The urgency of the ecological problem of natural forest fires in Russia, especially in rich forests of Eastern Siberia, makes it necessary to study their features, consequences, and measures to combat them. The aim of the article is to assess the state of forest fires in Irkutsk region over the last ten years. Based on the statistical data of monitoring in 33 districts, the dynamics of fires was studied, and areas affected by fires were identified. The largest number of fires was revealed in Irkutsk and Bratsk districts. The fire rate was assessed by districts in fire hazardous periods, and the largest fire rate was identified in Bratsk, Kachug, Irkutsk, and Katanga districts. The fire indicators for 2019 were compared with the average indicators for each district. A comparative analysis of the forest fire situation in Irkutsk region and its districts was carried out. Recommendations on possible firefighting measures were provided.

Recent data suggest that both Portugal and Brazil have seen an increase in the number of forest fires in protected areas. In Portugal, between 1992 and 2003 the annual average area burned in protected areas was 10,418 ha and in the period 2001-2005 was 16,025 ha. Nevertheless, in Brazil, the state of Santa Catarina stands out as the state recording a decrease in the number of fires. Based on these facts, the main objectives of the present research are to analyse the incidence, severity and causes of forest fires in protected areas in both countries and to assess the impacts of prevention and combat policies as well as the strategies and models implemented in the recovery of burned areas.

<p><strong>Abstract.</strong> Geospatial approaches are widely used to organize access and to manage the extinguishing of forest fires globally. Term “transport accessibility” is used in a variety of geographical and economic researches. Assessment of transport accessibility is directly related to the feasibility study to locate the fire stations in a particular region. Location analysis of objects relative to other objects, while taking into account various quantitative and qualitative parameters, is a classical problem solved by geoinformation systems.</p><p>Present research work is aimed to be used to improve the situation with forest fires in Russia where one of the main asset of operational regional firefighting in the forests is a fire-and-chemical (fire) station. Traditionally station placement is under the responsibility of Russian region to which stations are administratively subordinate. The location of fire station is determined taking into account the species structure of forests, natural fire danger, road infrastructure and some other factors. Irkutsk region, one of the territories with the constant perennial fire danger in the forests, was chosen as a test area.</p><p>Using this area as a typical example of regional extent, an analysis of fire stations placement then planning the ground movement of fire brigades from a station to the forest fire locations has been carried out. Previously obtained results to create the shortest routes within three-hour accessibility for the fire hazardous seasons 2002&amp;ndash;2017 are used. Russian regulatory documents of the forest industry are applied. Thus, topic of GIS analysis serves as a continuation of the study (http://cepl.rssi.ru/wp-content/uploads/2018/11/Podolskaya-E.S.-et.-al..pdf, in Russian) and various aspects of transportation problem are considered on the example of Irkutsk region.</p><p>We used the following input data: point layer of fire stations, road network (including roads of different classes and forest glades), and archive of forest fires detected using the spectroradiometer MODIS from the Aqua and Terra spacecraft. Additional data were collected from the open regional Internet sources. GIS analysis used ArcGIS ArcMap Desktop extensions such as Network Analyst, Spatial Analyst, and ArcGIS tools like ET GeoWizards (https://www.ian-ko.com/).</p><p>We have developed and have used a <i>forest fire transport model of ground access</i> by trucks for the Irkutsk region with the spatial arrangement of fire stations, two protection zones and road network. Speed of the forest fire trucks is classified into 5 groups, taking into account the official permissions and road class. Also every segment of road has its attributive data of speed “adjusted” by the elevation value of the ETopo2, an open-access model (https://www.ngdc.noaa.gov/mgg/global/etopo2.html). Taking into consideration these relief data allows to decrease the vehicle’s speed in the mountainous conditions.</p><p>Based on the regional specifics and available data for a fire hazardous season, the following set of evaluation parameters was proposed, namely:</p><ul><li>Road network: roads existence, length, density, and configuration;</li><li>Spatial distribution of detected forest fires;</li><li>Territory of fire stations servicing.</li></ul><p>All the listed parameters are interconnected to each other and, in combination, jointly impact the stations ground transport accessibility assessment at the regional level. We have used GIS-analysis methods such as buffering, allocation, and density, as well as geographic and directional distribution. Time frame of analysis is the full fire hazardous season. Undertaken analysis for the forest fires detected within the ground protection zone (archive of 2002&amp;ndash;2017) has shown that the fire stations’ distribution was appropriate. The analysis was based on the assumption that stations had the same weight, geographical and transport location of the stations was reviewed in conjunction to the thematical forestry recommendations. To go further in the GIS analysis some characteristics (work force and technical resources) of the weighted stations could be added.</p><p>Additional factors of influence can be the location of protected areas with their specific access regime, seasonality of road use, forest fire zoning, forestry boundaries, economic criteria, placement of fire stations in the populated area, etc. It is advisable to conduct a fire stations placement analysis as a preparation event before and after the end of the fire-hazardous season to summarize the effectiveness of actions to extinguish forest fires in the region. Practical results of the study can be used as well to prepare the regional forestry development programs and plans.</p>

Abstract. The observations collected during the BOReal forest fires on Tropospheric oxidants over the Atlantic using Aircraft and Satellites (BORTAS) campaign in summer 2011 over Canada are analysed to study the impact of forest fire emissions on the formation of ozone (O3) and total peroxy nitrates ∑PNs, ∑ROONO2). The suite of measurements on board the BAe-146 aircraft, deployed in this campaign, allows us to calculate the production of O3 and of  ∑PNs, a long-lived NOx reservoir whose concentration is supposed to be impacted by biomass burning emissions. In fire plumes, profiles of carbon monoxide (CO), which is a well-established tracer of pyrogenic emission, show concentration enhancements that are in strong correspondence with a significant increase of concentrations of ∑PNs, whereas minimal increase of the concentrations of O3 and NO2 is observed. The ∑PN and O3 productions have been calculated using the rate constants of the first- and second-order reactions of volatile organic compound (VOC) oxidation. The ∑PN and O3 productions have also been quantified by 0-D model simulation based on the Master Chemical Mechanism. Both methods show that in fire plumes the average production of ∑PNs and O3 are greater than in the background plumes, but the increase of ∑PN production is more pronounced than the O3 production. The average ∑PN production in fire plumes is from 7 to 12 times greater than in the background, whereas the average O3 production in fire plumes is from 2 to 5 times greater than in the background. These results suggest that, at least for boreal forest fires and for the measurements recorded during the BORTAS campaign, fire emissions impact both the oxidized NOy and O3,  but (1 ∑PN production is amplified significantly more than O3 production and (2) in the forest fire plumes the ratio between the O3 production and the ∑PN production is lower than the ratio evaluated in the background air masses, thus confirming that the role played by the ∑PNs produced during biomass burning is significant in the O3 budget. The implication of these observations is that fire emissions in some cases, for example boreal forest fires and in the conditions reported here, may influence more long-lived precursors of O3 than short-lived pollutants, which in turn can be transported and eventually diluted in a wide area.

Localization and forest fire suppression is an urgent problem for the whole world. Given the heterogeneity of forests on the planet, approaches to modeling the spread of fires and their extinguishing are different. In this article a method for determining the required number of forces and means for the localization of ground forest fires is offered, taking into account the location of firefighting equipment in forests. To forecast the spread of fire, equidistant places from the fire departments in forests were chosen using Voronoi diagrams. The results of the calculation make it possible to conclude whether there are enough available forces and means to localize the predicted fire and to suggest additional firefighting equipment locations. The use of Voronoi diagrams for the State Enterprise "Zhovkva Forestry" in the Lviv region showed 12 dangerous areas, which are located the furthest from the fire departments. The method for determining the optimal location of firefighting equipment was applied to the Butynskyi forestry in Zhovkva forestry enterprise. Reducing the time of free spread of ground forest fires by 25% using rational placement of firefighting equipment and machinery, allows to reduce the number of employees for its localization by 53.8%.

The article reviews archival fonds containing collections of the planning committees in three biggest Siberian cities: Irkutsk, Krasnoyarsk, and Novosibirsk. The Gosplan of the USSR acted as one of the pillars of the Soviet economic system, and hence of the Soviet society. This organization, by virtue of its official duties, was to possess the most complete information on the state of national economy, as well as on characteristics, needs, and requirements of the population living in towns and villages of the vast country. Despite the importance of this organization, which had its cells in every administrative unit of the country, its activities have been poorly studied by historians and urbanists. This is especially true of the territory of Eastern Siberia. This situation is due to the fact that its fonds have been classified until recently when most archives have lifted these restrictions. However, the huge volume of the fonds (fonds 1478 and 1300 of the State Archive of the Krasoyarsk Krai are among the largest in the region) and their poor organization complicate working with these collections. Nevertheless, they allow a comprehensive disclosure of the issues of the Soviet city. Turning to urban studies, a historian may feel lost in front of the huge volume of dynamically changing facts, phenomena, processes. Despite rigid unified structure of the Gosplan, the quality of its collections in the local archives depended largely on local managers and employees. Among three largest cities of Siberia (Irkutsk, Krasnoyarsk, Novosibirsk), only Novosibirsk possesses a great number of documents, well sorted and organized, supplied with reference material. The Krasnoyarsk fond is rich in information, especially analytical. However, its organization is chaotic, collections remaining as they was transferred to the archive. Irkutsk has the poorest collection and, being scattered over several archives, it is poorly accessible to researchers. Moreover, the State Archive of the Irkutsk Region has no modern digitized guide to its Soviet period fonds. In general, given the informational value of the planning agencies fonds in the cities of Eastern Siberia, two things should be noted. First, it is necessary to make them more accessible to researchers through transfer and digitization. Second, it is necessary to write a history of regional planning commissions and biographies of their leaders. Working with materials of these fonds should be the first step for any researcher concerned with socio-economic development of Eastern Siberia.

This paper will look into the topic of community involvement in forest fire disaster prevention, specifically in Indonesia. To begin, the paper will discuss the problem of forest fires in Indonesia, which occur frequently. The study also addressed issues related to disaster management, such as a lack of competence and knowledge, which resulted in disaster management ineffectiveness. The paper's third portion discusses the government's involvement in catastrophe management. Several initiatives and support have been implemented.

Abstract The dynamic changes in the regimes of forest fires are due to the severity of climate and weather factors. The aim of the study was to examine the trend of forest fires and to evaluate their relationship with climate parameters for the state of Telangana in India. The climate and forest fire data were used and uploaded to the GIS platform in a specified vector grid (spacing: 0.3° x 0.3°). The data were evaluated spatially and statistical methods were applied to examine any relationships. The study revealed that there was a 78% incidence of forest fires in the months of February and March. The overall forest fire hotspot analysis (January to June) of grids revealed that the seven highest forest fire grids retain fire events greater than 600 were found in the north east of Warangal, east of Khammam and south east of Mahbubnagar districts. The forest fire analysis significantly followed the month wise pattern in grid format. Ten grids (in count) showed a fire frequency greater than 240 in the month of March and of these, three grids (in count) were found to be common where the forest fire frequency was highest in the preceding month. Rapid seasonal climate/weather changes were observed which significantly enhanced the forest fire events in the month of February onwards. The solar radiation increased to 159% in the month of March when compared with the preceding month whereas the relative humidity decreased to 47% in the same month. Furthermore, the wind velocity was found to be highest (3.5 meter/sec.) in the month of February and precipitation was found to be lowest (2.9 mm) in the same month. The analysis of Cramer V coefficient (CVC) values for wind velocity, maximum temperature, solar radiation, relative humidity and precipitation with respect to fire incidence were found to be in increasing order and were in the range of 0.280 to 0.715. The CVC value for precipitation was found to be highest and equivalent to 0.715 and showed its strongest association/relationship with fire events. The significant increase in precipitation not only enhances the moisture in the soil but also in the dry fuel load lying on the forest floor which greatly reduces the fuel burning capacity of the forest. The predicted (2050) temperature anomalies data (RCP-6) for the month of February and March also showed a significant increase in temperature over those areas where forest fire events are found to be notably high in the present scenario which will certainly impact adversely on the future forest fire regime. Findings from this study have their own significance because such analyses/relationships have never be examined at the state level, therefore, it can help to fulfill the knowledge gap for the scientific community and the state forest department, and support fire prevention and control activities. There is a need to replicate this study in future by taking more climate variables which will certainly give a better understanding of forest fire events and their relationships with various parameters. The satellite remote sensing data and GIS have a strong potential to analyze various thematic datasets and in the visualization of spatial/temporal paradigms and thus significantly support the policy making framework.

Forest fire regimes are particularly sensitive to variations in the climate and to human influences. In the Alps both the manner in which the land is used and climatic changes, in particular rises in temperature and the frequency of drought periods, are probably going to bring about considerable modifications in fire regimes. The history of these fires in Valais in the 20th century is however still little known, as is the influence of the different determining factors. From a study of documentary archives we have therefore reconstituted the history of forest fires in Valais from 1904 to 2008. We then tried to establish whether or not the fire regime had evolved during this time by comparing descriptive statistics from the first and the second halves of the period under study. By means of correlation analyses we could then find what factors had a significant influence on the occurrence of fires. What emerges is that forest fire activity moved towards the plain in the course of the 20 century, probably on account of the increase in population density at lower altitudes. The seasonality of the fires also evolved: there was an outbreak of fires in the spring during the second half of the period under study, whereas in the first half fires mostly occurred in summer. On the other hand the frequency of the fires and the surface area burned annually did not differ significantly in the periods before and after 1955. As for the balance between factors determining the frequency of fires and the surface burned annually, there has been a modification in the period under study. Although drought was a decisive factor in the first decades of the 20 century, afterwards it seems to have declined in importance, being supplanted by other factors, notably the availability of combustible material. The fact that at present the forest fire regime is apparently regulated by factors other than the climate means it is possible to envisage concrete measures in order to limit fire risks.

Objective.of this study was to determine the levels of radionuclides in the rescuers’ bodies of the SES during firefighting in the exclusion zone of the Chornobyl nuclear power plant and to assess the dose of internal radiation due to this receipt. Materials and methods. From 06.04.2020 to 19.05.2020 in the State Institution «National Research Center for Radiation Medicine of the National Academy of Medical Sciences of Ukraine» (NRCRM) measurements of the content of incorporated gamma radionuclides on whole body counters (WBC) operational class «Screener-3M» (Minimum detected activity (MDA) is 300–500 Bq for 5 minutes of measurement at 137Cs) and expert high-sensitivity WBC (MDA is 20 Bq for 10 minutes of measurement at 137Cs). 470 people (523 measurements) in three groups of personnel of the SES of Ukraine who took part in the forest fire liquidation in the exclusion zone in the period from April 4 to May 5, 2020 were examined. Mathematical and spectrometric methods are used in the work. Results and conclusions. In the vast majority (95 %) of the personnel of the SES of Ukraine, examined at the WBC operational class «Screener-3M» (more than 500 measurements), the assessment of the values of the individual effective dose of internal radiation due to 137Cs in the body during firefighting, assuming that it receipt occurred during operation in the exclusion zone, did not exceed the minimum dose detected by MDD (5–14 μSv). The average value of the effective dose of internal radiation in the group of personnel of the State Emergency Service of Ukraine in Kyiv, which participated in the elimination of forest fires in the exclusion zone from April 4 to May 5, 2020 (26 people) studied at the expert WBC, is 2.5 ± 1.1 μSv, in the group of personnel of the SES of Ukraine in Cherkasy region, which participated in the fire on April 19–24, 2020 (9 people) – 2.2 ± 0.6 μSv, in the group of personnel of the SES of Ukraine in the Kyiv region, which took part in the elimination of the forest fire in the exclusion zone on April 4 – May 5, 2020 (42 people) – 4.4 ± 2.4 μSv. Maximum values of 5.1 μSv, 3.5 μSv, 11.8 μSv in the groups of Kyiv city, Cherkasy and Kyiv regions, respectively, which is much lower than the basic dose limit for the population from man-made sources of 1000 μSv · year-1 according to the Law of Ukraine about protection of the person against influence of ionizing radiation. Forest fires bring substantial losses in many aspects, especially for forest resources. Therefore, forest fire management should take into account at each of Indonesian forest area. KPH Madiun has suffered from a large forest fire in the recent 5 years, thus research to analyze the trigger factors and an effort to manage forest fire should be gone. This research used data triangular methods for data collecting and qualitative description analyse to analyze the data. Results of this research clearly shows that forest fire in KPH Madiun was mainly came from local people activities such as, burning the forest to clear the land (43%) and due to social conflict (15%). The forest fire prepetion emphasized on social approach in community based forest management (CBFM) by planting medicinal plant and establishing the forest Danger Index (FDI) board. The local people participated in fire extinction (49%), while the other not participate yet. There was no fire truck and fire monitoring tower found in the study area. Finding and arresting the suspect behind forest fire is the most difficult thing to do in post-fire management.Key words: forest fire, local people, fire management
