Recently, the new Green Deal policy initiative was presented by the European Union. The EU aims to achieve a sustainable future and be the first climate-neutral continent by 2050. It targets all of the continent’s industries, meaning aviation must contribute to these changes as well. By employing a systems engineering approach, this high-level task can be split into different levels to get from the vision to the relevant system or product itself. Part of this iterative process involves the aircraft requirements, which make the goals more achievable on the system level and allow validation of whether the designed systems fulfill these requirements. Within this work, the top-level aircraft requirements (TLARs) for a hybrid-electric regional aircraft for up to 50 passengers are presented. Apart from performance requirements, other requirements, like environmental ones, are also included. To check whether these requirements are fulfilled, different reference missions were defined which challenge various extremes within the requirements. Furthermore, figures of merit are established, providing a way of validating and comparing different aircraft designs. The modular structure of these aircraft designs ensures the possibility of evaluating different architectures and adapting these figures if necessary. Moreover, different criteria can be accounted for, or their calculation methods or weighting can be changed.

The European Union (EU) is characterized by a high level of openness to trade, consequently increasing its member countries’ vulnerability to external shocks coming from the rapidly changing global environment. The paper’s objective was to compare and evaluate the factors of the EU agribusiness, its vulnerability and its measurement tools, and consequently to create subgroupings within EU member countries with different levels of vulnerability to exogenous shocks. The study hypothesized that the EU is not a homogenous unit regarding its trade sensitivity and vulnerability. It analyzed this phenomenon using data of recognized international institutions. Its method was a multi-criteria analysis with summative scaling. The assessment of the analysis was provided by the linear aggregation of 19 relevant vulnerability-influencing parameters, including climate change risk and political stability. The study results confirmed the hypothesis of the EU heterogeneity and identified four groups of member countries with different levels of the vulnerability to global shocks. It can improve an understanding of the agrarian sector position within the EU economy and a more precise re-formulation of its Common Agricultural Policy (CAP) priorities under the new conditions requiring the comprehensive resilience of the sector.

The level of agricultural development in the EU countries is varies significantly. The knowledge of factors directly affecting changes in agriculture can contribute to reducing disparities between countries. The purpose of this study is to indicate the main factors which determine agricultural development in the European Union. To implement this task, the discriminant analysis was used. The research material were data from the GUS and EUROSTAT regarding agriculture in EU countries. The research shows that the development of agriculture in the EU is determined in particular by factors such as the share of sowing of cereals in the total area of arable land, consumption expenditure in households, labor productivity and agricultural income. In addition, the discriminatory analysis allowed assigning particular countries to groups with different levels of agricultural development.

AbstractAt present, the European rule of law enforcement framework under Article 7 TEU (RLF) is vulnerable to unguaranteed, discretionary influences of the Member States. This vulnerability arises from its procedural format which requires high thresholds in decision-making with the effect that this procedure is prone to be terminated by the EU Member States likely to be scrutinized under it, if only they collude. Yet, the Framework may prove effective to correct serious breaches against human rights (in the context of ineffective rule of law standards). The European Commission is bound to pursue the RLF effectiveness for the sake of achieving relative uniformity of application of EU law (at large), and making the European Union a credible actor and co-creator of international legal order. The RLF is an important tool for the maintenance of relative stability of human rights and the rule of law in the EU despite natural divergence propensity resulting from the procedural autonomy of the EU Member States. By achieving this stability, the EU achieves significant political weight in international dialogue concerning human rights and the rule of law and preserves a high level of its global credibility in this context. Thus, RLF increases the EU’s effectiveness in promoting the European model of their identification and enforcement.

Abstract The aim of the article is to explore how the Czech bicameral parliament has reacted to the process of the United Kingdom's (UK's) withdrawal from the European Union (EU). Drawing upon insights from the theoretical expectations of parliamentary power, the inquiry researches the ways that Czech legislatures have developed in terms of engaging with and influencing the Brexit process. In this regard, the Czech case is exceptionally interesting and worth exploring, since the EU agenda has become a highly politicised issue within the Czech context. The significance of this inquiry has been further highlighted by the high level of party-based Euroscepticism typical of Czech politics as well as the frequent changes that the Czech party system has been undergoing in recent years. Throughout the in-depth analysis of parliamentary scrutiny activities—conceptualised as comprising four aspects: (i) the institutional adjustment; (ii) articulation of priorities; (iii) interactions with the government and (iv) parliamentary party politics—the article considers how these activities compare between both chambers of the Czech Parliament.

This paper will discuss the economic relations between the European Union and the People?s Republic of China. The introductory part will make an insight into the position of China in the contemporary global economy. The following part of the paper will analyze China-EU trade relations. The topics included will be a general overview of these relations since their establishing in 1975 as well as the European Union?s attitude towards the Chinese WTO membership. The Sino-EU partnership and competition will also be described and it will be followed by an overview of the Sino-EU High Level Economic and Trade Dialogue (HED). The concluding topics in this part of the paper will include Sino-EU trade flows, perceived obstacles to trade and investment as well as recent trade disputes between two trading partners. The third part of the paper will deal with Sino-EU investment flows (with an emphasis on Chinese investments in EU member states). After the introductory remarks concerning the EU investments originating from China, the paper will shed light on particular EU member states which are preferred for Chinese investment as well as the industries in which Chinese companies are willing to invest. The concluding part of this paper will offer possible development of relations between the EU and China in the near future.

The European Union (EU) and Azerbaijan high-level transport dialogue is the continuation of the long period of cooperation between the EU and Azerbaijan in the area of transport since the early 1990s. The geopolitical and geo-economic maps of Eurasia, the South Caucasus, and the regions around have significantly changed since then thanks to rise of China, India, and other regional actors. These actors in their turn began to initiate competitive logistical and transportation projects to define terms and conditions of the making of Eurasian transport and trade routes. The ultimate goal is to have a share in controlling global flows passing through the strategic spots of Eurasian landmass. The EU’s recent transport dialogue with Azerbaijan reflects and is reaction to those changes that happened in the wider Europe, in Eurasia, and in the globe. This paper tries to place the EU and Azerbaijan transport dialogue to a broader picture to find out what changes conditioned and necessitated the upgraded dialogue between the EU and Azerbaijan. To do so, it traces the EU and Azerbaijan’s transport policies and cooperation since the early 1990s.

The international cooperation that takes place between the countries of the EU and Central Asia is important from both political and economic points of view. Central Asia is an important partner for the European Union due to its advantageous geographic location between Europe and Asia. Therefore, the EU, as well as the neighboring countries of Central Asia are striving to establishclose ties with this region. Based on the analysis of the data, the article argues that due to the presence of a powerful resource base, the subjects under consideration have all the opportunities for the development of the economy at a high level. Cooperation with foreign partners, well-chosen development priorities, projects to improve the transport infrastructure can make this macro-region one ofthe largest economic giants in the world.

Abstract We argue that the European Union Emissions Trading System (EU ETS) has evolved into a hybrid of two design variants, allowance trading (cap-and-trade) and credit trading (performance standard rate trading), with an added feature of industry support to minimize carbon leakage. In particular the current rules tying free allowances to production capacity expansion, plant closure and capacity use have transformed the efficient cap-and-trade program that stood at the origins of the EU ETS into a system that even surpasses credit trading in paying hidden product subsidies to firms. This combination of rules encourages an inefficiently high level of investment in production capacity and an inefficiently high output in industries exposed to international competition. The result is a sub-optimal EU Emissions Trading ‘Hybrid’ (which we therefore label as ‘EU ETH’).

Aim of study: With the increasing protagonism of non-tariff measures (NTMs) in trade policy, better indexes are needed to depict the prevalence and similarity of NTMs across countries for further use in trade impact assessments.Area of study: Worldwide, with special focus on the European Union (EU)Material and methods: Using the TRAINS database on NTMs, we calculated and proposed some indicators, stressing both regulatory intensity and diversity, as well as similarity of regulatory patterns between trade partners. Our application focuses on pork trade and main importers, amongst which, the EU is singled out.Main results: We found a high level of heterogeneity in NTMs’ application, both, in the number and variety of measures. The bilateral similarity was relatively low, such as only 30% of sanitary and phytosanitary measures (SPS) and 20% of technical barriers to trade were shared, providing ground and incentive for discussing trade policy harmonization. Our analysis suggests that SPS regulations prevail in those sectors and countries more engaged in trade, while a negative correlation with tariffs raises protectionism concerns. Our bilateral indicators rank country pairs according to the similarity of their regulatory patterns. The EU, for instance, is closer in SPS regulations to China or USA than to Canada or New Zealand, which will require actions in the context of the bilateral trade agreements in course.Research highlights: The low similarity of regulatory patterns evidence the challenges faced by policy makers to streamline technical regulations. For an accurate representation of regulatory patterns and their impact on trade, both uni- and bilateral indicators need to be considered.

The article is devoted to immigration problems in the European countries and to their solving options within the European Union. The Mediterranian EU member states keep calling for help insisting that they are unable to cope with the migration stream on their own. The EU countries' solidarity regarding the distribution of material and moral expenditures on the immigrants reception is problematized on meetings at different levels and calls especially sharp debates, particularly in connection with an entry of the Treaty of Lisbon into force and establishment of the new Stockholm Program for the Area of Freedom, Security and Justice by the Council of Europe.
