This chapter takes as a starting point Gene Sharp’s observation that, “the exercise of power depends on the consent of the ruled who, by withdrawing that consent can control and even destroy the power of their opponent” (Sharp, 1973, p. 4). While this observation applies across the three case studies at the core of this book, in the Egyptian state in particular, Internet use allowed citizens to experiment with withdrawing their consent, in ways that were destructive to the status quo over time, but subtle enough to go relatively undetected until the 25 January revolution. Having a voice, both online and off, resulted in, “the exchange of ideas, information and models” which “created an active citizenry” (Bayat, 2010, p. 247). Throughout the Egyptian case study, explanations for an empowered citizenry linked in part with new media use are considered.

In Chapter 4, data collected through ethnographic research and structured interviews are used to argue that new media tools when used, can profoundly alter social and political practices in Kuwait. Internet use removes inhibitions, gives the public a voice, encourages people to demand access to current, transparent news and information, and enables citizens to become more engaged and active in the world. In the words of one 55 year old female Kuwaiti participant, the Internet “opens the eyes of the younger generation and because of this, they find more freedom to exercise and they can compare freedom in their countries to that in other countries” (Interview, July 2009, Kuwait City). Explanations for the increasingly volatile political and social environment in Kuwait are explored in light of new media use. The persistence of patriarchy in spite of enhanced civic engagement reveals the puzzling nature of oppositional compliance in the emirate.

This chapter introduces the case studies. It describes the rationale for studying cases, our case selection, and the structure of the case study chapters. The case studies offer an opportunity to examine the conditions under which international organizations establish international parliamentary institutions (IPIs) in more detail, take into account alternative configurations of conditions for IPI establishment, and trace the processes of strategic democratic legitimation. In addition, the cases include some of the rare cases of empowerment, in which IPIs increase their authority over time. The case selection aims at a diverse set of cases representing positive and negative cases of IPI establishment, a variety of world regions and historical periods, and stark variation across the conditions of parliamentarization.

As part of a research project on the determination and use of quality-related costs, case study work has been carried out at four manufacturing companies. This paper presents the major findings from each case study. A measure of the status of quality costing is that it is not featured in the quality manuals at any of the four companies. The aspects of quality which will need to be developed if the subject is to be raised to the level enjoyed by other major business parameters are outlined.

This chapter focuses on the case of extraterritorial military detention by the US and the UK—two countries that quickly deployed and then repeatedly refined their detention policies during the nearly two decades following the terrorist attacks of September 11, 2001. Military detention is arguably one of the quintessential national security functions where deference to executive discretion is strongest. As such, it is an activity that differs markedly from the types of practices that form the core work of many domestic administrative agencies, and administrative law scholarship tends to ignore the national security domain. Yet even here, in a realm seemingly so insulated from administrative law norms, agencies in both the US and the UK have implemented a variety of administrative rules and procedures, as well as non-judicial administrative tribunals to assess the status of detainees. Although the US and the UK followed different pathways, both countries have ultimately come to embrace administrative law frameworks for military detention. And both countries have gradually moved to protect, at least to a limited extent, the core administrative law values of rationality, transparency, participation, and procedural protection even as they have rejected fully judicialized detention processes. This comparative case study therefore illustrates the significance of administrative law values in the area of national security and points toward the need for further scholarship at the intersection of national security law and administrative law.

The digital re-creation of a past city represents more than a mere depiction of its historical awareness; it also represents its imaginability. In retrospect, the imaginability of the city corresponds to the outcome of various perceptions that we have acquired of it over time, and which currently confers us with a certain degree of accuracy in its readability. The imaginability of the city is therefore a determining factor in virtually re-creating the latter and subsequently converting it into a memoryscape. This theory can be validated by the specific case study of Lisbon, Portugal, which has during the last few years been the subject of at least four projects that sought to virtually re-create the city’s past. Despite presenting themselves distinctively with different technological applications, the four projects held the same starting point; the great Lisbon earthquake of 1755 (a major disruptive event in its history), and were all focused on presenting the cityscape that was lost as a result. Lisbon’s iconography from the sixteenth century to the mid-eighteenth century (drawings, engravings, and paintings) was used as crucial data.

Abstract This article examines best practices in local ownership of Track Two diplomacy. Taking as a starting point the idea that best practices change over time as conflicts and social responses to them change, the article seeks out recent innovations and practices in Track Two diplomacy, focusing on practices of local ownership. A series of two reflective practice workshops with facilitators of Track Two processes offer insights on local ownership in current Track Two diplomacy. More in-depth examination of the Georgian-South Ossetian case illustrates an example of increasing local ownership developing over time during a ten year Track Two process. Together, the reflective practice workshops and the case study suggest team approaches to Track Two diplomacy so that insiders and outsiders work together as a team to facilitate, bringing the strengths of both insiders and outsiders to Track Two processes.

This paper demonstrates the concept of disaster resilience through the development and application of quantitative measures. As the idea of building disaster-resilient communities gains acceptance, new methods are needed that go beyond estimating monetary losses and that address the complex, multiple dimensions of resilience. These dimensions include technical, organizational, social, and economic facets. This paper first proposes resilience measures that relate expected losses in future disasters to a community's seismic performance objectives. It then demonstrates these measures in a case study of the Memphis, Tennessee, water delivery system. An existing earthquake loss estimation model provides a starting point for quantifying resilience. The analysis compares two seismic retrofit strategies and finds that only one improves community resilience over the status quo. However, it does not raise resilience to an adequate degree. The exercise demonstrates that the resilience framework can be valuable for guiding mitigation and preparedness efforts. However, to fully implement the concept, new research on resilience is needed that goes beyond loss estimation modeling.

PurposeEmerging technologies offer an ever expanding variety of means to support and enrich learning environments. However, there is currently a lack of information on how to best implement new media in tourism and hospitality education. This paper aims to describe an example of an international, collaborative learning project that involves Facebook so that future practice regarding social media use in teaching can be informed.Design/methodology/approachThis paper adopts a case study approach to describe in detail how Facebook was used to foster self‐directed learning about sustainable tourism.FindingsThe findings presented in the paper are based on the postings of the students in Facebook as well as student and faculty reflections on the success of the project. Overall, the project was a success and led to the construction of a useful, current and engaging knowledge base about sustainable tourism. Also, the students appreciated the more informal learning environment. However, there were clear barriers to collaboration that could not be overcome by using Facebook. In addition, not all students were equally engaged and some clearly lacked experience with the medium.Originality/valueThe paper documents the use of Facebook in support of a collaborative learning project to illustrate the potential of social media in creating engaging learning environments. It situates the case study in the theoretical discussion of the value of edutainment and the promise of social media to foster self‐directed and social learning. The findings provide theoretical implications for the conceptualization of social media use in education and practical implications for tourism and hospitality educators who would like to integrate social media in their teaching.

Purpose Adaptation is often seen as a key competitive advantage for outsourcing vendors. Outsourcing research has often assumed that vendor capabilities are static. However, as a result of uncertainties and/or changes in the client environment, vendors need to be able to adapt their outsourcing capabilities. The aim of our research is to compare two contrasting outsourcing approaches and illustrate how an adaptive approach may deliver better results for clients in the long term. Design/methodology/approach The paper uses a combination of literature and case study research. A retrospective case study approach was adopted, using interviews, observations and analysis of reports. Two case studies utilizing contrasting clients approaches were investigated and compared. In one of the case studies, the client reorganized activities first and then outsourced them, while in the other, the client did the reverse – outsourced first and then reorganized. Findings The findings indicate that reorganizing first and outsourcing afterwards contributes to a more controlled implementation, which results in a more defined and stable set of vendor outsourcing capabilities that contributed to short-term success. In contrast, outsourcing first and reorganizing later demonstrates a less controlled redesign of the client’s organizational structure, which requires a malleable set of outsourcing capabilities to accommodate future change. The latter strategic manoeuver results in an extended adaptation period, as some capabilities need to be developed over time. However, it may improve success over time as subsequent changes in the client environment can be catered for in a better way. Research limitations/implications Only two explorative case studies were performed, limiting confidence in the degree of generalization of the results. We plea for more research on the effect of context dependency as various contingencies may impact the adaptation of outsourcing capabilities; for example, the volatility of the client’s market or the stability of the technology concerned. Practical implications When a client applies a proactive manoeuver, reorganizing first and then applying outsourcing, the number of adaptive capabilities required of the outsourcing vendor is reduced, limiting the risk for the client in the short term. In the longer term, however, subsequent change requirements may be less well-accommodated. Originality/value Strategic manoeuvers within an outsourcing context have received limited attention in research. As far as we know, this is the first empirical research that investigates the benefits of vendors having adaptive capability.

AbstractIn this chapter we turn to relevant findings arising from fieldwork conducted in Belgium in the context of the MIGRADAPT project. Although the Moroccan case study that forms the core of this book must be interpreted independently from the empirical data provided in this chapter (and vice versa), both case studies hinge on the same theoretical framework and are, as such, inherently complementary and connected, although not meant to be directly comparative.
