Based on panel data on 124 prefecture-level and above cities from 2003 to 2018, this study investigated the impact of CNSAs on tourism economic development and the moderating effect of time-limited rectification by comprehensively using the quasi-DID model, the static spatial Durbin model, and the dynamic spatial Durbin model. The results showed that the impact of CNSAs on tourism economic development has a heterogeneous characteristic in terms of tourists and revenue. In addition, the spatial spillover effect and the path dependence have effectively promoted tourism economic development. Furthermore, the effectiveness of time-limited rectification has been proved in this study, while the “beggar-thy-neighbor” effect has, to some extent, weakened the promotional effect of CNSAs on tourism economic development, especially in terms of international tourists and international tourism revenue. Finally, relevant policy implications for the superior department in charge, local governments, and the management department of CNSAs are outlined to provide a practical reference for promoting the high-quality development of the tourism economy in China.

Existing studies of the impact of economic development on political trust in China have two major gaps: they fail to explain how economic development contributes to the hierarchical trust pattern, and they do not pay enough attention to the underlying mechanisms. In light of cultural theory and political control theory, we propose adapting performance theory into a theory of “asymmetrical attribution of performance” to better illuminate the case of China. This adapted theory leads to dual pathway theses: expectation fulfillment and local blaming. Using a multilevel mediation model, we show that expectation fulfillment mainly upholds trust in the central government, whereas local blaming undermines trust in local governments. We also uncover a rural–urban distinction in the dual pathway, revealing that both theses are more salient among rural Chinese.


The factors of context-awareness and mobile ubiquity are major components in the development and diffusion of any mobile technology-driven applications and services. Principally in the m-government development space, the issues of context-awareness and ubiquity are crucial if m-government initiatives are to be successful. The moderating effect of context-awareness and ubiquity on mobile government adoption is examined for 409 students from a Chinese University based on the Technology Acceptance Model. Using the Structural Equation Modeling technique, the results indicate that perceived ease of use (PEOU) was significantly related to intention to use, but perceived usefulness (PU) did not have a significant effect on mobile government adoption. The moderating analysis indicated that context-awareness significantly moderated the impact of PU but had no moderating effect on PEOU. Also, it was discovered that ubiquity was significant in moderating both the PEOU and PU on mobile government adoption. Policy implications and directions for future research are presented.

Russia’s economic development has a close relation with China, due to geographical and historical reasons. This paper investigates whether the ruble – renminbi exchange rate changes accordingly when the pillar industry of Russia is drastically changing, and how the exchange rate changes and how it affects Russia’s economic development. In this paper, data of 7 variables spanning 122 months are selected based on related literature and availability of data. Regression analysis and empirical tests are carried out consequently. The results show that the energy price index represented by oil prices is negatively correlated with the exchange rate, and the explanatory power is as high as 41.1%. Following basic arbitrage methods and strategies, this paper verifies the feasibility of using arbitrage by comparing actual exchange rates with forecasted exchange rates. According to empirical results, problems witnessed in the process of ruble internationalization provides policy implications for China. China’s economy is utilized as an example to discuss the shortcomings of Russia’s economy. Related solutions are proposed.

Abstract This study aims at assessing to what extent institutional environment is responsible for worldwide differences in economic growth and economic development. To answer this question, we use an innovative approach based on a new concept of the institutions-augmented Solow model which is then estimated empirically using regression equations. The analysis covers 180 countries during the 1993-2012 period. The empirical analysis confirms a large positive impact of the quality of institutional environment on the level of economic development. The positive link has been evidenced for all five institutional indicators: two indices of economic freedom (Heritage Foundation and Fraser Institute), the governance indicator (World Bank), the democracy index (Freedom House), and the EBRD transition indicator for post-socialist countries. Differences in physical capital, human capital, and institutional environment explain about 70-75% of the worldwide differences in economic development. The institutions-augmented Solow model, however, performs slightly poorer in explaining differences in the rates of economic growth: only one institutional variable (index of economic freedom) has a statistically significant impact on economic growth. In terms of originality, this paper extends the theoretical analysis of the Solow model by including institutions, on the one hand, and shows a comprehensive empirical analysis of the impact of various institutional indicators on both the level of development and the pace of economic growth, on the other. The results bring important policy implications.

In the conditions of limited sources of financing for the introduction of advanced innovative technologies and equipment modernization, to retain the existing positions and increase the overall level of competitiveness can only the company that establishes a close relationship with government bodies, local governments and trade union organizations with the aim of obtaining possible preferences for development within the existing regulatory right field. The purpose of the article is to analyze the main socio-economic indicators of the development of Ukraine and its regions, the definition and justification of possible areas of establishing interaction between private enterprises and government agencies. The methodological basis of the study consisted of scientific works of domestic and foreign scientists and leading specialists, statistical and analytical materials of state authorities. The results are obtained through the use of such methods as expert – to identify the impact of qualitative and quantitative indicators on the socio-economic development of the Kherson region; economics and mathematics – to study the influence of a defined group of indicators on the index of the physical volume of the gross regional product; abstract-logical – for a theoretical synthesis and formulation of conclusions. It is revealed that among the key areas of interaction is the promotion of the state and local authorities in the creation of industrial parks. The conducted research on identifying the strengths and weaknesses, opportunities and threats of the economy of the Kherson region indicates the need to develop measures to ensure the economic security of the region. To solve these problems at the regional level, it is proposed to implement a state policy that would be carried out in the following areas: ensuring a solid institutional protection of investor's property rights; improvement of the legislative framework; establishing an effective mechanism for combating corruption in Ukraine, developing an effective state policy on amnesty and unshadowing of incomes of individuals and legal entities. Abstract Based on the “Pilot Reform of the Compensation System for Ecological and Environmental Damage” launched in 2015 and a research sample of listed companies in China's heavy pollution industry from 2014 to 2017, this paper uses a difference-in-differences model to empirically test the impact of the compensation system on corporate environmental investment, as well as the moderating effect of market degree and firm ownership. The result shows that the implementation of the compensation system has significantly promoted corporate environmental investment, and the market degree has a moderating effect, but the supervision effect remains the same due to firm ownership. Local government’s strict environmental supervision on local enterprises is the important channel to ensure the function of ecological damage compensation system. This research provides a reference for the national government to formulate specific and effective environmental policies, stimulate the environmental governance motivation of local governments, and encourage enterprises to assume environmental responsibilities, to achieve green and sustainable development.

Purpose This paper aims to analyze the impact of the capabilities and strategies of the actors (micro-dynamics), learning process and networks (meso-dynamics) and institutions (macro-dynamics) in the evolution of the Brazilian ceramic clusters. Based on these experiences, managerial and policy implications are suggested. Design/methodology/approach Main data were gathered through 22 in-depth face-to-face interviews with managers and industry experts. The data were complemented by documentary analysis, including brand documents, descriptions of internal processes and Brazilian and international ceramics magazines and journals. In addition, the authors also use information from the previous experience of the authors who have been studying the sector for more than 15 years. Findings The paper provides empirical insights about the main characteristics of the evolution of two main Brazilian ceramic tiles clusters, as well as how there are different patterns of evolution among them. The results of this paper show that Brazilian ceramic tile clusters do not necessarily follow the life cycle model of their dominant industry, by proving evidence that different clusters in the same industry can follow different evolutionary paths. Research limitations/implications This paper shed light on a multi-level approach (micro, meso and macro) of dynamics of the clusters and how it impacts the cluster’s life cycle. The micro-dynamics dimension was analyzed by the capabilities and strategies of local ceramic tile manufacturers. The meso-dynamics are being considered the localized learning processes, especially from those that arise from interactions, collaboration and networks carried by local and foreign suppliers. The macro-dynamics were considered by the role of local demand, factors conditions, institutions, historical legacy in the clusters’ emergence along with path dependence mechanisms. Practical implications The paper includes implications for both clusters to promote innovation, particularly to keep and create market and technological leadership through the establishment of partnership between firms and clients, regulators and research centers and universities are crucial for innovation. Originality/value This paper fulfils an identified lack of attention regarding the under-appreciation of the context-specific issues such as the capabilities of the actors, networks and institutions that may influence the long-term development of clusters.

This article applied the input-out table (IO) analysis to estimate the linkages of ICT sectors to the Vietnam economy. In this article, the shared output requirement of ICT sectors is analysed to the multiplier effect, inter-sector feedback effect, and spillover effect. The research also examines the induced increase of ICT's output to the final demand of ICT sectors and non-ICT sectors. The results show that although the impact of the domestic ICT sectors in the Vietnam economy increases through time, it is generally not outstanding in comparison with other sectors. The ICT manufacturing sector is rather self-sufficient, stimulating import rather than added value for the domestic economy. From both the intermediate and final demand inducement, ICT media, content and ICT services sectors reveal their significant diffusion and critical inter-sector relationship with other ICT and non-ICT sectors in the economy. The paper also provides policy implications for the future development of ICT in Vietnam.

PurposeThe purpose of this paper is to empirically study the impact of the coronavirus disease 2019 (COVID-19) on food prices in China and provides policy implications for crisis management for other countries who are still under the crisis of COVID-19 and for the future in China and beyond as well.Design/methodology/approachThis paper first designed a theoretical model of market equilibrium, which shows that the impact of COVID-19 on food prices is linked to the impact difference on demand and supply in response to the COVID-19 crisis. Then we collected the representative prices data for four major food products (rice, wheat flour, pork and Chinese cabbages) from three provinces (Shandong as a producing base, Beijing as a consumption base and Hubei as the epicenter), and set up an iGARCH model.Findings(1) No significant impact on rice and wheat flour prices, (2) significantly positive impact on cabbages prices and (3) various impact on pork prices. Note that the outbreak and the severity of COVID-19 have different impacts. The outbreak itself may have a relatively large impact on pork and cabbage prices, which may result from social panic, while the magnitude of the impact of severity is relatively small, and some are negative, perhaps due to more reduced demand during the quarantine.Practical implicationsChina always puts food security in its prior position of policy agenda and has been preparing for the worst scenario of the food security crisis. In the anti-COVID-19 campaign, China's local governments developed many measures to ensure food provision for each consumer. Hence, the impact of COVID-19 on food prices is minor. However, the outbreak of COVID-19 crisis could cause social panic in some scenarios where consumers may hoard food. Eventually, it may form a vicious cycle to push up food prices. This will be a challenging policy issue in crisis management for almost all governments.Originality/valueThis paper provides empirical evidence on the impact of COVID-19 on food prices in China. China has basically contained the COVID-19 in the whole country, and no major food crisis occurred during this process. The results will provide information on crisis management for other countries that are still under the COVID-19 crisis, and for future China and beyond.

Local governments are encouraged to compete in R&D investments and activities in China’s innovation system. We aim to understand the influence of government competition on regional R&D efficiency. We are also interested in examining how the attributes of legal environment act as a moderating variable for the relationship between government competition and R&D efficiency. We developed Tobit spatial models with spatial panel data of 30 provinces of China in 2008–2016. The results show that: (1) There exists spatial dependence of R&D efficiency, and the regions with high efficiency have “spillover effect” on the surrounding areas. (2) Government competition has a significant promoting effect on R&D efficiency and/or R&D efficiency spillover. Specifically, government competition has both R&D efficiency promotion and R&D efficiency “spillover” promotion in Eastern China, only R&D efficiency positive spillover promotion in Middle-area and R&D efficiency promotion but negative spillover in Western China. (3) The impact of government competition on efficiency is affected by the legal environment, and the promotion effect of government competition only exists in good legal environment. The results of this study reveal an important way to improve R&D efficiency by establishing a new R&D competition mechanism for local government which is oriented by efficiency and ruled by the legal environment.
