce the performance of the contract by way of an action for an agreed sum or an action for specific performance.

Abstract Open citation data can improve the transparency and robustness of scientific portfolio analysis, improve science policy decision-making, stimulate downstream commercial activity, and increase the discoverability of scientific articles. Once sparsely populated, public-domain citation databases crossed a threshold of one billion citations in February 2021. Shortly thereafter, the threshold of one billion public domain citations from the Crossref database alone was crossed. As the relative advantage of withholding data in closed databases has diminished with the flood of public domain data, this likely constitutes an irreversible change in the citation data ecosystem. The successes of this movement can guide future open data efforts.

The term ecotourism was originally proposed to rethink culture, education, and tourism, and has developed into a foundational concept for international natural ecological sustainability. This paper uses a combination of desktop research and literature research to explore the necessity, feasibility, and sustainability of ecotourism in the Third Pole, specifically analyzing the current situation, strengths and weaknesses, and four potential problems of ecotourism in the Tibetan Plateau, and making recommendations, including, but not limited to, the introduction of encouraging and restrictive policies for local tourism practitioners and people from the tourism industry.

The purpose of this research is to improve the understanding of how users of online virtual worlds learn and/or relearn ‘culture' through the use of visual components. The goal of this research is to understand if culturally and historically authentic imagery is necessary for users to understand the virtual world; how virtual world residents form and reform their virtual culture; and whether the visual culture in the virtual world is imported from the real world, colonized by any dominate culture, or assimilated into a new culture. The main research question is: Is the authenticity of cultural imagery important to virtual world residents? This research investigates whether visual culture awareness can help students develop a better understanding of visual culture in the real world, and whether this awareness can help educators construct better curricula and pedagogy for visual culture education.

The volume "Peripheries in the Croatian Language, Culture and Society" is the second colllection of articles, which are the result of the meeting at the international scientific conference that took place in Katowice in 2019. The first and most extensive chapter of the volume, titled "Croatian Standard Language and Dialects" consists of articles in which the peripheries and peripherality appear most often in relation to the marginal position of certain linguistic phenomena in the Croatian standard language and in regional variants. In the second part, titled "Croatian Language in Teaching and Translation", there are texts in which the peripheries and peripherality are related to the glottodidactics of the Croatian language and traductology. The third chapter of the volume, "Croatian Language Abroad", covers works in which the peripheries and peripherality are closest to their original, geographical meaning, as they refer to a place remote from the center, which in this particular case is Croatia. The diachronic perspective in the study of the peripheries and peripherality is visible in the texts collected in the fourth chapter of the volume, titled "Croatian Language and Croatian Writing over the centuries". The last chapter, "Cultural and Sociological Contexts of the Periphery", presents the results of research that differ from purely linguistic issues, but the peripheries and peripherality analyzed in them fit into the main theme of the project.

The article deals with the concepts of the “Great Eastern Idea” (“the idea of the Great East”) and “posteconomism” in the prognostics of A.S. Panarin. The article shows the actualization of these concepts in the modern historical context and the need for their further theoretical development. Some theoretical justifications of these concepts are proposed. The Western project of a “unipolar” world presupposes the inadmissibility of recreating an independent civilizational space of Eurasia, which would somehow stand out from the common swamp of the “third world”. The main problem of global development, according to the author, is whether non-Western civilizations will be able to use their enormous human resources through the mobilization of their cultural traditions.

Background Governments around the world own multiple datasets related to the policy domain of health. Datasets range from vaccination rates to the availability of health care practitioners in a region to the outcomes of certain surgeries. Health is believed to be a promising subject in the case of open government data policies. However, the specific properties of health data such as its sensibilities regarding privacy, ethics, and ownership encompass particular conditions either enabling or preventing datasets to become freely and easily accessible for everyone. Objective and methods This paper aims to map the ecosystem of open health data. By analyzing the foundations of health data and the commonalities of open data ecosystems via literature analysis, the socio-technical environment in which health data managed by governments are opened up or potentially stay closed is created. After its theoretical development, the open health data ecosystem is tested via a case study concerning the Data for Better Health initiative from the government of Belgium. Results Creation and assessment of an open health data ecosystem consisting of stakeholders, interests, information policies, and data preparation activities. Conclusions The policy domain of health includes de-identification activities, bioethical assessments, and the specific role of data providers within its open data ecosystem. However, the concept of open data does not always fully apply to the topic of health. Such several health datasets may be findable via government portals but not directly accessible. Differentiation within types of health data and data user capacities are recommendable for future research.
