Problem Statement: Regardless of the significant increase in the use of digital libraries during the Covid-19 pandemic, distribution of its publications has not been mapped as a form of scientific communication. Purpose: Therefore, this research aims to describe and map the information on digital libraries during the pandemic on international publications Scopus indexed. Method: The bibliometric assessment method was used to collect data from 66 publications on the Scopus database. The writer simultaneously used search keywords such as “Digital Library,” “Electronic Library,” and “Covid-19” to determine the publications from January 2020-June 2021. Results: The result showed that 23 (34.8%) out of 66 publications had high relevance to digital libraries during the pandemic, while 74% are scientific journal articles. The country with the largest contribution is the USA, while the largest publisher with only 35% open publications is Emerald. Meanwhile, the central topics in this research map include “Pandemic”, “Covid”, “Library”, and “Services”. Conclusion: The distribution of publications as a form of academic communication has not intertwined, as indicated by the absence of linkage between each author, thereby creating a high potential for studies and publications related to this topic. In addition to increasing the digital literacy of librarians and users, the transformation to high-tech virtual and digital services also stands as an adaptation effort. This chapter addresses the issue of information-seeking behaviour of users in the digital libraries' environment in sub-Saharan Africa. Information-seeking behaviour may be shaped by the environment in which users seek information. A digital library is still relatively new in sub-Saharan Africa and there is not much known about how the digital library environment may shape the information-seeking behaviour and/or information needs of users. The chapter explores the concept of digital libraries and the nature of the collections and services of digital libraries in comparison to traditional libraries. The chapter also discusses what a library is, the services provided by libraries, and the differences between a traditional library and a digital library. Covered in the chapter also is a brief history of digital libraries. Digital literacy as a factor which may shape the information-seeking behavior of users in a digital library environment is also discussed in the chapter. Information literacy has changed drastically. The digital information literacy that may play a role in socio-economic development in sub-Saharan Africa is no longer the literacy defined as the ability to read and write at a basic level and sign a document. As society is moving from information age to digital age, new definitions of digital information literacy are evolving which include how to access information in digital formats, and how to evaluate information and use it appropriately. Digital information literacy forms the basis for lifelong learning and is common to all disciplines, to all learning environments and to all levels of education. In sub-Saharan Africa, levels of digital information literacy are low due to numerous factors which are also explored in this chapter. Development of digital information literacy in sub-Saharan Africa has been slow compared to the development of information and communication technologies in the region. The chapter discusses the extent to which low levels of digital literacy in sub-Saharan Africa may also be responsible for shaping information-seeking behaviour of users in a digital library environment. The chapter concludes that the major differences between the two types of libraries are mainly to do with technology, rather than a fundamental change in the way libraries operate. This is because digital libraries are still libraries which largely share the same objectives and purposes of the traditional libraries.

This study proposes an objective methodology for identifying and computing the factors relevant to the assessment of information security risks for digital libraries that is also compliant with the ISO 27000 and the GB/T 20984 standards. By introducing a fuzzy comprehensive assessment method and an expert investigation method to the dimensions of assets and threats, this study proposes a model for computing the value of assets and the severity of threats. In the dimension of vulnerabilities, a vulnerability computation model based on the multi-channel weighted average method is proposed. By considering the digital library of a typical public library in China as the object of assessment, this study acquires assessment data by using a combination of a questionnaire survey, an on-site survey and vulnerability scanning. Research findings consisted of the following: (1) the digital library identified a total of 3111 information security risk items; (2) according to the assessment results attained using a combination of the factor identification and computational methodologies proposed here in conjunction with the multiplicative method specified in GB/T 20984, the high-risk (or higher risk) items accounted for 0.9% of all risky items, which is consistent with the status quo in information security risks faced by digital libraries. The analysis showed that the proposed methodology is more scientific than the currently prevailing direct value assignment method.

The article discusses the problem of the formation of digital libraries content. The selection of materials to be uploaded to the digital library is as important as the acquisition for traditional libraries. One of the options for solving this problem is an expert assessment of materials that «claim» to be included in the electronic library. For large scientific digital libraries, such as the B.N. Yeltsin Presidential Library, «Scientific Heritage of Russia», National Electronic Library (in terms of scientific literature), an assessment should be carried out by a wide range of highly qualified specialists in relevant fields of science. The proposed work describes a WEB-oriented expert system for selecting materials for inclusion in digital libraries This System was worked out by Joint Supercomputer Centre of RAS specialists in 2019. The structure of the system, its functions, profiles of the metadata included in it, and the results of practical implementation are given.
