In the face of contemporary ecological problems, including the influence of transport and mobility on the greenhouse effect, policy makers see a solution in the technology of electric vehicles (EVs). This innovation has appeared in the automotive market around the world. In this article, Rogers’ innovation diffusion concept was used to determine if and when EVs could replace combustion engine vehicles. The aim of the article is to analyze the current situation of innovative electric vehicle (EV) technology on the European Union (EU) market and the potential and possible directions of its market diffusion. As a result of the analysis of the current situation of the EU automotive markets, three groups of countries with different market conditions regarding the development of EV technology were distinguished. The classification was carried out using the K-means clustering algorithm, based on the current level of innovation and the level of development of the LPG-(Liquefied Petroleum Gas) powered car market. Then, a group of countries with the greatest advancement in EV technology was selected for further research and market diffusion scenarios were created for this innovation using the Bass model, assuming the target market size of 70–100% of all passenger cars.

The paper studies the influence of liquefied petroleum gas as alternative fuel on the condition of the internal combustion engine. The traffic, energy, economic and ecological influence as well as the types of fuel are studied and analyzed in an unbiased manner, objectively, and in detail, and the obtained results are compared with the condition of the engine of a vehicle powered by the stipulated fuel, petrol Eurosuper 95. The study was carried out on two identical passenger cars with one being fitted with gas installation. The obtained results show that properly installed gas installations in vehicles and the usage of LPG have no significant influence on the driving performances, but they affect significantly the ecological and economic parameters of using passenger cars.

The expediency of using vehicles of liquefied petroleum gas as a motor fuel, as com-pared with traditional liquid motor fuels, in particular with diesel fuel, is shown. The advantages of converting diesel engines into gas ICEs with forced ignition with respect to conversion into gas diesel engines are substantiated. The analysis of methods for reducing the compression ratio in diesel engines when converting them into gas ICEs with forced ignition has been carried out. It is shown that for converting diesel engines into gas ICEs with forced ignition, it is advisable to use the Otto thermo-dynamic cycle with a decrease in the geometric degree of compression. The choice is grounded and an open combustion chamber in the form of an inverted axisymmetric “truncated cone” is developed. The proposed shape of the combustion chamber of a gas internal combustion engine for operation in the LPG reduces the geometric compression ratio of D-120 and D-144 diesel engines with an unseparated spherical combustion chamber, which reduces the geometric compression ratio from ε = 16,5 to ε = 9,4. The developed form of the combustion chamber allows the new diesel pistons or diesel pistons which are in operation to be in operation to be refined, instead of making special new gas pistons and to reduce the geometric compression ratio of diesel engines only by increasing the combustion chamber volume in the piston. This method of reducing the geometric degree of compression using conventional lathes is the most technologically advanced and cheap, as well as the least time consuming. Urban agglomerations close to road infrastructure are particularly exposed to harmful exhaust emissions from motor vehicles and this problem is exacerbated at road intersections. Roundabouts are one of the most popular intersection designs in recent years, making traffic flow smoother and safer, but especially at peak times they are subject to numerous stop-and-go operations by vehicles, which increase the dispersion of emissions with high particulate matter rates. The study focused on a specific area of the city of Rzeszow in Poland. This country is characterized by the current composition of vehicle fleets connected to combustion engine vehicles. The measurement of the concentration of particulate matter (PM2.5 and PM10) by means of a preliminary survey campaign in the vicinity of the intersection made it possible to assess the impact of vehicle traffic on the dispersion of pollutants in the air. The present report presents some strategies to be implemented in the examined area considering a comparison of current and project scenarios characterized both by a modification of the road geometry (through the introduction of a turbo roundabout) and the composition of the vehicular flow with the forthcoming diffusion of electric vehicles. The study presents an exemplified methodology for comparing scenarios aimed at optimizing strategic choices for the local administration and also shows the benefits of an increased electric fleet. By processing the data with specific tools and comparing the scenarios, it was found that a conversion of 25% of the motor vehicles to electric vehicles in the current fleet has reduced the concentration of PM10 by about 30% along the ring road, has led to a significant reduction in the length of particulate concentration of the motorway, and it has also led to a significant reduction in the length of the particulate concentration for the access roads to the intersection.

Abstract A hybrid propulsion system of new conception for medium-size passenger cars is described and its preliminary design developed. The system consists of a turbogas set operating at fixed rpm, and a battery-operated electric motor that constitutes the actual “propulsor”. The battery pack is charged by the thermal engine which works in an electronically controlled on/off mode. Though the idea is not entirely new (there are some concept cars with similar characteristics), the present study has important new aspects, in that it bases the sizing of the thermal engine on the foreseen “worst case” vehicle mission (derived from available data on mileage and consumption derived from road tests and standard EEC driving mission cycles) that they can in fact be accomplished, and then proceeds to develop a control strategy that enables the vehicle to perform at its near–peak efficiency over a wide range of possible missions. To increase the driveability of the car, a variable-inlet vane system is provided for the gas turbine. After developing the mission concept, and showing via a thorough set of energy balances (integrated over various mission profiles), a preliminary sizing of the turbogas set is performed. The results of this first part of the development program show that the concept is indeed feasible, and that it has important advantages over both more traditional (Hybrid Vehicles powered by an Internal Combustion Engine) and novel (All-Electric Vehicle) propulsion systems.

Con motivo de la situación actual a la que nos enfrentamos por la pandemia de la COVID-19 se ha planteado en diversas ocasiones la implantación de un certificado verde digital. El 17 de marzo de 2021 la Comisión Europea presentó una propuesta de creación del certificado con el fin de facilitar el ejercicio del derecho a la libre circulación dentro de la Unión Europea durante la pandemia. Todo ello plantea diversas cuestiones jurídicas en cuanto a la protección de datos sanitarios, el derecho a la libre circulación y la eficacia y proporcionalidad de medidas que deben ser objeto de análisis tanto desde el punto de vista jurídico como del punto de vista ético ya que, en ciertas ocasiones la aplicación de medidas puede afectar al derecho a la igualdad de los ciudadanos. Due to the current situation we are facing due to the COVID-19 pandemic, the implementation of a digital green certificate has been proposed on several occasions. On March 17, 2021, the European Commission presented a proposal to create the certificate in order to facilitate the exercise of the right of free movement within the European Union during the pandemic. All this raises various legal questions regarding the protection of health data, the right of free movement and the efficacy and proportionality of measures that must be analyzed from both the legal and ethical point of view since, on certain occasions the application of measures may affect the right of equality of citizens.

The paper Potential of open data in the Czech Republic deals with the current situation of open data government and autonomous institutions in the Czech Republic in comparison with other European Union countries (Great Britain, France, Belgium, Austria, Estonia, ...) and defines the possibilities of open data economic development of the Czech Republic. Methodology of the paper includes a search resources dealing with the issue of open data in the Czech Republic and the European Union, comparing the obtained data, the analysis of obtained data and draft of recommendations for further development. The first part is an evaluation of the current situation and the situation compared with other EU countries. Further conditions for further development and evaluation of the potential of open data for the Czech Republic. The final section of the paper deals with evaluation of possibilities open application data management processes of companies in the Czech Republic in terms of strategic and innovation management. The result is an overview of the potential use of open data in the context of economic development and an estimate of the trend in applications open at the government level.

“Article of digital business taxation issues and threats”, analyzes the impact of the digitalization in modern society and the changes of corporate profit tax. This article has been concentrated on the regulation of the European Union but mentions the international adjustments as well. The article has been written in a discussion of national law and bilateral agreements, which apply to the traditional permanent headquarters concept. This article discusses the current situation, where digital businesses are not being taxed with corporate profit tax, and possibilities to change it according to the needs of the digital economy In addition, when digital businesses emerged, the permanent headquarters concept, which taxed based on the permanent location, required further discussion and a new definition. Therefore, the article talks over the proposals of the European Union to equalize corporate profit taxation. The article analyzes the possible consequences and issues of the adaptation of the EU directive. In question of regulating the corporate profit tax, the authors discussed the competence of the EU.

The article is aimed at studying the essential component of decentralization and budget revenues; determining the main results of the implemented reform of budget decentralization in Ukraine; analyzing the current situation of own revenues of local budgets. The following general scientific methods were used in the research process: theoretical generalization, comparison and grouping – to determine the essence of the concepts of «budget revenues», «decentralization» and disclosure of components of budget revenues; analysis – when considering own revenues of local budgets for 2014–2020 and the structure of incomes in the revenues of local budgets for January – July 2020; system approach – in the formation and disclosure of the essences of the main stages of the reform of budget decentralization in Ukraine. The views of various scientists on the concepts of «budget revenues» and «decentralization» are examined. It is determined that budget revenues are an aggregate of financial relations that participate in the process of distribution of part of GDP in order to form targeted cash funds at the level of the State and local self-government bodies, designed to finance their own functions and obligations defined in accordance with the current legislation. The main components of budget revenues are determined and their classification is provided. The main stages of the budget decentralization reform in Ukraine are defined and systematized, their detailed characterizations are provided. The analysis of own revenues of local budgets for 2014–2020 and revenues in local budget revenues for January – July 2020 was carried out, during which it was determined that local taxes, despite the introduced budget decentralization, comprise only about 30% in the structure of incomes in the revenues of the general fund of local budgets, while in some countries of the European Union this figure reaches 50–60%. Practical steps towards further implementation of the budget decentralization reform for local self-government bodies are proposed.

The reduction of CO2 and, more generally, GHG (Green House Gases) emissions imposed by the European Commission (EC) and the Environmental Protection Agency (EPA) for passenger cars has driven the automotive industry to develop technological solutions to limit exhaust emissions and fuel consumption, without compromising vehicle performance and drivability. In a mid-term scenario, hybrid powertrain and Internal Combustion Engine (ICE) downsizing represent the present trend in vehicle technology to reduce fuel consumption and CO2 emissions. Concerning downsizing concept, to maintain a reasonable power level in small engines, the application of turbocharging is mandatory for both Spark Ignition (SI) and Diesel engines. Following this aspect, the possibility to recover the residual energy of the exhaust gases is becoming more and more attractive, as demonstrated by several studies around the world. One method to recover exhaust gas energy from ICEs is the adoption of turbo-compounding technology to recover sensible energy left in the exhaust gas by-passed through the waste-gate valve. In the paper, an innovative option of advanced boosting system is investigated through a bladeless micro expander, promising attractive cost-competitiveness. The numerical activity was developed on the basis of experimental data measured on a waste-gated turbocharger for downsized SI automotive engines. To this aim, mass flow rate through the by-pass valve and the turbine impeller was measured for different waste-gate settings in steady-state conditions at the turbocharger test bench of the University of Genoa. The paper shows that significant electrical power can be harvested from the waste-gate gases, up to 94 % of compressor power, contributing to fuel consumption reduction.
