Adopted first by the City of Los Angeles in 2012, the Good Food Purchasing Program® creates a transparent supply chain and helps institutions to measure and then make shifts in their food purchases. It is the first procurement model to support five food system values—local economies, environmental sustainability, valued workforce, animal welfare and nutrition—in equal measure and thereby encourages myriad organizations to come together to engage for shared goals. Within just six years, the Good Food Purchasing Program has catalyzed a nationwide movement to establish similar policies in localities small and large across the United States, and inspired the creation of the Center for Good Food Purchasing. First adopted by the City of Los Angeles in 2012, it is a procurement standard that offers institutions a system in which current investments toward food are redirected toward more sustainable and fair suppliers. It uses a metric-based, flexible framework that produces a star rating. The Good Food Purchasing Program promotes the purchase of more sustainably produced food, from local economies, especially smaller and mid-sized farms and other food processing operations, which results in production returns at a more regional and local level, and ensures that suppliers' workers are offered safe and healthy working conditions and fair compensation, that livestock receives healthy and humane care, and that consumers—foremost school children, patients, the elderly—enjoy better health and well-being as a result of higher quality nutritious meals. This article will detail its implementation since 2012, provide current information on the impacts the Program has had on the agroecology of regions in the US food system, and recommendations for policy changes that could catalyze more accelerated impact.

With the continued influx of Mexican immigrants to the United States, especially to Southern California, health concerns and needs have increased among this population over the last several years. California State Polytechnic University, Pomona (Cal Poly Pomona) obtained a federal grant that provided resources to establish the Community Outreach Partnership Center (COPC). COPC consists of comprehensive efforts to improve the overall well-being of the Angela Chanslor area within the City of Pomona in East Los Angeles. Focus areas of the project include 1) Education and Integrated Services, 2) Community Planning and Capacity Building for Neighborhood Revitalization and Safety, and 3) Job Development and Training. The focus of this paper is health promotion activities within Education and Integrated Services. The primary objective of this portion of the program was to provide residents with physical examinations and health screenings, health education, and medical and social service referrals. Topics discussed are the target community, general overview of COPC, Family Services Information and Referral Program (i.e. health promotion program within Education and Integrated Services), program impact and results, and suggestions for continued implementation and future efforts. / Con la influencia continua de inmigrantes Mexicanos a los Estados Unidos, especialmente al sur de California, ciertas necesidades con respecto a la salud han incrementado en esta poblacion en los ultimos anos. El centro COPC consiste de esfuerzos conprensivos para mejorar el bienestar del area Angela Chanslor que esta ubicado en la Ciudad de Pomona en la parte Este de Los Angeles. Las partes enfocadas del proyecto incluyen, 1) Educacion y servicios Integrados, 2) Plan para la Comunidad y un Edificio de Capacitacion para la comunidad que dara revitalizacion y seguridad, 3) Y habrira trabajos y entrenamientos. El enfoque de este proyecto es de actividades en Promocion de Salud aliadas con educacion y Servicios Integrados. El objetivo principal de esta porcion del programa era de proveer a los residentes con examinaciones fisicas, educacion para la salud, y eran referidas a servicios medicos y sociales. Los topicos que son tratados son: La comunidad que sera ayudada, El enfoque general de COPC, informacion del programa para referir a servicios familiares, el impacto del programa y resultados, y sugerencias para implementar futuros esfuerzos.

Abstract Nearly 1,000 officer-involved killings occur each year in the United States. This article documents the large, racially disparate effects of these events on the educational and psychological well-being of Los Angeles public high school students. Exploiting hyperlocal variation in how close students live to a killing, I find that exposure to police violence leads to persistent decreases in GPA, increased incidence of emotional disturbance, and lower rates of high school completion and college enrollment. These effects are driven entirely by black and Hispanic students in response to police killings of other minorities and are largest for incidents involving unarmed individuals.

This project examines municipal animal control in Los Angeles between 1880 and 1909. It traces the emergence of municipal animal control from the confluence of animal welfare reform and progressive state expansion. The animal welfare movement in the United States began in the Colonial Era, but soon reflected the influence of changing attitudes in Europe and the rise of anti-cruelty reform movements after the Civil War. As Americans sought to create a better world out of the ashes of that war, many looked towards animal welfare. This movement occurred first on the East Coast, beginning with Henry Bergh’s founding of the American Society for the Prevention of Cruelty to Animals (ASPCA) in 1866, and reached Los Angeles by the end of the century. Many in that growing city viewed the dawn of the twentieth century with optimism, hoping for L.A.’s ascendancy into the ranks of the nation’s great metropolises. As a result, they began to look at the city’s problems through an increasingly progressive lens. Newspapers had covered the animal impoundment system’s brutality since the 1880s, but by the end of the century, they carried dramatic exposés of cruelties and corruption at the pound that emphasized connections to larger social issues. Citizens, including an impressive number of women, became activists for animal welfare. The municipal government responded by passing an ordinance that put animal control in the hands of the Humane Animal League, a private animal welfare organization. When the League failed to handle the city’s burgeoning animal population humanely and efficiently, the city assumed responsibility for animal control and created a municipal system. The emergence of municipal animal control in Los Angeles demonstrates a city turning to the extension of state power at the local level to create a more humane and efficient world for both its human and animal inhabitants.

In 1983 we organized a conference on “Questioning the Welfare State and the Rise of the City” at the University of Paris, Nanterre. About a hundred persons attended, including many French social scientists and political activists. Significant support came from the new French Socialist government. Yet with Socialism in power since 1981, it was clear that the old Socialist ideas were being questioned inside and outside the Party and government—especially in the important decentralization reforms. There was eager interest in better ways to deliver welfare state services at the local level.

Despite 2 decades of effort by the public health community to combat obesity, obesity rates in the United States continue to rise. This lack of progress raises fundamental questions about the adequacy of our current approaches. Although the causes of population-wide obesity are multifactorial, attention to food systems as potential drivers of obesity has been prominent. However, the relationships between broader food systems and obesity are not always well understood. Our efforts to address obesity can be advanced and improved by the use of systems approaches that consider outcomes of the interconnected global food system, including undernutrition, climate change, the environmental sustainability of agriculture, and other social and economic concerns. By implementing innovative local and state programs, taking new approaches to overcome political obstacles to effect policy, and reconceptualizing research needs, we can improve obesity prevention efforts that target the food systems, maximize positive outcomes, and minimize adverse consequences. We recommend strengthening innovative local policies and programs, particularly those that involve community members in identifying problems and potential solutions and that embrace a broad set of goals beyond making eating patterns healthier. We also recommend undertaking interdisciplinary research projects that go beyond testing targeted interventions in specific populations and aim to build an understanding of the broader social, political, and economic context.

The efficiency of any police action depends on the relative magnitude of its crime-reducing benefits and legitimacy costs. Policing strategies that are socially efficient at the city level may be harmful at the local level, because the distribution of direct costs and benefits of police actions that reduce victimization is not the same as the distribution of indirect benefits of feeling safe. In the United States, the local misallocation of police resources is disproportionately borne by Black and Hispanic individuals. Despite the complexity of this particular problem, the incentives facing both police departments and police officers tend to be structured as if the goals of policing were simple—to reduce crime by as much as possible. Formal data collection on the crime reducing-benefits of policing, and not the legitimacy costs, produce s further incentives to provide more engagement than may be efficient in any specific encounter, at both the officer and departmental level. There is currently little evidence as to what screening, training, or monitoring strategies are most effective at encouraging individual officers to balance the crime reducing benefits and legitimacy costs of their actions.

Fast fashion is often a story about the most powerful global retail giants such as Zara and H&M. The rise and dominance of fast fashion within the United States, however, areintimately tied to the work of Korean immigrant communities within downtown Los Angeles. In the last decade alone, Koreans have refashioned the city of Los Angeles into the central hub of fast fashion in the Americas, designing and distributing clothing from Asia to the largest fast-fashion retailers throughout the Americas. This chapter explores the work of these fast-fashion families who blur the lines between design and copy, author and imitator, exploiter and exploited. How do their modes of work profoundly transform the material object of clothing? How do they complicate the assumed directions and global flows of design and production in the global fashion industry? And finally, what role does risk and failure play—in a landscape of creativity, aspiration, and imagining—to make fast fashion even a possibility?

The authors of this article purport that for current understanding of Healthy Cities it is useful to appreciate other global networks of local governments and communities. In a context where the local level is increasingly acknowledged as decisive in designing and implementing policies capable of tackling global threats such as climate change and their health-related aspects, understanding how thousands of cities across the world have decided to respond to those challenges appears essential. Starting with the concept of “healthy cities” in the 1980s, the trend toward promoting better living conditions in urban settings has rapidly grown to encompass today countless “theme cities” networks. Each network tends to focus on more or less specific issues related to well-being and quality of life. These various networks are thus not limited to more or less competing labels (Healthy Cities, Smart Cities, or Inclusive Cities, for instance), but entail significant differences in their approaches to the promotion of health in the urban context. The aim of this article is to systematically typify these “theme cities.” A typology of “theme cities” networks has several objectives. First, it describes the health aspects that are considered by the networks. Are they adopting a systemic perspective on all health determinants, such as Healthy Cities, or are they focusing on “hardware” determinants like Smart Cities? Second, it highlights the key characteristics of the networks. For instance, are they pushing for technological solutions to health problems, like Smart Cities, or are they aiming at strengthening communities in order to mitigate their detrimental effects, like Creative Cities? Third, the typology has the potential to be used as an analytical tool, for example, in the comparison of the results obtained by different types of networks in urban health issues. Finally, the typology offers a tool to enhance both transparency and participation in the policymaking process taking place when selecting and engaging in a network. Indeed, by clarifying the terms of the debate, decisions can be made more explicit and achieve a greater level of congruence with the overall objectives of the city. Indeed, Healthy Cities today need to make alliances with other theme networks, and this typology gives the keys to find which networks are the “natural best allies,” avoiding mutually harmful antagonisms. In that sense, the typology developed should be of interest to any actor involved in health promotion at the city level, whether in an existing “theme cities” policy process or as willing to participate in such a program, and to scholars interested in better understanding the main drivers of “theme cities” networks, a rapidly growing field of study.

Los Angeles incarcerates more people than any other city in the United States, which imprisons more people than any other nation on Earth. This book explains how the City of Angels became the capital city of the world’s leading incarcerator. Marshaling more than two centuries of evidence, historian Kelly Lytle Hernández unmasks how histories of native elimination, immigrant exclusion, and black disappearance drove the rise of incarceration in Los Angeles. In this telling, which spans from the Spanish colonial era to the outbreak of the 1965 Watts Rebellion, Hernández documents the persistent historical bond between the racial fantasies of conquest, namely its settler colonial form, and the eliminatory capacities of incarceration. But City of Inmates is also a chronicle of resilience and rebellion, documenting how targeted peoples and communities have always fought back. They busted out of jail, forced Supreme Court rulings, advanced revolution across bars and borders, and, as in the summer of 1965, set fire to the belly of the city. With these acts those who fought the rise of incarceration in Los Angeles altered the course of history in the city, the borderlands, and beyond. This book recounts how the dynamics of conquest met deep reservoirs of rebellion as Los Angeles became the City of Inmates, the nation’s carceral core. It is a story that is far from over.

Purpose The purpose of this paper is to explore Islamic borrowing at the local level in redevelopment authorities in the USA through an ijara and esham framework. Design/methodology/approach A hypothetical example is approached with a real redevelopment authority in the City of Pompano Beach, Florida. Actual data from past borrowing in a tax increment financing district are compared to an Islamic financing approach to test for competitiveness to a conventional approach. Findings It was found that when incorporating a crowdsourced option along with an ijara and esham approach, the returns on investment are higher than for a conventional approach. The risk is higher, but the returns are also higher which possibly increases the incentive to invest in these options. Research limitations This scenario is only hypothetical and based on many assumptions. A real-world application of the approach would have to be attempted to confidently determine its viability. Practical implications The potential competitiveness of this financing approach as well as its higher sustainability makes this a favorable approach for local redevelopment authorities to implement for needed money for infrastructure projects in blighted areas of the city. It is also of interest to Muslim countries that are devolving authority to their local governments. Originality/value This paper considers an alternative approach to tax increment financing which relies on a revenue sharing arrangement called an esham–ijara and esham–sukuk risk-sharing structure in Islamic financing terminology. There is currently very little discussion of esham in Islamic finance and no discussion of the application of Islamic finance to local economic development enterprises.
