Policies and actions to address gender inequalities are widespread across a range of institutional and organisational contexts. Concerns have been raised about the efficacy and impacts of such measures in the absence of sustained evaluation of these activities. It has been proposed that important contextual factors may propel or inhibit measures to promote gender equality, including a critical mass of women, role models, diverse leaders and inclusive organisational cultures. This paper explores relationships between organisational justice and equality interventions to better understand gaps between equality policies and practices using a comparative case study approach in a male-dominated sector. A combination of questionnaire and interview data analysis with employees in three case organisations in the construction sector are used to outline links between perceptions of gender equality initiatives and organisational justice, and the mechanisms used to reinforce in-group dominance. The findings culminate in the development of an Employee Alignment Model and a discussion of how this relates to the organisational climate for gender equality work. The findings suggest that the development of interactional organisational justice is an important precursor for successful gender equality interventions in organisations. These findings have implications for those looking to minimize unintentional harm of policies or interventions to improve gender equality.

Access to water in equitable manner and the improved management of water are imperative to sustainable development, poverty alleviation and biodiversity preservation. Despite much research on gender and natural resources management, there have been only a handful of studies on gender and water, especially those trying to link the two with poverty issues. This paper seeks to fill this gap specifically by looking at the linkages among gender, water and poverty in terms of gender participation in irrigated agriculture and irrigation institutions. The main objective of the study is to examine gender participation in irrigated agriculture and irrigation institutions and to analyze the impact of irrigation projects on men and women. The study approach has been a qualitative and quantitative analysis of primary and secondary data. Key findings reveal a considerable degree of gender inequalities, especially in terms of participation in irrigation institutions. Despite a high level of female involvement in irrigated agriculture, their participation in irrigation institutions is much lower. Furthermore, water projects with gender equality interventions have enhanced women's status in particular by raising their abilities to participate. The results suggest that the incorporation of gendersensitive policies and programs in irrigation schemes could have significant positive impacts both on gender equality and poverty.

La desigualdad de género es un problema aún existente en nuestra sociedad. Aunque va evolucionando, positivamente, en el ámbito de la actividad física y el deporte, es evidente el largo camino que aún queda por recorrer para conseguir una igualdad real entre géneros. La Educación Física escolar es un medio desde el que se puede intervenir para intentar acabar con el problema, o en su caso, mitigarlo. El artículo muestra una propuesta de innovación, cuyo objetivo es vencer las desigualdades de género y sus estereotipos, como herencia histórica en nuestra sociedad. Para ello, se plantean unas propuestas de adaptación de las normas y reglas del fútbol, para su trabajo en las clases de Educación Física con alumnado de 2º curso de Educación Secundaria Obligatoria (ESO). La consecución de los objetivos previstos necesita de una alta calidad en la labor docente, como modelo, como medio promotor y corrector de las actitudes del alumnado, además de la transmisión de valores sobre igualdad.Abstract. Gender inequality exists and still is an issue even in today’s society. Though it has improved over the years, there is still a long way to go to achieve a real equality between both sexes in the field of physical activity and sports. Physical Education is a way from where we can intervene and try to eradicate this problem, or mitigate it. This article shows a proposal for innovation, whose goal is to eliminate gender inequalities and their associated stereotypes, stem from a long time in our society. To achieve that, this article presents several proposals of adaptations of different football rules, to be applied in Physical Education classes with 2nd Educación Secundaria Obligatoria (ESO) year students. The achievement of the expected goals needs a high quality of the teaching activity, teachers being role models, promoting and correcting students’ attitudes, as well as transmitting values of gender equality.

This article explores the understood purposes of refugee education at global, national, and school levels. To do so, we focus on a radical shift in global policy to integrate refugees into national education systems and the processes of vernacularization accompanying its widespread implementation. We use a comparative case study approach; our dataset comprises global policy documents and original interviews ( n = 147) and observations in 14 refugee-hosting nation-states. We analyze how the purposes of refugee education are understood and acted upon by actors occupying diverse positions across these nation-states and over time. We demonstrate that the articulated purposes of refugee education are oriented toward possible futures for refugees, and they presuppose refugees’ access to quality education, social belonging, and economic opportunities. Yet we find that across nation-states of exile, refugees’ access to these resources is tenuous. Our findings suggest reconceptualizing refugee education to reflect how refugees are simultaneously embedded within multiple national contexts and to address the exclusions they face within each one. This study of refugee education has implications for understanding the purposes of education in other ever-more-common contexts of uncertainty, including the rapid economic and social changes brought about by migration, globalization, and technology. Empirically, understanding the purposes of refugee education is critical in a time of unprecedented forced migration.

Transformation means positive change to new values and direction. This research is concerned with the relationship between empowerment processes that are transformatory and gender equality in the workplace. Its scope includes integrating a transformatory view into women’s and men’s consciousness and autonomy over their career, education and health. This research adopted a case-study approach by using the Ministries of Education, Health, Establishment, Training and Pensions and the Civil Service Commission in Lagos State, employing a combination of qualitative and quantitative research methods as its empirical research methodology. The field work was carried out in Lagos State in the months of June and July, 2014 while the interview was in July and August, 2014. This study demonstrated that gender-blind policies disempower women and perpetuate gender inequalities in the Lagos State Civil Service. Further, it shows that the manifestation of transformatory empowerment is jeopardised by women and men's compliance with the existing expectations and inaction to bring about changes in policies and practices that are detrimental to the attainment of gender equality in the work place.

Indian agriculture has always been less profitable. Several factors contribute to the low profitability in agriculture, but less value addition, weak value chain system and weak market linkage are some of the most important factors. Producer companies are helping small farmers to emerge in the market. The farmer producer organisations (FPOs) linked with the producer companies are the best example of collective actions. The collective actions for the agriculture value chain (AVC) have resulted in a decrease in the cost and an increase in revenue. FPO and producer company find a good place in the underpinning theory of collective action theory. This study examines various successful examples of strengthening AVC through cooperatives and tried to identify various factors responsible for the success of these collectives. This study has adopted a case study approach. Three successful cases, that is, Vasundhara Agriculture Horticulture Producer Company Ltd: a multi-state FPO, Abhinav Farms Club and Sahyadri Farmer Producer Company have been selected for the case study based on their successful interventions for strengthening the agriculture value chain. Primary and secondary data has been collected through telephonic interviews from the board of directors, chairman and the members of the FPO. Both primary and secondary data have been collected to compare the three cases for AVC models. The data has been analysed using a comparative case study approach. The parameters of AVC have been identified using the Delphi technique. The study has found that collective actions have helped the farmers to strengthen the agriculture value chain. The study also concluded that leadership played an important role in defining the success of the FPOs. The study brings out future directions to excel in AVC through collectives.

Abstract The majority of aging network service providers are unprepared to deliver targeted services to lesbian, gay, bisexual, or transgender (LGBT) older adults. In 2017, California legislature mandated ongoing LGBT sensitivity training for congregate living providers. Services and Advocacy for GLBT Elders (SAGE) developed a specialized training, Creating Inclusive Communities, for congregate living staff to learn the unique needs of LGBT elders. This secondary data analysis compared pre-test knowledge and attitudes of training participants in two states, one mandating LGBT aging sensitivity training (California, N=328) and one without the mandate (New York, N=622). Preliminary results show that prior to receiving training, California participants demonstrate significantly less knowledge of LGBT aging issues compared to New York participants; t(948)=-3.808, p<.001. Attitudinal differences were also demonstrated. These results suggest that laws mandating LGBT sensitivity training may help reach providers with greater training needs. The killing of women in Mexico has attracted both national and international attention. Many of these homicides are regarded as feminicides, which are defined as the misogynistic killing of women for reasons of gender rooted in ideological and structural gender inequalities. This study examines changes and continuities in female homicides and femicides from 2001 to 2017 in indigenous and non-indigenous municipalities. Female homicides have increased at a higher rate than femicides, but the latter has increased at a higher rate in indigenous municipalities than in non-indigenous municipalities. This is associated with an increase in gender equality in a context of conflict and structural discrimination against indigenous peoples. Implications for future research and public interventions are discussed.

Purpose The purpose of this paper is to explain progress, or the lack of it, in achieving workplace gender equality goals prescribed by affirmative action regulation by using concepts from soft regulation and organizational learning. Design/methodology/approach The research design is a longitudinal study (2002-2012) of a critical case, that of a single large organization in the male-dominated steel manufacturing, distribution and mining industries. The case focusses on the evidence about organizational learning to be found in that organization’s reports to government on its activities to promote workplace gender equality. Findings While other factors play a role, the apparent failure of the soft regulation to generate a significant shift in gender equality outcomes may also be attributed to ineffective organizational learning, demonstrated by the absence of systematic reflection within the organization on how to improve workplace gender equality, and the lack of firm targets and external benchmarking. Research limitations/implications Self-reported data may be overstated or incomplete. More research is needed to confirm the nature of the specific learning processes occurring within organizations. Practical implications Absent the advent of hard sanctions in workplace gender equality regulation, the responsible government agencies may find it valuable to focus on ways to encourage target organizations to develop competence in organizational learning. Social implications More effective gender equality regulation may change organizational policy and practice and improve work opportunities for women. Originality/value Rather than concluding that the only alternative, when soft regulation is unsuccessful, is hard regulation, this paper shifts the focus to ways that soft regulatory processes might be improved to strengthen their effect.

Purpose Energy poverty can be seen as a relatively new, but typical sustainability problem in which various dimensions (ecology, society and economy) are interlinked and in part conflict with each other. Moreover, the variety of involved stakeholders (planners, tenants, housing companies, private landlords, energy consultants, etc.) represents conflicting aims for solving this problem. This paper aims to present a systematic linkage between higher education for sustainable development (HESD) and education about energy poverty yet. Design/methodology/approach A qualitative comparative case study approach with a similar didactic approach is used. Findings Based on the literature about HESD and an overall model in general didactics, ten criteria were identified and used for an overall reflection about similar courses dealing with the topic of energy poverty. The criteria covered the learning goals, the didactical approaches and the institutional support in the forms of organisation in the courses. Research limitations/implications There was no competency measurement of the students in the described courses. Practical implications There was no evaluation of the development of students’ key competencies for sustainability. However, the reflections of students and teachers revealed a positive development regarding the students’ learning process, especially because they worked on a real-world sustainability problem: energy poverty. Originality/value This contribution describes how university courses on energy poverty were designed and implemented at five German universities. Against the background of general criteria for HESD, it reflects on the experiences that the use of this concept evoked. Through a comparison of the five courses against these criteria, the paper outlines strengths and weaknesses of the approach and closes with recommendations and requirements for designing further courses.
