Human health is inextricably tied to ecosystem services (ES), including those associated with greenspace in urban communities. EnviroAtlas provides close to 100 maps of ES metrics based on high-resolution land cover data in featured communities across the contiguous United States. Using selected EnviroAtlas ES metrics, a Community EcoHealth Index (CEHI) was created based on an ecohealth framework including health promotion and hazard buffering domains. Aggregation of eight selected ES metrics in these domains entailed a weighted distance measure, where objective, data-driven weights were generated. CEHI was calculated by Census Block Group (CBG) at both the local level and the national level for 22 EnviroAtlas communities. Results were mapped to show one- to five-star CBGs or neighborhoods within and across all 22 featured communities. At the national level, CEHI favors communities in forested ecoregions. The local version of CEHI is more appropriate to inform social, economic, and environmental decision-making for improving community ES associated with human health.

Natural heritage (NH) is an important element of the natural capital of each country, and as such, represents key assets that deliver various benefits to the citizens. The rich and diverse NH of Bulgaria is a prerequisite for the development of various activities such as recreation and tourism, but these activities have also negative impact on some of the NH’s elements. The concept of ecosystem services (ES) has the potential for bridging the gap between the conservation and exploitation needs. In this paper, we propose an approach to prioritizing the ES provided by the natural heritage of Bulgaria for the needs of recreation and tourism. The approach is designed for the mapping of the NH but it can also support the overall process of mapping and assessment of ES. It is based on application of ES prioritization matrix (ESPM) and a five-step algorithm designed to differentiate ES into priority levels according to their significance to recreation and tourism. Through the application of the proposed approach we were able to sort out the ES into three groups (high, medium and low priority) according to their importance to recreation and tourism. The first group contains obligatory ES for each mapping and assessment activity from national to local level. The second group contains optional ES recommended for studies at regional level, while the services can be selected according to the specifics of the study. The low priority ES are recommended for local level studies in cases where the assessment requires high details and accuracy. The mapping of high priority ES at national level shows that the products of the approach can be easily adapted for various studies for assessment of NH and sustainable tourism practices using the conventional mapping methods.

The Millennium Ecosystem Assessment (MA) initiated in 2001 aims to assess the impacts of human pressure on ecosystem services (ES) and human well-being. Since then, the ES have been a worldwide concern, namely regarding to biodiversity loss and land use management (MA, 2005). The EU 2010 Biodiversity Baseline Report stated that 65% of habitats of EU importance were in an unfavorable conservation status, mainly due to anthropic activities over time (EEA, 2010). As a consequence, in 2011, the EU adopted the Biodiversity Strategy to 2020, requiring all Member States to actively work towards stopping the loss of biodiversity and ecosystem services by 2020, and to restore ecosystems. ES are particularly relevant in urban areas, where most population is concentrated and expected to reach almost 70% of the total population by 2050 (UN-DESA, 2018). Strategically planned urban Green and Blue Infrastructures (GBI) can be designed and implemented in cities to effectively provide a wide range of ES, relevant to address urban sustainability and resilience to climate change, and thus effectively contribute to stop and revert ES deterioration and loss. However, the integration of ES and GBI concepts into national, regional and local policies and plans, and their effectiveness to implement the EU Biodiversity Strategy, is still a major challenge. This paper aims to analyze the horizontal and vertical integration of the ES and GBI concepts in the Portuguese policies and land use planning, at national, regional and local levels, focusing on the municipality of Coimbra. Among the 19 documents analyzed, most of them are defined at national level (12) and 6 of them are defined at local level. At the regional level, only one single plan is available, although it is still not officially approved and published, despite started being prepared in 1991. This regional situation mirrors the current status of the Portuguese administrative levels, which was triggered by the negative result of the 1998 referendum on the regionalization process. This referendum prevented necessary changes in the administrative divisions, so that current regional divisions do not reflect the economic, demographic and cultural realities of the country, having been emptied of administrative powers. The analysis shows a strong integration of the ES and GBI concepts at the national level, but the vertical coordination shows that plenty of work needs to be done to fully embrace the ES and GBI concepts. Natural heritage (NH) includes natural features that can be described as outstanding universal value at a national level. It refers to the importance of ecosystems, biodiversity, and geodiversity for their existence value, and the ecosystems can be considered as the spatial units for its mapping and assessment. The ecosystem services (ES) concept provides an appropriate basis in the form of assessment and mapping methods that enable linking the state of ecosystems with human well-being. Thus, it can be used as a platform to find solutions to the problems related to the conflicts between conservation and the use of the NH. In this paper, we aim to present the process of developing a methodological framework for mapping and assessment of ecosystem services provided by the natural heritage in Bulgaria for recreation and tourism. The conceptual framework of the ecosystem-based assessment of NH in Bulgaria is based on the assumption that the generation of NH for the needs of tourism can be presented as the linkages between the natural systems and tourism in the form of ES potential, flow, and demand. The results demonstrate that the NH can be presented as a spatial phenomenon conceptualized by the flows of benefits from ecosystems to people which contribute to human well-being. The mapping and assessment procedures are fully developed for application at a national level, while for the regional and local level, few pilot studies mark some basic foundations for further development.

AbstractWhile outdoor recreationists often report increases to their well-being for time spent in nature, the mechanisms through which local ecologies affect human health have been difficult to quantify, and thus to manage. We combine data from pre-post salivary cortisol measures, GPS tracks, visitor photos, and surveys from 88 hikers traversing several types of landscape within peri-urban public lands in southwest Idaho, USA. We find that time in biodiverse riparian areas and areas of perceived aesthetic value correlates with decreases in salivary cortisol and improved well-being for hikers. Wildlife sightings were not associated with changes in salivary cortisol, but were associated with riparian travel and aesthetic preferences, indicating an indirect pathway for ecosystem services. Additionally, wildlife sightings decreased on high-use days, even though hikers did not perceive a negative impact of their recreational activity. These results suggest that cultural and physiological ecosystem services of nature depend on the ecological community of the area. Preferential visitation and high service value of riparian areas by hikers and wildlife alike target shared riparian areas as hot spots for management efforts to promote both ecological and human health within an increasingly urbanizing world.

Abstract Aspiring dominant-party regimes often institute major institutional and political reforms at the national level to ensure they retain control. However, subnational politics is an important, under-studied, component of regime consolidation. This study uses mayoral races in Hungary and Poland from 2006 to 2018 to examine two factors that may inhibit dominant-party regime consolidation in local politics: the use of two-round, i.e. runoff, electoral systems and strategic coordination among opposition parties. While we find little evidence that strategic coordination can lead to widespread opposition success in single-round systems, we do find that increasing the number of candidates decreases the likelihood of the nationally dominant party winning in the first round while not affecting the second round. As such, two-round mayoral elections may be an important buffer to dominant-party regime consolidation and may provide a training ground for the future opposition.

The Canadian Government has introduced a work-sharing program in which lay offs are avoided by reducing the work week and using unemployment insurance funds to pay workers short-time compensation. Compared to the lay-off alternative, there appear to be economic benefits to work-sharing for both management and employees. Reaction to the scheme has been generally positive at the union local level and the firm level, but it has been negative at the national level of both labour and management. These divergent views can be explained mainly as a result of short-run versus long-run perspectives. Managers at the firm level see the immediate benefit of improved labour relations and the avoidance of the costs of hiring and training replacements for laid-off workers who do not respond when recalled. The national business leaders are more concerned with work incentive and efficiency aspects of work-sharing.

At present, progress in mitigating global GHG emissions is impeded by political stalemate at the national level in the United States and the People's Republic of China. Through the conceptual lenses of multilevel governance and framing politics, the article analyzes emerging policy initiatives among subnational governments in both countries. Effective subnational emission-mitigating action requires framing climatic-stabilization policies in terms of local co-benefits associated with environmental protection, health promotion, and economic advantage. In an impressive group of US states and cities, and increasingly at the local level in China, public concerns about air pollution, consumption and waste management, traffic congestion, health threats, the ability to attract tourists, and/or diminishing resources are legitimizing policy developments that carry the co-benefit of controlling GHG emissions. A co-benefits framing strategy that links individual and community concerns for morbidity, mortality, stress reduction, and healthy human development for all with GHG-emission limitation/reduction is especially likely to resonate powerfully at the subnational level throughout China and the United States.

THE PORTUGUESE PARLIAMENTARY ELECTIONS OF 19 JULY 1987 initiated a profound change in the Portuguese party system and in the system of government. From 1974 onwards, Portugal had moved peacefully towards a democratic political system, enshrined in the 1976 Constitution. This evolution lasted about eight years and culminated in the revision of the Constitution in 1982. From 1982 onwards the present political regime has been a democratic one, coexisting with a capitalist economic regime attenuated by state monopoly in key sectors and by public companies which were nationalized between 1974 and 1976. It is also since 1982 that the system of government has been semi-presidential. There is pure representativeness as referendums do not exist at national level and have never been regulated at local level. But the government is semi-presidential in the sense that, owing to French influence, it attempts to balance Parliament with the election of the President of the Republic by direct and universal suffrage.

Due to its location, Mozambique suffers from cyclical flooding associated with heavy rains and cyclones. In recent years, extreme flood events affected millions of people, disrupting the economic recovery process that followed the peace agreement in 1992. Despite this natural threat, most of the population continues to live in flood prone areas both in rural environment, due to the dependency on agricultural activities, and in urban environment, since unsafe zones are often the only affordable option for new settlers. This paper presents a brief analytical review on different issues related with urban informal settlements, or slums, based on different project activities developed by the United Nations Human Settlements Programme (UN-HABITAT) in Mozambique. The aim is to identify applicable strategies to reduce vulnerability in urban slums, where approximately 70 percent of the urban population live. The implemented project activities target different organisational levels in an integrated manner, seeking for active involvement of the Government, local authorities and communities at each implementation stage, from decision-making to practical implementation. They consist of three main components: 1) supporting policy-making in order to ensure sustainable urban development, 2) delivering a comprehensive training and capacity building based on the mainstreaming concept of “Learning How to Live with Floods” as valid alternative to resettlement, and 3) facilitating participatory land use planning coupled with physical upgrading interventions at the local level. In the long-term, the intention of UN-HABITAT is to progressively focus on community-based slum upgrading and vulnerability reduction activities, coordinated by local authorities and actively monitored by central institutions, in improving and managing basic services and infrastructures (i.e. water supply, drainage, sanitation, waste management, road network, etc). This type of bottom-up experiences should then represent a basis for setting up a slum upgrading intervention strategy to be applied at the national level.
