To find out how far the application of code of Civil State Apparatus ethics conducted research with descriptive method using closed instrument and sample (n) 18 people of Local Government with case study in District Ngawi East Java Province, found employee perception to ethics organize good enough but need improvement of work quality through performance contracts, training, competence, rewards and sanctions, and performance evaluations.

ABSTRAK Penelitian atau kajian mengenai pelatihan bagi para aparatur sipil negara sudah banyak dilakukan, namun penelitian yang fokus pada pelatihan bagi aparatur yang bertugas pada pemerintah daerah Mitra Praja Utama masih sangat langka. Kajian ini menyajikan skema atau model alternatif peningkatan kompetensi aparatur sipil negara untuk meningkatkan kerjasama antar daerah melalui pelatihan bersama. Ruang lingkup pemerintah daerah yang menjadi kajian adalah pemerintah daerah yang tergabung dalam forum Mitra Praja Utama (MPU). MPU merupakan forum kerjasama dan koordinasi antar pemerintah daerah di Indonesia yang terdiri dari  10 Provinsi yaitu Provinsi Jawa Barat, Provinsi DKI Jakarta, Provinsi Jawa Tengah, Provinsi Daerah Istimewa Yogyakarta, Provinsi Jawa Timur, Provinsi Bali, Provinsi Lampung, Provinsi Nusa Tenggara Barat, Provinsi Banten dan Provinsi Nusa Tengggara Timur. Model pelatihan bersama yang disajikan pada kajian ini merupakan suatu alternatif metode yang dapat dipertimbangkan oleh lembaga diklat pemerintah, khususnya pada lembaga diklat pemerintah yang tergabung dalam Mitra Praja Utama dalam rangka peningkatan kerjasama antar daerah untuk berbagai urusan pemerintahan daerah terutama dari aspek kompetensi aparatur.   Kata kunci: pelatihan, mitra praja utama, kompetensi, aparatur sipil negara     ABSTRACT Research or studies on training for the state civil apparatus have been carried out a lot, but research that focuses on training for officers serving in the Mitra Praja Utama regional government is still very rare. This study presents an alternative model for enhancing the competence of civil state apparatus to increase cooperation among regions through joint training. The scope of local government to be studied is the local government who are members of the forum Mitra Praja Utama (MPU). MPU is a forum of cooperation and coordination among local governments in Indonesia consisting of 10 Provinces of West Java Province, DKI Jakarta Province, Central Java Province, Special Province of Yogyakarta, East Java Province, Bali Province, Lampung Province, West Nusa Tenggara Province, Banten Province and East Nusa Tenggara Province. The joint training model presented in this study is an alternative method that can be ascertained by special government training institutions in government training institutions incorporated in Mitra Praja Utama in order to increase inter-regional cooperation for various local government affairs.   Keywords: training, mitra praja utama, competence, civil state apparatus

The significant potential of zakat on profession needs to be actualized through a clear regulation. The targets of zakat on profession are: Ministry or State Institutions, Local Government, State-owned Enterprises, Local Government Owned Enterprises, even other professions that have a high income. The government's efforts to facilitate zakat on profession are solely aimed at making the mechanism of zakat management to be good, transparent and integrated into a system. However, zakat levies should have a specific rule that is binding all citizens, especially all Muslim Civil State Apparatus (henceforth called as ASN) who certainly meets the applicable regulations. For those who have income and already reach nishab or nominal income limit must pay zakat, while the ones whose incomes do not reach nishab are not obliged to do such a thing. Gorontalo province is one of the regions whose population is predominantly Muslim and has potential in terms of Islamic values-based economic development. Therefore, there needs to be a strict regulation to regulate zakat on profession, so that the utilization of zakat can help to alleviate the burden of the poor. By the existence of regulation, people who pay and receive zakat are equally having the benefits of zakat. This is to say that government has a prominent role and responsibility in optimizing the enactment of zakat on profession since the reality of the most significant zakat received by BAZNAS (Islamic board which oversees the collection of Zakat) in Gorontalo province is from ASN and other professions income.

This study aimed at identifying the effects of privatizing the electricity sector in Tulkarm city. The analytical descriptive method was used, and the data were collected using a questionnaire. The population of the study covered eight sectors, and 350 questionnaires were used for the sake of investigating this issue. The SPSS was employed in processing the data and testing the hypotheses. The findings were as the following: privatizing the electricity in Tulkarm will improve the monthly collection of money and it will also result in a more efficient system in this field. The researcher recommended that privatizing this sector should be conditioned and well-studied so that it will not raise the burden on consumers. Furthermore, the researchers recommended that there should be a real partnership between the Municipality of Tulkarm and the private sector, which guarantees task distribution to boost efficiency and performance.

Bojanala Platinum District Municipality (BPDM), in the North West Province is endowed with the extractive economy. The District experiences challenges of capacity development of service delivery structures and programmes. It is in this context that this paper explains how local government responses to challenges of capacity development in the District Municipality. In addition, the paper explores ways in which they can be overcome for enhanced service delivery. The purpose of this study is to examine challenges related to the use of capacity development structures and programmes related to service delivery and explores how to overcome them. The study examines the structures and programmes, facilitators and inhibitors of skills development and performance initiatives within the context of local government capacity development. This study develops a theoretical framing incorporating scholarship on human capital and performance improvement in the context of local government. This framing is premised on the scholarly evidence that capacity development is an enabler of service delivery, influenced by skills development and municipal performance improvement. The research is a single case qualitative case study approach and employs an interpretative paradigm. The paper employs senior managers in the municipalities as the unit of analysis. That study reveals that there are difficulties associated with skills retention and organisational relations. In conclusion, political abandonment, poor communication and stakeholder engagements contribute to weakened inter-municipal co-operation and inadequate use of resources. The interface between learning and skills development contributes to the body knowledge.

Implementation of disciplinary sanction regulation for state civil apparatus within the local government of regional civil service employee education and training in northern gorontalo and Constraints faced by the Regional Personnel Board of Education and Training Kabupaten Gorontalo Utara in increasing the application of disciplinary sanction regulation for the State Civil Apparatus. To know the implementation of disciplinary sanction regulation for civil state apparatus in the local government of civil service agency of education and training area of north gorontalo district and to know the obstacles faced in Regional Personnel Board of Education and Training of North Gorontalo Regency in increasing the application of disciplinary sanction regulation for State Civil Apparatus. This type of research is descriptive normative research that is a research that emphasizes on the real condition of the field which then synced on the rules - the rule of law, rule of law law, the opinions of scholars and regulations related to the research. This research was conducted to obtain information, explanation and data on the application of disciplinary sanction regulation for civil apparatus of state environment of local government of north gorontalo district. the application of disciplinary sanction regulation for state civil apparatus within the local government of the regional civil service agency of education and training of northern gorontalo district is in accordance with prevailing provisions, namely PP. 53 of 2010 on the discipline of civil servants and obstacles encountered in the Regional Personnel Board Education and Training District of North Gorontalo in increasing the application of disciplinary sanctions regulation for the State Civil Apparatus that is the length of the reporting process from the prosecutor to the Regional Personnel Board of Gorontalo Utara for specific disciplinary sanctions the case of a criminal offense. The mistake is due to the State's Civil Apparatus itself, which lacks the discipline of the civil state apparatus, the duration of the disciplinary sanction process itself due to the length of the process of applying disciplinary sanction regulation in accordance with pp 53 of 2010.

Regulation of Ministry of State Apparatus Empowerment (Permenpan) Number PER/05/M.PAN/03/2008, on the auditing standards of APIP (Government Internal Auditor), regulates the characteristics of APIP. The adequate characteristics of APIP are expected to support the realization of good governance. However, many problems related to the characteristics of APIP of Dompu District Inspectorate still occur, con-sisting of its expertise, independence, and objectivity. All of these problems are sus-pected to have caused agency problems in local government. This research was con-ducted using phenomenological qualitative method with a case study approach. This study used participatory observation, in-depth interview, and documentation for anal-ysis. The research found as the following: 1) the existence of agency problem caused by the conflict of interests between local government and APIP; 2) the lack of APIP’s mastery of accounting standards and; 3) the lack of APIP’s knowledge of law, account-ing, engineering, public administration, agriculture, statistics, and state administra-tion. In addition, the problems of independence and objectivity are still often found in the characteristics of APIP of Dompu District Inspectorate when auditing. Overall, the inadequate characteristics of APIP have been unable to improve participation, accountability related to financial statement quality, rule of law, and transparency of Dompu District Government.

This study presents trigger design methods and performance evaluations of multi-hazard parametric catastrophe bonds for mega-thrust subduction earthquakes and tsunamis. The catastrophe bonds serve as alternative disaster risk financing tools for insurers and reinsurers as well as municipalities and governments. Two types of parametric catastrophe bond trigger are investigated. A scenario-based method utilizes available earthquake source-based information, such as magnitude and location, whereas a station-intensity-based method can be implemented when seismic and tsunami hazard monitoring systems are in place in a region. The case study results, focusing on wooden buildings in Miyagi Prefecture, indicate that the station-intensity-based trigger methods outperform the scenario-based trigger methods significantly. Incorporating seismic and tsunami hazard information from multiple recording stations results in smaller trigger errors. The station-intensity-based methods are applicable to building portfolios at both municipality levels and regional levels.
