The article describes the techniques and methods of application of the method of complex operational expert assessment of military- man-made threats in the United forces operation area during hostilities. As a result of the analysis of scientific sources, the key features of effective approaches and methods of assessing heterogeneous threats that are associated with man-made impacts and can lead to emergencies. The selection of criteria for a complex threat assessment is made, the procedure and factors used in the operational threat assessment are described. The main factors of negative impact of military-man-made threats on socio-ecological-economic systems, which are key in the formation of military-man-made threats, are presented. A hierarchical classification of factors of integrated operational threat assessment for the United forces operation area has been developed. A system of equations is obtained that will allow modeling the change of threats depending on the change of factors and evaluation criteria. This will allow for the rapid ranking of military-man-made threats to the United forces operation area.

The purpose of the article is to explore the types of personnel procedures in the National Police of Ukraine on the basis of scientific developments of scholars and to carry out their classification. To achieve this goal, such methods as formal-logical, comparative analysis, system-structural and comparative-legal was used. The successful functioning the National Police of Ukraine is not possible without the proper selection of highly qualified employees, which can be ensured through the introduction of truly effective and efficient personnel procedures. The theoretical and legal approaches to the division of personnel procedures into appropriate types by different classification criteria are analyzed and summarized, in particular, depending on: a) the subject of the initiative; b) the nature of the consequences; c) the type (direction) of the activity of the authority. The personnel procedures, which are divided into ordinary and simplified, are also illustrated. The tasks of the National Police Personnel Department are given. It is stated that the achievement of effective work of the National Police bodies is not possible without further improvement of the mechanism of personnel procedures, since insufficient work with staff has a negative impact on the reform of this law enforcement agency. As a result of the study the author's classification of personnel procedures in the National Police of Ukraine was proposed, namely, according to the following criteria: 1) by the subject of the initiative of the personnel procedure; 2) by the nature of the consequences for the subject of the personnel relations; 3) by the stage of staffing; 4) by the direction of activity of the subject of personnel relations in the police force; 5) by the degree of regulation; 6) by functional purpose; 7) by tasks of staffing.

Procurement is a major improvement area and a crucial element contributing to project success, and the selection of an optimal procurement system is an important and difficult step in project execution. The criteria for choosing suitable procurement methods are based on client’s objectives and priorities, and influenced by project constraints. The procurement path determination chart has largely dominated research in procurement selection process in construction. Eight factors need to be considered by the client when developing procurement selection criteria. At the procurement strategy the focus should be on factors such as cost, quality, and time, while at the procurement route the consideration should focus on complexity, certainty, risk, responsibility, and degree of control by the client. However, including certain criteria and ignoring the magnitude of transaction costs (TCs) associated with uncertainties in the transaction environment simplifies this process. This study addresses this shortcoming by combining evaluation criteria with TCs incurred because of external and internal environmental uncertainties in a theoretical model on procurement selection. This is achieved by developing a conceptual framework model based on TCs. Uncertainties in the transaction environment have a positive or negative impact on the magnitude of TCs such as information, procurement, administration, and enforcement. The model represents an analytical form of a suitable combination of factors influencing procurement systems, which guide procurement decisions. The model will increase understanding of how efficient procurement selection of construction projects can be achieved through appropriate procurement procedures, which could positively impact project performance.Keywords: Construction, Procurement systems, Transaction costs

The aim of the study is to analyze the existing problems in R&D procurement for the federal and municipal needs. The authors carried out a comparative analysis of the conducted surveys of the government customers and contractors representing research organizations and universities as well as of bidding documents and evaluation criteria for choosing the best offers in government procurement of social science research. The results of the study show that the currently applied approaches to the effectiveness evaluation of research organizations do not allow the selection of a duly qualified executor of a government order. A customer has to take decisions in conditions of high uncertainty both for the assessment of scientific capacity of a contractor and for the estimation of necessary resources to achieve the set goal. That makes the authors conclude that there is an urgent need in elaboration of alternative competitive criteria.

Many features change the results of calculations and change this may be a negative impact on the accuracy of the results, especially if the data used is large. Evolutionary algorithms are used to find the fastest and best way to perform these calculations, such as the bat algorithm (BA) by reducing the dimensions of the search area after changing it from continuous to discrete. In this paper, we will propose a method of linking and conclude the selection of the best and most influential features on the results by neglecting the negative impact features through three stages: the first will be the arrangement of the features columns according to their importance Starting of the most important using mutual information technology and the second stage the process of cutting these features into A certain limit and content with the most important and the calculations using the workbook NAVI_BAIS and then the final stage using the bat algorithm (BBA). The proposed algorithm describes speed, efficiency, and accuracy so that it produces high-precision results based on fewer features


Classification of cancer and selection of genes is one of the most important application of DNA microarray data. As a result of the higher dimensionality of microarray data, classification and selection of gene techniques are frequently employed to support the professional systems in the diagnosing ability of cancer with higher precision in classification. Least absolute shrinkage and selection operator (LASSO) is one of the most popular method for cancer classification and gene selection in high dimensional data. However, Lasso has limitations of being biased and cannot select variables more than the sample size (n) in gene selection and classification of high dimensional microarray data. To address this problems, LASSO-C1F was proposed using scale invariant measure of maximal information complexity of covariance matrix denoted with weight modifications as data-adaptive alternative to the fairly arbitrary choice of the regularization term in the least absolute shrinkage and selection operator (LASSO). The results indicated the effectiveness of the proposed method LASSO-C1F over the classical LASSO. The evaluation criteria result shows that the proposed method, LASSO-C1F has a better performance in terms of AUC and number of genes selected

Objective: 1) to identify characteristics of the functioning and production of training centers responsible for the training of foot and ankle specialists in Brazil; 2) establish minimum quality criteria to provide adequate professional training of the foot and ankle specialist; 3) create a baseline to endorse the minimum foot and ankle specialist training program; 4) to rank, in terms of qualification and efficiency, the training centers of specialists in the area of ​​foot and ankle. Methods: protocol containing information provided by physicians responsible for 31 accredited national services as centers for training foot and ankle specialists at ABTPé in the 2012-2015 quadrennium. Results: minimum operating and production criteria were established based on the information collected. We identified that: 1) it was possible to establish criteria for a possible standardization in the training programs, both in the theoretical and practical field; 2) the relevant scientific output of the training centers is still low and should be stimulated to increase both quantity and quality; 3) the academic qualification of physicians responsible for training specialists is low; 4) The classification of training centers according to hierarchical quality criteria can be established by objective criteria. Conclusion: Quality goals, with objective and well-defined criteria, could be established allowing standardizing the type of training offered to training specialists distributed throughout the national territory, making it more uniform. The evaluation criteria adopted also allowed to establish a hierarchical classification of training centers in the area of ​​foot and ankle, creating a reference base to qualify the training offered in these institutions.

The article provides an overview of the use of photodynamic therapy for photodamage of the skin. The causes, pathogenesis and clinical manifestations of skin photodamage are considered. The definition, principle of action of photodynamic therapy, including the sources of light used, the classification of photosensitizers and their main characteristics are given. Analyzed studies that show the effectiveness and comparative evaluation in the selection of various light sources and photosensitizing agents for photodynamic therapy in patients with clinical manifestations of photodamage.

Subject. The article explores the economic component of sustainable development through the classification of industries from the perspective of assigning the output goods to fixed or current assets, using different types of resources and assessing their condition. It considers factors of production affecting the achievement of the result and determining the development of economic systems at the meso- and micro-hierarchical level. Objectives. The aim is to assess the function of economic systems of different hierarchical levels on the tool-making facilities case. Methods. We apply an approach using general and special methods of comparative and statistical analysis, synthesis and analogies. Results. The paper analyzes the development of the Russian tool-making industry on the basis of resource-oriented approach to assess the functioning of economic systems at various levels. We review interrelations between resource use efficiency, types of sustainable development of economic systems at various hierarchical levels and strategic security of the country. Conclusions. Any development can be considered sustainable, if there is an increment in the intensive development of economic systems at all three levels.
