Currently, a significant part of the rural territories of the regions of Russia is characterized by low production potential, a low level of agricultural development. For such territories, tourism could be the driver of socio-economic growth and innovative development in time. It was therefore increasingly important to develop a conceptual approach to rural development based on tourism innovations, which was the aim of the study. To achieve the goal, the following methods were used: conceptual approach to rural development, economic and statistical methods, sociological survey, expert assessment, data capture and other methods of analysis and synthesis. The results of the survey: an analysis of the socio-economic situation of the rural territory was carried out on the example of the rural settlement of Zarechnoye in the Veliko-Ustyug district of the Vologda region, the main problems were identified: demographic and infrastructural, as well as a low level of productive potential. Based on the analysis, a conceptual approach to rural development was proposed through the development of tourism innovations. The conceptual goal is to increase the attractiveness and innovative development of the rural settlement of Zarechnoye based on its natural and cultural and historical potential. The projects proposed within the framework of the approach were aimed at improving and increasing the attractiveness of the territory for internal (local population) and external entities — investors, tourists, to promote the settlement in the external environment as a promising area for life and a favorable place for recreation. The target indicators for the development of rural settlement had been set: an annual increase in the number of residents registered on the territory of the settlement, and the formation of a stable inbound tourist flow. Scientific novelty: the originality of the author’s conceptual approach to the development of rural areas was determined by the possibility of their integrated development through the creation of a coastal tourist and recreational zone, which made it possible to fully realize the cultural, historical and natural potential of rural settlements. Practical significance: the main provisions and conclusions of the article can be used by regional and local authorities and management to develop programs and projects for the development of tourist activities in rural areas. Conclusion: The study suggests that the creation of tourist and recreational areas in rural areas, taking into account the cultural and natural heritage of settlements, will contrib¬ute to the effective realization of their tourism potential and can become an incentive for innovative development of rural areas in modern conditions.

In spite of natural coal reserves availability in Ukraine the unprofitability of its coal mining enterprises as well as the lack of branch special-purpose innovation funds and that of innovative development encouragement by government condition the complex of unsolved problems at coal mining enterprises and have the negative influence upon the search of strategic investors interested in the rapid technologic and technical progress in production and its economic growth. The existing coal mining industry experiences the demand for an economic network formation (not of commercial but of investment and subvention character) designed for joint functioning provision of unprofitable coal mining enterprises and businesses that are essential for such unprofitable mines’ survival because there is no better way than the direct participation of metallurgical, machine-building, and power generation industry in coal production. The experience gained in developed countries demonstrates that wastes can be not only the substantial factor of rational nature management but effectively utilized. Taking into account the fact that products of coal mining wastes have either qualitative-quantitative parameters specifying their physical value or a cost valuation, their production could be economically expedient that is profitable. The assessment criterion of economic attractiveness could include the level of products manufacture profitableness of coal mining wastes and their competitiveness in consumer market. Apart from the potential value of coal mining wastes from the viewpoints of their future utilization in various mineral and raw materials’ production it might also include ecological-economical and/or social-economical component The considered characteristics of values that may have various wastes of coal mining production allow conclusion making as for the reasonability of their ranging. The criterion of such ranging could be the level of their practical value for consumers or their preparedness degree for certain kinds of consumer values formed on their basis. The value of coal mining wastes that can be potentially profitable, competitive and investment attracting would affect the participation of certain investors groups in the innovative development of coal mining enterprises. Introduction. The conducted research testifies to the limited possibilities of the state in the field of financing of education, basic researches and innovative activity of development of business.The hypothesis of the research is to substantiate the recommendations and proposals for improving the efficiency of innovation in business with the possibility of multi-vector investment.The purpose of the study is to substantiate the innovation and investment support for business development.The methodology of scientific research is general and special research methods: dialectical – for analysis and understanding of the essence and content of the categorical series, monographic – in highlighting the views of scientists on the research issues; strategic analysis – to determine the priority areas for intensifying the innovative development of entrepreneurship.Conclusions and prospects for further research. The formation of vectors of cooperation based on the unity of science and education, business and government, namely: integration of developed strategic vectors of education; science; purposeful state policy of innovative development; bridging the institutional gap between science and education, government and business. It is determined that investment activity is one of the most important factors of sustainable growth and dynamic development of the Ukrainian economy, as it is the basis for reproduction and expansion of production and innovation potential of domestic enterprises, increasing their competitiveness and efficiency. However, the lack of a comprehensive high-performance system of innovation and investment management, adequate to the changing market environment and aimed at ensuring the rational use of investment resources, highlights the problem of improving and developing scientific and methodological approaches and tools to ensure business development, which will accelerate its social development. economic development through the investment mechanism.

Development ethics is ethical reflection on the ends and means of socioeconomic change in poor countries and regions. It has several sources: criticism of colonialism and post-Second World War development strategies; Denis Goulet’s writings; Anglo-American philosophical debates about the ethics of famine relief; and Paul Streeten’s and Amartya Sen’s approaches to development. Development ethicists agree that the moral dimension of development theory and practice is just as important as the scientific and policy components. What is often called ‘development’ – economic growth, for instance – may be bad for people, communities and the environment. Hence, the process of development should be reconceived as beneficial change, usually specified as alleviating human misery and environmental degradation in poor countries. Development ethicists do not yet agree on whether their ethical reflection should extend to destitution in rich countries or aspects of North–South relations apart from development aid. Other unresolved controversies concern the status and content of substantive development norms. Finally, agreement does not yet exist as to how the benefits of and responsibilities for development should be distributed within and between countries.

The article analyzed the problem of institutional determinants of innovative development in the 21st century, which is not yet sufficiently understood in a scientific sense. It is established that poor quality and inconsistency of institutions with macro– and microeconomic mechanisms exacerbates the problem of institutional determinants of providing innovative development in the economy of the 21st century. The subject of the research is the institutional determinants (a set of formal and informal rules and regulations, incentives and mechanisms) that determine the provision of innovative development. Economic development implies a progressive change in the institutional environment of the national innovation system. In the context of the above, it is proved that the peculiarities of the content of institutional determinants of innovative development in Ukraine are characterized by complication of interconnections and forms of manifestation, strengthening of transformational tendencies. It is determined that the effect of institutional determinants is manifested through the influence of three types of institutions: primary (basic) market institutions (protection of property rights and investments, observance of rights and obligations, fixed by the contract system, freedom competition); development institutes (regulatory environment, business climate, regulatory business opportunities, judicial independence); institutes of efficiency (developed human and social capital, effective legislative support, impartiality of judges, reliability of law enforcement agencies. The research methodology is based on the methods of a holistic systematic approach to institutional analysis, interconnections and the logic of institutional determinants of innovation development. It is crucial to build holistic logical constructs (based on a model of innovative behavior) that allow a full analysis of existing institutional relationships. The purpose of the research is to analyze the institutional determinants of innovation development in the economy of the 21st century, to evaluate possible directions for more effective innovation management. Regulation of scientific aspects of institutes and institutional determinants allowed to re-evaluate traditional problems of innovative development. The main conclusions of the research relate to the justification of the set of institutional determinants that ensure the effective interdependence of institutional and innovation dynamics. It is argued that the institutional determinants of innovative change cannot be considered outside the interconnections. It is determined that the most problematic issues of readiness for innovation are: a small proportion of firms that are able to perceive and implement innovative technologies, lack of sufficient resources, low interest in purchasing new technological products. It is established that the effective use of institutional determinants of innovative development is possible only on the basis of the formation and effective implementation of the mechanism for managing the institutional stimulation of relevant innovation changes. It has been shown that scientific clarification of institutional determinants is a prerequisite for a deeper analysis of the effective development of the national innovation system. Only effective institutions can provide the necessary opportunities for innovative development. In this context, there is a need to further expand the institutional research of the innovation system.

Research results. There was characterized the structure of agro-industrial enterprises management in the context of the information technology development, the features of which are ensuring the management process mobility and transparency at the enterprise through the formation of strategic information support departments as the optimal method of efficient production and guaranteed profit. Scientific novelty. It was proposed the agro-industrial enterprises management structure in the context of the information technology development, the key feature of which is observance innovation and uniqueness principles of entrepreneur activity in order to determine the enterprise mobility compliance with the information technology development needs and possible prospects for successful outcome achieving. Practical significance. Nowadays, the concept of innovative development is a generally accepted approach to promoting social and economic development paradigm both at global and national level. However, the rapid changes in external and internal conditions in relation to science and innovation caused the need to integrate innovative priorities with environmental imperatives to support sustainable development of modern society. Thereby, the above-mentioned tendencies are also highly widespread at local (regional) level, because both innovation and environmental practices play an essential role for social development, economic growth, improved productivity and competitiveness, and improved quality of life. Thereby, research problem lays upon the regional environmental systems and their influence at innovative development in Ukraine. The paper aims to provide scientific support on environmental systems development and their connection with innovative development indicators at the regional level. The research methodology is based on official statistical data on Ukrainian economy innovativeness analysis during the last ten years. The environmental component is analyzed at the regional level that allowed us to rank Ukrainian regions in accordance with the level of their environmental responsibility, propose a measure of transformation to their strategies. As the result, the groups of regional environmental strategies were defined in accordance with criteria of their effectiveness and need of transformation. Thus, the research highlights the special status of environmental economy, based on its specific characteristics and influences at innovative development, including network effects, the ability to convert environmental and innovative benefits into significant social effects, hybrid and multiplicative.

This paper compares various mechanisms of resource curse leading to a potentially inefficient use of resources; it is demonstrated that each of these mechanisms is associated with market imperfections and can be "corrected" with appropriate government policies. Empirical evidence seems to suggest that resource abundant countries have on average lower budget deficits and inflation, and higher foreign exchange reserves. Besides, lower domestic fuel prices that are typical for resource rich countries have a positive effect on long-term growth even though they are associated with losses resulting from higher energy consumption. On top of that resource abundance allows to reduce income inequalities. So, on the one hand, resource wealth turns out to be conducive to growth, especially in countries with strong institutions. However, on the other hand, resource abundance leads to corruption of institutions and to overvalued real exchange rates. On balance, there is no solid evidence that resource abundant countries grow more slowly than the others, but there is evidence that they grow more slowly than could have grown with the right policies and institutions.
