Experience of many European countries proves that in many regions including the Republic of Karakalpakstan possessing considerable ecological, recreational, social and cultural potential, development of agritourism in rural areas can be the most effective instrument of their social and economic development. In recent years, the region shows dynamic development of tourism, and offers unique tourist products. The biggest part of tourist resources of the region is located in rural areas. In article the characteristic of conditions for development of agritourism in the region is given. Prospects of development of this type of tourism on the example of guesthouses are shown.

The prospect of tourism development in rural areas is connected with use of various approaches and models of the organization of agrotourism taking into account an environment and cultural and historical heritage of each region at steady observance of requirements of environmental protection, the quality standards and safety of tourists on vacation. Problems and perspectives of agrotourism development are caused by tendencies and changes in agriculture, problems of social and economic development of rural territories as in general in Russia, and in the Ivanovo region, directly. In this regard the Ivanovo region is the most interesting object for studying in Central Federal District because by the level of social and economic development it is the most crisis, depressive territory and takes the last place in relation to all regions of the district. In the territory of the district is represented a very wide range of attractive tourist recreational facilities and complexes which are popular both among Russian and foreign tourists. Experience of many European countries proves that in many Russian regions including the Ivanovo region possessing considerable ecological, recreational, social and cultural potential, development of agrotourism in rural areas can be the most effective instrument of their social and economic development. The article deals with the place and role of the territorial self-government sector in the process of tourism development, the influence of tourism on the social and economic development of a region as well as the role of strategic regional planning in the sphere of tourism development. The article also analyzes the development of tourism on the level of gmina self-government which is the lowest and the most important level of self-government in Poland, the tasks of gminas in the tourism sphere as well as the role of local authorities in the process of tourism promotion. The work highlights an institutional system of tourism development support in Poland on regional level, the role of local self-government bodies in financing infrastructure that is need for tourism development, the role of regional tourist agencies in promoting and creating tourist attractions in a region, as well as the tourism promotion system at the gmina self-government territorial level. The article considers the concepts of rural, green, ecological, natural, ecological tourism, gives different approaches of scientists to the definition of these categories. The essence of rural green tourism is revealed, as well as its significance for Ukrainian villages. As they are original, have an interesting history, national traditions, architectural heritage, medical and recreational resources, opportunities to obtain organic food, these benefits should be used for their development and promotion. It is concluded that the active introduction of rural green tourism can solve the problems that exist in rural areas: insufficient jobs, which causes the outflow of population to cities or abroad, underdeveloped infrastructure and transport links. There is also an analysis of regulations governing the implementation of such activities and its shortcomings that should be addressed. Attention is drawn to the expediency of adopting the draft Law of Ukraine on Amendments to the Law of Ukraine "On Personal Peasant Economy" on the development of rural green tourism. Because its absence complicates and slows down the development of rural green tourism, which is part of their social and economic development . Attention is paid to the procedure and conditions of carrying out activities for the provision of tourist services as part of a personal farm. The possibility of its implementation is indicated both with the state registration of a natural person entrepreneur and without such, as well as the absence of a requirement in the legislation to obtain permits for its conduct.

AbstractThe objective of this work is to analyze the impact of seasonality on the socio-economic development of rural areas of the southern part of Karelia. This study is based on the field data obtained via semi-structured in-depth interviews with experts from the local community. The results show that the influence of seasonality is rather indirect, being a constituent of other factors: economic, infrastructural, institutional, social, etc. Although seasonality is most often perceived as a negative phenomenon regarding socio-economic development, modern types of economic activity characterized by a peak of activity in different seasons of the year mitigate the effect of seasonality and even benefit from being seasonal. Based on the materials collected, a typology of rural settlements of the southern part of Karelia based on the nature of the effect of seasonality has been developed (with a predominantly positive and predominantly negative effect).

Subject. The article discusses the role of tax capacity in the management of inter-budget relationships. Objectives. The article aims to build and develop a qualitatively new motivational model to encourage Russian constituents to increase their tax potential by ranking them in socio-economic development groups. Methods. For the study, I used the methods of comparative, vertical and horizontal analysis, and statistical groupings. Results. The article clarifies that the mechanism for providing financial or other support to regions with the best tax potential is not working well because the economically developed territories have a higher rate of tax capacity and will always be ahead of the less developed ones. However, that could not be a significant growth rate in the main macroeconomic indicators, since a certain level of development has already been achieved. Conclusions. The article reckons that it is necessary to rate the regions by group of social and economic development and identify leaders with the best tax potential value in each group. This can help to develop an effective system of budgetary allocation and stimulating the regions' tax potential development.

The study examines the effects of industrial parks and technoparks at the regional level. Based on the financial and economic indicators of residents of industrial parks and technoparks, the geography of their activities at the level of the Russian Federation constituent entities is considered. To perform this study the author’s database on residents is used, created on the basis of information from the commercial database Orbis for the period 2010 – 2018, as well as the open data from the Federal Tax Service and statistics from the Rosstat. There is a strong concentration of the market for industrial parks and technology parks in several regions of Russia, including city of Moscow, Moscow and Kaluga regions and the Republic of Tatarstan. This fact can be explained with objective reasons, including the agglomeration effect, capacious sales and labor markets, as well as other indicators of investment attractiveness. Most industrial parks and technoparks currently do not have a significant influence on development of the regions in which they are created, which may be caused by such factors as the insufficiently competent investment-resident policy of management structures. According to the results of the study, a conclusion is made that the role of industrial parks and technoparks in social and economic development is significant only in a few regions with high competitive advantages, and in regions without such advantages parks do not impact on the development significantly.

The article touches upon the research work of the Science and Research Department of Faculty of History of Taras Shevchenko National University of Kyiv within the framework of developing the scientific theme «Ukraine in the European historic processes: in search of the civilization choice» in 2016 – 2018. During the research process, a wide range of source materials and innovative methods of research have been utilized to analyze the concepts of the European civilization’s evolution and to outline the specifics of Ukraine’s civilization belonging during different époques. The moments crucial for the following civilization development of Ukraine have been emphasized upon, the political and etc ideological background of the European choice has been given. The key factors of social and economic development in different époques have been outlined, the social and economic specifics of Ukraine and the historical background of shaping thereof have been analyzed. The article as well investigates the consequences of Ukraine being part of different political entities and the role of Ukrainians in social and economic development of European countries. The impact of the West upon the contemporary processes of transformation and the prospects of the European integration of Ukraine has been delivered. The article explores the role of culture of Ukraine in today’s Europe and its evolution given the external and internal factors. The influence of Ukrainian culture on the social development of European countries, in particular, states, which included Ukrainian lands, was analyzed. The cultural interactions of peoples and ethnic groups inhabiting Ukraine have been examined, the religious element of the social transformations has been inspected. The moral, cultural and religious features of people inhabiting different regions have been studied, the possible principles and methods of further strengthening of the Ukrainian political nation and the civil society reinforcement have been researched. Basic scientific events held by the Science and Research Department of Faculty of History of Taras Shevchenko National University of Kyiv within the framework of developing the scientific theme, i.a. international conferences, scientific and methodic seminars, workshops, panel discussions, expert discussions etc. have been presented.

The article highlights the problems and prospects of human development, which is the basis for the long-term strategies of social and economic growth of different countries and regions at the present stage. Submitting strategies of this type provides an opportunity to focus on individual empowerment and to build a favorable environment for effective management decisions in the field of forming, maintaining, and restoring human potential. The analysis of the Vinnytsia region human potential dynamics in the regional system of social and economic development factors was carried out. Application of generalized assessment of the regional human development index components allowed the identification of the main trends that characterize the formation of human potential of the territory, including the reproduction of the population, social environment, comfort and quality of life, well-being, decent work, and education. The article emphasizes that despite some positive changes in the social and economic situation of the region and in assessing the parameters of its human development level relative to other regions of Ukraine, Vinnytsia region is now losing its human potential due to negative demographic situation and migration to other regions and countries. The main reason for such dynamics is proven to be related to the outdated structure of the region's economy, the predominance of the agricultural sector, the lack of progressive transformations in the development of high-tech fields of the economy. An important factor is the low level of urbanization of the region, which leads to the spread of less attractive working conditions and less comfortable living conditions. The key factors that cause the growth of urbanization in the region have been identified, including the significant positive impact of the transport and social infrastructure expansion, the lack of which in rural areas leads to a decrease in the level and comfort of life. Without progressive structural changes in the economy and the resettlement system, the loss of human potential will continue.

Subject. This article discusses and analyzes regional projects to be implemented in the Chechen Republic for the period 2019–2024. Objectives. The article aims to develop a set of proposals aimed at improving the competitiveness of the Republic's economy. Methods. For the study, we used the methods of systems and statistical analyses. Results. The article describes the role of regional projects in the development of the socio-economic sphere of the Chechen Republic and proposes a set of measures the implementation of which will help shape a competitive economy in the Republic. Conclusions. Regional project objectives and indicators need to be better defined. Regional projects are elements of national projects designed to contribute to a breakthrough in the scientific, technological and socio-economic development of the Russian Federation.
