East Kalimantan is the location designated by President Jokowi Dodo as the new capital city of Indonesia. In terms of autonomy, the reason for moving the capital city according to the government is for the sake of equitable development. Decentralization is the idea and spirit of the founders of the state, with division of territories including their powers. This is stated in the provisions of Article 18 of the 1945 Constitution which encourage the implementation of regional autonomy in a broad and concrete manner, with the hope that disadvantaged areas can develop themselves and align themselves with other regions in order to advance welfare. The relocation of the new capital city will create new problems in this country, not only peat problems, but will result in ecological disasters. It is hoped that the relocation of the capital city will really be studied and evaluated because it will seriously threaten the sustainability of peatlands in East Kalimantan, where 0.3 million hectares are peatlands. The role of local government is very important because in its implementation in realizing good environmental governance, the ability of local governments to protect and manage the environment is needed. This study uses a qualitative research approach which is a scientific method used and carried out by a group of researchers in the field of social sciences, including education. AbstractPost implementation of regional autonomy and the impact on regional expansion, then DOB will start the construction of infrastructure facilities and infrastructure for the public interest. But often in the process of conflict either in the form of the issue of compensation, land acquisition, nor the problem of land ownership. Issues such as this led to the government and people often face to face in a conflict that sometimes led to delays in economic development is the primary objective of regional expansion. Because local governments and regional elites tend to be born as a major power in the region. Along with that, the community and social groups in it was reborn as a force that is trying to fight for their rights are neglected. The study concluded that the land conflict in Nagekeo as DOB pahamnya occurs because local governments on regional autonomy meaning that governments in the region tend to be born as the arrogant powers are hiding behind reasons of public interest that is ridden by personal and group interests. Thus ignoring the rights of some communities in the area. Local authorities thus essentially a major factor in the failure of regional expansion in Nagekeo.Keywords: Land Conflict, DOB, Nagekeo AbstrakPasca penerapan otonomi daerah dan berdampak pada pemekaran daerah, maka Daerah Otonom Baru (DOB) akan mulai melakukan pembangunan sarana prasarana maupun infrastruktur bagi kepentingan publik. Namun sering dalam proses tersebut terjadi konflik baik berupa persoalan ganti rugi, pembebasan lahan, maupun masalah kepemilikan lahan. Persoalan seperti ini menyebabkan pemerintah dan masyarakat sering berhadap-hadapan dalam konflik yang terkadang berujung pada terhambatnya pembangunan ekonomi yang merupakan tujuan utama dari pemekaran daerah. Karena pemda dan para elit daerah cenderung lahir sebagai kekuatan utama di daerah. Seiring dengan itupula masyarakat dan kelompok sosial di dalamnya pun lahir kembali sebagai kekuatan yang berusaha memperjuangkan hak-haknya yang terabaikan. Hasil penelitian menyimpulkan bahwa konflik tanah di Nagekeo sebagai DOB terjadi karena tidak pahamnya pemerintah daerah terhadap makna otonomi daerah sehingga pemerintah di daerah cenderung lahir sebagai kekuatan arogan yang berlindung dibalik alasan kepentingan umum yang ditunggangi oleh kepentingan pribadi dan kelompok. Sehingga mengabaikan hak sebagian masyarakat daerah. Sehingga pada hakikatnya pemerintah daerahlah faktor utama dalam kegagalan pemekaran daerah di Nagekeo.Kata kunci : Konflik Tanah, DOB, Nagekeo

Abstract: The issue became an issue separate entrants to local governments, especially after the implementation of regional autonomy in areas where unemployment is already a responsibility of local governments. The macroeconomics of labor due to a lot of competition from the entry of migrants into a city, then the impact of competition, the impact of the use of natural resources is also a problem, the effects of pollution and other problems. The government needs to take a policy in order to control the immigrants for unemployment in urban areas can be suppressed. This study focused on areas particularly Pekanbaru Panam (Charming District), the aim is to find motivation immigrants and analyze factors that influence the motivation of migrants. The method used is descriptive method with quantitative analysis. Sources of data in this study are immigrants residing in the district Charming taken as many as 30 people using simple random sampling method. The results of this study indicate that: 1) It turns out that motivates immigrants to come to the city of Pekanbaru, especially areas Panam (Charming district) is due to cultural factors outside the region, followed by a factor of Pekanbaru city's rapid development, then as the security situation Pekanbaru city and also because the opportunity available work. 2) It turned out that employment opportunities can dampen the desire immigrants to come to the city of Pekanbaru (especially Panam region), because with the amount of employment opportunities, the competition to get a job will be very strict. This condition is not desired by the settlers with a capital of education and skills that all mediocre.Keywords: Motivation, Immigrants, City.

As 21st century is the era of modern technologies with different aspects, it offers us to make the best use of them. After tape recorder and overhead projector (OHP), multimedia has become an important part of language classroom facilities for its unique and effective application in delivering and learning lesson. Although in many parts of Bangladesh, a South Asian developing country, where English enjoys the status of a foreign language, the use of multimedia in teaching and learning is viewed as a matter of luxury. However, nowadays the usefulness and the necessity of it are well recognized by the academics as well as the government. The study aims to focus on the difference between a traditional classroom void of multimedia and multimedia equipped classrooms at university level by explaining how multimedia support the students with enhanced opportunity to interact with diverse texts that give them more in-depth comprehension of the subject. It also focuses on audio-visual advantage of multimedia on the students’ English language learning. The study has followed a qualitative method to get an in-depth understanding of the impact of using multimedia in an English language classroom at tertiary level. For this purpose, the data have been collected from two different sources. Firstly, from students’ written response to  an open ended question as to their comparative experience of learning  lessons with and without multimedia facilities; and secondly, through  observation of English language classes at a private university of Dhaka, the capital city of Bangladesh. The discussion of the study is limited to  the use of multimedia in English language classroom using cartoons, images and music with a view to enhance students’ skills in academic writing, critical analysis of image and critical appreciation of music. For this purpose, cartoons in English language, images from Google and music from You Tube have got focused discussion in this paper.

This research to analyze the impact of closure policy Teleju brothel by Pekanbaru govermentin 2010. Guidelines for works are Pekanbaru Local Regulations No. 12 of 2008 on Social Order-liness. Closure this brothel inflicts positive and negative impact for society.The research wasconducted to obtain early stage formula for the government to take action against the prostitu-tion activities. This research uses policy research approach with a qualitative method, becausein prostitution activities and prohibition by goverment is an assessment that needs to be done byanalyzing documents and unstructured interview.The results showed that after the closing of the Teleju brothel have an impact on the deploy-ment of a prostitution and affect the economy of the surrounding residents. Government seeksto tackle prostitution in Pekanbaru by moving the brothel, conduct regular raids and providetraining. The effort is considered to be less than the maximum because the handling is not basedon the root of the problem and not programmed properly. There are several causes of failure ofgovernment to overcome the prostitution problem in Pekanbaru, including: policy content isless focus on the prostitution problem, the government did not proceeds with data, lack of finan-cial support, contra productive programs between local government with the police and TNI,and the policy object is difficult to be given understanding.

This article selects the listed companies in China’s A-share heavy pollution industry from 2014 to 2018 as samples, uses a random effect model to empirically test the relationship between media attention and corporate environmental performance and examines the impacts of local government environmental protection and property nature on that relationship. Results are as follow: (1) Media attention can significantly affect a company’s environmental performance. The higher the media attention, the greater the company’s supervision and the better its environmental performance. (2) In areas where the government pays less attention to environmental protection, the impact of media on corporate environmental performance is more obvious, but in other areas, the impact of media on environmental performance cannot be reflected; (3) The media attention is very significant for the environmental performance improvement of state-owned enterprises, and it is not obvious in non-state-owned enterprises. (4) A further breakdown of the study found that the role of media attention in corporate environmental performance is only significant in the sample of local governments that have low environmental protection and are state-owned enterprises. This research incorporates the local government’s emphasis on environmental protection into the research field of vision, expands the research scope of media and corporate environmental performance, and also provides new clues and evidence for promoting the active fulfillment of environmental protection responsibilities by companies and local governments.

AbstractThe Indonesian government committed to restoring over 2 million ha of degraded peatland by the end of 2020, mainly to reduce peat fires and greenhouse gas emissions. Although it is unlikely the government will meet this target, restoration projects are still underway. One restoration strategy involves blocking peatland drainage canals, but the consequences of this for smallholder farmers whose livelihoods are dependent on agriculture are unclear. This paper investigates perceived impacts of canal blocks on smallholder farmers and identifies factors that affect their willingness to accept canal blocks on their land. We use data from 181 household questionnaires collected in 2018 across three villages in Jambi province, Sumatra. We found that the majority of respondents would accept canal blocks on their farms, perceiving that the blocks would have no impact on yields or farm access, and would decrease fire risk. Respondents who would not accept blocks on their farms were more likely to use canals to access their farms and perceive that canal blocks would decrease yields. The majority of farmers unwilling to accept canal blocks did not change their mind when provided with an option of a block that would allow boat travel. Our results improve understanding of why some smallholders may be unwilling to engage with peatland restoration. Further research is needed to understand the impact of canal blocks on smallholders’ yields. Engaging with stakeholders from the outset to understand farmers’ concerns, and perceptions is key if the government is to succeed in meeting its peatland restoration target and to ensure that the costs and benefits of restoration are evenly shared between local stakeholders and other actors.

The purpose of this study is to analyze and explain public perceptions of the implementation of social distancing during the pandemic as the implementation of social capital. This study was motivated by the phenomenon of the outbreak of the Covid-19 pandemic in a number of countries, including Indonesia. This condition not only affects the economic condition of a country, hinders social interaction among the community, and also has an impact on the health condition of every human being. To avoid the wider spread of Covid-19, the government was forced to adopt social distancing and physical distancing policies in the form of staying at home, working from home, studying, and worshiping at home. This research approach is descriptive qualitative. The data of this research is the impact of social distancing for the community in Tarogong Kidul District, Garut Regency. Sources of data come from several communities with a total of 50 respondents. Collecting data in this study using interview techniques, record, and continue to take notes. The results of the research can be concluded that with the implementation of social distancing in the pandemic period, at least the community can implement social capital which includes informal values ​​or norms that are shared among members of an interrelated community group, which is based on the values ​​of beliefs, norms and networks social and they respect each other, the development of social capital is the creation of increasingly independent groups of people who are able to participate more meaningfully. Social capital can solve citizens' problems, especially with regard to strengthening friendship, repairing and maintaining public service facilities because it has advantages and is the most appropriate, even though there are other social capital in the community.

Coronavirus new which caused the outbreak of pneumonia and caused the closure of tourist destinations and caused many SMEs products to be returned by the souvenir center and SMEs production stopped during the Covid-19 pandemic. Banyuwangi Regency has also experienced the closure of tourist destinations starting March 2020 and has an impact on SMEs in Banyuwangi Regency, one of which is Ratu Manis SMEs. After the closure of tourist attractions, 70% of Ratu Manis SMEs products that were entrusted to the souvenir center and tourist attractions were returned. The number of SMEs Ratu Manis production has also decreased. Many exhibition events at every festival held in Banyuwangi Regency have been canceled due to the Covid-19 pandemic. Ratu Manis SMEs is trying to rise from the impact caused by the Covid-19 pandemic through synergy from various parties with the help of the government, academics, media and the community using the pentahelix approach. The research approach used in this research is descriptive research. The data sources used in this study are secondary and primary data sources. The data were collected using data collection techniques, namely observation and interviews with the source triangulation strategy for data validity. With penta helix synergy of industry, government, academia, media and the community sweet queen SMEs can survive to face the pandemic covid-19 and may even improve the quality of the products and sales turnover also increased from 20 kg to 40 kg per day.

The plan to relocate the Indonesian capital as set out in the 2020-2024 National Medium-Term Development Plan (RPJMN) to East Kalimantan Province will start in 2024. During the process, the government also plans to move central civil servants to the new capital. The planned relocation of the capital city impacts all central civil servants located in DKI Jakarta and surrounding areas. This research used secondary data sources as a basis for population and employment projections. From the results obtained, West Java's population will continue to grow during the growth rate decline. The relocation plan will directly impact the West Java population, but the effect tends to be less significant given the small number of central civil servants located in west java compared to West Java's population as a whole. The relocation plan will impact social environment conditions, economic activity, and the environment in surrounding areas.
