The purpose of the article is to identify the problems and contradictions of the state policy in the sphere of European integration of Ukraine and to justify the ways of overcoming them in the current conditions. The main internal problem that hinders the European integration course of Ukraine, experts consider, first of all, inefficiency of the public administration system – insufficient level of competence of civil servants, excessive bureaucracy, unreformed and corrupt public administration system. The top five major internal problems also include: the situation in the Donbas (including both armed conflict and public sentiment), high levels of corruption in Ukrainian society, ineffective policy of informing the population about European integration, lack of consensus in the political and social issues. The opinion that aggression, pressure and all-out hindrance from Russia will be a major external challenge for Ukraine’s European course, is shared by all experts interviewed. Among the major external obstacles, experts also cite internal problems of the EU itself, opposition or waiting position on the part of some EU members who do not want to break their ties with Russia, as well as the lack of a unified position in the European Union regarding the European perspective of Ukraine and the EU enlargement in general. Experts consider that the most effective factor contributing to the increase of the support of European integration in Ukrainian society is the successful implementation of internal reforms and the positive effect of ordinary citizens on them. In today’s context, Ukraine’s accession to the EU remains a goal for which it is active in political, legal, economic and other spheres. Conclusions from this research and perspectives of future development in current area. At the present stage of social development the process of forming and implementing effective and effective state policy in the field of European integration is of particular importance. Ukraine’s accession to the EU is a long-term issue, which depends on both the effectiveness of internal reforms and the transformation processes in the EU. However, Ukraine already needs to insist on giving it a formal EU membership perspective.

The newest policy of Ukraine should be to develop such state concepts, strategies and programs that would contribute to the European integration of the country, taking into account the current challenges of today. The purpose of the article is to define the conceptual foundations of the strategy of formation and implementation of state policy in the sphere of European integration of Ukraine in modern conditions. The conceptual framework of the national strategy for the European integration of Ukraine is a general concept of the country’s long-term actions, a certain model of the mission realization and achievement of long-term goals, which defines its development prospects, main directions and priorities of activity in the European integration sphere. Such a generalized European integration concept of Ukraine is reflected in the relevant state documents, laws and by-laws, and within the framework of the state strategy, strategies for development of various spheres, sectors and sectors of economy and public life are developed and implemented in accordance with the existing requirements, rules and regulations of the euro framework documents.A significant event in the European integration of Ukraine into the EU was the introduction of amendments to the Constitution of Ukraine (concerning the strategic course of the state for the acquisition of full membership of Ukraine in the European Union and in the Organization of the North Atlantic Treaty). In addition to the issues related to the implementation of the Association Agreement, further progress on the European integration of Ukraine should also take place in the following areas: associations with the Schengen area; accession to the EU customs union; accession to the EU Energy Union; the entry into force of the common aviation space; joining the digital market, etc.Integration with the EU is an important component of Ukraine’s foreign policy. However, conceptually, European integration should be seen first and foremost as a comprehensive domestic state policy aimed at introducing reforms and transformations that are necessary and important for Ukrainian society, and only then, as a component of foreign state policy, which depends largely on the political will of the EU on the pace and full integration with our country. Thus, the strategy of Ukraine’s integration into the European Union should ensure the country’s accession to the European political, legal, economic, informational and security space. Obtaining full EU membership in the medium term on this basis should become a major foreign policy priority of Ukraine’s policy formulation and implementation policy in the face of contemporary challenges of today.

The degree of effectiveness of the Association Agreement between Ukraine and the European Union in various branches and spheres has been determined. The problematic aspects and contradictions of the state policy of development of various branches and spheres in the context of the implementation of the Association Agreement are highlighted. The ways of transformation of the state policy of development of various branches and spheres in the conditions of European integration of Ukraine are determined.

European integration based on a supranational form of pooled sovereignty has taken on increasingly state-like qualities. With every move toward absorbing additional members, the European Union system has expanded its geographic reach. The state-like power of the EU is apparent in the impact its integration processes have had in societies just outside its borders. Its growing influence is most notable in misfit border territories, from Kaliningrad to Transnistria, and from Cyprus to Northern Ireland, that are tenuously under the political control of neighboring geopolitical powers.

Strategic course of Ukraine towards European integration requires a new conceptual basis for the institutionalization of power, the introduction of a modern model of public administration. In the conditions of democratic transit, Ukraine and the countries of Central and Eastern Europe should use a conservative Neo-Weberian State (NWS) Model. This model is normative in terms of implementation in Ukraine, because our country, first, has accumulated necessary democratic potential of public initiative; secondly, it has a tradition of strong state power, capable of independently performing the functions of public goal-setting and making appropriate organic decisions; third, it is able to ensure the longevity of public policy at all administrative levels; fourth, preserves stable corporate values and rules of the civil service; fifth, seeks to bring the process of modernization of the domestic public administration system closer to European standards and practices. The normative and legal conditions necessary for the modernization of the current system of public administration in Ukraine in the direction of implementation of the principles of public administration have been generalized. In Ukraine, modernization of the public administration system, aimed at forming a new model of public administration, is possible only if the objective and subjective preconditions are taken into account, which are critical for the successful implementation of decentralization. It has been identified the following promising stages of decentralization in Ukraine: 1) deconcentration of powers and resources, their legally justified transfer from central government to regional and local government bodies; 2) compliance with the principles of devolution of power; 3) powers and resources will be distributed between traditional public authorities (state and self-governing) and market and public structures; 4) introduction of the newest models of public management, built on the principles of the New Public Management paradigm. The article presents and reveals the main tendencies of transformation of the legislative foundations of European integration of Ukraine at the present stage of state formation. While analyzing the problems of implementation of the Association Agreement between Ukraine and the European Union, the author highlights and reveals the content of three main tendencies that are characteristic for the development of the legislative basis of the European integration policy. In particular, the expanding of the current Constitution of Ukraine with the rules on the irreversibility of the European integration course, updating of normative documents regulating the planned character and gradual implementation of the provisions of the Association Agreement, amending the current version of the Association Agreement in order to update its provisions.  The attention is drawn to the fact that the modification of the legislative foundations of Ukraine's European integration course is an important political and legal factor for the transformation of not only the system of the legal system of the state in the formal sense, but also of the legal consciousness of the broad masses of the population. This is explained by the phenomenon of the action of so-called «future law». In practical terms, such a phenomenon manifests itself in the fact that in the society on the mental level there is an increasing level of expectations from the state to activate pro-European policy, further reforming of the national law in the direction of implementation of European models of social regulation. Accordingly, there is an impact on the minds of people by "future norms of law", which are designed to regulate social relations, which are just beginning to emerge.           Further priorities of expanding the legislative foundations of Ukraine's European integration are outlined. In particular, it is the optimization of the mechanism of substantial realization of European integration transformations in the practice of national state administration, as well as the preparation of legislative support to overcome the global political risks and economic threats that may occur in connection with the implementation of the Association Agreement. First of all, Ukraine should develop and accumulate the practice of applying the legislation in the sphere of increasing the investment attractiveness of Ukraine, guaranteeing the legal protection of foreign investments, adjusting the national manufacturing sector of Ukraine to the EU requirements, harmonizing the national model of legal regulation of the labor market with the EU, enhancing the institutional focus of the Ukrainian authorities to implement the EU Directives.

Abstract Traditionally, the idea of a sovereign is being connected either with an absolutist ruler (later replaced by “the people”) at the national level, or the nation-state at the international level – at least in the conditions of the Westphalian system created in 1648. Today, on the contrary, we are witnessing a “post-” situation in many respects – post-modernism, post-positivism, but also post-statism – basically being a sort of return to the pre-Westphalian system (see Ondrej Hamuľák, “Lessons from the ‘Constitutional Mythology’ or How to Reconcile the Concept of State Sovereignty with European Integration,” DANUBE: Law, Economics and Social Issues Review Vol. 6, No. 2 (2015); or Danuta Kabat-Rudnicka, “Autonomy or Sovereignty: the Case of the European Union,” International and Comparative Law Review Vol. 20, No. 2 (2020)). However, paternalistic views, prevailing especially in times of crisis and uncertainty, desperately search for a sovereign to lead us from the crises. With regard to cyberattacks and insecurity in the cyberspace this means an effort to subordinate cyberspace to state sovereignty. Still, given the limitations of traditional state-based monopolies of power and legislation, the state as an “analogue sovereign” shrinks in the digital cyberspace rather to a co-sovereign, co-ordinator, or in feudal terms a “senior” vis-à-vis their vassals. The actual ensuring of the tasks of state as a “digital sovereign” is namely often being entrusted to non-state (essentially private-owned) entities, under the threat of legal sanctions. The current situation of constructing “digital sovereignty” of traditional states or of the EU is thus marked by the necessity of cooperation between the state power and those non-state entities which are falling under its analogue jurisdiction.

The article is devoted to the research of directions of administrative and legal support of the state policy in the field of European integration of Ukraine. On the basis of the study, the author clarifies the content of the categories of state policy and European integration of Ukraine; certain sources that determine the content and direction of state policy in the field of European integration of Ukraine; outlines directions of administrative and legal provision of state policy in the field of European integration of Ukraine.It is well-proven that European integration of Ukraine as sphere of public policy of Ukraine does not have permanent maintenance. Four groups of directions of public policy are distinguished in the field of European integration of Ukraine, that is provided due to the norms of administrative law: 1) directions that touch public relations in connection with providing of public power subjects, first of all, by public administration of rights, freedoms and legal interests of private persons in the field of realization of public policy in the field of European integration of Ukraine; 2) directions that touch public relations, in relation to the management of public and communal domain objects in the field of realization of public policy in the field of European integration of Ukraine; 3) directions that touch, that public relations that determine внутрішньоорганізаційну activity of public government bodies in relation to realization of public policy in the field of European integration of Ukraine; 4) directions that touch, that public relations in the field of co-operating of public government bodies with the institutes of civil society in relation to realization of public policy in the field of European integration of Ukraine.

According to the Constitution of Ukraine (Article 1), Ukraine is a democratic, social and rule of law state. Developing a highly developed welfare state in Ukraine requires shaping its concept model and mechanisms of its functioning. Active and efficient social policy should become a solid foundation for comprehensive innovative, social development, integration into the European Union, the basis for developing a welfare state with a competitive socially oriented market economy capable of ensuring human development, decent standards and quality of life. This article substantiates the problem of ensuring the economic security of the state and suggests the ways to achieve European standards in the national social sphere. Ukraine has chosen the strategic course of the European integration as a priority of its domestic and foreign policy. This course provides for modernization of all spheres of life at the state and local levels in accordance with the broad context of the development strategy of the EU member states. Modern ideology, which is based on the principles of protection of citizens from major social risks (disability, impoverishment, etc.) and, partially, social paternalism, should be reconsidered in the context of principled of social inclusion. Improvement of existing approaches to social programming should start with a focus on the development and implementation of fundamental for social development state targeted programs on domestic and international social issues. Reorientation of domestic social policy requires correction of the forecast-monitoring system of implementation of multilevel social development programs, in particular state targeted programs in terms of revision of criteria for evaluating the effectiveness of social support programs.

Relevance of research topic. Nowadays the Ukraine's relations with the European Union are extremely important. European integration for Ukraine is a strategic choice for the future, and it makes a great influence on the place and role of the state in the new system of international relations, including economic, monetary and financial ones. Formulation of the problem. Ukraine's reform agenda is comprehensive and requires significant financial resources that cannot be raised solely from domestic sources. This determines the importance of attracting foreign funds, including those from the EU as a strategic partner of Ukraine, as well as the creation of a favourable investment climate and therefore the intensification of foreign investment. Analysis of recent research and publications. In the background of Ukraine's European integration intentions, a significant number of scientists study the problems and prospects of investment and financial cooperation between Ukraine and the EU. This cooperation is the subject of constant monitoring by European government agencies and central executive bodies of Ukraine as well. Selection of unexplored parts of the general problem. In the conditions of unstable global political and economic environment, new challenges in the region and the extreme dynamism of investment and financial processes, it is necessary to conduct the research reflecting the current state of investment and financial cooperation between Ukraine and the EU. Setting the task, the purpose of the study. Highlighting the state of investment and financial cooperation between Ukraine and the EU at the current stage of Ukraine's European integration. Method or methodology for conducting research. The paper describes the political background for investment and financial cooperation between Ukraine and the EU. The analysis of foreign direct investments in Ukraine by countries of origin and by areas of attraction is carried out; the dynamics of direct investments from EU countries in Ukraine's economy for 2010-2019 is described. The current state of application of the valid instruments of investment and financial support given to Ukraine by the EU is analyzed. The areas of priority attention in the process of implementing reforms in terms of attracting the investment from the EU are identified. The field of application of results. Research of Ukraine’s European integration problems, educational process (in the preparation of the relevant sections of textbooks and tutorials for courses “International Economics”, “Global Economics”, “Finance”). Conclusions according to the article. The EU sustainable financial support covers many sectors of the economy and public life in Ukraine, including agriculture, infrastructure, transport and energy, small and medium-sized enterprises, as well as democratic reforms, overcoming the effects of the COVID-19 pandemic, research and innovation, the environment, support for military conflict victims, etc. The EU supports Ukraine through various instruments, including macro-financial assistance, the European Financial Institutions (EBRD and the EIB), bilateral support from EU member states, the EU External Investment Plan, the European Neighbourhood Instrument, and the Instrument contributing to Stability and Peace. The volumes of EU foreign direct investment in Ukraine still remain low, and their structure by country of origin is not optimal. It is important for Ukraine to attract investments from the most developed EU countries, which is possible only if an attractive investment climate is formed, and the rule of law and the fight against the corruption are ensured.

The article notes that information policy is a logical, objective process that has always been and will be relevant in relations between states, regardless of the development of cooperation between them. In other words, the information policy in the field of public administration is aimed to achieve the goals of the state policy of the country both in peacetime and in wartime. In the article, the author reveals the main components of an information policy and gives a definition to each of them. Along with this, the concept of information security of the country is given, which is the result of scientific and technological progress and information integration of the world community. Analyzing the state policy in the information sphere, the author determines in which areas the issues of information security and information warfare are regulated. The main factor characterizing the successful implementation of state policy in the formation of a mechanism for managing various areas of social development is to ensure a constant focus on the consistent and safe development of socially significant values, and to guarantee the strength of public administration. The degree of development of the information sphere is one of the main indicators that determine the strength of public administration and the safety of society. One of the main elements of the implementation of state policy in the information sphere is the information infrastructure, which should be considered an integral part of strategic information resources and important for the defense capability of the state and its information market. Along with this, the article notes that for Azerbaijan, which lives in a war, the issue of developing an information policy in the field of public administration is particularly important. Today in Azerbaijan, the issue of forming a regulatory framework in this area is one of the priority places in state policy. In this direction, the foundations of the legislative framework for ensuring an information policy in the field of public administration are being formed and developed. It should be noted that in recent years many laws, regulatory legal acts have been adopted, various orders have been issued.
