The article substantiates the expediency of applying a functional competent approach to social work specialists training, which combines the requirements both with the content of this training and the ability of the future social worker to apply the acquired knowledge, skills and abilities in the direct execution of professional functions. The correlation of professional functions and competencies (general and special ones) of Masters in social work, determined by the Standard of higher education in specialty 231 «Social work» for the second (Master’s) level of higher education is determined. The possibility of forming separate competencies in the process of studying the discipline «Professional reliability of personnel of the socionomic sphere», provided by the Master’s training of future social workers at the Odessa National Polytechnic University, is analyzed, namely: the ability to think abstractly, analyze and synthesize; ability to conduct research at the appropriate level; the ability to generate new ideas (creativity); ability to understand and use modern theories, methodologies and methods of social and other sciences, including methods of mathematical statistics and quantitative sociological methods, in relation to the tasks of fundamental and applied research in the field of social work; ability to implement methods and technologies of innovative practice and management in the social work system; ability to evaluate the process and result of professional activity and quality of social services; ability for joint activity and group motivation, facilitation of group decision-making processes; ability to bring knowledge and own conclusions to specialists and nonspecialists; ability to effectively manage the organization in the field of social work. The tasks for the competency assessment of the learning outcomes (solve complex problems and problems that require updating and integration of knowledge in the context of incomplete / insufficient information and conflicting requirements; to show indepth knowledge and systematic understanding of theoretical concepts, both in the field of social work and in other branches of socio-humanities; collect and perform quantitative and qualitative analysis of empirical data; independently and autonomously to find information necessary for professional growth, to acquire it, to acquire and produce new knowledge, to develop professional skills and qualities; implement reflective practices in the context of the values of social work, responsibility, including to prevent professional burnout; to organize joint activity of specialists of different industries and non-professionals, to carry out their preparation for social work tasks, to initiate team-building and to coordinate team work; to develop criteria and indicators of the effectiveness of professional activity, to apply them in evaluating the work performed, to offer recommendations for quality assurance of social services and management decisions) within the study of the specified discipline are proposed.

The article is devoted to the topical problem of psychosocial assistance to people with addictive eating behavior, which is common among teenagers and young people, leads to tragic consequences, but still lacks a sufficient scientific basis and a comprehensive solution. The purpose of the study is to determine the place of social work and the content of the social workers’ activity in the system of assistance to persons with addictive eating behavior. Theoretical analysis of research of the food deviations problem, the concrete definition of terms «dysfunctional eating», «eating disorders», content and comparative analysis of professional functions of social workers in the context of helping people with addictive eating behavior are used as methods to achieve the goal of the research. It is determined that the professional activity of a social worker with persons with dysfunctional and disordered eating takes place in medical institutions, social services and secondary schools. The most common task of social work with persons with food addictions is the prevention. Special functions of a social worker in an inpatient (medical) institution are administrative and organizational work with eating disorders patient. Educational, social support and rehabilitation function are predominant in the activities of a social worker in social institutions. Instead, the specialist carries out for the most part diagnostics and monitoring, formation of eating habits, socio-pedagogical support of young people with dysfunctional eating in educational institutions. The leading role of a social worker at all stages of intervention and the need for a multidisciplinary approach in the prevention, correction and rehabilitation of people with addictive eating behavior are identified.

Modern conditions for the modernization of higher education in Ukraine have led to the need to introduce innovative approaches to the implementation of the concept of future specialists training, taking into account European standards. Higher education is crucial for socio-economic and cultural development of society. The need for training of a competent police officer, who is capable of effective professional activity in a multinational environment, is a priority approach in the training of future police officers in the parameters of European standards. The socio-cultural aspect in the training of future police officers is not only the formation of ethno-cultural competence, but also the space of interpersonal relationships in which a holistic culture of personality is formed. The competent paradigm of professional training of the future police officers, as a subject of personal and professional growth, which is capable of expanding and updating the subject areas of their professional activity, becomes of special significance in this context. In this article, we draw our attention to the peculiarities and possibilities of forming the personality of a future police officer by means of mobile resources. In particular, the classification of modern mobile devices for using in the education al processes defined. The importance of the aim of modern professional education – the formation of high level of intelligence of the future specialists, the development and consolidation of complex abilities to solve problems in conditions of constant changes and new requirements of the external environment are revealed. It has been established that the use of mobile resources contributes to increase of interest during classroom hours and the optimal organization of their independent non-auditing work, which will enable the training of specialists of a new type.

The article is devoted to the problem of formation and development of competitiveness among teachers of higher education institutions. If the content and structure of professional competitiveness, defined by state standards, are formed without taking into account the personal qualities of the learning subject, its interests, abilities and are not determined by the professionalism of the teacher, it is impossible to lay the foundations of competitiveness and develop the ability to compete. The genesis of different approaches to the concept of competitiveness of the modern educator has been analyzed, in particular, in modern researches it is emphasized on: – managerial, psychological and pedagogical aspect of competitiveness. The process of forming the competitiveness of a teacher of a higher education institution, which includes its components, is outlined: = levels of development: a motivational and holistic component; emotional-volitional component; evaluation and adjustment component; = conditions of formation: the need to find such forms of work of the teacher, which would ensure the continuity of the process of his professional growth, development and introduction of multidimensional models of the organization of professional development, introduction of new educational technologies, participation in innovative activity; = development of a complex of properties of his personality necessary for a high level of professional activity. The activity of the teacher is characterized by pedagogical expediency by orientation, individually creative character in content and organization, choice of means; = ways of formation: a certain amount of knowledge, abilities, skills and continuous improvement of the state of theoretical, psychological-pedagogical, methodological and technological preparation; motives for professional self-improvement; the desire for selfrealization and self-affirmation of personality; professional growth; expanding horizons; increasing the level of development of all types of competences; the presence of cognitive interest; creating a positive image among students and colleagues; upgrading the qualification category during certification; receiving awards; raising personal rankings at different levels of subordination; improving professional competence; raising the level of organization of the educational process.

Introduction. It is common knowledge that lives and health of people as well as safe operation of various infrastructures depend on the high level of professionalism of the staff responsible for safety. It fully belongs to the personnel structure of the State Fire-Fighting Service (SFFS) of the Emergency Control Ministry (EMERCOM) of Russia. However, in a technologically developed society, there is a contradiction between the increased requirements to young officers’ competencies and the impossibility to achieve a proper complex of graduates’ characteristics by providing education through only standard traditional techniques, which continue to be prevalent in higher education and ensure optimisation of professional activity in general.The aim of the present publication was to present the developed methodology of game-based learning for training of cadets of educational organisations of higher education of the EMERCOM of Russia. The methodology is designed to develop cadets’ practical skills in the field of rescue operations and firefighting.Methodology and research methods. In the course of the research, the methods of system analysis, synthesis and modelling of professional activity were employed. The research is based on the provisions of the associative-reflex theory, the theory of motivation development and the theory of contextual, modular, problem-based, reflexive and game-based learning.Results and scientific novelty. The interrelated elements of the pedagogical theories and didactic principles, united by a common scientific-methodological objective, allowed the authors to create a methodological tool for gradual formation and consolidation of organisational and administrative competencies of young officers of the State Fire-Fighting Service. The authors considered monitoring indicators of the results of training of graduates of Ivanovo Fire and Rescue Academy in order to develop the methodology, which purposefully addresses the shortcomings and gaps of education of future firefighters’ knowledge and their practical skills.The competitive spirit increases positive dynamics of the educational process and contextual content of business games, built on realistic situations from the field of firefighting and implementation of rescue operations at various socioindustrial, housing and transport infrastructures, attract interest of cadets and stimulate their motivation to improvement of own business qualities. The advantages of the offered methodology are the following: the possibility to design various schemes of practical training through the modular principle of their design; the development in cadets of the skills of team interaction, acquisition of professional experience by them in the process of role performance of duties of chiefs of rescue and fire fighting offices and department guards; the readiness formation to quickly adapt to new circumstances and to cope with non-standard problems in the conditions of limited time; to develop the abilities of critical thinking in young officers, to reflect own activity and to define the directions of professional growth.Practical significance. The proposed methodology demonstrated its effectiveness and practical importance for cadets’ training in the field of rescue and firefighting, as confirmed by, inter alia, the improvement of academic performance in special disciplines. The proposed methodological tool has shown promise in more rational redistribution of teaching time and expansion of the base of practical modules for designing business games for the purpose of development of new relevant professional competencies in students.

This research deals with the issue of diagnosing the readiness of social services workers to implement gender-sensitive approach to working with offence-prone juveniles. As a subject of such diagnosis, we have determined a corresponding professional readiness – social service specialist’s theoretical and instrumental mastery of a sum of methods, means and techniques, and also offence-prone juvenile resocialization algorithms that are based on gender-sensitive approach. Criterion basis for researching the readiness state of social services specialists for gender-sensitive activities with offence-prone juveniles (motivation criterion: aiming towards success in the profession; ability to implement professional aims, notably to work with juvenile offenders; cognitive criterion: knowledge of legal and regulatory framework of Ukraine, primarily international documents that protect the rights of orphaned children and children deprived of parental care, notably the juvenile offenders, which were ratified by Ukraine; knowledge regarding non-discriminatory approach to social work with offence-prone juveniles; theoretical and practical knowledge and abilities, which are necessary during resocialization of juveniles based on gender-sensitive approach; operation-activity criterion: ability to analyze, predict, develop and carry out social projects and technologies aimed at social-pedagogical accompaniment based on gender-sensitive approach; ability to carry out social-pedagogical accompaniment of juveniles, taking into account non-discriminatory approach) was justified. The result of diagnostics that was carried out for social services specialists shows mostly medium and low levels of readiness practically by all indexes, “blind spots” and contemporary challenges of such preparation were defined. The article reveals the role of social work professional organizations in the system of social workers professional development according to the Canadian experience. The activities of social work international organizations such as the International Federation of Social Workers and the International Association of Schools of Social Work - are studied. The organizational structure of professional organizations in the field of social work in Canada is defined, they include professional (national, territorial) and educational ones. The content and activities of national organizations in the field of social work, including the Canadian Association of Social Workers, the Canadian Board of Social Work Regulators and territorial organizations such as Alberta College of Social Workers, BC Association of Social Workers, the Manitoba College of Social Workers, the New Brunswick Association of Social Workers, New Foundland and Labrador Association of Social Workers, the Nova Scotia Social Workers 'Association, the Ontario Association of Social Workers, the Quebec Social Workers 'Order, the Saskatchewan Association of Social Workers, and their relationship with educational professional organizations. It is determined that the main tasks of social work professional organizations are to serve the interests of the public, raising the prestige of the profession and representing the interests of its members, providing support for training in social services, conducting research in social work, providing opportunities for professional growth of its members, dissemination of information for professionals in the field of social work. It is established that professional organizations in the field of social work in Canada are recognized to be a tool for achieving social justice by establishing the status of the «social worker» profession through compliance with high standards of professional activity quality and a mandatory system of professional development. Improving the quality of higher education requires constant professional development and growth of both young and more experienced university teachers. Undoubtedly, professional growth is necessary, first of all, for young teachers of higher educational institutions, because they have no experience of working with students and insufficient knowledge of the discipline they teach. The professional growth of a teacher, which takes place throughout his/her creative activity, is aimed at improving the previously acquired and acquiring new competencies within the framework of his/her professional activity. Scientific and pedagogical workers systematically update the acquired professional knowledge and skills, master modern educational technologies and develop their professional and personal qualities. The continuous professional development of healthcare professionals occupies a special place. The systematic process of training and improving professional competencies after specialists receive higher and postgraduate education in internship, gives them the opportunity to maintain and improve the standards of professional activity in accordance with the needs of healthcare. The provision of high-quality educational services in medical universities is carried out by highly professional teachers who constantly improve their knowledge, skills and abilities through continuous professional development. The administration of the Ukrainian Medical Dental Academy constantly and in every possible way contributes to the professional development of the teachers of its institution, creating the necessary conditions for this, and also helps in choosing forms of increasing and improving pedagogical skills. Based on the results of work over the past year, the staff of the academy took part especially actively in the work of international scientific and methodological conferences, international webinars, online seminars, distance courses, courses for improving pedagogical skills, and also have numerous publications of the scientific and methodological direction in publications included in Scopus database, Web of Science and materials of educational and methodological conferences. Research and teaching staff of the Ukrainian Medical Stomatological Academy created a personal educational portfolio based on the results of continuous improvement of pedagogical skills. Each type of work is evaluated by a certain number of credits, which makes it possible to summarize the results of continuous professional growth of scientific and pedagogical staff of the academy for each year of their work. In Ukraine, each university forms its own model of professional development of research and teaching staff, depending on the direction of training of specialists and the specifics of the educational process. Continuing professional development is an integral part of the activities of higher education institutions and contributes to the acquisition of new and improvement of acquired professional competencies by research and teaching staff within their professional activities, which corresponds to modern trends in the educational process

Ukraine belongs to ‘greying’ nations and has one of the worst health profiles in the European region, characterized by high mortality, morbidity, and disability rates. In early 1990s, the country had in-herited the Soviet paternalistic model of social welfare with no professional social workers. Since that time the new services for elderly people have been gradually introduced. Looking through lenses of a number of theoretical concepts (the institutional framework, concept of dependency and geragogy theory) the chapter reviews the key features of the Ukrainian model of elderly care built up in 1990-2020 and the peculiarities of modern social work with elderly people. It reflects the country’s controversial experience of balancing the indigenous social patterns of paternalism, famial-istic informal care, marketization of social services, and professionalization of social work. The case of the municipal social service for elderly persons operating in Poltava region is presented. The spe-cial focus is made on specific interventions implemented in order to encourage older people to use computer and information technology in their daily lives, and to overcome digital inequalities in today's information and network society. The educational activities for elderly people undertaken in this centre within the University of Third Age were evaluated.

In March 2020, the European Union decided to open accession negotiations with Albania, candidate country since 2014. In order to achieve this important goal in the long path of European integration, Albania had to pursue a set of requirements. Among them, the centrality of human rights affects the implementation of policies aiming at integrating minorities, as well as at granting social rights to unprivileged citizens (La Cava Nanetti 2000, Solidar 2016). In this scenario, the evolution of the professional expertise of Albanian Social workers plays a relevant role. In academic and professional terms, social work has a poor tradition in Albania, as in most of post-communist countries (Hoti 2015). In order to face the difficulties of the professional and academic evolution of social work and to facilitate a process of Europeanisation of the Social Services delivery in Albania, the European Commission has funded the project T@sk Towards Increased Awareness, Responsibility and Shared Quality in Social Work (2017-2020). The main aim of the project consists in strengthening the delivery of Social Services in Albania through the empowerment of the Higher Education system in social work. The consortium includes all public universities offering BA and MA courses in social work in Albania – University of Tirana, University of Shkoder and University of Elbasan-, and the University of Florence, the UCM of Madrid, the ISCTE of Lisbon and the Professional Order of Social workers of the Tuscany Region as Higher Education institutions of the program countries. The project operates at three levels: peer-to peer theoretical and empirical update amongst the project partners; triangulation of knowledge, transdisciplinary cooperation with the societal stakeholders and digital innovation; selection and dissemination of best practices. The project is in its final stage, and it is possible to elaborate on the main theoretical and empirical framework adopted, on the results achieved, and on the challenges to create a favorable environment for the development of social work profession in Albania. The article attempts to shed some light in the pattern of evolution of social work practices in Albania, focusing on the social and cultural background of the country, and describing the main achievements of the T@sk project.

The problem of training of social work specialists for the professional activity on social services provision has been actualized in the article. The purpose of training social workers in Ukraine is to form a highly educated, highly humane, comprehensively developed personality, who have a high culture and generally meets the qualification characteristic of the profession. The purpose of the article is to characterize the content of professional activity of social work specialists in social services provision. Research methods applied: analysis of scientific literature, normative-legal documents in order to clarify the essence of key concepts of the research; synthesis, comparison and generalization – for determination of the areas of work of a social work specialist in the local community; system-generalizing method – for formulation of competencies and conclusions based on research results; prognostic – for determination of the prospects of improving the system of training social work specialists to provide the social services in the community. The professional activity of a social worker is based on international ethical standards, taking into account the uniqueness of each client, their capabilities and rights, awareness of responsibility for their behavior in a particular situation, the purpose of such activity should be restoring the ability of clients (citizens of the community) to overcome difficult life circumstances on their own. The training of future social work specialists in the higher educational institution is to be aimed at forming their readiness to realization of the functions of professional activity. This readiness is manifested in the formation of relevant competencies, which we will identify and analyze through the prism of the functions of the professional activity of social work specialist in the process of providing social services. It is determined that diagnostic, prognostic, transformative, designing, communicative, organizational, human rights, preventive, psychotherapeutic, promotional, social and pedagogical and social competencies should be formed for performing the functions of professional activity of social work specialists in providing social services. The list of presented functions with the relevant competencies of a social work specialist can be supplemented depending on the purpose, tasks, forms, methods of social work in the process of providing social services in the local community.
