The experience of liquidation of medical and sanitary consequences of the emergency situation caused by domestic gas explosion and collapse of the entrance of a multistory building in Magnitogorsk on December 31, 2018 is presented. Actions to mobilize resources of the Government, the Ministry of Health and the Territorial Center for Disaster Medicine of Chelyabinsk region, organization of coordinated work of ambulance teams and visiting teams of specialized medical care, forensic experts and psychologists were analyzed. The important role of the Ministry of Health of Russia, of the Government and personally of the President of the Russian Federation V. Putin in the organization of care for the victims, in forming the third echelon of medical forces and means using air ambulance was noted.

The Russian Federation is in the process of making major structural changes to its railway and electricity sectors. Both sectors will be at least partly vertically disintegrated, with the aim of creating competition in the “upstream” sector while maintaining state ownership and control of the monopoly “grid”. This paper examines the details of reform and restructuring in the context of the international experience with reform and restructuring in these two sectors, and considers the role of the Ministry for Antimonopoly Policy in reform, both in the past as an “advocate for competition” within the government, and in the future as the guarantor of non-discriminatory access to the grids by non-integrated upstream producers.

The article examines the ECHR legal nature and types of its decisions, analyzes the activities of the Government of the Russian Federation and the RF Ministry of Justice on the implementation of the European Court of Human Rights’ judgments. The author notes the role of the Plenum of the Supreme Court of the Russian Federation in ensuring uniform application of the Convention and Protocols thereto, ratified by the Russian Federation, by the courts of general jurisdiction. The author analyzes reasons for slow and incomplete implementation of the ECHR decisions, and comes up with the measures for their implementation. The article discusses peculiarities of the execution of the ECHR judgments in the Russian Federation: mechanistic execution of the decisions, lack of a systematic approach to the legislation analysis, absence of identification of causes for non-compliance of the regulations with the Convention on Rights of Man and Citizen, lack of coordination between bodies executing the ECHR decisions, inadequate budgetary procedures and lack of funds. The author proposes to analyze structural and general deficiencies in the national law and practice with regard to the ECHR decisions; provides recommendations to improve the mechanism for the judicial decisions’ implementation; determines lines of development for legal regulation of relations in the field of ECHR judgments’ implementation in the Russian legislation.

The article presents the review of antitumoral medications for treatment registered in Russia nowadays and being at the final stage of their development - clinical studies in authorized testing centers for subsequent registration. The summarized information is presented by official sources - the State register of medications of the Ministry of Health of the Russian Federation, the Electronic Subject Heading List of Clinical Recommendations and Clinical Handbooks and prepared on their basis Orders on Standards of Medical Care. The place and role of chemotherapeutic remedies are demonstrated in relation to therapy of oncologic patients and typical schemes of application of anti-blastoma remedies in case of the most prevalent and most severe nosological forms of neoplastic diseases.

13  February  2019,  Dmitry  Medvedev,  Chairman  of  the  Government  of  the  Russian Federation, approved the “Spatial Development Strategy of the Russian Federation for the Period up to 2025”. This document is undoubtedly a significant milestone in the formation of the state regional policy. However, its practical significance caused reasonable doubts among experts. First of all, attention was drawn to the basic term of “spatial development”. How does it differ from the “regional development policy”, the principles main goals and mechanisms of which have not yet defined? May the substitution of the concepts be a way of avoiding this fundamentally important task? They caused questions and uncertainty of the role of regions in the Russian Federation in ensuring the spatial development of the economy. Their place in this process is not specified. The Strategy actually did not take into account the differences of the Russian regions in terms of their socio-economic development and innovative potential. The overall conclusion of a significant part of the expert community was reduced to the need for: substantial refinement of the Strategy; concretization of its basic provisions; developing mechanisms to enhance the role the Russian regions in this process, taking into account differences in their levels of development and socio-economic potential. An attempt to demonstrate the significance of these differences was undertaken in this study, the results of which are summarized in this article.

The article describes strategies that the Government develops for inbound medical tourism initiatives in terms of National project “Health care”. As a global medical tourism market player the Russian Federation has promising opportunities. To estimate the potential of Russia both block and drivers of development were detected. The role of the quality management system was detected in terms of the federal project development. The need for a comparative assessment of the market development potential of the inbound medical tourism in the regions of the Russian Federation is presented.

The modernization of strategic planning in the Russian economy is caused by the existing situation and problems of public administration in the conditions of the formation and implementation of projects initiated by the government. The main purpose of this article is to demonstrate the need to deal with the issues connected with the emergence of a huge diversity of projects that will provide a clear understanding of the role of strategic mechanisms applied in the territories of the Russian Federation. For the solution of this goal, originally, the genesis of the formation of the national project and program management has been carried out. The contribution of the Soviet school to the development of the state project development as well as studies of the modern stage of strategic planning has been analyzed. The authors suggest a hypothesis that project and program management is a key component of the government policy. The effectiveness of project management can be studied by means of the methods of strategic management. The authors conduct the research on the basis of comparative analysis, normative and expert methods which allow estimating the characteristics of projects and programs on the basis of the portfolio ideology. In addition, the approach to the formation of the economic mechanism of the portfolio to the partnership of project participants and program management on the basis of the interaction of system elements have been proposed. The obtained results of the study of foreign and domestic experience allow us to suggest a classification of social projects and programs within the portfolio partnership of participants and to analyze the current statistics. The results of the study show an increase of quantitative and qualitative components of project and program management practice of strategic changes. The main results prove that over time the strategic change in project activity, contradictions are observed and inconsistencies in state requirements and practices are found that need effective decisions.

Currently, the creation of strategic documents and the implementation of the action plan to achieve the goals and objectives set out in such documents is widespread among large business companies, both manufacturing and mining sectors, the retail sector, as well as elevated to the rank of mandatory for corporations with state participation, Federal state unitary Enterprises and a number of similar organizations. Such requirements are imposed on a number of sectors of the economy, and the cultural sector, where there are two documents of strategic goal – settingthe Basis of the state cultural policy and the Strategy of the state cultural policy, has not escaped this.It is important that these strategic planning documents, which represent a whole body of normative legal acts defining the goals and directions of the country's development, are of significant legal significance, as they are approved by the Decrees of the President of the Russian Federation or by resolutions and orders of the Government of the Russian Federation, which, in particular, means that they are binding.The article is devoted to the analysis of approaches to the definition of the role of libraries presented in various strategic documents of the Federal level, approved in recent years, which in a General sense can be considered clearly formulated "state order" for the implementation of which the activities of public libraries of the country should be focused in the coming years and in the long term.

The results of study and analysis of organizational and functional changes in the Disaster Medicine Service of the Ministry of Health of Russia at the regional level, organizational models of the Disaster Medicine Service functioning in the subjects of the Russian Federation are presented. The study was conducted at the All-Russian Center for Disaster Medicine “Zashchita” (since 2015) and at the Federal Center for Disaster Medicine of the National Medical and Surgical Center named after N.I. Pirogov of the Ministry of Health of Russia. The purpose of the study is to analyze organizational models of the Disaster Medicine Service functioning at the regional level. Materials and research methods. The following methods were used in the study: expert evaluation, statistical, analytical, field observation, etc. The method of expert evaluation was applied through questionnaire survey of experts – Russian experts in the field of disaster medicine and emergency medical care. The questionnaires were filled in twice – questionnaire №1 – in 2015 and questionnaire №2 – in 2019-2020; a total of 529 people took part. Questionnaires № 1 and № 2 included questions and provisions relating to organizational models of the Disaster Medicine Service functioning at the regional level and to organizational and functional changes in the Disaster Medicine Service of the subjects. Results of the study and their analysis. The results of the research helped to formulate a number of principle statements on further improvement of the Disaster Medicine Service, including development of organizational structure, implementation of its organizational models at the regional level.

Background: World Cancer Day (WCD) provides a platform to raise awareness. This year Uganda's commemoration was held at the Parliamentary grounds. Aim: To bring together Uganda's stakeholders through an inclusion approach to advocate for, share information and raise awareness on cancer while recognizing efforts made and appreciating challenges faced in the fight against the epidemic. Strategy: Partnership building was key. Partners involved were; Uganda Cancer Society (UCS), Uganda Cancer Institute (UCI), Ministry of Health, World Health Organization, media, Uganda Corporate League, interreligious council, Kampala Capital City Authority, Parliament of Uganda, Uganda Police and UCS member organizations. Program process: A committee was set up and a concept developed adopting the tri-process approach; “Before - During - After” for implementation of activities. Outcomes: The digital campaign was launched using the signs for change and the #WeCanICanUg. There was high media coverage; 3 major national stations Urban TV, NBS TV and NTV UG, one regional station-CGTN Africa, as well as online platforms such as; WHO Africa Web site, UICC World Cancer Day impact report, the Grape Vine, Chimp reports, and more than 5 YouTube media uploads as per our monitoring and surveillance efforts on reach and impact. The lighting of the Queen's way clock tower attracted many passersby and media coverage. In addition there was awareness creation in select churches (6) and mosques (2) on 4th and 2nd February respectively. The WCD ceremony was attended by over 400 guests and officiated by the Speaker of Parliament who doubled as chief walker. The 7.3 km match past attracted involvement of the community along the way. The Speaker called upon the government through Ministry of Health to inject more money into training of more cancer specialists to work on cancer patients. She also stated the need to have cancer services moved closer than just the regional centers but to every district referral hospital for cancer screening and cancer treatment. She pledged Parliament's unconditional support to work with civil society in the cancer fight. The Minister of Health committed to the full operationalization of regional cancer centers by 2019. She applauded the role of civil society through Uganda Cancer Society on the advocacy efforts stating that they had already started yielding good results . The event ended with the corporate league football competitions which were aimed at promoting healthy lifestyles through physical exercise. Notably was the match between the Parliamentary team and the UCI team. The winner was given a trophy marked WCD 2018. What was learned: The role of civil society through umbrella bodies like UCS plays a crucial role in cancer control as seen during through planning, mobilization, partnership building and execution of WCD activities. Creativity and innovation is key in generating stakeholder and public interest in cancer control activities like WCD.

The subject of this this research is the normative legal and legal acts of the government bodies of the constituent entities of the Russian Federation included into the Ural Federal District (Kurgan, Sverdlovsk, Tyumen, Chelyabinsk regions, Khanty-Mansi Autonomous Okrug, Ugra and Yamalo-Nenets Autonomous Okrug) that regulate the administrative legal mechanism for exercising the right of citizens to appeal to the government bodies in the indicated regions. Special  attention is given to the importance and need for legal regulation of the issues associated with arranging additional guarantees and exercising the right of citizens to appeal to government bodies, particularly on the level of the constituent entities of the Russian Federation included into the Ural Federal District. Based on the comprehensive analysis of the aforementioned normative legal act and legal acts, the author reveals the peculiarities of legal regulation of the administrative legal mechanism for exercising the right of citizens to appeal to government bodies in the constituent entities of the Russian Federation included into the Ural Federal District, the limits of norm-setting authorities of the listed regions of the Russian Federation, specificities of securing additional guarantees of the rights of citizens to appeal to government bodies in the corresponding regional laws, approaches towards consolidation of the categorical and conceptual apparatus, determination of parties to legal relations in the area of exercising the right of citizens to appeal to government bodies, the role of normative legal and legal acts of the constituent entities of the Russian Federation included into the Ural Federal District within the mechanism of exercising the right of citizens to appeal to government bodies. The conclusion is formulated on the prospect of the approaches of certain constituent entities of the Russian Federation towards legal regulation of the mechanism for exercising the right of citizens to appeal government. The author also makes recommendation for its improvement.
