The article discusses the statistics on the fulfillment of license obligations by subsoil users regarding the terms and volumes of geological exploration. An expert assessment of the fulfillment by the subsoil users of the declared obligations on the territory of the Krasnoyarsk Territory, the Irkutsk Region and the SAHA Republic (Yakutia) is given.

The report provides an assessment of the innovation factor in the reindustrialisation of Eastern Siberia, based on data on R&D costs and the introduction of innovative products. The Krasnoyarsk Territory has the greatest innovative potential, followed by the Irkutsk Region. The terms of modernisation of industrial complexes in Krasnoyarsk and Irkutsk were compared on the basis of the triple helix model. This model formalises the interrelation of production with university education and the development of interaction between all parties of the innovation process. The leadership of the Krasnoyarsk Territory was confirmed by a more developed innovation infrastructure of universities that interact with local engineering and aerospace corporations. Industrial production of the Irkutsk oblast is more focused on the extraction of minerals and the production of primary processing goods due to its more eastern position and dependence on the needs of the Chinese market.

The purpose of the study is optimization of geological exploration at the groundwater deposits of the upper hydrodynamic zone formed in the fault-block structure conditions in Eastern Siberia. The authors analyze the structural and tectonic features of the areas under investigation, the results of areal geophysics studies, exploration drilling and the use of the author's methodology in carrying out of the ground inflow testing. The objects of research are groundwater deposits located in various tectonic structures of Eastern Siberia. The analysis of field study results involving researches of groundwater deposits located in various tectonic structures of Eastern Siberia made it possible to identify the double porosity in the aquifers of free water exchange in the region, which is due to the stresses arising during the inland Baikal rift system formation. As a result, the optimization of geological exploration work, methodology and processing methods of ground inflow testing in the areas of fault-block structures development were introduced on the basis of the features of structural-tectonic and hydrogeological conditions.

Researches and generalizations of information on basic patterns of formation, growth, and structure of Irkutsk region forest stands and plantations enabled to study dynamics of formation and productivity of mixed pine forests, being naturally developed under various economic impacts. Such parameters as diameter-, height-, and volume-wise pine and larch increment in mixed forest stands were studied. The obtained results were accurate due to a wealth of experimental material, statistical and mathematical processing using MS Excel application software, graphic methods of processing the materials. The following conclusions can be made based on the materials collected: areas and yields of larch in Irkutsk region have been sharply reduced, since there are processes of intense deforestation and weak natural regeneration of larch here. Mixed forest plantations of pine and larch grow rather successfully, however, such areas are few, since there is no commercial procurement of larch seeds in Irkutsk region, no larch seedlings are cultivated in nursery forests; larch saplings occupy a much smaller area than Scots pine saplings do; basic taxation parameters and structure of mixed pine-larch forest plantations are formed at the young age; saplings have mean productivity, equivalent to the 3rd yield class; mixed forest stands are of high practical and industrial value that depends on conditions of domestic and foreign market.

AbstractThis paper proposes a two-stage approach to choose the priority municipal units for implementing required energy efficiency measures in a district heating system. On the first stage the existing state of district heating system of Irkutsk region (Eastern Siberia) was analysed. On the second stage the choice of municipal units is considered as the Multiple Criteria Decision Analysis (MCDA) problem. The authors selected the most valuable criteria such as tariffs, subsidies and etc. that are rather sensitive for consumers and budget. The Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) was applied to identify the priority municipal units for implementing energy efficiency measures.

The article reviews archival fonds containing collections of the planning committees in three biggest Siberian cities: Irkutsk, Krasnoyarsk, and Novosibirsk. The Gosplan of the USSR acted as one of the pillars of the Soviet economic system, and hence of the Soviet society. This organization, by virtue of its official duties, was to possess the most complete information on the state of national economy, as well as on characteristics, needs, and requirements of the population living in towns and villages of the vast country. Despite the importance of this organization, which had its cells in every administrative unit of the country, its activities have been poorly studied by historians and urbanists. This is especially true of the territory of Eastern Siberia. This situation is due to the fact that its fonds have been classified until recently when most archives have lifted these restrictions. However, the huge volume of the fonds (fonds 1478 and 1300 of the State Archive of the Krasoyarsk Krai are among the largest in the region) and their poor organization complicate working with these collections. Nevertheless, they allow a comprehensive disclosure of the issues of the Soviet city. Turning to urban studies, a historian may feel lost in front of the huge volume of dynamically changing facts, phenomena, processes. Despite rigid unified structure of the Gosplan, the quality of its collections in the local archives depended largely on local managers and employees. Among three largest cities of Siberia (Irkutsk, Krasnoyarsk, Novosibirsk), only Novosibirsk possesses a great number of documents, well sorted and organized, supplied with reference material. The Krasnoyarsk fond is rich in information, especially analytical. However, its organization is chaotic, collections remaining as they was transferred to the archive. Irkutsk has the poorest collection and, being scattered over several archives, it is poorly accessible to researchers. Moreover, the State Archive of the Irkutsk Region has no modern digitized guide to its Soviet period fonds. In general, given the informational value of the planning agencies fonds in the cities of Eastern Siberia, two things should be noted. First, it is necessary to make them more accessible to researchers through transfer and digitization. Second, it is necessary to write a history of regional planning commissions and biographies of their leaders. Working with materials of these fonds should be the first step for any researcher concerned with socio-economic development of Eastern Siberia.

Relevance. Currently, the environmental situation in many regions of our country leaves much to be desired. It is known that proper nutrition is the foundation of health. Products intended for a healthy diet can only be made from environmentally friendly raw materials. In this regard, the regions of Siberia are of particular interest - they are rich in forests located far from settlements, where it is possible to collect and harvest large quantities of ecologically clean wild-growing raw materials for the production of functional food products.Materials and methods. The authors of the article analyzed the nutritional value and biochemical composition of wild-growing raw materials growing in the southern part of Eastern Siberia (Irkutsk region) on the basis of literature sources. The following raw materials were considered: blueberries (Vaccinium uliginosum), wild garlic: bear onions (Allium ursinum L.), forest mushrooms, pine nut cake and spicy-aromatic herbs – sagan-daila (Rhododendron Adamsii) and thyme (Thymus vulg?ris). Information about their nutritional value and biochemical composition is given. Based on the results of this analysis, a conclusion was made on the promising use of this raw material for the production of functional food products.Results. The article presents the results of scientific research related to the development of functional canned food based on wild-growing raw materials growing in the southern part of Eastern Siberia (Irkutsk region). Formulations of functional sauces have been developed, information on nutritional value and data on the content of the main functional ingredients in canned food are provided.

The urgency of the ecological problem of natural forest fires in Russia, especially in rich forests of Eastern Siberia, makes it necessary to study their features, consequences, and measures to combat them. The aim of the article is to assess the state of forest fires in Irkutsk region over the last ten years. Based on the statistical data of monitoring in 33 districts, the dynamics of fires was studied, and areas affected by fires were identified. The largest number of fires was revealed in Irkutsk and Bratsk districts. The fire rate was assessed by districts in fire hazardous periods, and the largest fire rate was identified in Bratsk, Kachug, Irkutsk, and Katanga districts. The fire indicators for 2019 were compared with the average indicators for each district. A comparative analysis of the forest fire situation in Irkutsk region and its districts was carried out. Recommendations on possible firefighting measures were provided.

The article deals with the toponymy of Irkutsk region as a significant component of regional linguocultural space. A brief history of the territory development is offered, as well as information on indigenous peoples due to the fact that the toponyms of Eastern Siberia date back to different language sources. The paper examines the ethno-linguistic layers of toponyms, analyses the results of cross-language contacts reflected in geographical names, and draws conclusions on cultural syncretism on the region’s territory. Authors analyze captured in Russian and foreign toponymy peculiarities of the world perception by local old residents, their attitude to a man, family, family line, flora and fauna. Value orientations of the locals are identified. On the material of official and unofficial toponyms the following phenomena of regional ethnic culture are described: ethnic unity, life, traditions, religion, rituals, and symbols.
