An Expert Approach to the Formation of Digital Library Content

The article discusses the problem of the formation of digital libraries content. The selection of materials to be uploaded to the digital library is as important as the acquisition for traditional libraries. One of the options for solving this problem is an expert assessment of materials that «claim» to be included in the electronic library. For large scientific digital libraries, such as the B.N. Yeltsin Presidential Library, «Scientific Heritage of Russia», National Electronic Library (in terms of scientific literature), an assessment should be carried out by a wide range of highly qualified specialists in relevant fields of science. The proposed work describes a WEB-oriented expert system for selecting materials for inclusion in digital libraries This System was worked out by Joint Supercomputer Centre of RAS specialists in 2019. The structure of the system, its functions, profiles of the metadata included in it, and the results of practical implementation are given.

Problem Statement: Regardless of the significant increase in the use of digital libraries during the Covid-19 pandemic, distribution of its publications has not been mapped as a form of scientific communication. Purpose: Therefore, this research aims to describe and map the information on digital libraries during the pandemic on international publications Scopus indexed. Method: The bibliometric assessment method was used to collect data from 66 publications on the Scopus database. The writer simultaneously used search keywords such as “Digital Library,” “Electronic Library,” and “Covid-19” to determine the publications from January 2020-June 2021. Results: The result showed that 23 (34.8%) out of 66 publications had high relevance to digital libraries during the pandemic, while 74% are scientific journal articles. The country with the largest contribution is the USA, while the largest publisher with only 35% open publications is Emerald. Meanwhile, the central topics in this research map include “Pandemic”, “Covid”, “Library”, and “Services”. Conclusion: The distribution of publications as a form of academic communication has not intertwined, as indicated by the absence of linkage between each author, thereby creating a high potential for studies and publications related to this topic. In addition to increasing the digital literacy of librarians and users, the transformation to high-tech virtual and digital services also stands as an adaptation effort. Sementara itu sebaran publikasi tentang perpustakaan digital di masa pandemi belum dipetakan sebagai bentuk komunikasi ilmiah.  Tujuan: Artikel ini bertujuan untuk mendeskripsikan dan memetakan informasi tentang perpustakaan digital di masa pandemi Covid-19 pada publikasi internasional terindeks scopus. Metode: Melalui metode penilaian bibliometrik, diperoleh data sejumlah 66 publikasi pada database Scopus. Penulis menggunakan kata kunci pencarian “Digital Library”, “Electronic Library”, dan “Covid-19” secara simultan untuk rentan waktu publikasi bulan Januari 2020 hingga Juni 2021. Hasil: Temuan penelitian bahwa terdapat 23 (34,8%) dari sejumlah 66 publikasi yang dipilih dengan validasi dan relevansi tinggi berkaitan dengan perpustakaan digital di masa pandemi Covid-19. Artikel jurnal ilmiah merupakan jenis publikasi yang mendominasi dengan jumlah 74%. Asal negara penyumbang terbesar yakni USA dan publisher terbanyak yakni Emerald. Sangat disayangkan hanya ditemukan sejumlah 35% publikasi open access. Topik sentral pada peta penelitian ini yakni “Pandemic”, “Covid”, “Library”, dan “Sevices”. Kesimpulan: Simpulan penulis bahwa sebaran publikasi sebagai bentuk komunikasi akademik belum terjalin, terlihat dari belum adanya keterkaitan masing-masing author, oleh karenanya potensi penelitian dan publikasi berkaitan dengan topik ini sangat tinggi.  Adapun adaptasi yang perlu dilakukan perpustakaan di masa pandemi yakni bertransformasi ke layanan virtual dan digital berteknologi tinggi, disamping meningkatkan literasi digital pustakawan dan pengguna. Purpose – The purpose of this paper is to evaluate open source software (OSS) for digital libraries and collection management and to propose different utilization scenarios based on the characteristics of the tools. Design/methodology/approach – The tools are assessed on the basis of their technical features and options, the type of the content they manage, the support for common library operations such as cataloging and circulation, the searching support and the interoperability options. Then they are evaluated by users and finally a number of usage scenarios are analyzed based on the results of the evaluation. Findings – The basic findings of the study is that open source digital library and collection management tools offer advanced operations and support various metadata and interoperability protocols with easy and user-friendly interfaces. Most of the tools are extensively used under various settings and establishments already. Language support for the interfaces should be extended with more languages and some tools with limited operations should be improved to be of practical use. Practical implications – The findings of the paper could be used support the selection of specific open source tools for various types of establishments. Originality/value – The study reviews the characteristics of a few OSS for digital libraries and collection management and reveals their specific strengths and weaknesses. It also presents a number of realistic scenarios and proposes the usage of specific tools based on time, technology and staff constraints.

The present study presents a systematic and integrative review and aims to investigate the contributions of research related to the school trajectories of adolescent students/ graduates in/of socio-educational measures in an open environment. The search for scientific productions was carried out based on specific criteria with the platforms: Digital Library of Theses and Dissertations (BDTD / IBCT), Scientific Electronic Library Online (SciELO) and Coordination for the Improvement of Higher Education Personnel (CAPES). The methodology involved the selection of 105 scientific works that, after reading the abstracts, resulted in six productions that were submitted to a full reading for further integrative analysis. It was found that the school trajectories of these subjects are marked by processes of age-grade lag, repetition and school supply. Despite the negative school marks registered in the adolescents' lives, the school is a form of “protection”, signaling the need for investments in pedagogical practices that recognize the peculiarities of these individuals.

In 2021, a number of memorable events are celebrated: 50th anniversary of Project Gutenberg (the first digital library); 10 years since the death of its founder, Michael Hart; 55th birthday of the creator of the famous Russian digital library Maxim Moshkov. This paper is an attempt to show the significance of these events for Internet and its users. Special attention is paid to the issues of copyright duration legislation. This has become one of the main obstacles in the activities of the mentioned digital libraries.

With the recent advancement of mobile technologies, such as smart phones, digital cameras and PDAs (Personal Digital Assistants), and tablet PCs mobile learning provides opportunities for formal and informal education in a wide range of settings. In particular, the use of mobile technologies to access digital libraries opens up doors for providing unique learning experiences, both inside and outside of the classroom. This paper presents the design and implementation of a mobile learning digital library infrastructure and test applications. We first conducted a user needs analysis of students, educators, and parents in order to understand desirable functional attributes and challenges associated with mobile learning. We translated this needs assessment into a list of twelve functional attributes for digital library infrastructures and mobile device applications that will facilitate informal learning. In order to test out the recommendations, a conceptual design was developed as a lesson plan that uses mobile devices and digital libraries to teach the concept of simple machines. This lesson was implemented during a workshop conducted with students in the TechBridge program, an after school program that introduces girls to technology. The students that participated in this workshop were from less affluent schools and were all members of ethnic groups that are typically underrepresented in the field of engineering. This paper summarizes the needs assessment research, implementation, testing and recommendations for future work. Our goal is to provide recommendations for mobile learning technologies that will increase access and enhance mobile learning experiences for students of all backgrounds.

The paper is presents approaches to solving the problem of creating realistic interactive 3D web-collections of museum exhibits. The presentation of 3D-models of objects based on oriented polygonal structures is considered. The method of creating a virtual collection of 3D-models using interactive animation technology is described. It is also shown how a full-fledged 3D-model is constructed on the basis of individual exposure frames using photogrammetry methods. The paper assesses the computational complexity of constructing realistic 3D-models. For the creation of 3D-models in order to provide them to a wide range of users via the Internet, the so-called interactive animation technology is used. The paper presents the differences between the representations of full-fledged 3D-models and 3D-models presented in the form of interactive multiplication. The technology of creating 3D-models of objects from the funds of the State Biological Museum named K.A Timiryazev and the formation on their basis of the digital library “Scientific Heritage of Russia” of a virtual exhibition dedicated to the scientific activities of M.M. Gerasimov and his anthropological reconstructions, and vividly demonstrating the possibility of integrating information resources by means of an electronic library. The format of virtual exhibitions allows you to combine the resources of partners to provide a wide range of users with collections stored in museum, archival and library collections.

The article considers the organization and management of the processes of digitalization of libraries. The authors give their definition of the concept of a digital library. The paper reviews the advantages of the introduction of information and communication technologies in modern libraries, the demand for innovative digital library platforms from users. The study formulates frequent problems associated with the use of digital innovations, among which are the difficulties of managing electronic library systems. The authors note the lack of compatibility of the functionality of different platforms, which makes it difficult to transfer and adapt them from one library to another, as well as the difficulties of collecting statistics on the attendance of electronic libraries, available to both operators and users.The research paper raises the question about the development of a single standard of statistics for modern digital libraries. The study notes the necessity of creating user-friendly and understandable interfaces in electronic library applications. The problems of financing the services of digital libraries, library personnel, copyright compliance and dissemination of information about the activities of modern libraries as educational and leisure cultural centers are relevant. The authors point to the rethinking of traditional approaches to library management and the work of librarians as one of the most important tasks of organizing library systems.

We consider the task of automated quality control of sound recordings containing voice samples of individuals. It is shown that in this task the most acute is the small sample size. In order to overcome this problem, we propose the novel method of acoustic measurements based on relative stability of the pitch frequency within a voice sample of short duration. An example of its practical implementation using aninter-periodic accumulation of a speech signal is considered. An experimental study with specially developed software provides statistical estimates of the effectiveness of the proposed method in noisy environments. It is shown that this method rejects the audio recording as unsuitable for a voice biometric identification with a probability of 0,95 or more for a signal to noise ratio below 15 dB. The obtained results are intended for use in the development of new and modifying existing systems of collecting and automated quality control of biometric personal data. The article is intended for a wide range of specialists in the field of acoustic measurements and digital processing of speech signals, as well as for practitioners who organize the work of authorized organizations in preparing for registration samples of biometric personal data.

The relevance of the study under consideration is due to the need to increase the efficiency of students independent work in solving computational problems. A theoretical rationale is proposed and the practical implementation of an automated training and diagnostic system for the formation of skills to solve problems according to the “white box” model is described. The leading idea of the study is the construction of mental schemes for a given topic, which allow to visualize the dynamics of changes in the learner’s level of ability to solve computational problems. The methods of accounting for forgetting educational information and methods of personalized selection of tasks are substantiated.
