Multi-Dimensional Feature Recognition and Policy Implications of Rural Human–Land Relationships in China

Rural decline has become an indisputable fact and a global issue. As a developing country, China is simultaneously facing unprecedented rapid urbanization and severe rural decline. The coordinated development of its rural human–land relationship is therefore of great significance for ensuring the country’s food security and achieving both rural revitalization and sustainable development. Yet, the related research on this complex subject has mostly focused on a single element: rural settlements. Since studies of the rural human–land relationship tend to only discuss the coordinated change in rural populations vis-à-vis rural settlement area, their degree of spatial matching and intensive utilization level of rural settlements has been largely overlooked. To rectify this imbalance, using data on rural populations and rural settlement area in counties of Shandong Province in 2009 and 2018, this paper applied the methods of per capita rural settlement area, the Theil index, and Tapio’s decoupling model to quantitatively identify the rural human–land relationship along three dimensions: intensive utilization level, spatial matching degree, and change coordination degree. The results revealed that the per capita rural settlement area in Shandong Province was as high as 212.18 m2/person in 2018, which exceeded the standard to varying degrees in all cities, having an overall geographical pattern of being high in the north and low in the south. The Theil index for all cities was small, which indicates that the spatial matching between rural population and rural settlements is high. To sum up, there are small differences in the utilization of rural settlements among cities, and their extensive utilization of rural settlements is a common phenomenon. In addition, the relationship between the changes in the rural population size and rural settlement area corresponded to a discordant state, in the form of strong negative decoupling, expansive negative decoupling, and expansive coupling; however, among them, the strong negative decoupling type was the dominant type. It is worth noting that all of these three types will exacerbate the extensive utilization of rural settlements. Accordingly, this paper proposes policies and measures, such as the paid withdrawal of rural homesteads, an expanded scope of homestead transfer, cross-regional “increasing versus decreasing balance”, classified promotion of rural revitalization, and improved village planning.

Introduction. Solving the problem of improving the quality and standard of living of the Russian Federation’s rural population is associated with the need to develop and apply scientifically based support for municipal budgets of rural settlements to ensure the gradual transition of municipal budgets to replenishment from internal sources, generally accepted within the framework of the international concept of civic-oriented municipal governance. Theoretical analysis. The article develops theoretical problems of the formation of scientifically grounded support for rural settlements’ municipal budgets in conditions of their low budgetary provision. It reveals and scientifically substantiates the need for the development and application of theoretical and methodological foundations for supporting the municipal budgets of rural settlements for the subsequent transition of rural self-government to the implementation of the civic-oriented municipal governance concept based on internal sources of municipal budgets replenishment. Empirical analysis. Methodological directions of scientifically grounded support of Russian rural settlements’ municipal budgets are being developed. An indicator of the quality and standard of living of the rural population is proposed. It represents the expenditure of rural municipal budgets per capita of the rural population. The proposed indicator was calculated and studied at the level of expenditures of the municipal budgets of rural settlements in macro-regions of the Russian Federation per capita of the macro-regions’ rural population. A significant differentiation of the indicator by macro-regions of the Russian Federation was revealed. A significant differentiation of the proposed indicator’s value in macroregions of the Russian Federation has been revealed. The indicator of the rural municipal budgets expenditure per capita of Russian Federation’s rural settlements has been proposed, substantiated and calculated. The groups of Russian macroregions with the municipal budgets expenditures per capita of the rural population are higher, equal and lower than the indicator for the Russian Federation. Similar procedures were carried out on the basis of an empirical analysis of the rural settlements’ municipal budgets expenditures per capita of the rural population of the Russian constituent entities in macroregions with an agricultural orientation. Results. On the basis of the empirical analysis of indicators, characterizing the provision of the rural population with municipal services recommendations are proposed that can be used in the development of regulations governing the support of Russian rural settlements’ municipal budgets.

This study aims to investigate the impact of the urban-rural income gap on fertilizer use intensity in China. A theoretical analysis of the relationship among per capita rural income, the urban-rural income gap, and fertilizer use intensity is developed, which is similar to the environmental Kuznets curve hypothesis. Both the Theil index and urban-rural income ratio are employed to measure the urban-rural income gap using a provincial-level panel dataset covering 25 provincial-level administrative regions over the period 1995–2017. The estimation results of the system Generalized Method of Moments show that the expansion of the urban-rural income gap significantly increases fertilizer use intensity. While an inverted U-shaped relationship exists between fertilizer use intensity and per capita rural income, the peak turning point is much higher than the actual per capita rural income of all provinces in China. This demonstrates that fertilizer use intensity would further increase with the growth of rural income over a period of time. In addition, a lower growth rate of the agricultural product price, larger total sown size, and technological progress are likely to reduce fertilizer use intensity. This study has several important policy implications for promoting the sustainable development of agriculture and rural areas in China. Specifically, efforts must be made to narrow the urban-rural income gap, encourage agricultural research and extension, and promote land conversion and appropriately scaled-up agricultural business.

In the Summer 1973 issue of the Pakistan Development Review, Mr. Mohammad Ghaffar Chaudhry [1] has dealt with two very important issues relating to the intersectoral tax equity and the intrasectoral tax equity within the agricultural sector in Pakistan. Using a simple criterion for vertical tax equity that implies that the tax rate rises with per capita income such that the ratio of revenue to income rises at the same percentage rate as per capita income, Mr. Chaudhry found that the agricultural sector is overtaxed in Pakistan. Mr. Chaudhry further found that the land tax is a regressive levy with respect to the farm size. Both findings, if valid, have important policy implications. In this note we argue that the validity of the findings on intersectoral tax equity depends on the treatment of water rate as tax rather than the price of a service provided by the Government and on the shifting assumptions regard¬ing the indirect taxes on imports and domestic production levied by the Central Government. The relevance of the findings on the intrasectoral tax burden would have been more obvious if the tax liability was related to income from land per capita.

The article assesses the intensity of transformation of settlement pattern in Yakutia, the largest northern region of Russia, based on an analysis of 1939-2010 censuses and contemporary statistics. Scope of the work includes the following: to assess key socio-economic results of rural and urban settlement pattern transformation in the 20th century, to determine the most persistent primary units of settlement pattern, and to identify current trends in the settlement pattern of Yakutia. The research database was built based on digitization of Federal State Statistics Service in the Sakha Republic (Yakutia) population censuses archives. The period under review shows a trend toward larger size of settlements due to two parallel processes: urbanization as a result of industrial development, and compression of rural settlement system due to amalgamation of rural settlements. From 1939 to the present time, Yakutia’s settlement system has been evolving from dispersed type to large settlement type. There were two major waves in the structuring of space in Yakutia. During the first one, caused by industrialization and complete collectivization, shrinking of rural settlement system was accompanied by setup of rural and urban settlements; it started in the 1930s and lasted until late 1950s. The second wave, concurrent with controlled compression of rural settlement pattern as part of elimination of unpromising sovkhoz state farms, was associated with a full-scale development of urban settlement pattern under planned Soviet deployment. Starting from 2002, market mechanisms have changed the direction of development of settlement system and spatial structure of economic activity. Despite several constraints, which include high transportation costs, focal development, key role of mining and resource sector, distinctive features of traditional economies and agriculture, agglomeration processes have gained momentum in the region. Spatial concentration of population is taking place at relatively high rates, primarily in the core of the system - Yakutsk agglomeration. Compression capacity of settlement system in the region is far from being exhausted, as evidenced by behavior of Theil and Herfindahl-Hirschman indices, as well as by average population density of settlements.

The residential sector has become the second largest energy consumer in China. Urban residential energy consumption (URE) in China is growing rapidly in the process of urbanization. This paper aims to reveal the spatiotemporal dynamic evolution and influencing mechanism of URE in China. The spatiotemporal heterogeneity of URE during 2007–2018 is explored through Kernel density estimation and inequality measures (i.e., Gini coefficient, Theil index, and mean logarithmic deviation). Then, with several advantages over traditional index decomposition analysis approaches, the Generalized Divisia Index Method (GDIM) decomposition is employed to investigate the impacts of eight driving factors on URE. Furthermore, the national and provincial decoupling relationships between URE and residential income increase are studied. It is found that different provinces’ URE present a significant agglomeration effect; the interprovincial inequality in URE increases and then decreases during the study period. The GDIM decomposition results indicate the income effect is the main positive factor driving URE. Besides, urban population, residential area, per capita energy use, and per unit area energy consumption positively influence URE. By contrast, per capita income, energy intensity, and residential density have negative effects on URE. There is evidence that only three decoupling states, i.e., weak decoupling, strong decoupling, and expansive negative decoupling, appear in China during 2007–2018. Specifically, weak decoupling is the dominant state among different regions. Finally, some suggestions are given to speed up the construction of energy-saving cities and promote the decoupling process of residential energy consumption in China. This paper fills some research gaps in urban residential energy research and is important for China’s policymakers.

This article discusses the design and architectural structures of Early Medieval rural settlements in Tuscany, covering the period between the 7th and 10th c. It considers hut types, granaries and store-buildings, along with enclosures, roads, courtyards and artisanal structures. The construction of palisades, ditches and stone fortifications is also discussed. Technological characteristics are discussed in detail. A social interpretation of village development is presented. The origin of village settlement seems to be in the reaction of rural populations to the failure of centralised leadership in Late Antiquity, through the formation of communities, of an egalitarian nature, to cope with changed circumstances. The increasing structural complexity of the settlement is connected to the emergence of a resident elite.

Modern conditions for the development of market relations leave a significant imprint on all main aspects of rural life. The socio-economic situation of rural households is dangerously dependent on the fluctuations of various institutions, be it the labor institution, the food market or the production system. Under these conditions, increasing attention is being paid to the development of targeted programs to improve the living standard and the socio-economic situation of the population in rural settlements. The article discusses a methodological approach to assess the living standards of rural settlements in the context of municipal districts of the Saratov region, in particular, the Samoilovsky municipality. Basing on the participatory approach, categories of the rural population are determined by income level and a direct correlation dependence of the demographic situation (birth rate, mortality, migration rate) and the level of rural household income are revealed. The parameters of the resource of patience and the boundaries of the passive expectation for the poor and impoverished layers of the rural population, as well as the prerequisites for the passivity of the able-bodied population to participate in the processes of increasing their own well-being and well-being of others are determined. The conditions and parameters of the property status compelling the activation of the use of internal material and social sources of income are revealed. Three levels of decision-making strategies for improving the financial situation of the family are distinguished: employees, employers (agricultural enterprises and K(F)X), authorities (district administration). As a result, a concept of a decision-making strategy was developed to improve the material situation of households in rural settlements of the Saratov region. The economic factor (the size of wages) has one of the decisive effects on all the demographic processes taking place in society.

The authors substantiate the concept "rural agglomeration" and make the suggestions on how to choose rural settlements and land plots suitable for large-scale development of low-density residential areas.
