Filaggrin: from history of discovery to clinical usage (literature review)

The article is of an overview nature and contains up-to-date information about one of the main factors in the violation of the skin barrier, filaggrin dysfunction, which is a component of the natural moisturizing factor. The data on the leading role of the filaggrin defect in the pathogenesis of a number of dermatoses make it an attractive target for the creation of topical dermatocosmetics in order to compensate for its deficiency. The first and only registered emollient with a modulator of filaggrin activity from unsaponifiable fractions of vegetable oils is filagrinol, which stimulates the maturation of profilaggrin by activating ATPases involved in dephosphorylation of profilaggrin and inducing the incorporation of histidine into the granular layer [30]. It is expected that thanks to plant lipids this formula enhances the skin’s ability to renew, significantly slowing down the aging process and restores the skin’s water-holding capacity, thereby normalizing the degree of hydration.

ABSTRACTZambia's unsuccessful coup attempt in 1980 was initiated by members of the country's intellectual and business elite, who had played a leading role in the postcolonial civil service and state bureaucracy, but who became disillusioned with the takeover of the state by the ruling party before and after the declaration of the one-party state in 1972. Among their number was Valentine Musakanya, one of those convicted for the coup attempt. Using Musakanya's biographical and other writings, this article explores his intellectual trajectory from head of the civil service to political prisoner. In so doing, it investigates the role of life writing in aiding understanding of the postcolonial political history of Africa.

The article considers the issues related to the role, features of social and pedagogical consulting in the field of ethnic relations and the requirements for the consultant himself. The history of counseling on the problems of interethnic relations, ethical and emic approaches to counseling are briefly described. The features of the consultation process in consulting on the problems of ethnic relations. The interrelation of positive ethnic identity and tolerance, ethnocultural competence of a person is revealed. The leading role of positive ethnic identity of the client's personality in overcoming ethnic problems has been determined. The role of the consultant is revealed. The requirements for a consultant, for his training and experience are analyzed. The factors that determine the effectiveness of consulting are considered. The actual problems of consulting on the problems of ethnic relations are analyzed. Practical recommendations for consultants based on a theoretical overview, are listed. The experience of social and pedagogical consultations initiated and organized by the Council of Mothers to the Assembly of the People of Kazakhstan Kostanay’s region has been summarized. The most typical requests for consulting are analyzed. The problems and prospects of implementation such a practice are described.

This article analyzes the model of participation of many interested parties in governance of the Internet, as well as its definition on the international level and within the doctrine. The goal consists in determining the importance and the role of participation of multiple interested parties in the context of Internet governance, and its correlation to the transnational approach in international law. The model of participation of multiple interested parties is predominantly examined as participation in Internet governance of the actors of international law and private entities. The subject of this research is the provisions of summary documents, summits on the highest level regarding the questions of information community, resolution of the UN General Assembly and other branches of the UN system, provisions of acts of other transnational organizations that are dedicated to development of state policy in the area of Internet governance, as well as doctrinal sources covering history of the question. The scientific novelty lies in determination of correlation of the participation of interested parties in Internet governance. It is noted that in the practice of Internet governance there are two clear approaches for implementation of this model: ran by states and international organizations, or one that is ran by private entities. The international legal acts reflect the former approach towards implementation of this model. In accordance with this approach, the work on Internet governance in consultation of state with private entities, allowing private entities as observers, or creation of public-private partnerships aimed at solution of global issues. The leading role of the private sector is advanced by the United States and several other Western nations as an alternative to translational multilateral approach, which contradicts the international legal acts, since the role ICANN as a leader is delegated to private entities, rather than states.

The state acts as the management system in relation to civil society as a managed system. However, civil society functions as a self-regulating social system, the determining state. The fact that civil society - self-regulating system, and at the same time controlled, there is no contradiction. The book will be of interest to lawyers, political scientists, sociologists, public servants, students, graduate students and faculty of liberal arts colleges and faculties, as well as all interested in the development of civil society in Russia and the role of the state in this process.

On the basis of a wide range of sources, the research analyzes the history of the study of permafrost in the territory of the European Northeast of Russia in the first half of the 20th century. The documentary sources revealed in the Archive of the Russian Academy of Sciences (Moscow), the National Archive of the Komi Republic (Syktyvkar), the Scientific Archive of the Komi Science Center of the Ural Branch of the Russian Academy of Sciences (Syktyvkar), the Vorkuta Museum and Exhibition Center (Vorkuta) are introduced into the scientific use for the first time. The 1920s became the period of the birth of a new scientific direction – permafrostology. This science gave an impetus to the systematic study and development of the North and the Arctic. The beginning of systematic geocryologic studies was connected with the development of the European Northeast in the 1920s–1930s. It has been determined that the USSR Academy of Sciences played the leading role in carrying out these studies: it organized special scientific expeditions for studying the cryolithozone of this region. The main results of the studies and their motives interconnected with the government’s interests in the development of valuable northern mineral resources are shown. The results of the expeditions were conclusions about the possibility of constructing large industrial facilities in the regions of the explored reserves of natural raw material resources. Following scientists’ recommendation, the industrial development of the Pechora coal basin and the colonization of the polar region began. The climatic and natural features of the region demanded stationary scientific research in the field of design and construction. The Vorkuta Research Permafrost Station (VRPS) (1936–1958), created under the supervision of the USSR Academy of Sciences, began to carry out this research. Today, the history of this station’s activities is poorly studied. The article presents the main directions of VRPS research: engineering permafrostology and general issues of permafrost studies. The staff of the station were researchers of the Committee on Permafrost Studies of the USSR Academy of Sciences and scientists from among prisoners of GULAG. The role of the staff who made a great contribution to permafrost studies is shown. Under the leadership of the scientists of the station, on the basis of their techniques, large industrial structures of Vorkuta District and Vorkuta, among them the first railroad in the conditions of permafrost, were designed. The conclusion is drawn on the leading role of scientists of the USSR Academy of Sciences in carrying out studies of permafrost soil in the European Northeast in the first half of the 20th century which became the basis in the successful solution of construction problems in the Arctic territory.

The study of history of cultural and educational society’s activity, as well as the way they influence the socio-cultural space of provincial towns, contributes to holistic perception of cultural development of Siberia as well as Russia in general. Some  issues  relating  to  creation  and  development  of  Barnaul  Society  of  Care for Elementary Education and its educational activity through libraries are considered in the article. The society was founded due to the selfless work of such an outstanding public person as V. K. Shtilke. Shtilke’s initiative as well as the initiative of other members of the society contributed to the opening of schools for children and weekend schools for adults, strengthening of public education through library organization, public readings, lectures, accessible performances. The main directions, methods, forms and results of educational work identified in the course of the study have led to the conclusion about the leading role of the Society in extracurricular education in Barnaul in 1880s – the beginning of 20th century. The conclusion about the significant influence of libraries of the Society on the dissemination of book culture among the broad masses of the population is justified.

Abstract: Original television fiction that has been created at a national and regional level plays a leading role in European countries. This paper presents research on the editorial strategies, cultural indicators, and scheduling of new fiction productions on national television networks in some of Western Europe's major countries during the second half of the 1990s. The reasons behind Western Europe's strategic choices in national television production are related to the recent history of European broadcasting, the present audiovisual landscape of these countries, the role of commercial and public service television companies, and the values of the producers and professionals behind the productions. These factors are today converging towards a greater importance for national television production in Europe. Résumé: À la télévision, les fictions originales créées aux niveaux nationaux et régionaux jouent un rôle clé dans certains pays européens. Cet article présente des recherches sur les stratégies créatives, les indicateurs culturels, et la programmation de nouvelles productions fictives aux réseaux de télévision nationaux dans quelques-uns des plus grands pays de l'Europe de l'Ouest pendant la seconde moitié des années quatre-vingt-dix. Dans ces pays, les choix stratégiques faits en produisant des émissions nationales ont comme influence: le paysage audiovisuel actuel dans chaque pays; l'histoire récente de la radiodiffusion européenne; le rôle des compagnies de télévision commerciales et publiques; et les valeurs des producteurs et des professionnels qui créent ces émissions. Ces facteurs convergent aujourd'hui pour donner plus d'importance à la production télévisuelle nationale en Europe.

AbstractThe dominance of deposit money means commercial banks play a leading role in money creation. This chapter puts this situation in a historical context. The functioning of our financial monetary system and the role of banks have changed fundamentally over time. The chapter reveals that what we take for granted today was often far from self-evident yesterday. We focus on the Netherlands and discuss four periods in turn: (1) the ‘long nineteenth century’ up to the First World War, with an emphasis on the 1870−1914 period, (2) the interwar period (1918−1939), (3) the Bretton Woods period (1944−1973) and (4) the decades leading up to the latest financial crisis (1973−2008).

Ezekiel 13.17-23 is a narrative about women practices and performances with sewing bands on wrists, making veils and binding knots. The narrative presents women as prophetess involved in rituals of life and death. The practice they perform is called divination, and it is condemned, because through it, women arrogate themselves with powers to attribute life and death to people. In addition to the legitimacy of the exercise of prophecy, also the power to designate who may live and dye, or to transit the path between death and life are objects of controversy. This study seeks to work different perspectives with some guiding questions: What is the interpretation history of this text? What are these magical practices, designating life and death? Is this prophecy? The study points to possibilities to rescue some practices of women in the midst of a spectrum of prophetic condemnation and controversy, highlighting the leading role of women in religious practices in borderline situations, such as childbirth, birth and death. O poder das "filhas de teu povo": profecia de mulheres em Ezequiel 13, 17-23 O texto de Ez 13,17-23 narra as práticas de mulheres envolvidas em performances de costurar fios ao redor dos pulsos, fazer véus e amarrar nós. A narrativa apresenta-as como profetisas envolvidas em rituais de vida e de morte. A adivinhação que elas praticam é condenada, porque através desta, elas se arrogam poderes de atribuir vida ou morte às pessoas. Além da legitimidade do exercício da profecia, também os poderes de transitar e designar quem pode estar nos mundos entre a morte e a vida são objetos de controvérsias. Este estudo trabalha diferentes perspectivas com algumas perguntas norteadoras: Qual é a história da interpretação deste texto? O que são estas práticas mágicas, que designam sobre a vida e a morte? É isto profecia? Aponta-se por fim, para um possível resgate das práticas das mulheres em meio a esse espectro de condenação e polêmica profética, destacando o papel protagônico de mulheres em práticas religiosas em situações limítrofes, como o parto, nascimento e morte.
