Crisis management must provide data to allow for real-time decision-making. Accurate data is especially needed to minimize the risk of critical infrastructure failure. Research into the possible impacts of critical infrastructure failure is a part of developing a functional and secure infrastructure for each nation state. Road transport is one such sector that has a significant impact on its functions. When this fails, there may be a cascading spread of impacts on the energy, health, and other sectors. In this regard, this paper focuses on the dynamic modeling of the impacts of critical road infrastructure failures. It proposes a dynamic modeling system based on a stochastic approach. Its essence is the macroscopic model-based comparative analysis of a road with a critical element and detour roads. The outputs of this system are planning documents that determine the impacts of functional parameter degradation on detour roads—not only applicable in decision-making concerning the selection of the optimal detour road, but also as a support mechanism in minimising possible risks. In this article we aim to expand the extent of knowledge in the Crisis management and critical infrastructure protection in the road transport sector fields.

This case focuses on the use of crisis management support systems in Egypt in leveraging the decision-making process in the government and the public sector for socioeconomic development. It describes the experience of the Egyptian public sector in socioeconomic decision-making and the related emergence of an information-based support organization for the government “Information and Decision Support Center”. The case reflects on the type of decision-making and the crisis management mode of operation at the top policy level and the needs and requirements in terms of resources and infrastructure to support the decision-making process. The case addresses the basics and concepts of crisis management support systems in the context of a developing country, Egypt, stemming from the experience of the Information and Decision Support Center from 1985 to date, the growing implications of the information and communication technology evolution and the lessons learned in responding to crisis management situations in supporting decision and strategic issues at the government and the public sector. The essence of the case is to address the use of advanced information systems in responding to socioeconomic development needs. The case demonstrates the use of management and decision support systems in a crisis mode that has had a number of successes over the last decade that implied concrete results within the developmental process that Egypt, a developing country, is realizing.

Biodiesel is a potentially low-carbon, renewable alternative fuel to diesel, sharing similar chemical and physical properties to diesel. There have been significant efforts in introducing primarily bioethanol and some biodiesel to the road transport sector, with varying levels of success. However, the rail sector has not seen as large an effort in introducing biodiesel. This paper summarizes the literature on the introduction of biodiesel (bioethanol was a relevant fuel) in order to learn lessons, which can be applied to the rail transport sector. A decision-making framework PESTLE (Political/Policies, Economic, Social, Technological, Legal, and Environmental) is used to analyze these lessons, and their relevance (or not) to the rail sector. While introduction of biodiesel in the rail sector has some inherent advantages, such as fewer refueling points, customers and manufacturers compared to the road sector, it also faces some challenges, especially in the context of the longer life of locomotives, making fleet turnover and potential transition to 100% biodiesel slow. Additionally, maintenance costs are still uncertain.

The article deals with the response to crisis situations in road transport. Crisis situations are recorded in every critical infrastructure sector. Road transport is no exception. The material transported annually records the growth. The planning of the transport does not take into account the risk of the planned route or the categorization of the transport unit. When categorizing the transport unit the limited choice of suitable routes. The article is focused on real-time responsiveness to crisis situations. The purpose is to minimize next risks that could result in more and more serious events when one crisis situation arises.

Introducing sustainable fuels in the different transport fields in the EU is a very challenging goal, but also a clear priority in the EU decarbonization strategy. In fact, the transport sector is extremely rigid and regulated, with consolidated norms and standards and well-defined economics. Adding more oxygenated components to the fuel mix is also limited by the so-called blend-wall: thus, the share of renewable drop-in hydrocarbons has been recently growing worldwide and in the European Union. However, as a large part of these relates to lipids, the supply of sustainable feedstock has become the major critical element of the value chain. Fast-growing demand from new sectors as Aviation also emerged, that together with Heavy Duty and Maritime represent the focus of the EC strategy, complementary to the electrification of the road transport, passenger cars and light duty vehicles. Introducing innovative processes at full commercial scale requires to overcome the Mountain of Death of processes, where the bankability of not yet demonstrated technologies is the core problem. This work addresses the impact of the EU policy scenario, depicting the status of the different process and technologies, both Bio-based and Recycled Carbon, on the Mountain of Death.

Abstract The freight transport sector is a low profit and high competition business and therefore has less ability to invest in research and development in the field of autonomous vehicles (AV) than the private car industry. There are already different levels of automation technologies in the transport industry, but most of these are serving niche demands and answers have yet to be found about whether it would be worthwhile to industrialise these technologies. New innovations from different fields are constantly changing the freight traffic industry but these are less disruptive than on other markets. The aim of this article is to show the current state of development of freight traffic with regards to AVs and analyse which future directions of development might be viable. The level of automation is very different in the case of different transport modes and most probably the technology will favour road transport over other, less environmentally harmful traffic modes.

A limited number of studies in the scientific literature discuss the “Build-Back-Better” (BBB) critical infrastructure (CI) concept. Investigations of its operational aspects and its efficient implementation are even rarer. The term “Better” in BBB is often confusing to practitioners and leads to unclear and non-uniform objectives for guiding accurate decision-making. In an attempt to fill these gaps, this study offers a conceptual analysis of BBB’s operational aspects by examining the term “Better”. In its methodological approach, this study evaluates the state of Saint-Martin’s CI before and after Hurricane Irma and, accordingly, reveals the indicators to assess during reconstruction projects. The proposed methods offer practitioners a guidance tool for planning efficient BBB CI projects or for evaluating ongoing programs through the established BBB evaluation grid. Key findings of the study offer insights and a new conceptual equation of the BBB CI by revealing the holistic and interdisciplinary connotations behind the term “Better” CI: “Build-Back-resilient”, “Build-Back-sustainable”, and “Build-Back-accessible to all and upgraded CI”. The proposed explanations can facilitate the efficient application of BBB for CI by operators, stakeholders, and practitioners and can help them to contextualize the term “Better” with respect to their area and its CI systems.

Achieving the CO2 reduction targets for 2050 requires extensive measures being undertaken in all sectors. In contrast to energy generation, the transport sector has not yet been able to achieve a substantive reduction in CO2 emissions. Measures for the ever more pressing reduction in CO2 emissions from transportation include the increased use of electric vehicles powered by batteries or fuel cells. The use of fuel cells requires the production of hydrogen and the establishment of a corresponding hydrogen production system and associated infrastructure. Synthetic fuels made using carbon dioxide and sustainably-produced hydrogen can be used in the existing infrastructure and will reach the extant vehicle fleet in the medium term. All three options require a major expansion of the generation capacities for renewable electricity. Moreover, various options for road freight transport with light duty vehicles (LDVs) and heavy duty vehicles (HDVs) are analyzed and compared. In addition to efficiency throughout the entire value chain, well-to-wheel efficiency and also other aspects play an important role in this comparison. These include: (a) the possibility of large-scale energy storage in the sense of so-called ‘sector coupling’, which is offered only by hydrogen and synthetic energy sources; (b) the use of the existing fueling station infrastructure and the applicability of the new technology on the existing fleet; (c) fulfilling the power and range requirements of the long-distance road transport.
