The concept of Smart City aims to provide its citizens with infrastructure systems that make cities safer and more livable. One of the methods for doing so is collecting data from the crowd itself—termed crowdsourcing—and incorporating their ideas to improve the existing facilities, as well as build new ones to cater to their arising needs. This paper aims to inspect the attributes that govern crowdsourcing, evaluating its feasibility in attaining solutions in the present scenario. A systemic review of the existing literature on crowdsourcing platforms was conducted and major findings have been summarized adequately. The areas of environment, disaster management, public safety, innovation, transportation and health have been explored in connection to the existing crowdsourcing platforms and selected examples have been mentioned. Next, the attributes that affect crowdsourcing have been discussed in detail under three broad categories: (1) human characteristics; (2) data characteristics and (3) system characteristics. In the end, some recommendations for improvement in the implementation of the crowdsourcing platforms have been proposed for their enhanced applicability and effectiveness.

The smart city concept, in which data from different systems are available, contains a multitude of critical infrastructures. This data availability opens new research opportunities in the study of the interdependency between those critical infrastructures and cascading effects solutions and focuses on the smart city as a network of critical infrastructures. This paper proposes an integrated resilience system linking interconnected critical infrastructures in a smart city to improve disaster resilience. A data-driven approach is considered, using artificial intelligence and methods to minimize cascading effects and the destruction of failing critical infrastructures and their components (at a city level). The proposed approach allows rapid recovery of infrastructures’ service performance levels after disasters while keeping the coverage of the assessment of risks, prevention, detection, response, and mitigation of consequences. The proposed approach has the originality and the practical implication of providing a decision support system that handles the infrastructures that will support the city disaster management system—make the city prepare, adapt, absorb, respond, and recover from disasters by taking advantage of the interconnections between its various critical infrastructures to increase the overall resilience capacity. The city of Lisbon (Portugal) is used as a case to show the practical application of the approach.

Studies of ‘smart cities’ in Canada primarily focus on large cities but not small, rural and remote communities. As a result, we have a limited understanding of the incentive structures for smaller, remote and rural communities to pursue smart city development. This knowledge deficit is concerning, since the introduction of technology can hold a number of unique benefits for these communities, including easier connections to the rest of Canada and large urban centres, reputation building, improved service delivery and enhanced opportunities for residents. Drawing upon localised forms of knowledge creation, policy development theories, adoption and local competition literature and primary interviews with private and public officials, we examine the challenges and opportunities of ‘smart city’ implementation through case studies of small and rural municipalities in Annapolis Valley in Nova Scotia and a remote community, Iqaluit, Nunavut. We find that collaboration is essential for rural and remote pursuit of smart city development and is necessary to counteract the limitations of capacity, scale and digital divides. Challenges aside, however, the primary rationale for adoption of smart city technology remains the same regardless of size: enhanced quality of life for residents and sustained community health.

Abstract. Technology has advanced and progressed tremendously, and the term city is being elevated to a new level where the smart city has been introduced globally. Recent developments in the concept of smart city have led to a renewed interest in Digital Twin. Using precise Building Information Modelling (BIM) consolidated with big data and sensors, several attempts have been made to establish digital twin smart cities. In recent years, several researchers have sought to determine the capability of smart city and digital twin for various taxonomies such as development and urban planning purposes, built environment, manufacturing, environmental, disaster management, and healthcare. Despite being beneficial in many disciplines, especially in manufacturing, built environment, and urban planning, these existing studies have shown a lack of aspect in terms of emergency or disaster-related as opposed to the elements mentioned above. This is because the researcher has not treated emergencies or disasters in much detail. Therefore, an extensive review on smart city, digital twin, BIM and disaster management and technology that revolves around these terms were summarised. In general, 39 articles from prominent multidisciplinary databases were retrieved over the last two decades based on the suggested PRISMA workflow. These final articles were analysed and categorised into four themes based on the research content, gist, and keywords. Based on the review of 39 articles related to smart city, digital twin and BIM, a workflow for the smart city digital twin and the conceptual framework for indoor disaster management was proposed accordingly. The establishment of smart city digital twins solely for an indoor emergency can be beneficial to urbanites, and it could provide numerous benefits for enhanced situation assessment, decision making, coordination, and resource allocation.

As part of the global Smart Cities movement, the Switching on Darwin programme foregrounds digitally enhanced government and urbanism. While promoting its environmental and democratizing potential, software-enhanced CCTV, LED lighting and geofencing were among the first components rolled out. In practice, these technologies will impact adversely on Aboriginal people, already disproportionately targeted by criminal justice processes. By integrating multiple ‘smart’ technologies with ‘public safety’ agendas, such Smart City developments provide the potential for intensified criminalization of visible minorities.

The Smart City concept is still evolving and can be viewed as a branding exercise by big corporations, which is why the concept is not being used by the United Nations (U.N.). Smart Cities tend to represent the information, communication, and technological (ICT) industry alone without considering the values and cultural and historical profiles that some cities hold as legacies. However, the technology inherent in Smart Cities promises efficiencies and options that could allow cities to be more “inclusive, safe, resilient, and sustainable” as required by the U.N. agenda including cultural heritage. There is a notable lack of Smart City application to cultural and historical urban fabrics. Instead, the modernist new town approach has emerged under this new rubric leading to many problems such as urban decay and unsustainable car dependence. This study therefore presents a review of the literature on the nature, challenges, and opportunities of Smart Cities. A new Smart Cities framework is proposed based on the dimensions of culture, metabolism, and governance. These findings seek to inform policy makers of an alternative viewpoint on the Smart City paradigm, which focuses on urban outcomes rather than technology in isolation.

AbstractThe development of the Internet of Things (IoT) technology and their integration in smart cities have changed the way we work and live, and enriched our society. However, IoT technologies present several challenges such as increases in energy consumption, and produces toxic pollution as well as E-waste in smart cities. Smart city applications must be environmentally-friendly, hence require a move towards green IoT. Green IoT leads to an eco-friendly environment, which is more sustainable for smart cities. Therefore, it is essential to address the techniques and strategies for reducing pollution hazards, traffic waste, resource usage, energy consumption, providing public safety, life quality, and sustaining the environment and cost management. This survey focuses on providing a comprehensive review of the techniques and strategies for making cities smarter, sustainable, and eco-friendly. Furthermore, the survey focuses on IoT and its capabilities to merge into aspects of potential to address the needs of smart cities. Finally, we discuss challenges and opportunities for future research in smart city applications.

The growth of smart cities and collateral movements offer new and exciting possibilities for the use of information and communication technologies (ICTs) for service delivery, civic engagement, and governance. The exponential growth of ICTs and their use in governance both formally and informally highlights the need for urban planners and public administrators who are trained on how to use ICTs to achieve the public interest, maximize the positive impacts of ICTs, and minimize the negative impacts of ICTs. This presents a challenge for professional education to provide a supporting infrastructure that trains urban planners and public administrators for smart city governance in the 21st century. This paper reviews those challenges and suggests changes in content and delivery options that can be implemented in urban planning and public affairs programs.

Ensuring public safety is an important issue for all developed countries of the world. In this area, various organizations conduct constant monitoring, as a result of which ratings are published, the results of which have a significant impact on choosing a place of residence, attracting tourists and investors, etc. To simplify control of public safety in cities, artificial intelligence systems are increasingly used. Along with the positive effects of such systems, the protection of human privacy is becoming a key issue. This article describes the results of Belarusian scientists on the creation of such systems and examines the features of their implementation in a “smart city” in our country. The experience of a number of countries in the implementation of artificial intelligence systems to strengthen public safety in existing "smart cities" is analyzed. The legal problems arising during the functioning of such systems are considered, especially in terms of limiting the freedom and rights of citizens. Proposals are given on the development of the regulatory framework in the Republic of Belarus in order to protect the rights of citizens.

Smart Cities sensing is an emerging paradigm to facilitate the transition into smart city services. The advent of the Internet of Things (IoT) and the widespread use of mobile devices with computing and sensing capabilities has motivated applications that require data acquisition at a societal scale. These valuable data can be leveraged to train advanced Artificial Intelligence (AI) models that serve various smart services that benefit society in all aspects. Despite their effectiveness, legacy data acquisition models backed with centralized Machine Learning models entail security and privacy concerns, and lead to less participation in large-scale sensing and data provision for smart city services. To overcome these challenges, Federated Learning is a novel concept that can serve as a solution to the privacy and security issues encountered within the process of data collection. This survey article presents an overview of smart city sensing and its current challenges followed by the potential of Federated Learning in addressing those challenges. A comprehensive discussion of the state-of-the-art methods for Federated Learning is provided along with an in-depth discussion on the applicability of Federated Learning in smart city sensing; clear insights on open issues, challenges, and opportunities in this field are provided as guidance for the researchers studying this subject matter.

Cities are becoming smarter by incorporating hardware technology, software systems, and network infrastructure that provide Information Technology (IT) systems with real-time awareness of the real world. What makes a “smart city” functional is the combined use of advanced infrastructure technologies to deliver its core services to the public in a remarkably efficient manner. City dashboards have drawn increasing interest from both city operators and citizens. Dashboards can gather, visualize, analyze, and inform regional performance to support the sustainable development of smart cities. They provide useful tools for evaluating and facilitating urban infrastructure components and services. This work proposes an interactive web-based data visualization and data analytics toolkit supported by big data aggregation tools. The system proposed is a cloud-based prototype that supports visualization and real-time monitoring of city trends while processing and displaying large data sets on a standard web browser. However, it is capable of supporting online analysis processing by answering analytical queries and producing graphics from multiple resources. The aim of this platform is to improve communication between users and urban service providers and to give citizens an overall view of the city’s state. The conceptual framework and architecture of the proposed platform are explored, highlighting design challenges and providing insight into the development of smart cities. Moreover, results and the potential statistical analysis of important city services offered by the system are introduced. Finally, we present some challenges and opportunities identified through the development of the city data platform.
