Dual Vocational Training was introduced in Spain in 2012 with the purpose to reinforce training based on employment requirements and to promote youth employment within the labour market. Since its implementation, there has been continuous growth of the presence of this modality across every Autonomous Community, with Andalusia being one of the latest regions to dualize the Vocational Educational Training (hereinafter VET) educational scheme. From the outset however, this modality has faced a number of obstacles that question its sustainability. Without losing sight of these obstacles, and with the purpose of providing arguments that justify the suitability of this model in Andalusia, this study aims to identify—from the unique perspective of three Andalusian educational institutions—the strengths of this modality and the opportunities that the Andalusian context offers. To this end, we have used the SWOT technique to analyse the opinion of a group of teachers regarding their thoughts on the Andalusian Dual VET system, from both an internal and external perspective. Workforce insertion and the quality of skills gained through training are some of the strengths that characterize this model, with the greatest opportunities derived from the needs of the Andalusian business and productive sectors. Based on the scenarios drawn, we have suggested a number of guidelines to capitalize on some of the identified strengths and take advantage of the opportunities observed.

There are examined professionally-public accreditation of educational programs and direction to identify the features and strengths of programs, the specificity of their implementation, which in consequence will have a positive impact on the quality of training of future specialists. The relevance of the topic to present the new paradigm in the relationships between educational institutions and employers. Employers ' requests for training of specialists due to the ever-increasing demands of the market. In modern conditions the labour market permanently updates its requirements to the quality of graduates of educational institutions. The challenges posed by employer to educational institutions, lies in the fact that the future specialist must be suitable not only on educational performance but also on psychological, individual, management and most importantly on professional qualities, are widely demanded at the present stage.

Статтю присвячено проблемам професійного навчання соціальних працівників, зокрема розглянуто психолого-педагогічні аспекти процесу підготовки висококваліфікованих фахівців. Зазначено що в професійній психології та педагогіці набуває поширення компетентнісний підхід до сучасної освіти. Акцентовано увагу на особистісно-орієнтованому та психолого-акмеологічному напрямках професійної освіти та навчання. Особистісні якості фахівця розглядаються як метапрофесійні компетенції, що забезпечують якість праці майбутнього соціального працівника. На основі аналізу специфіки підготовки фахівців соціономічних професій окреслено загальні напрями формування професійних компетенцій соціальних працівників: пріоритет професійно-особистісного розвитку для досягнення високого рівня професіоналізму фахівця; формування психологічної, особистісної та рефлексивної компетентності; практична зорієнтованість процесу навчання. Розглянуто методи та технології активного формування психологічної та особистісної компетентності фахівця в процесі професійного навчання, а саме методика контекстного (знаково-контекстного) навчання та психолого-акмеологічні методи та процедури професійного розвитку. Стверджується, що включення до навчального процесу інноваційних, заснованих на взаємодії педагога та учня, психолого-педагогічних технологій активного навчання має формувати особистісні зони розвитку майбутніх фахівців, удосконалювати способи та засоби професійного становлення, що значно підвищує якість професійного навчання соціальних працівників. The article deals with the problems of vocational training of social workers. They are particularly considered with psychological and pedagogical aspects of training highly qualified specialists. It specifies that competence-based approach to modern education gets spreading in the professional psychology and pedagogy. The article is accented on personality-oriented and psycho-akmeological directions existing in the psychology of professional education and training. Personal qualities of the professional are considered as metaprofessional competences which ensure the future social worker’s quality of work. The general directions of formation professional competence of social workers are identified on the base of the analyses of the specific professional training socionomic professions: priority of vocational and personality development for achievement a high level of professionalism; formation of the psychological, personal and reflective competence; practical orientation of the learning process. The methods and technologies of active formation of psychological and personality’s competence of the specialist during the vocational training are reviewed in the article, specifically the method and technique of signed-contextual learning and psycho-akmeological methods and procedures of professional development. It is alleged that the inclusion in the educational process of preparation innovational, psychological and pedagogical techniques of active learning, based on the interaction between the teacher and the student, should generated personal’s development zones of the future professionals, refine the methods and means of the professional development that significantly improves the quality of social worker’s professional training.

The scientific article is devoted to the study of a complex but relevant problem for the period of creating the preconditions for sustainable development - the definition of approaches to providing the economy with strong human resources. It is noted that its formation is always faced with the issues of reproduction of the labor force, the effectiveness of which implies the achievement in total, at the same time high levels of quality of life and vocational training of people. Particular attention is paid to the emergence of new problems that increase the severity of personnel issues in Ukraine: there is a significant increase in labor migration of Ukrainians abroad, reducing the population and working age. However, despite the difficulties of the transition economy, the country has gradual, progressive changes in the entire system of educational infrastructure, attempts are being made to reform the organization of education in educational institutions of all levels: higher education, secondary school, vocational education. In addition to traditional vocational schools in the educational, already competitive environment, there are new educational institutions - technical lyceums, technical schools, colleges. However, a significant part of vocational schools has shortcomings related to the quality of their material and technical base, the level of training of teachers in terms of their mastery of the latest technological concepts and methods of teaching educational material. Improving the system of vocational training should be based on the understanding that innovative development has already become an integral part of the domestic economy and has led to new requirements for personal factors of production. Now there is a need to closely link professional training to specific production conditions of future activities, the entire educational process should be built taking into account changes in the state of production processes, target settings for obtaining the final results of enterprises. Under modern market conditions, the first priority is not the production of more goods and services of one type, but their differentiation and new quality characteristics within one product group. Relevant changes occur in the assessment of the personal factor of production. This is not just about the quantitative certainty of staff, but about the level of training of each employee, his ability to adapt to technical and technological changes. In the process of professional training it is important to form in future employees an awareness of their role and importance in the overall efficiency of enterprises, to bring to their understanding the high probability of losses associated with their possible errors in the production functions. The issue of greening of professional activity should be important in the educational processes of all educational institutions

vSeveral studies have shown that investment in the quality of education has a higher payoff than investment in quantity alone.1 However, in many developing countries, investment in improving educational quality is still accorded a lower priority than investment in educational quantity. Countries which commit more resources towards education are generally observed to expand their enrolment ratios while paying little attention on improving such schooling inputs as student-teacher ratio that contribute towards improvement of educational quality (Table 1).2 There is also a tendency to allocate minimal resources towards upgrading existing schools by improving quality of teaching, facilities, and curricula. Greater emphasis is placed on rapid expansion of the number of educational institutions to reach out a large proportion of population.

AbstractThe research undertaken in one of regencies with Moslem minority is aimed at understanding the condition of religious educational institutions, religious values taught and community expectation with respect to religious education in the future. The research findings show that numerous components of religious educational institutions, including their numbers, were so insufficient. The types of religious educations provided were oriented to the cultivation of religious principles such as faith-morals, daily prayers, and al-Quran reading and writing. Community expected that religious education in the future be increased both in their quantity and the quality of the materials transferred.

The theme of the quality of education in the territory of Ukraine is devoted. The place and role of the quality of European higher education has been analyzed, namely the fact that the European Union regards quality education as an instrument of economic growth for building a more competent and dynamic community. To ensure for graduating students such a level of training, which would allow them simultaneously to build up their education in every single state of the European Union and be demanded in the workforce markets, necessitates application of other approach to the vocational trainings and rating of students’ performances. The present article addresses up-to-date issues of quality assurance of the educational training for graduating engineers-teachers by using the competence approach. It also covers the importance of competencies modelling and features of competent approach implementation into vocational training process for graduating teachers of professional (engineering) disciplines at higher educational establishments.In this respect the present article addresses up-to-date issues of quality assurance of the educational training for graduating engineers-teachers by using the competence approach. It also covers the importance of competencies modelling and features of competent approach implementation into vocational training process for graduating teachers of professional (engineering) disciplines at higher educational establishments. It is proved that the quality of professional pedagogical training of future engineers-educators causes the need to form in students the necessary competences that combine knowledge and skills; abilities and personality traits; indicators of general culture; skills to perform professional duties qualitatively. Mastering by future specialists the system of engineering and psycho-pedagogical knowledge, skills and abilities is aimed at forming the competencies that should be considered as the result of training in the direction "Professional education (transport)".

AbstractUsing rich administrative data on unemployed welfare recipients in Germany and propensity score matching, the author analyses the effects of participating in four major active labour market programmes (ALMPs) on various dimensions of job quality. In Germany, welfare recipients may suffer from poor job quality because they are forced to accept any reasonable job offer. However, few studies consider the effects of participation in ALMPs on job quality. The results imply that participation in a programme not only increases the probability of taking jobs but also increases the probability of holding a high-quality job for some dimension of job quality. In particular, further vocational training is very effective in terms of job quality for West German women. Thus, job centres should focus on the activation of unemployed welfare recipients.

The article is devoted to the problem of the quality of vocational training of graduates of educational institutions of secondary vocational education in the field of information technology. The urgency of the problem is the fact that the popularity of secondary vocational education in the field of information technology is growing: every year a large number of middle-level specialists enter the labor market, who are required to be ready to work, adaptability to work's conditions, which minimizes the need to retrain them. There is a need to control the quality of education and the results of professional training of graduates. The article analyzes the documents regulating the educational process of secondary vocational education on the example of the specialty 09.02.07 Information systems and programming: the decree of the government of the Russian Federation On the approval of the state educational standard of secondary vocational education, the procedure for organizing educational activities in educational programs of secondary vocational education, order of the Ministry of Labor of Russia On the approval of the list of the 50 most in demand in the labor market, new and promising professions requiring secondary vocational education, federal state educational standard for the specialty 09.02.07 Information systems and programming, the order of the Ministry of Labor of Russia On the approval of the professional standard Programmer. The conclusion is made that educational institutions have the ability to ensure the quality of vocational training if they involve employers and specialists from the industry close to the educational program in the educational process. However, educational institutions should involve external, independent experts from the industry to organize the educational process and monitor its results.

The article examines the historical aspects of the professional training of civil servants in Russia. It is shown that the effectiveness of the functioning of the civil service institution largely depends on the quality of vocational training of civil servants. The historiography of vocational training of civil servants in Russia from the 9th to the 19th century is given. The study used the narrative and systemic methods. The article dwells upon the educational institutions that trained civil servants, the studied academic disciplines, and the examinations that students and graduates had to pass. It is noted that the application and reinterpretation of the pedagogical practices of the past, taking into account modern developments, can be instrumental in building an educational system for professional training of civil servants.

The article describes the possibility of providing pedagogical conditions to involve the future PE teachers into the system of multicultural relations. This system determines the quality of physical culture and self-development of the learner in models and means of self-expression and self-realization, cooperation and socialization. Specific features of professional training and organization of practice in obtaining professional skills and experience of professional activity determine the process and the content of the process of shaping the teacher's personality, which will enable them to independently solve the developmental tasks for their future students. Pedagogical conditions for the preparation of the PE teacher for physical training and self-development of their future students depends on the successful solution of the following tasks: personified use of the foundations of pedagogical modeling and constructs of pedagogical activity in vocational training. The paper features the concept of "pedagogical conditions of preparation of the future PE teacher for the physical training and self-development of their students". It stresses the possibility of personified solution of the task in the structure of continuous professional education of teachers.
