The article analyzes and reveals the basis of institutional approaches in the forest sector. The issue of forest resource potential in the regional context is revealed in detail and the economic factors that cr-eate conditions for its development are identified. The theoretical substantiation of economic zoning of territories is covered. The stages of development of the mechanism of the state support of forestry of the Podilskyi economic region are offered.

Topicality. The current change in the ideology of forest management in Ukraine towards sustainable spatial development of forestry is due to the promising importance of ecosystem, economic and social values of forest resources, their multifunctional and intersectoral nature of the use of resource and ecological potential of forests, as well as the growing needs of society regarding the quality of the natural environment. Structural negative changes taking place in the forest sector during the transformation of the economy focus on the problem of sustainable spatial forestry. In particular, the restructuring of forest ownership forms, fiscal policy in the sector, forest management functions and integrated multi-purpose forest use are not consistent with the requirements of sustainable spatial development and a market-oriented model of forestry economics. More active implementation of institutional, ecological and economic, organizational and managerial mechanisms for ensuring sustainable spatial forestry requires conceptual and methodological reflection on the spatial approach to forestry.Aim and tasks. The purpose of the article is deepening the conceptual and methodological principles of sustainable spatial forestry in the context of modern environmental and economic problems of rational use of forest resource potential. Conceptually-methodological understanding of forestry requires: the disclosure of the substantive content of the spatial forestry; definition of features of formation and development of forest management; formation of criteria (classification) signs of the forestry space.Research results. The conceptual and methodological basis for the formation of forestry space is proposed in order to ensure sustainable development of the forestry complex. The basic economic-organizational principles of spatial development of forestry systems are considered. The content basis of sustainable forest management, in contrast to the forestry (in the broad sense), includes a wider range of organizational and technological components of forest-ecological, environmental, economic and social trends that are associated with sustainable use and the reproduction of forest resource potential and forestry space. Forestry space represents a combination of components of forest resource potential and socio-economic environment within a certain forestry region with their links and diverse relationships that are necessary for the sustainable development of society. The natural, informational, economic, financial, and intellectual components of forestry complement the institutional, which outline the legal norms for forest management. Forestry within the understanding of forestry space includes aspects of socio-ecological and economic equilibrium of forestry systems of different hierarchical levels of the organization.Conclusion. Research of the economic space of forestry goes beyond the substantive basis of the forestry economy, the theoretical and methodological basis of the regional economy, therefore, there is a problem of the formation of a new direction in the implementation of sustainable spatial forestry, which requires the consolidation of research into a coherent whole. It is the formation and development of an environmentally balanced, economic forestry space that is a prerequisite for rational use, reproduction and conservation of forest resource potential on an ecosystem basis.

The article presents the result of theoretical substantiation of the importance of customs control of foreign economic activity and the development of practical recommendations on its improvement and efficiency improvement in Ukraine. It has been determined that in the EU countries for the identification and development of risk factors in the customs sphere, the basic role is played by electronic systems and services, which should improve the quality of the customs authorities in the EU, in particular, ensure the effectiveness of customs control and its preventive component. It is established that the modern imperative for the implementation of customs control is the development of a new customs IT infrastructure, without which its effectiveness in modern conditions is significantly reduced. The state of institutional support for the development of customs control in Ukraine is analyzed, the main problems and ways of increasing the effectiveness of customs control in the system of public administration of foreign economic activity are outlined. For the first time, a step-by-step adaptation model of the Customs Blueprints implementation of the Customs Blueprints has been formed on the basis of the systematization of foreign and domestic experience in the institutional support of customs control of the FEA subjects. baselines, mandatory steps and urgent measures to be implemented in customs control practice in Ukraine to form a favorable institutional environment in legal, organizational and information technology areas through the introduction of the practice of customs rules and procedures of the riskbased customs audit in conditions of complete digitalization of customs formalities It was established that the system of customs security of Ukraine should be determined taking into account the international experience of the leading countries of the world. It was stated that the basic imperative of the implementation of customs control in the world fiscal practice is the maximum simplification of customs control procedures. This is due to the desire of governments to accelerate international trade, which will have a positive impact on the socio-economic development of the state.

In this paper, we assess the effects of agricultural state support of corporate farms on their revenues from agricultural production sales in 14 Russian regions that differ in technology, environment and institutional conditions. In addition to the direct effect of the state support, the indirect effects via labor and capital are revealed. For this purpose, we identify production functions and statistical models of production factors for each of these regions separately. We find out diverse effects of the state support on revenues among the regions. Positive effects prevail. Negative effects are mainly caused by labor reductions that follow subsidy inflows. Another cause of negative effects is the soft budget constraints phenomenon.

The purpose of the article is to analyze and substantiate the development of tourism business in Ukraine as a priority component of the national economy. The methodology of this study is to use analytical, spatial, geographical, cultural and other methods. This methodological approach provided an opportunity to carry out a complete analysis of the state of the tourism industry of the state and to draw some conclusions.The scientific novelty lies in the coverage of the real and potential resource potential for the development of the recreational and tourism sphere in Ukraine, detailing the measures for the country ‘s entry into the world tourist market. Conclusions. Analyzing the state and prospects of tourism business development in Ukraine, it should be noted that this industry is one of the priority areas for improving the economy of the country. Historical, cultural – ethnographic, gastronomic, sanatorium and resort potentials of the country will lead the country into world leaders of the tourism industry when creating favorable conditions for investment and proper marketing.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.
