This review paper examines the extent of employer, worker, and labour union concerns to occupational health hazard exposure, as a function of previously reported and investigated complaints. Consequently, an online literature search was conducted, encompassing publicly available reports resulting from investigations, regulatory inspection, and enforcement activities conducted by relevant government structures from South Africa, the United Kingdom, and the United States. Of the three countries’ government structures, the United States’ exposure investigative activities conducted by the National Institute for Occupational Safety and Health returned literature search results aligned to the study design, in the form of health hazard evaluation reports reposited on its online database. The main initiators of investigated exposure cases were employers, workers, and unions at 86% of the analysed health hazard evaluation reports conducted between 2000 and 2020. In the synthesised literature, concerns to exposure from chemical and physical hazards were substantiated by occupational hygiene measurement outcomes confirming excessive exposures above regulated health and safety standards in general. Recommendations to abate the confirmed excessive exposures were made in all cases, highlighting the scientific value of occupational hygiene measurements as a basis for exposure control, informing risk and hazard perception. Conclusively, all stakeholders at the workplace should have adequate risk perception to trigger abatement measures.

This chapter focuses on conducting worksite investigations, including walkthrough surveys, and provides occupational health and safety personnel, employees, and employers the opportunity to identify and assess current workplace conditions and employee health concerns and make recommendations on how to reduce or eliminate any identified workplace hazards. The methods described cover ways to implement corrective actions necessary for preventing future adverse incidents and to identify shortcomings in safety and health management programs. Various specific examples are provided. The National Institute for Occupational Safety and Health Hazard Evaluation Program, which has experience with all types of workplace hazards, is described. Preparing for and conducting workplace investigations is described in detail.

Abstract Look around EUPHA, or any other public health conference. Public health is difficult to define, in theory and in practice. Its boundaries are all blurred, whether with medicine, schools, environmental protection or workplace safety inspectorates. Too often, we overstate the similarities between public health systems among countries. Efforts to promote networks, good practice, and even basic coordination have been undermined for decades by misunderstandings born of different educational, organizational, financial and political systems. The lack of comparison, and comparative political analysis in particular, also means that countries can have very similar debates about the proper nature and scope of public health, an about who is to blame for deficiencies, without awareness of when they are distinctive and when they are actually part of larger trends. This project aims to identify and explain variation in the scope and organization of public health systems in selected high-income countries. Based on a formalized comparative historical analysis of Austria, France, Germany, Poland, the United Kingdom and the United States, researchers in the study first mapped the various axes of divergence: workforce composition, organization, levels of government, relationship to medicine, and the extent to which public health encompassed adjacent areas such as environmental health and occupational health and safety. For each country we then followed both case studies (communicable disease control including vaccines, HIV/AIDS, tobacco control, diet and nutrition, occupational health and safety) as well as the legislative history of the public health field in order to identify its changing organization and scope. It then identifies the relative role of historical legacies, changing science, burden of disease and politics in explaining patterns of both divergence and convergence. This workshop presents four country specific case studies (France, Germany, United Kingdom and the United States) that identify the most important forms of variation and the political, scientific and professional drivers of convergence and divergence. Key messages Political organization and scope as images of public health are grossly under-researched and nonexistent in a comparative nature. Understanding the scope and organization of public health in different countries will permit better lesson-drawing and identification of relevant and effective levers of change.

It is a pleasure to be here today to speak to you about the Occupational Safety and Health Act of 1970, which is landmark legislation by any measure applied to it. The Act applies to every employer affecting commerce in the United States and its territories which was not covered by other Federal occupational safety and health laws, such as the Metal and Non-metallic Mine Act, the Federal Coal Mine Health and Safety Act and the Atomic Energy Act of 1954. By 1973 a study is to be completed containing recommendations for combining all Federal occupational safety and health programs. Paper published with permission.

The volume of municipal solid waste produced in the United States has increased by 68% since 1980, up from 151 million to over 254 million tons per year. As the output of municipal waste has grown, more attention has been placed on the occupations associated with waste management. In 2014, the occupation of refuse and recyclable material collection was ranked as the 6th most dangerous job in the United States, with a rate of 27.1 deaths per 100,000 workers. With the revelation of reported exposure statistics among solid waste workers in the United States, the problem of the identification and assessment of occupational health risks among solid waste workers is receiving more consideration. From the generation of waste to its disposal, solid waste workers are exposed to substantial levels of physical, chemical, and biological toxins. Current waste management systems in the United States involve significant risk of contact with waste hazards, highlighting that prevention methods such as monitoring exposures, personal protection, engineering controls, job education and training, and other interventions are under-utilized. To recognize and address occupational hazards encountered by solid waste workers, it is necessary to discern potential safety concerns and their causes, as well as their direct and/or indirect impacts on the various types of workers. In solid waste management, the major industries processing solid waste are introduced as recycling, incineration, landfill, and composting. Thus, the reported exposures and potential occupational health risks need to be identified for workers in each of the aforementioned industries. Then, by acquiring data on reported exposure among solid waste workers, multiple county-level and state-level quantitative assessments for major occupational risks can be conducted using statistical assessment methods. To assess health risks among solid waste workers, the following questions must be answered: How can the methods of solid waste management be categorized? Which are the predominant occupational health risks among solid waste workers, and how can they be identified? Which practical and robust assessment methods are useful for evaluating occupational health risks among solid waste workers? What are possible solutions that can be implemented to reduce the occupational health hazard rates among solid waste workers?

Introduction: The prevalence of occupational diseases in the agricultural sector is higher than in other industries, since agricultural workers are at higher risk of exposure to different chemicals and pesticides, and are more prone to occupational accidents.Objective: To conduct a review of recent literature on occupational health and risk in agriculture.Materials and methods: A literature search was conducted in PubMed, SciencieDirect and Scopus using the following search strategy: type of articles: original research papers; language: English; publication period: 2006-2016; search terms: "agricultural health", "agrarian health", "risk factors", "epidemiology", "causality" and "occupational", used in different combinations ("AND" and "OR").Results: The search yielded 350 articles, of which 102 met the inclusion criteria. Moreover, 5 articles were found in grey literature sources and included in the final analysis. Most research on this topic has been conducted in the United States, which produced 91% (97/107) of the articles included.Conclusions: Most studies on health and safety in agriculture focused primarily on the harmful effects of occupational exposure to agrochemicals and pesticides, and the consequences of occupational accidents. However, since more than 90% of these studies come from the United States, a more comprehensive approach to health in agriculture is required, since what is reported here may be far from the reality of other regions, especially Latin America.

Abstract Since 2004, the National Institute for Occupational Safety and Health (NIOSH) has received 10 cannabis-related health hazard evaluation (HHE) investigation requests from law enforcement agencies (n = 5), state-approved cannabis grow operations (n = 4), and a coroner’s office (n = 1). Earlier requests concerned potential illicit drug exposures (including cannabis) during law enforcement activities and criminal investigations. Most recently HHE requests have involved state-approved grow operations with potential occupational exposures during commercial cannabis production for medicinal and non-medical (recreational) use. As of 2019, the United States Drug Enforcement Administration has banned cannabis as a Schedule I substance on the federal level. However, cannabis legalization at the state level has become more common in the USA. In two completed cannabis grow operation HHE investigations (two investigations are still ongoing as of 2019), potential dermal exposures were evaluated using two distinct surface wipe sample analytical methods. The first analyzed for delta-9-tetrahydrocannabinol (Δ9-THC) using a liquid chromatography and tandem mass spectrometry (LC–MS–MS) method with a limit of detection (LOD) of 4 nanograms (ng) per sample. A second method utilized high performance liquid chromatography with diode-array detection to analyze for four phytocannabinoids (Δ9-THC, Δ9-THC acid, cannabidiol, and cannabinol) with a LOD (2000 ng per sample) which, when comparing Δ9-THC limits, was orders of magnitude higher than the LC–MS–MS method. Surface wipe sampling results for both methods illustrated widespread contamination of all phytocannabinoids throughout the tested occupational environments, highlighting the need to consider THC form (Δ9-THC or Δ9-THC acid) as well as other biologically active phytocannabinoids in exposure assessments. In addition to potential cannabis-related dermal exposures, ergonomic stressors, and psychosocial issues, the studies found employees in cultivation, harvesting, and processing facilities could potentially be exposed to allergens and respiratory hazards through inhalation of organic dusts (including fungus, bacteria, and endotoxin) and volatile organic compounds (VOCs) such as diacetyl and 2,3-pentanedione. These hazards were most evident during the decarboxylation and grinding of dried cannabis material, where elevated job-specific concentrations of VOCs and endotoxin were generated. Additionally, utilization of contemporary gene sequencing methods in NIOSH HHEs provided a more comprehensive characterization of microbial communities sourced during cannabis cultivation and processing. Internal Transcribed Spacer region sequencing revealed over 200 fungal operational taxonomic units and breathing zone air samples were predominantly composed of Botrytis cinerea, a cannabis plant pathogen. B. cinerea, commonly known as gray mold within the industry, has been previously associated with hypersensitivity pneumonitis. This work elucidates new occupational hazards related to cannabis production and the evolving occupational safety and health landscape of an emerging industry, provides a summary of cannabis-related HHEs, and discusses critical lessons learned from these previous HHEs.

AbstractDuring the early months of the 2020 pandemic, migrants who travelled to the United States to pick crops, scrub floors, stock warehouses, and tend to elders became ‘heroes’ for performing necessary labour – unless they were surplus bodies crammed into prison-like detention waystations before being deported for the crime of arriving without proper papers. The pandemic intensified states of precarity. Especially among those labelled as ‘essential workers’, the lack of protective equipment and labour rights put them on the frontline of exposure. But domestic and home care workers, meatpackers, fieldhands, and others in the US stepped out of the shadows to demand inclusion in social assistance, occupational health and safety laws, and other state benefits. This chapter historicises the recent hardships and the organising of (im)migrant workers: it shows that the policies of Donald J. Trump were not an aberration, but part of a national pattern of racial differentiation with gendered inflections. Vulnerability, however, is only part of the story. Workers remained resilient in the face of the hidden enemy of Covid-19, as they sought safe and decent living and working conditions.

The owners of capital in the United States have successfully transferred most of the costs of industrial casualties onto the working class and the public at large. This has been accomplished by the creation of the privately owned workers' compensation insurance system and the corporate-dominated safety establishment. This “compensation-safety establishment” has been able to take over most of the federal apparatus created by the Occupational Safety and Health Act of 1970. Nevertheless, workers and unions and their allies have begun to challenge the establishment's hegemony over job health and safety policy for the first time in seventy years.
