The journal "Radiation Diagnostics, Radiation Therapy" was founded in 2010. The founder and publisher of the journal is the SI "Institute of Nuclear Medicine and Diagnostic Radiology of the National Academy of Medical Sciences of Ukraine". The purposes and objectives of the journal: informing national and foreign readers about new experimental and clinical researches in the field of radiation diagnostics, radiation therapy and surgery; providing a platform for scientific discussions and reaching consensus on controversial and actual aspects of radiation diagnostics and radiation therapy of diseases in adults and children; promoting the expansion of cooperation between domestic and foreign specialists in the field of radiation diagnostics, radiation therapy and surgery for the formation of modern effective practice. In 2019, the journal was re-registered as "Radiation Diagnostics, Radiation Therapy" (RDRT). All scientific articles are peer-reviewed. Since 2019, all scientific articles published in the journal have been assigned the DOI index as one of an essential accessory for integration into the scientific space of our planet. As of December 2020, a total of 36 RDRT issues have been published. For 10 years, a total of 373 publications, within 23 headings, from 70 institutions of Ukraine, Belarus, Russia, Germany, and the USA, have been printed on its pages. All high-tech technologies of radiation diagnostics and radiation therapy to one degree or another are reflected in the published articles. It is planned to master live publication – posting on the Internet in the free access of scientific work, which is periodically brought up to date by its author. The advantages of such a publication: comfortable perception by the reader (in the text, all inaccuracies and errors noticed from the moment of the first publication of the work on-line are carefully corrected, and also changes in this branch of science are constantly monitored); comfort for the author (mistakes and misprints are now not fatal, and do not haunt the author for the rest of his life); interest in the periodically updated publication even intensifies over time, many readers return to the actual text not only to refresh the most significant points in their memory, but also to find out how the author's views are being transformed and what’s new appeared in a particular area. It is now customary to talk about the increasing role of high-tech projects in the formation of a digital model of the Russian economy. And the breakthrough that occurred at the turn of the century is called the information revolution. The task of developing an innovative economy in Russia is to ensure conditions under which the volume of production of science-intensive products, the share of which is extremely low, will increase. The production of these products is carried out by high-tech projects requiring financial, informational and resource support from various institutions, including the state. Today, Russia has a high level of potential for innovative development in the global economic space, however, at the moment, it does not contribute to its implementation. The aim of the scientific article is the formation of a new model of state support for the development of the industry of high-tech projects, which are the basis of the information, digital and innovative economy. The relevance of the research on the selected topic is due to the fact that in modern times there is a digital transformation of the economy of the Russian Federation (RF), which requires decisionmaking on the formation of a new approach to participation in high-tech projects programs. Within the framework of the article, the following tasks were solved: trends in the development of the innovative economy of Russia and its key problems in the framework of supporting high-tech projects were considered and recommendations were made on the formation of a new model of state support for the development of high-tech projects based on the study and borrowing of foreign experience of advanced countries of the digital economy, including the USA, Germany and Japan.

The article is meant to analyze current problems and prospects for the development of effective tax policy as part of digital transformation of Russian economy. Introduction of a digital tax and the consequences of the digital tax reforms in the EU, the USA and OECD countries are highlighted. The necessity of qualitative transformation of the tax system of the Russian Federation in response to modern challenges is substantiated, taking into account the changes of the Tax Code of the Russian Federation adopted at the end of July 2020. The authors suggested their own concept of a digital tax and the prospects for its adoption in Russia, and consider it inappropriate to impose taxes on Internet users who do not use the Internet for business. Today, the main focus should be made on creating and testing effective technologies that allow on-line monitoring the tax basis of digital economy entities, taking into account the cross-border movement or use of digital products (goods and services). In addition, it would be extremely important to provide for a potential tax exemption for part of the profits of international ICT companies that are received on the territory of the Russian Federation and reinvested in joint with Russian companies projects in the high-tech for civil purposes area.

Problem Statement: Regardless of the significant increase in the use of digital libraries during the Covid-19 pandemic, distribution of its publications has not been mapped as a form of scientific communication. Purpose: Therefore, this research aims to describe and map the information on digital libraries during the pandemic on international publications Scopus indexed. Method: The bibliometric assessment method was used to collect data from 66 publications on the Scopus database. The writer simultaneously used search keywords such as “Digital Library,” “Electronic Library,” and “Covid-19” to determine the publications from January 2020-June 2021. Results: The result showed that 23 (34.8%) out of 66 publications had high relevance to digital libraries during the pandemic, while 74% are scientific journal articles. The country with the largest contribution is the USA, while the largest publisher with only 35% open publications is Emerald. Meanwhile, the central topics in this research map include “Pandemic”, “Covid”, “Library”, and “Services”. Conclusion: The distribution of publications as a form of academic communication has not intertwined, as indicated by the absence of linkage between each author, thereby creating a high potential for studies and publications related to this topic. In addition to increasing the digital literacy of librarians and users, the transformation to high-tech virtual and digital services also stands as an adaptation effort. Sementara itu sebaran publikasi tentang perpustakaan digital di masa pandemi belum dipetakan sebagai bentuk komunikasi ilmiah.  Tujuan: Artikel ini bertujuan untuk mendeskripsikan dan memetakan informasi tentang perpustakaan digital di masa pandemi Covid-19 pada publikasi internasional terindeks scopus. Metode: Melalui metode penilaian bibliometrik, diperoleh data sejumlah 66 publikasi pada database Scopus. Penulis menggunakan kata kunci pencarian “Digital Library”, “Electronic Library”, dan “Covid-19” secara simultan untuk rentan waktu publikasi bulan Januari 2020 hingga Juni 2021. Hasil: Temuan penelitian bahwa terdapat 23 (34,8%) dari sejumlah 66 publikasi yang dipilih dengan validasi dan relevansi tinggi berkaitan dengan perpustakaan digital di masa pandemi Covid-19. Artikel jurnal ilmiah merupakan jenis publikasi yang mendominasi dengan jumlah 74%. Asal negara penyumbang terbesar yakni USA dan publisher terbanyak yakni Emerald. Sangat disayangkan hanya ditemukan sejumlah 35% publikasi open access. Topik sentral pada peta penelitian ini yakni “Pandemic”, “Covid”, “Library”, dan “Sevices”. Kesimpulan: Simpulan penulis bahwa sebaran publikasi sebagai bentuk komunikasi akademik belum terjalin, terlihat dari belum adanya keterkaitan masing-masing author, oleh karenanya potensi penelitian dan publikasi berkaitan dengan topik ini sangat tinggi.  Adapun adaptasi yang perlu dilakukan perpustakaan di masa pandemi yakni bertransformasi ke layanan virtual dan digital berteknologi tinggi, disamping meningkatkan literasi digital pustakawan dan pengguna. Dengan melihat kecanggihan teknologi terkini, sehingga informasi tidak lagi dalam bentuk konvensional namun sekarang sudah diterapkan elektronik yang disajikan. Di dalam pengelolaan karya ilmiah di STISIP YUPPENTEK ini masih manual sehingga memiliki permasalahan-permaslahan seperti penerbitan jurnal yang begitu susah dan data terpisah-pisah karena membutuhkan waktu cukup lama dan biaya cukup besar. Arikel ilmiah pada STISIP YUPPENTEK belum memenuhi syarat ketentuan dikti perihal akreditasi jurnal yang mengharuskan jurnal dikelola dengan cara online dalam pengelolaan yang dilakukan lebih dengan mudah dan cepat. Setelah peneliti menganalisa permasalahan dengan menggunakan suatu metode pengumpulan data berupa observasi, wawancara dan studi pustaka serta menggunakan UML (Unified Modeling Language). Untuk mengatasi permasalahan tersebut peneliti memberikan usulan sistem yang memudakan pengguna sehingga proses pengelolaan jurnal dapat lebih memudahkan pengguna. Kata Kunci: Jurnal Ilmiah, E-Journal, Open Journal System, Indeksasi By looking at the sophistication of the latest technology, so the information is no longer in the conventional form but now it is applied electronics are presented. In the management of scientific work in STISIP YUPPENTEK is still manual so it has problems such as publishing journals that are so difficult and data separated because it takes quite a long time and cost is quite large. The scientific article on STISIP YUPPENTEK has not fulfilled the requirement of dictation about journaling accreditation which requires the journal to be managed by online in the management which done more easily and quickly. After the researchers analyze the problem by using a method of collecting data in the form of observation, interview and literature study and using Flowchart. To overcome these problems the researchers provide a system proposal that allows users so that the process of managing the journal can further facilitate the user. The content of V. Levitstky’s pedagogical activity is analyzed in the article, his place and role as a sincere youth advisor and teacher of Lviv educational institutions, professor in the development of Ukrainian pedagogical thought are determined. The process of the formation of the scientist’s pedagogical ideology is also characterized. It was found out that in 1890, as a student of Lviv University, he began his scientific work. The author of the article pointed out that Volodymyr Levitsky, being in love with his favorite activity, was not satisfied only with his personal interest in mathematics, but tried to spread this curiosity among his students. In addition, it is noted that the aspects of higher mathematics, in particular differential equations and the theory of functions of a complex variable were the range of his scientific and mathematical interests. The content of Volodymyr Levitsky’s scientific works and pedagogical ideas in the conditions of problematic use of the Ukrainian language of the first half of the XX century in Ukraine during the Polish rule in Galicia and the domination of the USSR, the provisions of which are used not only by domestic but also foreign scientists. It is generalized that the scientist was the author of the first scientific article on mathematics in Ukrainian, the editor of the first scientific journal of the natural sciences in Ukrainian, the first author of materials on Ukrainian terminology in mathematics, physics and chemistry, author of Ukrainian textbooks of mathematics, physics and physics. taught in the name of Peter Mohyla, the founder, pedagogue and teacher of mathematics in Lviv educational institutions, but also an outstanding scientist-mathematician of Ukraine, in particular the West. The author of the article noted that Volodymyr Levytsky lived a life full of pedagogical activity, during which he worked tirelessly and sincerely in the field of the Ukrainian science and education, as well as the fact that the scientist was the first to raise mathematical culture on Ukrainian soil during his work in Galicia.Key words: inspector of secondary schools, mathematical culture, Scientific Society named after Taras Shevchenko, pedagogical activity, teacher, natural section, terminology commission, professional instructor.

The scientific article identifies the peculiarities of appealing the decisions, actions or omissions of public administration subjects on the provision of public services at the stage of initiation and preparation for judicial review of an administrative case. The author substantiates the feasibility of improving the legal regulation of the procedure for holding a preliminary hearing before the court hearing of the case. In particular, it is considered expedient to set the terms of the preparatory meeting from the moment of receipt of the administrative claim, as well as to determine the cases when the parties are not reconciled.It is established that the preliminary stage of the court hearing often ends with the conclusion of the preliminary proceedings and the appointment of the case to trial in the field of public services. This is not against the law. However, it should be borne in mind that in accordance with Art. 121 of the CAS of Ukraine such a decision is delivered by the consequences of preparatory proceedings, not the previous court hearing. Obviously, preparatory proceedings are not limited to, and do not always end at, a previous court hearing. Preparation may continue after a preliminary hearing. Therefore, the decision to close the preliminary proceedings and assign the case to trial after the consequences of the previous court hearing can only be made if the judge has taken all the measures necessary to hear the case. If during a previous court hearing in the field of public services, to which all persons involved in the case have arrived, the issues necessary for its consideration have been resolved, then, with the written consent of these persons, a court hearing may be initiated on the same day. In this case, the termination order is also delivered.

The publication of international standard scientific journal will meet the demand of publishing research results of local scientists, on the other hand contribute to strengthening exchange, cooperation, international integration in science and technology.

The operation of a sequencing batch bioreactor is evaluated when high concentration peaks of a toxic compound (4-chlorophenol, 4CP) are introduced into the reactor. A control strategy based on the dissolved oxygen concentration, measured on line, is utilized. To detect the end of the reaction period, the automated system search for the moment when the dissolved oxygen has passed by a minimum, as a consequence of the metabolic activity of the microorganisms and right after to a maximum due to the saturation of the water (similar to the self-cycling fermentation, SCF, strategy). The dissolved oxygen signal was sent to a personal computer via data acquisition and control using MATLAB and the SIMULINK package. The system operating under the automated strategy presented a stable operation when the acclimated microorganisms (to an initial concentration of 350 mg 4CP/L), were exposed to a punctual concentration peaks of 600 mg 4CP/L. The 4CP concentrations peaks superior or equals to 1,050 mg/L only disturbed the system from a short to a medium term (one month). The 1,400 mg/L peak caused a shutdown in the metabolic activity of the microorganisms that led to the reactor failure. The biomass acclimated with the SCF strategy can partially support the variations of the toxic influent since, at the moment in which the influent become inhibitory, there is a failure of the system.

The author conducted a study of the role and actual functions of Internet marketing nowadays, analyzed the latest publications and studies of domestic and foreign scientists relating to Internet marketing. The definitions of Internet marketing by various scientists were considered. It was determined by the problematic that exists in the field of internet marketing at the moment. A review of modern tools we identified the main tools of Internet marketing, by which the communication occurs on the Internet: SEO (Search Engine Optimisation), search (paid) advertising, Media advertising, SMM (Social Media Marketing) social media marketing, content marketing, E-mail marketing; Hootsuit's company research analysis determined the number of Internet users and purchasing power in the online environment, which averaged 500 USD per year. The number of Internet users in the online environment averaged 500 USD per year. And also to prioritise specific types of products. We have also identified that search engines are the main source of learning new information for consumers. Having analysed the dynamics of internet penetration in Ukraine, it appears that the number of internet users increased by 8% in 2019, with 22.96 million Ukrainians using the internet at the end of 2019. The article examines the possibilities of Internet marketing tools that become available when using such a tool as web analytics, including: personalised offers to customers, building relationships with customers, after a purchase is made and increasing their retention rate. A study of advertising costs on the social network Facebook, during the presidential elections in Ukraine in 2019 and during the presidential race in the USA in 2020 was conducted. And also defined the role played by social networks in building relationships with the target audience. During the research, recommendations for the use of the main tools of Internet marketing were made and it was determined which business areas are not suitable for each of the tools. Based on the research and statistical data was predicted directions of development of Internet marketing.

Рolymorphism is receiving increasing attention due to its influence on the physicochemical and pharmacological properties of the active pharmaceutical ingredients (API) while maintaining the molecular structure. This review is devoted to the problem of APIs phase state control both at the development stage and during the circulation of the drug. The term «polymorphism» has different definitions depending on the branch of science. There is no unambiguous solution to this issue in the regulatory documentation of pharmaceutical industry either. Based on the analysis of literary sources, the article presents a comparison of pharmacopeia methods, recommended in Russian and foreign regulatory documents for the analysis of polymorphism of medicinal substances, including state pharmacopeias of Russia, Belarus, Kazakhstan, the USA, and Japan, as well as international pharmacopeias of the European Economic Union and the Eurasian Economic Union. The trend on using a complex of high-tech equipment is revealed. A systematic approach to analysis based on X-ray diffraction, thermal, spectral, microscopic, biological, and physical methods for determining constants makes it possible not only to identify the polymorphic modification of API, but also to characterize its structure, morphology, physicochemical properties and pharmacological activity. In the Russian Federation, the phenomenon of polymorphism is being studied especially intensively, and some control methods, such as biological methods, are validated only in Russian pharmacopeia. A promising direction for further research is the improvement and harmonization of regulatory documentation within the framework of this chemical and technological field of pharmacy. A global approach will help to reduce not only the probability of poor-quality products entering the market, but also the costs of establishing the authenticity of the active pharmaceutical ingredient produced.
