The European Union Green Deal aims at curbing greenhouse gas emissions and introducing clean energy production. But to achieve energy efficiency, the opportunity cost of different energies must be assessed. In this article, two different energy self-sufficient systems for wastewater treatment are compared. On the one hand, high-rate algal ponds system (HRAP) is considered; on the other hand, a conventional activated sludge system (AS) which uses photovoltaic power (PV) is studied. The paper offers a viability analysis of both systems based on the capacity to satisfy their energetic consumption. This viability analysis, along with the opportunity cost study, will be used in the article to compare these two projects devoted to the treatment of wastewater. In order to assess viability, the probability of not achieving the energy consumption threshold at least one day is studied. The results point that the AS+PV system self-sufficiency is achieved with much lesser land requirements than the HRAP system (for the former, less than 6500 m2, for the latter 40,000 m2). However, the important AS capital cost makes still the HRAP system more economic, although storage provides a great advantage for using the AS+PV in locations where a lot of irradiance is available.

After the Great Recession of 2008, there was a strong commitment from several international institutions and forums to improve wellbeing economics, with a switch towards satisfaction and sustainability in people–planet–profit relations. The initiative of the European Union is the Green Deal, which is similar to the UN SGD agenda for Horizon 2030. It is the common political economy plan for the Multiannual Financial Framework, 2021–2027. This project intends, at the same time, to stop climate change and to promote the people’s wellness within healthy organizations and smart cities with access to cheap and clean energy. However, there is a risk for the success of this aim: the Jevons paradox. In this paper, we make a thorough revision of the literature on the Jevons Paradox, which implies that energy efficiency leads to higher levels of consumption of energy and to a bigger hazard of climate change and environmental degradation.

The European Green Deal (EGD) is the most ambitious decarbonisation strategy currently envisaged, with a complex mix of different instruments aiming at improving the sustainability of the development patterns of the European Union in the next 30 years. The intrinsic complexity brings key open questions on the cost and effectiveness of the strategy. In this paper we propose a novel methodological approach to soft-linking two modelling tools, a systems thinking (ST) and a computable general equilibrium (CGE) model, in order to provide a broader ex-ante policy evaluation process. We use ST to highlight the main economic feedback loops the EGD strategy might trigger. We then quantify these loops with a scenario analysis developed in a dynamic CGE framework. Our main finding is that such a soft-linking approach allows discovery of multiple channels and spillover effects across policy instruments that might help improve the policy mix design. Specifically, positive spillovers arise from the adoption of a revenue recycling mechanism that ensures strong support for the development and diffusion of clean energy technologies. Such spillover effects benefit not only the European Union (EU) market but also non-EU countries via trade-based technology transfer, with a net positive effect in terms of global emissions reduction.

The issues of wastewater treatment and the reuse of water are of great importance, especially in areas where the shortage of conventional resources is a structural problem, as it is in the case of Spain. Wastewater reuse is a valid mechanism to avoid problems derived from droughts and water scarcity. It allows access to water resources in areas with water restrictions and to prevent futures scenarios, due to it being expected that water consumption will double by 2050 over the world. Thus, the likelihood that this unconventional, strategic resource would become scarce is unquestionable, particularly in cases where water planning and exploitation systems prioritize the preservation, protection, and improvement of water quality, as well as the sustainable and efficient use of natural resources. This paper shows how wastewater treatment and reuse are linked, as the reuse of wastewater is associated with a previous regeneration, and both of them are essential tools for maximizing environmental outcomes, as called for in the European Union Directives.

But which are the challenges such a project is confronted with? According to the literature, such challenges are related to the process of liberalization of electricity markets. Conflicts between national interest and international actors of the energy market might occur. Due to the oligopolistic structure of the energy market, there are several barriers to the market entry. In order to answer to the research questions, case studies regarding the liberalization of the energy market will be analyzed in a comparative manner, offering an international overview. Furthermore, the legal provisions on which the common energy policy of the European Union relies, will be analyzed, as well as their economic and social impact. The package “Clean Energy for All Europeans” comprises a proposal of the revised Renewable energy Directive, energy efficiency measures and issues related to the Energy Union Governance. It contains as well proposals for the electricity market design, which will be analyzed and the present paper outlines the contribution of this proposal in building a common energy market of the European Union. What role does competition play in implementing the common energy market of the European Union? Which role do competition authorities have in this context? These are interesting aspects to be analyzed in the present paper.

The search and exploitation of renewable clean energy sources have become crucial, because of the developing day by day interest for clean water and energy affected by the improvement of the economy, population, industrialization, urbanization, insufficient energy, climate abnormalities, and environmental pollution. The major cause of emissions of harmful gases into the environment is due to the high utilization of petroleum derivatives. In this way, it is paramount to explore environmentally sustainable energy sources for feasible advancement, to satisfy these expanding energy demands and to secure the environment. To mitigate these global problems, academic, industrial, and governmental sectors have engaged in a lot of brainstorming and research to surmount these difficulties, which have brought a steady flow of new information in the area of cultivation of microalgae in innovative technologies including photobioreactors and high rate algal ponds. In this respect, biomass generation from aquatic plants in enriched aquatic environments like wastewater has received considerable. Therefore, this review article provides comprehensive information on recent accounts on applications of microalgae in wastewater treatment using different technologies and their potentials in feedstock generation for biofuels applications. However, in the course of this study, high rate algal ponds (HRAP) and photobioreactors were found to be a reliable system for the cultivation of microalgae and wastewater treatment. Hence, the two-step method of dewatering methods is found to be the most effective approach for microalgae cultivation for wastewater treatment and generation of algal-based feedstock, taking into account high yield potentials and economic factors such as cost of operation and energy required for large scale algal biomass processing for biofuel generations.

In particular, two types of data are important for assessing the state of waste management in each Member State of the European Union — first, the amount of the waste generated per capita annually and waste recovery rate, second, the rate of waste disposal in accordance with the waste hierarchy. The latest available statistics on the amount of waste generated per capita are for 2018. While the European Union average is 492 kg of municipal waste produced per capita for 2018, the Slovak Republic’s waste production is slightly less than that, with an average of 414 kg of municipal waste produced per capita for 2018. On the other hand, Denmark with 766 kg of municipal waste produced per capita annually is at the bottom of the European Union ranking. The Czech Republic with 351 kg and Poland with 329 kg of municipal waste produced per capita on the average annually for the same period are in better position than Slovak Republic. Another important data for the evaluation of the state of municipal waste management is the rate of recovery of municipal waste, alternatively — the municipal waste recycling rate. Within this scope, the Slovak Republic performs considerably worse, both regarding the waste management objectives and in comparison with the European Union average, or in comparison with remaining Member States. While the average recycling rate of municipal waste in the European Union was 47.0% in 2018, the Slovak Republic recycled only 36.3% of municipal waste in 2018. The situation within this scope in the Czech Republic/Czechia (34.5%) and Poland (34.3%) were similar. Germany achieved the highest municipal waste recycling rate in 2018, up to 67.3%. Directly related to the rate of the municipal waste recovery is the high rate of waste disposal, especially in the form of landfill, which was in the Slovak Republic in 2018 amounted to 55.0%. Despite the high rate of landfill, we can speak of a reduction in the landfill rate of municipal waste compared to previous years. From the foregoing data of selected indicators of the average recycling rate of municipal waste, it can be deduced that the system of municipal waste management in the Slovak Republic is obviously flawed, in as much as municipal waste management lacks long-term management in accordance with the waste hierarchy. The said deficiency may result either from insufficient legislation pertaining to this area or failure in terms of its enforcement.

Abstract Energy efficiency policy has been one of the European Union top priorities for decades and will continue to play a vital role in the next 10 years with the introduction of The Clean energy for all Europeans. Likewise, in Latvia energy efficiency has been given high priority; however, the energy efficiency targets for industry has lacked ambitions. This research focuses on evaluating the Latvian industrial energy efficiency policy using top-down approach and benchmarking energy intensity of Latvian industry to the average of the European Union’s. Results confirm that on average Latvian industry consumes 2.6 times more energy to produce the same amount of value added compared to the average in the European Union; however, every saved energy unit in Latvia would save twice less CO2 emissions considering already largely decarbonized energy mix. In the spotlights of the Green Deal proposed by the European Commission, much higher contribution in terms of CO2 reduction and energy efficiency will be expected from the industry. Nevertheless, energy efficiency targets for Latvian industry should be sector-specific, separately addressing CO2 intensive sectors, and non-intensive CO2 sectors with low added value.
