The omnipresence of risk prevails in almost every aspect of human life. Individuals and societal factors are pivotal in the decision-making process to judge acceptability and tolerability of risk. Tolerability of risk (ToR) is characterized by dynamism pinned in the process of decision making that helps to gauge the society and individual’s risk. The energy transition implies switching the energy system from fossil fuels or any traditional mechanism to modern renewable sources that are sustainable. The energy transition is paramount important in the current global energy system to attain sustainable goals for organizations. This study used the positivism research paradigm to address the research questions. The quantitative approach helps to examine the cause-and-effect relationship. It also helps to collect systematic information to meet the objectives of the research. A total sample of 300 was selected for the data collection from renewable energy companies. The study used positivism research philosophy applied deductive approach. The data is analyzed through PLS-SEM. It is summarized that the scale of risk acceptability and tolerability in Pakistan is moderate which encourages companies to work progressively and increases sociocultural activities to make society a partner of this new shift in energy transition that will ultimately increase the level of risk acceptability. Nevertheless, as a society, people are neither high-risk takers nor risk avoiders due to income constraints, macroeconomic uncertainty, and political instability.

Technological improvements allow changing a significant part of the electricity generation investments to renewable energies. Especially in emerging markets and energy import-dependent countries, shift to renewable energy generation became more important to break the links of dependency. Pakistan relies on imported fossil fuels; however, the country’s experience and ambition about the renewable energy transition gain prominence in recent years. Considering the long-term life cycle of energy infrastructure investments, possible risk factors and their dynamic nature must be analysed before the financial decisions are taken. This article aims to propose a system dynamics model for the risk analysis of investment life cycle. In this study, possible risk factors are detected and discussed in different categories. The casual loop diagram of possible risk factors and risk assessment model are designed, and the impacts are analysed. Case study of the proposed model in Pakistan highlighted the importance of commercial risks. The results achieved through this study will guide investors, sector participants and policymakers to develop stable strategies for promoting renewable energy in the country. JEL: Q42, P48, O13

Abstract Examining willingness-to-pay (WTP) for renewable energy sources (RES) as well as views on energy topics can enable policymakers to design effective measures for facilitating the transition from fossil fuels to a renewable-based energy system. The aim of this study was to investigate environmental students’ willingness-to-pay for renewables and their views on various energy topics. Results showed that respondents preferred renewable-based electricity production to conventional energy production while solar energy emerged as the most preferred renewable type. In addition, most respondents were willing to pay for renewable energy but would pay relatively low sums of money per month. Moreover, respondents were divided over whether new lignite plants should be constructed in Greece. Finally, social media and special websites were the most favored media of daily information.

AbstractThe article analyses drivers as well as coordination mechanisms and instruments for the energy transition in Italy from a multilevel governance perspective. It addresses the structural constraints that influenced the decision-making processes and organisation of the Italian energy sector and the socio-technical challenges opened up by enhancing renewables. The current energy system is making the move from a centralised, path-dependent institutional and organisational structure to a more fragmented and pluralistic one. Renewables and decentralised patterns of production and consumption are key elements of this paradigmatic shift, which is paralleled by a multiplication of decision-making arenas and actors. These actors follow different interests, problem understandings and green growth narratives, increasing the complexity of governing the energy transition. Against this background, community-based renewable energy policy is assuming a very important role and Italy is putting efforts to establish an enabling framework in line with the requirements of the European Union. The goal of this strategy is to foster a positive link between acceptance of the energy transition and decentralised local activities. In the conclusion we address problems and barriers to new modes of governance, and discuss possible approaches to improved cooperation.

Achieving the ambitious targets set by Europe in its 2050 roadmap, moving away from fossil fuels towards renewable energy sources, while reducing carbon emissions, will require a radical change in Europe’s energy system. Much of the action that will enable this energy transition to be realised in a democratic way is at the local level. It is at this level that many of the decisions regarding the energy transition desired by European citizens will have to be taken. The methodology used in this study is based on data collection, literature review, data validation and analysis. A part of this analysis will also be taken by the mPower project as a diagnostic baseline. The first finding of this research work is that energy transition data availability at the local level is quite low. Second, the local authorities are experiencing difficulties in decarbonising their energy consumption. Finally, the factor with highest positive relationships with other energy transition variables is the number of people employed in the field of energy transition. The results suggest that in order to lead a participatory energy transition, the workforce specifically dedicated to energy transition is a key factor, clearly differentiating it from staff working on the general energy field.

The Association of Southeast Asian Nations (ASEAN) faces tremendous challenges regarding the future energy landscape and how the energy transition will embrace a new architecture—including sound policies and technologies to ensure energy access together with affordability, energy security, and energy sustainability. Given the high share of fossil fuels in ASEAN’s current energy mix (oil, coal, and natural gas comprise almost 80%), the clean use of fossil fuels through the deployment of clean technologies is indispensable for decarbonizing ASEAN’s emissions. The future energy landscape of ASEAN will rely on today’s actions, policies, and investments to change the fossil fuel-based energy system towards a cleaner energy system, but any decisions and energy policy measures to be rolled out during the energy transition need to be weighed against potentially higher energy costs, affordability issues, and energy security risks. This paper employs energy modelling scenarios to seek plausible policy options for ASEAN to achieve more emissions reductions as well as energy savings, and to assess the extent to which the composition of the energy mix will be changed under various energy policy scenarios. The results imply policy recommendations for accelerating the share of renewables, adopting clean technologies and the clean use of fossil fuels, and investing in climate-resilient energy quality infrastructure.

Nowadays, there is a wide scientific consensus about the unsustainability of the current energy system and at the same time, social awareness about climate change and the IPCC’s goals is increasing in Europe. Amongst the different pathways towards them, one alternative is the radical transition to a democratic low-carbon energy system where the local scale has a key leading role. Under this scope, this research is framed within the mPOWER project, financed by the European Commission’s H2020 programme, which promotes collaboration among different European municipalities in order to boost the transition to a renewable-based participatory energy system. This paper presents the starting point of the mPOWER project, where the main energy features of 27 selected European municipalities are collected and analysed for the year 2016. An open public tender and selection process was carried out among European cities in order to choose the candidates to participate in mPOWER project. A view of this situation will be taken by the mPOWER project as a diagnostic baseline for the following steps: a peer-to-peer knowledge-sharing process among these European municipalities, and subsequently, among a more extensive group. The first finding of the paper is that, even if those municipalities are trying to reduce their greenhouse gas emissions, they are highly dependent on fossil fuels, even in cases where renewable energies have significant presence. Second, their energy consumption is logarithmically related to the human development index and gross domestic product but not to the size of the cities and their climate characteristics. Finally, despite the work that these cities are making towards energy transition in general and within the mPOWER project in particular, the paper shows a high difficulty mapping their energy systems. The lack of accurate and unified data by the municipalities is a sign of disempowerment at a local and public level in the energy sphere and makes difficult any strategy to advance towards a bottom-up energy transition. Among other goals, the mPOWER project aims to reveal these kinds of difficulties and help local authorities in managing their transition paths.

Abstract Background Energy communities are emphasized by the EU as important for developing sustainable energy systems that include and engage many people. While many renewables are highly compatible with a more decentralized energy system, research indicates that participation in ‘desirable’ energy activities and energy decision-making is influenced by social and economic factors, including gender, economic status and home ownership. The overall aim of this article is to contribute to this line of inquiry by exploring how and under which conditions energy communities allow for broader participation in the energy system. This article examines how gender, as a more specific condition, influences the extent to which parties can or cannot engage with collective solar ownership models by means of a qualitative study of 11 solar energy communities and one housing association in Sweden. Results The study revealed that despite the relative potential for inclusion that they hold, energy communities can raise justice concerns in terms of inequities concerning access, capacity, and opportunity to engage in decision-making. Conclusions While solely focusing on gender offers a limited view of the dynamics of inclusion and exclusion in renewable energy projects, it is our position that integrating it into the analysis will provide insights into possible measures to remedy limitations and accelerate the renewable energy transition.

China’s leadership is in the middle of overseeing a green transition of the Chinese energy system that aims to replace fossil fuels with clean energy. To move the energy transition ahead, there has been an acute need to continuously develop and adapt guiding policies and regulatory frameworks to stimulate the development of green technologies, complex reform solutions, and appropriate institutions. The responsible Chinese authorities and energy policy actors have chosen to collaborate with international partners to do this. They see Denmark as a best-practice learning case, and through a strategic government-to-government partnership, Denmark has gradually become one of China’s preferred strategic policy interlocutors on energy politics. This chapter examines the role of international policy learning and policy translation in energy policy design in China. It elaborates an analytical model to guide the analysis of policy translation practices, which views policy translation as a process of pragmatic, interactional, adaptive, solution-oriented collaborative efforts that combine a variety of tools to translate foreign energy policy meanings into Chinese energy politics.

In recent years, with increasing demand for fossil fuels, greenhouse gas emissions, acid rains, and air pollution have increased. These issues have encouraged industries to replace the existing fossil fuel system by the hydrogen energy system which is a clean energy carrier. Replacing hydrogen in the future energy systems needs a dynamic and flexible strategic tool for planning and management. Roadmapping tool is a strategic choice for supporting technology management in long-term planning and under the fast-changing environment in manufacturing technologies. This study tackles a novel methodology that considers the uncertainties and linguistic assessments for developing a green-based hydrogen production technology roadmap considering concurrent multi-layered aspects. The aim of this paper is to develop a dynamic and flexible technology roadmap using a combination of the classical roadmapping method with a novel fuzzy multi-aspect multi-criteria decision-making approach (F-MaMcDm). This study represents a quantitative paradigm to roadmapping instead of conventional descriptive “when and how” paradigm. The F-MaMcDm classifies sustainable green-based hydrogen production technologies considering four comprehensive aspects (technical, socio-political, environmental and economic) and criteria relevant to the aspects. The results show that biomass gasification is the first technology to be prioritized followed by other green-based hydrogen production technologies in a long time.
