The aim of this study is to determine the journalist of print mass media in Medan. This study is about journalism, print media of newspaper journalistic and organizational structure of print media. The work area of ​​journalists in Medan is public space, an area that is worthy of being known by the public or the public. Therefore, journalists are required to have the ability to reveal and inform a complete problem by upholding the values ​​of truth and justice and must be able to make themselves half diplomats, half detectives. This means that journalists must have skilled diplomacy skills, even though the way they work is similar to detectives. Mass media journalism is a tool used to convey messages from sources to the public using mechanical communication tools, such as newspapers, radio, television, films and so on. And in this case the mass media being referred to is print mass media. That newspapers are sheets published by the press which contain news, essays, writings, advertisements, and other journalistic products that are printed periodically, circulated, and sold in general, which function as social control tools that provide information both entertainment education and another thing for the community.

Analysing youth aggression topic in the press, it is noted that only statistics of youth aggression cases revealed in the public space is represented. There are no records reflecting the real situation. In this instance, the mass media, which is controlling the thoughts of society, has mostly influence to public attitude formation on youth aggression question. It is often based on stereotypes and myths, in that way representing the vision of distorted reality. The aim of this paper is to ascertain how is represented youth aggression topic in the mass media, and what is its formed image of inseparable from aggression informal groups of young people such as ultras (extreme football fans) and skinheads (nationalist attitude).After having analysed the numbers of daily newspaper Lietuvos rytas (January–December of 2011), 99 articles on youth aggression topic were detected. It is noted, that there are no articles about aggression of young people living in the wealthy and rich families. So the mass media is forming a view, that youth aggression mostly occurs in asocial families, whereas in wealthy families this problem simply does not exist. With regard to the portrayal of youth aggression in Lietuvos rytas, as well as paying attention to the fact that trust in the mass media in Lithuania goes up to 70 percent, we can state that readers form themselves a distorted vision of reality.The most common youth aggression cases represented in the mass media are − younger or peer sexual abuse, as well as a large demonstration of transaggression - aggression used to achieve the objective. Most of the images published in the press are attributed to anger aggression and aggressors are depicted as asocial, intoxicating substances tend to use young people. Analysing Lietuvos rytas (2011), as well as reviewing other newspapers (Lietuvos rytas (2007, 2008), Lietuvos Aidas (2008), Merkio kraštas (2011)) in search of information on Lithuania‘s ultras and skinheads formed image, we have to state that public opinion towards ultras and skinheads is formed mostly not by personal experience (communication, confrontation with them), but by mass media which is the main source of information absorbed by members of the society.

To transform an individual pain into a collective feeling of suffering is a capacity of all mass media. However, television has, in this point, a tremendous power. The capacity to join millions of TV viewers in front of itself is its most admirable merit, but it’s also its most dreadful danger. Principally when the point are the human rights, as the right of privacy or the right of not suffer in the public space, the demand of quality appears not only as an obligation of the Government but also as a duty of citizenship of all TV viewers. Although it is not properly a novelty in some European countries, the existence of a TV Ombudsman2 will be a reality in Portugal only this year. The Government has approved a legal diploma to create this figure, which will evaluate the programming and information of the public channel RTP. As the ombudsmen of press that we already know, the TV Ombudsman will be the person who receives the critics and observations of TV viewers, evaluates them and writes about them an impression to the administration of the channel. Being a self-regulatory proceeding, the TV Ombudsman is fundamentally a mechanism that implicates citizens. It is not only an entity of vigilance on ethics of Television. It is essentially a platform of dialogue between journalists, programmers and TV viewers. As in the press, the Ombudsman is a mediator. Although it is probably not an absolute guarantee of quality, TV Ombudsman is surely an argument of citizens against the bad things diffused by the box that we believe is the one by which the most important of our lives goes trough. Transformar uma dor individual num sentimento colectivo de sofrimento é uma capacidade de todos os meios de massa. Todavia, a televisão tem a este título um poder tremendamente grande. A capacidade de reunir milhões de telespectadores à sua frente é o seu mais admirável mérito, mas também o seu mais temível perigo. Sobretudo quando estão em causa direitos humanos, como o direito à privacidade ou a não sofrer no espaço público, a procura de qualidade surge não somente como uma obrigação do governo como também como um dever de cidadania de todos os espectadores. Não sendo propriamente novidade em alguns países europeus, a existência do Provedor do Telespectador1 só será uma realidade em Portugal este ano. O governo aprovou um diploma para a criação desta figura que deverá avaliar a programação e a informação do canal público RTP. Como os provedores dos leitores que conhecemos, também o Provedor do Telespectador será a pessoa que receberá as críticas e as observações dos telespectadores, as avaliará e emitirá sobre elas um parecer para a administração do canal. Sendo um procedimento de auto-regulação, o Provedor do Telespectador é fundamentalmente uma entidade de vigilância da ética da televisão. Essencialmente é uma plataforma de diálogo entre jornalistas, programadores e telespectadores. Tal como na imprensa, o Provedor é um mediador. Ainda que não seja provavelmente uma garantia absoluta de qualidade, o Provedor do Telespectador é seguramente um argumento dos cidadãos contra os males difundidos pela caixa que se crê ser aquela por onde passa o mais importante das nossas vidas.

Abstract :The mass media had great influence in conveying a message against their common. The values of the message was set out in the text and images are presented by the media. The message may contain meaning positive and inspiring in describing events, so that is not interfere psychological of audience.  In the context of photojournalism, the expression that the power of the image can be far beyond the message conveyed through text. Because the meaning of the message, the essence of photojournalism must pay attention to the rules of journalism were set in the Press Law and the Code of Ethics of Journalism. An understanding of the ethics of photojournalism is not only for internal media, but also to a audience. The functioning of politicians in the public space is connected with the necessity of building and managing the image, presenting opinions, views, reporting activities and building relations with the electorate in order to mobilise it to electoral activity. The key to success is to reach voters effectively. Among many communication tools available, the importance of the Internet and social media in particular is constantly growing. It takes over other communication channels’ functions and enables direct contact with the voter. However, in order to use the potential of the most popular social media in Poland – Facebook – and effectively manage the image, one needs to know its character and rules governing this environment. Unfortunately, politicians’ knowledge on this subject proves to be rather poor, which translates into the quality of their communication with voters. Research has proved that politicians who know how to use this tool achieve much greater reaches (regardless of the number of those entitled to vote) and build stronger relationships with voters, which translates into the electorate’s behavior during the elections.

Este artigo procura elucidar o debate que se constituiu pela imprensa ao longo das décadas de 1870 e 1880 nas províncias brasileiras da Paraíba e de Pernambuco em torno do modelo francês de monarquia parlamentar que contrastava com o federalismo republicano dos EUA. Assumindo o lugar de formadora da opinião pública a imprensa procurou trazer destaque para a questão do Espaço Público na medida em que modos distintos de se lidar com ele estavam em jogo em cada um daqueles modelos políticos internacionais idealizados. Também foram mapeadas algumas relações que os jornais analisados indiciaram entre os debates sobre o Espaço Público e as retóricas de modernidade que os acompanhavam. Com frequência a questão da ciência e da técnica pareceu eclipsar a dimensão do conflito que é próprio do universo político e da esfera pública, unificando os olhares em torno de um deslumbramento com as benfeitorias materiais que o século prometia.Palavras chave: Espaço Público, Formação, Imprensa. AbstractThis article seeks to elucidate the debate that was constituted by the press throughout the 1870s and 1880s in the Brazilian provinces of Paraíba and Pernambuco around the French model of parliamentary monarchy that contrasted with the republicanism of the USA. Taking over the role of public opinion maker, the press sought to highlight the issue of the Public Space since that distinct ways of dealing with it was considered in each of those idealized international political models. This article also mapped some relations that the newspapers analyzed betrayed between the debates on the Public Space and the rhetoric of modernity that accompanied them. This study aims to examine the role of the press council in enforcing the press law and journalistic code of ethics where digital developments are currently very developed, especially media that utilize new media platforms. Not all online mass media are legal entities and not all news that is conveyed through online media follows a journalistic code of ethics, giving rise to overlapping perceptions and activities due to the lack of understanding of journalists and the public in the midst of easy access to information. This research uses a descriptive qualitative approach with a case study method, data collection is collected through observation and documentation sourced from literature and document studies that examine the phenomenon of digitalization dynamics around press laws and journalistic codes of ethics. There are a number of efforts from the press council, including enforcing the press law on online mass media by carrying out a number of verification processes including administrative verification, factual verification and content verification. The third verification cannot be carried out because of the constraints of human resources and budget. A mass media that receives a report will be handled and mediated by the press council if the mass media is already a legal entity. Meanwhile, the enforcement of the press code of ethics is carried out by first classifying journalism activities based on whether the mass media is a legal entity or not, then screening complaints of violations of the code of ethics, and reprimanding the problematic mass media to apologize and clarify the misinformation that has been published.

The article deals with a brief historical excursion on the formation and development of forensic activity in Ukraine. In particular, the coverage of forensic expert activities in the press, starting with the establishment of the Cabinet of Scientific and Forensic Expertise at the Prosecutor’s Chamber of Justice of Kyiv in the years 1914-1915. The article based on archival materials, namely, newspapers and other constituent documents of the Cabinet of Scientific and Forensic Expertise, analyzes the public perception of the emergence of forensic science, its capabilities, and describes the main stages of forensic science. It was noted that the press of that time described the importance and significance of the appearance of a forensic examination, indicated the main types of research conducted, explained the features of the work of forensic experts. Also in the articles of newspapers and magazines of that time revealed the transformations that took place in expert institutions, the increase in the number of expert studies conducted, the increase in the number of forensic areas in which expertise was carried out, and were highlighted the increase in requirements for the qualifications of experts related to the challenges of time. The article also indicates that at crucial points in the history of Ukraine the development of forensic science and the expertise continued, moreover, the activities of experts became more active, especially during the Ukrainian People’s Republic as well as after the events of 1917. However, during the years of the Great Patriotic War, the press of that time very rarely wrote about forensic activities, very often were only comments on the theory and practice of criminalistics. The article analyzes the first public discussions of the last decade of the 20th century about mass murders of Polish population in Volhynia in 1943. The author explores the emergence of the topic of “Volhynia” in the public space and Polish-Ukrainian historical debates about these mass murders in the 1990s. The research is based on the published sources and interviews with the participants in the Polish-Ukrainian dialog. The article focuses on the first mentions of the Volhynian events in the post-communist period, on the way this issue was discussed at seminars of Polish and Ukrainian historians, and in the leading Polish newspapers “Gazeta Wyborcza” and “Rzeczpospolita”. Particular attention is paid to the discussion about the mass murders in the “Gazeta Wyborcza” in 1995. The Volhynian issue appeared in the public space after almost fifty years of silence initiated from the Polish “kres” and veteran circles which represented the victims of the mass murders. This topic was arousing interest gradually. It did not immediately take a lead- ing place in Polish-Ukrainian historical debates. In the 1990s, the discussion about “Volhynia” took place primarily between historians and within the groups to which this topic was important. There was only one discussion about the Volhynian events in the press, namely in the “Gazeta Wyborcza”. This newspaper, which appeared as an organ of Solidarity, pays attention especially to the relationship between Poland and its neighbours, particularly Ukraine. In the Ukrainian central media, the Volhynian issue remained completely without attention. Although the debates about “Volhynia” were not actively conducted in the 1990s, certain tendencies were established during this period, which remained characteristic in the following years. In Poland, these events were perceived as one of the most traumatic episodes of the national history, so it was the Polish side who initiated the discussions about this topic. The Ukrainian side was forced to respond to these initiatives.

The press is an organization for disseminating information through mass media, the more information received, the greater the responsibility required. In carrying out its functions, rights, obligations and role, the press is demanded to be open to the public about a news that is raised. To carry out good journalistic activities requires a journalistic code of ethics. The code of ethics established by the Press Council is a basic guideline / reference in carrying out journalistic activities. This regulation makes the direction for the press to continue in accordance with the rules, even though accessing news now is not only through the mass media such as television. Television is part of the mainstream media, despite the convergence of media, the audience still believes that journalistic news on television can be trusted with the truth and credibility of the news content. This study uses descriptive qualitative research methods to analyze in detail the problems that are formulated. The purpose of this research is to find out how the application of the code of ethics in the production of television news on GTV. Because the code of ethics is a basic reference in carrying out journalism activities, the purpose of journalism is the correctness of the information that will be received by the public.Pers merupakan alat penyebar informasi melalui media massa, semakin banyak informasi yang diterima maka semakin besar tanggung jawab yang dibutuhkan. Dalam melaksanakan fungsi, hak, kewajiban, dan peranannya pers dituntut harus terbuka kepada masyarakat terhadap sebuah berita yang diangkat. Untuk menjalankan kegiatan jurnalistik yang baik dibutuhkan adanya kode etik jurnalistik. Kode etik yang telah ditetapkan oleh Dewan Pers merupakan pedoman/acuan dasar dalam menjalani kegiatan jurnalistik.  Peraturan inilah yang menjadikan arah agar pers tetap berjalan sesuai dengan aturan, meskipun mengakses berita kini tidak hanya melalui media massa seperti televisi. Televisi merupakan bagian dari media mainstream, meskipun adanya konvergensi media namun khalayak tetap memandang bahwa berita jurnalistik di televisi dapat dipercaya kebenaran serta kredibilitas isi berita tersebut. Penelitian ini menggunakan metode penelitian kualitatif yang bersifat deskriptif untuk menganalisis dengan rinci masalah-masalah yang dirumuskan. Tujuan dari adanya penelitian ini ialah untuk mengetahui bagaimana penerapan kode etik dalam produksi berita televisi di GTV. Karena kode etik merupakan acuan dasar dalam melaksanakan kegiatan jurnalisme, tujuan dari adanya jurnalisme adalah kebenaran dari sebuah informasi yang akan diterima oleh masyarakat.

Mass media play an important but often misunderstood role in wartime. Political elites try to marshal support for military intervention (or justify avoiding such involvement) through the press. Media sometimes serve as watchdogs, holding leaders accountable for their claims and actions in times of conflict, but more often appear to act as uncritical megaphones for bellicose rhetoric. The public, meanwhile, has little choice but to see war through the prism of media coverage, placing a great burden on the press to cover conflicts truthfully and thoroughly, a responsibility they sometimes live up to, but in important ways do not. Scholarship about these issues goes back decades, yet many questions remain unanswered or up for debate. There seems to be strong consensus that media coverage of conflict is even more elite driven than is domestic coverage, for instance, yet how much that matters in shaping public attitudes and support for war remains contested. Similarly, research consistently shows that the press shies away from showing casualties, yet the effects of exposure to casualty information and images are still not well understood. Finally, digital media seem to be important factors in contemporary crises and conflicts, but scholars are still trying to understand whether these platforms more serve the interests of protest or repression, peace or violence, community or polarization.
