Implementation of the National Qualifications Framework of Ukraine as one of the tools of European integration and mobility of students and graduates actualizes the problem of its application under conditions of the competence-based approach. The tools for operation with European Qualifications Frameworks are analyzed in the paper; the analysis and choice of software for the development of the intelligent system are carried out. The concept of the intelligent system of information and cognitive assistance of functioning of the National Qualifications Framework of Ukraine as a set of tools for executive power bodies, institutions and organizations which fulfill the state policy in the education field, educational establishments, and students with the aim to develop, identify, compare, recognize, plan and create qualifications is described.

The article describes the peculiarities of the formation and implementation of state policy for the development of various branches and spheres in the context of European integration of Ukraine. The degree of effectiveness of the Association Agreement between Ukraine and the European Union in various branches and spheres has been determined. The problematic aspects and contradictions of the state policy of development of various branches and spheres in the context of the implementation of the Association Agreement are highlighted. The ways of transformation of the state policy of development of various branches and spheres in the conditions of European integration of Ukraine are determined.

The purpose of the article is to identify the problems and contradictions of the state policy in the sphere of European integration of Ukraine and to justify the ways of overcoming them in the current conditions. The main internal problem that hinders the European integration course of Ukraine, experts consider, first of all, inefficiency of the public administration system – insufficient level of competence of civil servants, excessive bureaucracy, unreformed and corrupt public administration system. The top five major internal problems also include: the situation in the Donbas (including both armed conflict and public sentiment), high levels of corruption in Ukrainian society, ineffective policy of informing the population about European integration, lack of consensus in the political and social issues. The opinion that aggression, pressure and all-out hindrance from Russia will be a major external challenge for Ukraine’s European course, is shared by all experts interviewed. Among the major external obstacles, experts also cite internal problems of the EU itself, opposition or waiting position on the part of some EU members who do not want to break their ties with Russia, as well as the lack of a unified position in the European Union regarding the European perspective of Ukraine and the EU enlargement in general. Experts consider that the most effective factor contributing to the increase of the support of European integration in Ukrainian society is the successful implementation of internal reforms and the positive effect of ordinary citizens on them. In today’s context, Ukraine’s accession to the EU remains a goal for which it is active in political, legal, economic and other spheres. Conclusions from this research and perspectives of future development in current area. At the present stage of social development the process of forming and implementing effective and effective state policy in the field of European integration is of particular importance. Ukraine’s accession to the EU is a long-term issue, which depends on both the effectiveness of internal reforms and the transformation processes in the EU. However, Ukraine already needs to insist on giving it a formal EU membership perspective.

Introduction. By this time the ministry has not yet become central bodies of executive power (CEB), whose leading function is the formation of State policy. The type chosen for another CEB does not always correspond to the features performed by this organ. It is difficult to separate the "functions in the implementation of State policy" from "some functions for implementing State Policy". The law does not define "public policy". This negatively affects the functioning of the CEB system. The aim of the article. The purpose of the article is analysis of existing problems in organization and activity of the system of the CEB and scientific substantiation of ways of their solution. Results. The term "ministry" means a kind of CEB has two main features: 1) The ministry responsible for the development of State policy; 2) The ministry is headed by a member of the government-a politician and not a government official. The main purpose of the executive power-solving body of social problems; Task – A set of measures that are derived from the main goal and subject to resolution to achieve it, specify the main purpose of the activity of the Authority; The function is activity related to obtaining a clearly defined final result which directly reflects the goal achievement and tasks of the executive authority. As for the optimal number of ministries in Ukraine, we believe that the decisive should be that all directions of the State policy are in the sphere of influence of the government, their unjustified chopping or consolidation between the ministries, as well as the chosen The number of ministries allowed to implement program of CMU. Along with the agencies, services and inspections should allocate another category of "other" CEBs, which neither in the form nor on the functional orientation do not belong to services, agencies, inspections. State policy-enshrined in the Constitution and laws of Ukraine, other acts of legislation the rules of operation and strategic objectives of the State and their due directions of activity of the State, approved by the decisions of the competent bodies of State power. Conclusions. The basis for the reform of the existing system of COIS proposed to put a division of functions in the formation of State policy and functions for the implementation of State policy. The CMU should provide for the formation and implementation of State policy. Ministry – to form State policy and ensure its implementation. Other CEBs – implement State policy. The legislation should define the meaning of the term "public policy". The tasks and functions of ministries shall be clearly defined. The type of each other CEB (service, Agency, inspection) shall comply with the legally fixed features for it.

The article deals with the main types of European standards of administrative and legal support for the work of civil servants, the key of which the author emphasizes the recognition of the priority of the state policy in the area of observance of labor legislation with regard to civil servants. Equally important scholars are called the standards of proper staffing, material and technical support of civil servants, creation of conditions for proper and timely performance of their official duties, improvement of their qualification, training and retraining, creation of harmless and safe working conditions, professionalization of state services, etc. It is emphasized that Ukraine is on the path of European integration, in its activity it tries to implement in its internal law European standards of administrative and legal support of civil servants, but a significant number of them still remains at the declarative level.

The article is devoted to the research of directions of administrative and legal support of the state policy in the field of European integration of Ukraine. On the basis of the study, the author clarifies the content of the categories of state policy and European integration of Ukraine; certain sources that determine the content and direction of state policy in the field of European integration of Ukraine; outlines directions of administrative and legal provision of state policy in the field of European integration of Ukraine.It is well-proven that European integration of Ukraine as sphere of public policy of Ukraine does not have permanent maintenance. Four groups of directions of public policy are distinguished in the field of European integration of Ukraine, that is provided due to the norms of administrative law: 1) directions that touch public relations in connection with providing of public power subjects, first of all, by public administration of rights, freedoms and legal interests of private persons in the field of realization of public policy in the field of European integration of Ukraine; 2) directions that touch public relations, in relation to the management of public and communal domain objects in the field of realization of public policy in the field of European integration of Ukraine; 3) directions that touch, that public relations that determine внутрішньоорганізаційну activity of public government bodies in relation to realization of public policy in the field of European integration of Ukraine; 4) directions that touch, that public relations in the field of co-operating of public government bodies with the institutes of civil society in relation to realization of public policy in the field of European integration of Ukraine.

Implementation of an effective policy in the field of medical means circulation at the present stage of the development of Ukrainian society is one of the defining conditions for its further democratic reform, strengthening in the country of the institutions of the rule of law, competitive market economy, ensuring the implementation of human and citizen rights and freedoms. Any policy becomes understandable when it is understood who carries out it and what it is aimed at, i.e. defined subjects and objects of policy in society at one or another stage of historical development. This definition makes it possible to clarify the essence of political relations between subjects, as well as between subjects and objects of policy, to reveal the forms of their political behavior, methods of political activity, means of transformation of the political environment. The article highlights the issues concerning subjects that form the general state policy in the field of circulation of medicines. Their analysis is carried out and their main functions and tasks are determined. The state policy in the sphere of circulation of medicinal products is formed and implemented by the Verkhovna Rada of Ukraine, the President of Ukraine, the Cabinet of Ministers of Ukraine, the Ministry of Economic Development and Trade of Ukraine, the Ministry of Health of Ukraine, the State Service of Ukraine for Medicinal Products, professional associations of pharmaceutical workers, within the powers of which is the adoption of different types of normative legal acts (concepts, programs, provisions, procedures, rules, standards, instructions, instructions, licensing conditions, lists, codes, etc.), agreed with European and international legislation, as well as, if necessary, with other central bodies of executive power. Such standards follow, in addition to general normative legal acts, also from specialized acts on the formation of such policy.

The newest policy of Ukraine should be to develop such state concepts, strategies and programs that would contribute to the European integration of the country, taking into account the current challenges of today. The purpose of the article is to define the conceptual foundations of the strategy of formation and implementation of state policy in the sphere of European integration of Ukraine in modern conditions. The conceptual framework of the national strategy for the European integration of Ukraine is a general concept of the country’s long-term actions, a certain model of the mission realization and achievement of long-term goals, which defines its development prospects, main directions and priorities of activity in the European integration sphere. Such a generalized European integration concept of Ukraine is reflected in the relevant state documents, laws and by-laws, and within the framework of the state strategy, strategies for development of various spheres, sectors and sectors of economy and public life are developed and implemented in accordance with the existing requirements, rules and regulations of the euro framework documents.A significant event in the European integration of Ukraine into the EU was the introduction of amendments to the Constitution of Ukraine (concerning the strategic course of the state for the acquisition of full membership of Ukraine in the European Union and in the Organization of the North Atlantic Treaty). In addition to the issues related to the implementation of the Association Agreement, further progress on the European integration of Ukraine should also take place in the following areas: associations with the Schengen area; accession to the EU customs union; accession to the EU Energy Union; the entry into force of the common aviation space; joining the digital market, etc.Integration with the EU is an important component of Ukraine’s foreign policy. However, conceptually, European integration should be seen first and foremost as a comprehensive domestic state policy aimed at introducing reforms and transformations that are necessary and important for Ukrainian society, and only then, as a component of foreign state policy, which depends largely on the political will of the EU on the pace and full integration with our country. Thus, the strategy of Ukraine’s integration into the European Union should ensure the country’s accession to the European political, legal, economic, informational and security space. Obtaining full EU membership in the medium term on this basis should become a major foreign policy priority of Ukraine’s policy formulation and implementation policy in the face of contemporary challenges of today.

Ukraine belongs to a group of countries in which political, grand, and petty corruption deeply rooted in various spheres of life and became an organic element of social relations. During 2014-2018, the fight against corruption in Ukraine was identified as one of the key priorities of the state policy. This was also noted by international organizations. The implemented reforms contributed to moving Ukraine from 144th place in 2013 to 130th place according to the Corruption Perception Index. The purpose of the article is determined as to study reforming of the institutional system of the fight against corruption in the context of European integration transformation directed to increasing transparency and openness of the state as an institute and improving the governance. Traditionally, three functional types of corruption are distinguished: political corruption, grand corruption, and petty corruption. The author presented a generalized group of indicators of measuring the efficiency of the fight against corruption, including: Group 1. Economic indicators: reduction of economic losses as a result of the elimination of specific corruption schemes and the elimination of conditions that give rise to corruption; Group 2. Indicators of the activity of the law-enforcement system: the number of persons brought to administrative and criminal responsibility for corruption violations and crimes; amounts of damages recovered; Group 3. Indicators of public acceptance of the effectiveness of counteraction to corruption: assessment of the dynamics of corruption in various dimensions by different social and professional groups. For successful application of the experience of EU countries when developing effective anti-corruption policy in Ukraine, it is necessary: firstly, determine and implement in Ukrainian legislation relevant international legal rules of state, regional, and local nature; secondly, given the successful experience of certain countries, identify a complex of most important for Ukraine factors aimed at providing effectiveness of state policy of preventing corruption, structure them based on principles of priority and the most functionality in order to create a model optimal for Ukrainian conditions; thirdly, develop and form for this model proper institutional support of regulatory character that would harmoniously combine state, regional, and local levels of public administration. The paper determines “direct” anti-corruption effects of corresponding changes in economic governance. It is obvious that direct effects can be levelled by corruption risks in related spheres. So, the delegation of certain powers and financial resources to the local level in the process of decentralization objectively restricts corruption in the relations of “centre-regions” in terms of the distribution and use of financial resources, however, without effective anti-corruption system at the local level, the anti-corruption effect of decentralization will be less than expected. In order to overcome mass violations of anti-corruption norms and rules, it is needed to implement a whole range of measures to criminalize corruption, that is, to establish criminal responsibility for corruption offenses and corruption-related offenses and create a law enforcement system capable of effectively counteracting the corruption actions that we have identified in the study.

Grounded on the historiographic analysis of legislative, documentary, scientific, sociological sources, carried out on the basis of systemic and interdisciplinary approaches, the deployment of state policy in the field of secondary general education in Ukraine is presented in chronotopic integrity. The subject of the research is the activities of the Ministry of Education and Science of Ukraine (within the chronological boundaries of 2000 – early 2005) as a representative and generator of the state policy in the field of school education development. The issue of analysis were the concepts of «reforming of education» as the development of a strategy for changes in the school policy of the state and the concept of «modernization of education» as the production and implementation of conceptually new tactical tasks aimed at the implementation of strategic plans. It is substantiated that the activities of the Ministry of Education and Science of Ukraine in the period under study had an active reformatory character and became the second period of reforming the school educating sphere in the history of independent Ukraine. In our opinion, the first is the period of 1991-1993. The work of the Ministry of Education and Science of Ukraine in 2000 – early 2005 years was aimed at implementing a new European integration strategy by means of radically modernized tactical steps (introducing and developing state standards of education, an individualized 12-point scale for assessing students' educational achievements, updating the content of the secondary education and ensuring its variability, the transition to a 12-year period of school education and gradual profile of the senior school, the producing of general educational concepts for the modernization of a secondary school, primarily in the aspect of its informatization and computerization, the purposeful formation of the civic qualities, an ecological worldview in children and youth), which corresponded to the realities of globalization processes. The European integration path of development of both the state itself and the education system was combined with the establishing the pedocentric paradigm in school education. At the same time, the reform activities of the Ministry of Education and Science of Ukraine retained elements of rational continuity in developing of the previous modernization changes in the field of school education (increasing the number of schools with the Ukrainian language of learning, deepening the processes of individualization of education). The projects of the Ministry of Education and Science of Ukraine during the period under the study also concerned the urgent educational and social aspects of school modernization – the beginning of the implementation of the «School Bus» program, the state «Teacher» program aimed at improving the social status of the teacher.
