The significant potential of zakat on profession needs to be actualized through a clear regulation. The targets of zakat on profession are: Ministry or State Institutions, Local Government, State-owned Enterprises, Local Government Owned Enterprises, even other professions that have a high income. The government's efforts to facilitate zakat on profession are solely aimed at making the mechanism of zakat management to be good, transparent and integrated into a system. However, zakat levies should have a specific rule that is binding all citizens, especially all Muslim Civil State Apparatus (henceforth called as ASN) who certainly meets the applicable regulations. For those who have income and already reach nishab or nominal income limit must pay zakat, while the ones whose incomes do not reach nishab are not obliged to do such a thing. Gorontalo province is one of the regions whose population is predominantly Muslim and has potential in terms of Islamic values-based economic development. Therefore, there needs to be a strict regulation to regulate zakat on profession, so that the utilization of zakat can help to alleviate the burden of the poor. By the existence of regulation, people who pay and receive zakat are equally having the benefits of zakat. This is to say that government has a prominent role and responsibility in optimizing the enactment of zakat on profession since the reality of the most significant zakat received by BAZNAS (Islamic board which oversees the collection of Zakat) in Gorontalo province is from ASN and other professions income.

ABSTRAK Penelitian atau kajian mengenai pelatihan bagi para aparatur sipil negara sudah banyak dilakukan, namun penelitian yang fokus pada pelatihan bagi aparatur yang bertugas pada pemerintah daerah Mitra Praja Utama masih sangat langka. Kajian ini menyajikan skema atau model alternatif peningkatan kompetensi aparatur sipil negara untuk meningkatkan kerjasama antar daerah melalui pelatihan bersama. Ruang lingkup pemerintah daerah yang menjadi kajian adalah pemerintah daerah yang tergabung dalam forum Mitra Praja Utama (MPU). MPU merupakan forum kerjasama dan koordinasi antar pemerintah daerah di Indonesia yang terdiri dari  10 Provinsi yaitu Provinsi Jawa Barat, Provinsi DKI Jakarta, Provinsi Jawa Tengah, Provinsi Daerah Istimewa Yogyakarta, Provinsi Jawa Timur, Provinsi Bali, Provinsi Lampung, Provinsi Nusa Tenggara Barat, Provinsi Banten dan Provinsi Nusa Tengggara Timur. Model pelatihan bersama yang disajikan pada kajian ini merupakan suatu alternatif metode yang dapat dipertimbangkan oleh lembaga diklat pemerintah, khususnya pada lembaga diklat pemerintah yang tergabung dalam Mitra Praja Utama dalam rangka peningkatan kerjasama antar daerah untuk berbagai urusan pemerintahan daerah terutama dari aspek kompetensi aparatur.   Kata kunci: pelatihan, mitra praja utama, kompetensi, aparatur sipil negara     ABSTRACT Research or studies on training for the state civil apparatus have been carried out a lot, but research that focuses on training for officers serving in the Mitra Praja Utama regional government is still very rare. This study presents an alternative model for enhancing the competence of civil state apparatus to increase cooperation among regions through joint training. The scope of local government to be studied is the local government who are members of the forum Mitra Praja Utama (MPU). MPU is a forum of cooperation and coordination among local governments in Indonesia consisting of 10 Provinces of West Java Province, DKI Jakarta Province, Central Java Province, Special Province of Yogyakarta, East Java Province, Bali Province, Lampung Province, West Nusa Tenggara Province, Banten Province and East Nusa Tenggara Province. The joint training model presented in this study is an alternative method that can be ascertained by special government training institutions in government training institutions incorporated in Mitra Praja Utama in order to increase inter-regional cooperation for various local government affairs.   Keywords: training, mitra praja utama, competence, civil state apparatus

Implementation of disciplinary sanction regulation for state civil apparatus within the local government of regional civil service employee education and training in northern gorontalo and Constraints faced by the Regional Personnel Board of Education and Training Kabupaten Gorontalo Utara in increasing the application of disciplinary sanction regulation for the State Civil Apparatus. To know the implementation of disciplinary sanction regulation for civil state apparatus in the local government of civil service agency of education and training area of north gorontalo district and to know the obstacles faced in Regional Personnel Board of Education and Training of North Gorontalo Regency in increasing the application of disciplinary sanction regulation for State Civil Apparatus. This type of research is descriptive normative research that is a research that emphasizes on the real condition of the field which then synced on the rules - the rule of law, rule of law law, the opinions of scholars and regulations related to the research. This research was conducted to obtain information, explanation and data on the application of disciplinary sanction regulation for civil apparatus of state environment of local government of north gorontalo district. the application of disciplinary sanction regulation for state civil apparatus within the local government of the regional civil service agency of education and training of northern gorontalo district is in accordance with prevailing provisions, namely PP. 53 of 2010 on the discipline of civil servants and obstacles encountered in the Regional Personnel Board Education and Training District of North Gorontalo in increasing the application of disciplinary sanctions regulation for the State Civil Apparatus that is the length of the reporting process from the prosecutor to the Regional Personnel Board of Gorontalo Utara for specific disciplinary sanctions the case of a criminal offense. The mistake is due to the State's Civil Apparatus itself, which lacks the discipline of the civil state apparatus, the duration of the disciplinary sanction process itself due to the length of the process of applying disciplinary sanction regulation in accordance with pp 53 of 2010.

The crucial issues face by Jokowi – JK  Administration is the poor performance of Indonesian civil state apparatus. The main objective of this research is to identify the main factors that lead to hamper the Indonesian civil state apparatus performance and to suggest recommendation on how to overcome the problem. Data is gathered from responses of selected informants through an interviewed and data analysis by triangulation analysis. The research finding the authority arrogance, intervention from others parties and managerial inability as a main factor of poor performance of Indonesian civil servant. This study focused on financial mismanagement of Internally Generated Revenue (IGR) in Ife South Local Government. It also identified viable sources of revenue in the local government and examined problems militating against effective collection of revenue. This study was necessitated by the need to ensure increased revenue generation in Ife South local government of Osun State, Nigeria. Primary and secondary sources of data were utilized for the study. The primary data were collected through structured questionnaires. Respondents were selected from career officers in GL. 03-16 in departments and units of finance and supplies, administration, primary healthcare, agriculture, town planning and estate valuation of the local government, thus 180 respondents were sampled representing 29.31% of 614 staff strength of these departments and units of the local government. The questionnaires were administered using descriptive statistical analysis such as frequency and percentage value. The study revealed that there are many viable and non-viable sources of revenue in Ife South local government, the myriad of problems militating against effective collection of the revenue and the poor financial management of internally generated revenue which aptly explains why the local government could not be developed. The study concluded that the share of local government from the statutory allocation be increased, routine auditing and post-auditing from the supervising ministry should be encouraged at the local government level and that the local government should also intensify her effort on increase revenue generation in order to withstand the challenges posed by the current global economic crisis.

The concept of individualism which is the main key in capitalist practice only creates economic injustice and misery of the poor. The only economic theory that is expected as a light in dealing with economic problems is an economic system that is able to create justice,the welfare of all parties and blessings both the world and the hereafter. The theory is the Islamic economics which in practice is inseparable from Islamiceconomic law. Citizens often attempt to interact with government through online modes of communication such as email and social media. Using an audit study, we examine when and how American municipalities with populations of over 50,000 respond to online requests for information. We develop baselines for municipal responsiveness, including the average rate, time, and quality of responses, and examine whether these response attributes vary based on the mode of communication or the tone of the request. Overall, municipalities responded to 54% of email requests and 38% of Twitter requests. A majority of responses were received on the same business day. Responses are slightly faster on Twitter, but of higher quality on email. Governments are more likely to respond to frustrated constituents on email, but respond faster to frustrated queries on Twitter, though with lower quality responses. These findings contribute to our understanding of local government responsiveness and have significant implications for democratic accountability and resident compliance with and the effectiveness of local government policies. Furthermore, our scholarly understanding of local government communications with residents, and particularly the promise of social media as a tool of two-way communication, may be underdeveloped.

My apology for bringing forward this subject at the present time is that considerable interest with regard to it has recently been evidenced by correspondence and comments in the medical journals, as well as by inquiries set on foot by the Lunacy Commissioners and the Local Government Board. The former have published in their 49th Annual Report, just issued, a “Return showing the Number of Pauper Idiot, Imbecile, and Epileptic Children in the Asylums, etc., on 1st September, 1894,”† and a return of similar character as to such children in workhouses has been issued by the latter. The upshot of the whole matter is that, according to these returns, there are in lunatic asylums 525 children of this class (335 males, 190 females), and in workhouses 485 (281 males, 204 females). The latter number includes, however, 93 children returned as “epileptic only,” so that of idiots and imbeciles in workhouses under 16 years of age there are but 392. Adding together those in lunatic asylums and in workhouses we find that a total of 917 youthful idiots and imbeciles are provided for by the Poor Law in these institutions. The Local Government Board return, however, gives us no information as to the large number of such children living with poor parents who receive on their behalf some parochial relief. In the Commissioners' return the children are classified as idiots and imbeciles respectively, 399 in the former, 126 in the latter class; and 154 are said to be in the opinion of the medical officers likely to be improved by special training. In the Local Government Board return the children are classified as “imbecile only,” “epileptic only,” and “both imbecile and epileptic;” and the number of children who, in the opinion of their medical officers, would be likely to be improved by special training is set down as 178. Consequently if we are guided solely by these returns we should be led to the conclusion that in England and Wales—excluding the Metropolitan district, for which separate arrangements exist—there are no more than 332 improvable pauper idiots and imbeciles under 16 years of age remaining to be provided for in addition to the 225 paupers already accommodated in voluntary institutions for the training of imbecile children. Indeed, deducting 52 now resident in the special idiot block of the Northampton County Asylum, there remain but 280, a number insufficient to fill a decent-sized special institution!

Abstrak: This study discusses the Post-Conflict of South Lampung, seeing that the more frequent and easy our people explode with anger without being accompanied by ratios and common sense, so that anger is resolved in an anarchist manner in the form of murder, destruction and even massacre. Moral destructive events and even the dimensions of ethnicity, religion and culture should not be repeated again, it is feared that the Indonesian people will become a sick society that does not prioritize peace and mutual interests and the sick community because this country is increasingly populated by citizens with bad images that are not civilized society. The author uses a qualitative design of sampling. This paper presents alternatives in building a process of post-conflict social communication to build tolerance, inclusiveness and respect for plurality and communicative dialogue between people by creating harmonious relations between religious communities with approaches to strengthening noble values that are packaged with local government policies by giving authority to legal apparatus for violations that occur and facilitate cultural and community leaders in the context of the conflict space peace agreement to the lower community so that the community can maintain and maintain plurality by being able to live side by side.الملخص: بحثت هذه الدراسة في الوضع بعد الصراع في لامبونج الجنوبية، نظرا إلى سهولة وسرعة نشوء غضب المجتمع وتكرّر وقوعه دون أن يشاركه تفكير سليم صحيح منهم، حتى أدى هذا الغضب إلى اتخاذ أسلوب العنف – في التغلب عليه – كالقتل والتدمير بل وقتل الناس. والمفروض أن لا تقع هذه الوقائع المفسدة للأخلاق ثانية، بل ويدخل فيها بعد القبيلة، والدين والثقافة . وخِيف أن يكون المجتمع الأندونيسي مجتمعا مريضا لا يهتم بالأمن والسلامة والشؤون الجماعية، ويكون مريضا لكثرة المواطنين المتّسمين بسيمة سيّئة (مجتمع غير مدني). استخدم الباحث في هذا البحث المنهج الكيفي وأخذ العيّنة. حاولت هذه الدراسة عرض الاختيارات في بناء التواصل الإجتماعي بعد النزاع وهي بثّ روح التسامح، والانفتاح، والاعتبار  بوجود التعددية  واستمرارية بناء التواصل بين الأمم أو المجتمعات على أساس التراحم فيما بينهم بمدخل تقوية القيم الكريمة في ضوء قرارات الحكومة المحلية بإعطاء السلطة لرجال القضاء على جميع أشكال انتهاك القانون  وتوظيف رجال الثقافة والمجتمع في سياق اتفاق السلام حتى المجتمع عامة كي يحافظوا على التعدّدية ويعيشوا آمنين فيما بينهم.Abstrakt: Kajian ini membahas tentang Pasca Konflik Lampung Selatan, melihat semakin sering dan mudahnya masyarakat kita meledak amarahnya tanpa diiringi dengan rasio dan akal sehat, sehingga amarah tersebut diselesaikan dengan cara anarkis yang berupa pembunuhan, perusakan bahkan pembantaian. Seharusnya kejadian-kejadian yang merusak moral bahkan membawa dimensi suku, agama dan budaya ini tidak terulang kembali justru dikhawatirkan masyarakat Indonesia menjadi masyarakat sakit yang tidak mengedepankan kedamaian dan kepentingan bersama serta masyarakat sakit karena negeri ini semakin banyak dihuni oleh warga dengan citra buruk yang tidak civilized society. Penulis menggunakan rancangan kualitatif pengambilan sampel. Tulisan ini memaparkan alternatif dalam membangun proses komunikasi social pasca konflik membangun sikap toleran, inklusif dan menghargai pluralitas serta komunikatif melakukan dialog antar umat yaitu dengan menciptakan keharmonisan hubungan antar umat beragama dengan pendekatan penguatan nilai-nilai luhur yang dikemas dengan kebijakan pemerintah setempat dengan memberikan kewenangan kepada para aparat hukum atas pelanggaran yang terjadi dan memfasilitasi tokoh-tokoh budaya dan masyarakat pada konteks ruang konflik kesepakatan damai hingga masyarakat bawah sehingga masyarakat dapat menjaga dan merawat kemajemukan dengan bisa hidup berdampingan.
