The article deals with the main factors influencing the formation and development of the multimodal transport system of Ukraine in modern conditions. The object of the research is the process of formation of the domestic multimodal transport system. The purpose of the work is to determine the necessary measures for the formation of the multimodal transport system of Ukraine. In Ukraine, multimodal transportation is at the initial stage of development. Among the main factors hindering the formation and development of multimodal transport systems in Ukraine, is the imperfection of regulatory legal regulation of multimodal transport issues; absence of own environmentally friendly rolling stock of different types of transport, especially on road transport, which carries out transportation on long distances; imbalance between levels of capacity of objects of multimodal transport infrastructure and volumes of cargo flows; high risks of multimodal carriers at significant distances with two or more modes of transport; political situation in Ukraine; information provision of all parts of the multimodal logistics chain, etc. To solve these problems, measures have been proposed that will allow the formation and development of the multimodal transport system of Ukraine. The results of the work can be applied for the formation of a national multimodal transport system. Foreseeable assumptions about the development of the research object - the study of the components of the multimodal transport system. This article is devoted to the formation of theoretical foundations and methodological approaches of scientific coverage of economic and statistical problems of the functioning of urban passenger transport systems. The problematic is considered on the example of the city of Kharkiv. Public transport in Kharkiv is represented by almost the maximum number of types city trams, trolleybuses and metro, as well as private road carriers. The concept of consistency is based on the territorial principle and intermodality. The general indicator of the level of development of the territorial transport system is its balance. Unfortunately, the territorial transport systems of Ukraine are insufficient for the passage of existing traffic flows, and transport infrastructure facilities and rolling stock do not ensure the safe and comfortable movement of individual vehicles, public transport passengers, cyclists and pedestrians. Public transport does not provide all citizens with financially affordable and technically qualitative services and cannot be an alternative to individual cars. Traffic is not sufficiently regulated by existing traffic control means. Operated vehicles have a negative impact on the environment and create traffic jams. As follows from the study, this unsatisfactory state is due to the lack of independence and dependence of communal transport enterprises on subsidies from the city budget, unbalanced state policy in the field of tariff setting, insufficient rates of renewal of rolling stock and transport infrastructure, insufficient rates of introduction of non-cash payment for travel, imperfection of methods and ways to manage enterprises as a single intermodal system. Solving the described problems requires an integrated approach. First of all, this is the creation of a systemic management mechanism to create a balanced territorial transport system. This is what shows the relevance of the chosen topic and determined the choice of the direction of research in scientific and practical aspects. The research results will be used to improve the efficiency of the municipal transport.

Autonomous car travel planning is increasingly gaining attention from scientists and professionals, who are addressing the integration of autonomous cars into the general urban transportation system. Autonomous car travel planning depends on the transport system infrastructure, the dynamic data, and their quality. The efficient development of travel depends on the development level of the Intelligent Transport Systems (ITS) and the Cooperative Intelligent Transport Systems (C-ITS). Today, most cities around the world are competing with each other to become the smartest cities possible, using and integrating the most advanced ITS and C-ITS that are available. It is clear that ITS and C-ITS are occupying an increasing share of urban transport infrastructure, so the complex challenges of ITS and C-ITS development will inevitably need to be addressed, in the near future, by integrating them into the overall urban transport system. With this in mind, the authors proposed three autonomous car travel development concepts that should become a conceptual tool in the development of ITS and C-ITS.

Abstract Models of multimodal cyclic processes, i.e. processes realized with synergic utilization of various local and cyclic acting processes, play a determining role in an evaluation of functioning efficiency inter alia in public transport systems, passengers movement, cargo transport, data and energy transmission etc. We assume that the structure of a system determines repertoire of its behaviors. The paper presents a constraints satisfaction problem, which solving enables an evaluation of potential behaviors of the system of concurrently interacting local cyclic processes. Consequently, it is possible to plan and schedule the multimodal processes realized in that system. The constraints satisfaction problem, enabling the search for the structure of inter-position transport system and guaranteeing realization of assumed schedule of multi-assortment production was formulated for a declarative model of the multimodal transportation processes system. The attached calculation example illustrates the computational efficiency of the proposed approach.

This paper focuses on the potential problems of the introduction of digital technologies in transport in the socio-economic and legal dimension based on the assessment of the current state and development trends of the info and communication in the transport infrastructure in Russia, foreign experience. Moreover, it performs specific proposals for legal and financial regulation of issues and minimization of risks of liability for harm in conditions development of information transport systems. The paper analyses the role of the programs “Digital Economy of the Russian Federation” and “Safe and High-Quality Roads” in the development of intelligent transport systems that constitute some promising areas of the use of unmanned vehicles to improve the quality of life of people. Furthermore, we assess the development of entrepreneurial activity, high-tech industries, and the increase the investment attractiveness of Russia and analyse the strengthening of its position in the international arena. When it comes to the methodology, we use legal analytics, legislative technology, comparative law, and expert assessments. The results of this research reveal the features of the legal regulation of new and promising emerging relations in the digital economy. This is a strategic legal planning and legal experiment. Based on this conclusion, a system of prerequisites for the development of intelligent transport systems based on the analysis of national programs is formulated. Despite the awareness of the importance of digital transformation of highways as the basis for life safety, social and economic development of the country, the issues of technical, legal and financial regulation of the digitalization of the transport complex at the federal and regional levels, a detailed assessment of the impact of digital technologies in transport on social and economic processes in modern Russian society. In the Russian doctrine in recent years, research has been carried out in general on the formation and development of the digital economy in Russia, in which intelligent transport systems are mentioned pointwise and only in general terms without their comprehensive analysis. Based on the assessment of the current state and trends in the development of info-communication transport infrastructure in Russia, foreign experience, potential problems of the implementation of digital technologies in transport in the socioeconomic and legal dimension were identified, specific proposals were formulated on the legal and financial regulation of issues and minimization of the risks of liability for harm in conditions development of information transport systems. During the process of analyzing Russian and foreign studies in the field of multimodal cargo transportation, existing methods for improving the efficiency of the multimodal transport system are considered. Improving efficiency of multimodal transportation today is possible due to the optimization of the interaction system between the used modes of transport and transportation of goods. Cost reduction, optimization of cargo terminals, the formation and development of the transport corridors network also play an important role in improving this type of transportation. The use of the new capabilities of satellite navigation, as well as the importance of reducing the environmental load and fuel economy should not be underestimated. The minimization of risks throughout the field of multimodal transportation, the improvement of the legislative framework and document management processes are important. To solve these problems, experts propose methods for the operational management of cargo delivery and expedited transportation. Based on these methods, the place of transport logistics in the process of bringing goods to the consumer during multimodal transportation is determined. A methodology for designing a multimodal transport network has been developed, this methodology involves the formation and development of transport corridors, taking into account new conditions for the globalization of transportation. Researches on the organization of transportation using multimodal transport units and technologies (containers, contrailers, "running highway") have been conducted. Based on the theory of controlled networks and integer linear programming methods, the experts developed mathematical models for the distribution of cargo flows, the choice of the most favorable transportation routes, ideal loading of rolling stock, and transportation of goods using the best forwarding algorithm. Methods are proposed for assessing the maximum capacity of the transport network and predicting the interference of weather conditions in the process of goods transportation, based on the Ford-Fulkerson theorem on the maximum flow and minimum cross section and the use of the mathematical apparatus of Markov chains. As a result of the analysis, it was concluded that the lack of a universal methodology for managing multimodal transportation processes on the basis of a telecommunication platform requires the formulation and solution of the important scientific and practical problem - the development of popular organizational and management methods, technological solutions to ensure the effectiveness of multimodal transportation. The totality of the tasks to be solved in this case has important socio-economic significance for the Russian Federation.

The article deals with the peculiarities of domestic and foreign experience hubs. The object of study - the process of multimodal transport hubs in traffic. The purpose of the work - in analyzing the domestic and foreign experience of transport nodes to identify ways to improve multimodal transport nodes. The research method is analytical. The most important structural unit of multimodal transport systems are multimodal transport nodes. By the term multimodal transport hub (MTH) understand the geographical point of docking and interaction of several types of transport, through which multimodal transportation is carried out. Such a hub may combine the railway stations connecting their railways, sea and river ports, airports, stations, highways, terminal and intermediate objects of main pipelines, and municipal transport networks. The infrastructure of the MTH includes warehouses and cargo terminals with traffic control and distribution centers, customs clearance facilities, transport insurance, organizations representing freight forwarding and banking services. In the analysis of domestic and foreign experience of transport hub, it was discovered that transport nodes are the bridgeheads of organizational-technical and technological interaction of different types of transport, implementation of multimodal transportations on logistic principles. The capacity of transport hubs in Ukraine is at a critical point. In modern conditions, the power of transport hubs is not sufficient for the volume of freight traffic, including and transit grew. In order to eliminate "bottlenecks" in transport hubs of Ukraine, it is necessary to improve the technical and operational capabilities of the infrastructure objects, their technical re-equipment and modernization. The results of the work can be applied to develop measures for the improvement of multimodal transport hubs. Foreseeable assumptions about the development of the research object - the search for ways to improve multimodal transport hubs. The progress of work on the creation of an "intelligent transport system" in Kazakhstan, the development and modernization of the road industry will be reported. The economic and social effectiveness of several transport corridors and new projects were analyzed. Transport corridors of foreign countries, methods of providing logistics services were presented. In his address, the head of state paid special attention to the issues of digitalization of all spheres of life of the population, including the transport sector of Kazakhstan. Currently, the Ministry of investment and development of the Republic of Kazakhstan is working on the creation of an "intelligent transport system" within the framework of the state program «Digital Kazakhstan» (ITS). ITS goal is to systematically integrate transport infrastructure, transport devices and users with modern information and communication technologies aimed at improving the safety and efficiency of the transport process. The concept will include 11 components in ITS. One of them is a special automated measuring instruments (UAVs), which are installed in the main automobile corridors. This device is designed to measure moving vehicles without contact and eliminate unjustified stops. This year, it is planned to put into operation 10 units of RSPP, and by 2020 it is planned to increase their number to 46 units. It is also planned to introduce a traffic management system that will inform drivers about the situation on the roads, a system for forecasting and analyzing climatic conditions, which is carried out through a network of weather stations along the roads, a network of video monitoring and special video cameras for detecting traffic violations, toll road systems that cover the cost of maintenance of the national road network, etc. They will be introduced in stages until 2021. The implementation of this project will reduce road deaths, increase the volume of transit traffic and the speed of logistics services, fully cover the main highways with measuring instruments and create favorable conditions for drivers on the roads. Such systems are already operating in South Korea, Japan, Australia, Europe and the United States.

In the world practice of recent decades, monorail transport systems have been actively developing as an element of the mass passenger transport system. There is a monorail line in Moscow, which has exhausted its operational reserves and needs reconstruction. The article discusses the possible directions of development of the monorail in Moscow. Five possible directions of development have been identified, including the transformation of the line into other modes of transport (tram), the construction of an extension of the monorail line in various directions, the arrangement of urban public spaces and the renewal of rolling stock. Construction of an extension of the existing monorail line, rebuilding the system into a tramway, arrangement of a linear fleet — these are very costly options that require a significant amount of time to discuss projects. The most promising direction in the development of the system is the renewal of the rolling stock or its complete replacement while preserving the linear part of the monorail.
