Municipal and regional governments can play a key role in global society’s transition towards sustainability. However, municipal leaders often lack a sufficient overview of sustainability and thereby the capacity to coordinate efforts across sectors. Several municipal planning frameworks are available but vary greatly in terms of definitions, scope, and hands-on advice on processes. To complement and unify approaches, the framework for strategic sustainable development (FSSD) has been developed. It utilizes backcasting from operational boundary conditions for the full scope of social and ecological sustainability. This study aims to evaluate a recently developed model for long-term implementation of FSSD across sectors for more cohesive cooperation towards sustainability. This is done through participatory action research (PAR) in ten Swedish municipalities and regions. The evaluation is done to examine if the implementation model (i) lives up to its purpose to help sectors cooperate effectively by using the FSSD as a shared mental model, (ii) aid the handling of previously identified barriers to strategic sustainable development in municipalities and regions, (iii) may contain barriers of its own for appropriate use and (iv) has room for improvement. We used observations, dialogues, and surveys to capture the strengths, weaknesses, enablers, and barriers of the preliminary implementation model. While the compliance of the model varied, our findings show a general appreciation and identified the needs for the approach. From experiencing barriers for the application of the model, practitioners provided several ideas for additional support, such as assessment and alignment support of on-going work and further developed guiding material. In a second phase of the PAR project, application of the implementation model will continue, and such additional support will be developed and evaluated.

The small and tiny manufacturing sector in India have missed out on the many technological advancements in the automation solutions being offered in the manufacturing sector due to various impeding factors. The impeding factors include the high initial investment requirement and the high cost of implementation thus rendering the solutions unaffordable. The small and tiny manufacturing sector with its lower potential to tap into the scale economies find themselves constrained to reap the benefits of automation. The lack of technical ongoing support and training contributed by their exorbitance and inaccessibility adds to this impedance and deters the long-term sustenance of the solution. This article attempts to elucidate a remedy that partly resolves these impeding factors by assimilating the merits of an implementation model. The model was tested out in a few projects, one of which is elaborated here. The research methodology adopted is a mix of participatory action research and agile model of implementation. The authors were actively involved as drivers of this automation solution. The article validates and offers a remedy for scenarios where the mentioned factors are relevant. Conclusively, it underlines adherence to an implementation model for the project’s successful implementation and for the sustenance of such implementations.

Population health can be considered the ultimate goal of sustainability. The planetary system, with its boundaries and constraints for civilization, is the necessary starting point for a systems perspective sufficiently broad to operationalize sustainability and advance global health. Both detailed scientific information and the basic aetiology of unsustainability are needed to inform specific strategies, and tools, to resolve current and potentially unrecognized nature–health problems. The Framework for Strategic Sustainable Development (FSSD) operationalizes sustainable development from a long-term, global perspective. It provides a thorough understanding of humans’ dependence on sustainable development, and utilizes scientifically robust, operational principles of social and ecological sustainability. The principles address the fundamental mechanisms that underpin health, enabling a backcasting approach—that is, ‘looking back’ from a robust idea of sustainability in the future, and then innovating smart transition routes to systematically pursue global health.

Risks arise during municipal planning activities, the negative impacts of which can influence the lives of local residents. The importance of municipal planning lies in the proposed material and the coordination and timing of activities influencing the environment, cultural-historical values of an area, territorial development, and creation of landscapes in line with principles of long-term sustainable development. By implementing risk management with an emphasis on objectively selecting and assessing risks in the preparation and creation of a municipal plan, an increase in the safety of the territory as a whole is expected. Municipal planning authorities project specific intentions for an area, while coordinating the public’s interest. The results of our qualitative assessment of selected risks identified those that were most significant when creating a municipal plan and which require foremost consideration.

Rapid solidification processing (RSP) is one method of producing high strength aluminum alloys for elevated temperature applications. Allied-Signal, Inc. has produced an Al-12.4 Fe-1.2 V-2.3 Si (composition in wt pct) alloy which possesses good microstructural stability up to 425°C. This alloy contains a high volume fraction (37 v/o) of fine nearly spherical, α-Al12(Fe, V)3Si dispersoids. The improved elevated temperature strength and stability of this alloy is due to the slower dispersoid coarsening rate of the silicide particles. Additionally, the high v/o of second phase particles should inhibit recrystallization and grain growth, and thus reduce any loss in strength due to long term, high temperature annealing.The focus of this research is to investigate microstructural changes induced by long term, high temperature static annealing heat-treatments. Annealing treatments for up to 1000 hours were carried out on this alloy at 500°C, 550°C and 600°C. Particle coarsening and/or recrystallization and grain growth would be accelerated in these temperature regimes.


Long-term experience of application of a method of electric heating by heating wires of the monolithic concrete and reinforced concrete structures erected in winter conditions is analyzed. This method, developed by the author of the article, took a dominant position on the construction sites due to the simplicity and efficiency in comparison with the mass applied in those years, the method of electric heating of concrete with steel round and strip electrodes. The data on labor intensity, material and energy costs in comparison with the method of rod electric heating are presented. Step-by-step technological operations on preparatory works and electric heating of monolithic structures with the use of extensive hands-on material, which formed the basis for the development of technological regulations, supplemented by a number of new proposals to improve the technology of works, are concretized. In order to work out the optimal mode of heat treatment, the studies of the concrete thermal conductivity factor in the process of its heating and strength development were carried out. The method for calculation of the basic parameters of concrete electric heating is presented. For simplification of calculations, for a wide contingent of masters, superintendents and technical personnel, the nomogram , making it possible with sufficient accuracy under the construction conditions to calculate the necessary heating parameters, was developed. The necessity of grounding the heating wire remaining in the concrete to reduce the harmful effect of magnetic radiation from various appliances and household appliances on the human body is noted.

This paper examines the theory of sustainable development presented by Jeffrey Sachs in The Age of Sustainable Development. While Sustainable Development ostensibly seeks to harmonise the conflict between ecological sustainability and human development, the paper argues this is impossible because of the conceptual frame it employs. Rather than allowing for a re-conceptualisation of the human–nature relation, Sustainable Development is simply the latest and possibly last attempt to advance the core idea of western modernity — the notion of self-determination. Drawing upon Hegel’s account of historical development it is argued that Sustainable Development and the notion of planetary boundaries cannot break out of a dualism of nature and self-determining agents.

The article examines the impact of internal and external risks on the stability of the financial system of the Altai Territory. Classification of internal and external risks of decline, affecting the sustainable development of the financial system, is presented. A risk management strategy is proposed that will allow monitoring of risks, thereby these measures will help reduce the loss of financial stability and ensure the long-term development of the economy of the region.

Nos últimos anos, tem aumentado a frequência dos desastres naturais na Amazônia, concomitantemente com a necessidade de estimar os seus prejuízos econômicos. Este trabalho tem como objetivo verificar qual é o tipo e a intensidade do impacto das inundações de 2009, consideradas as maiores já registradas na Amazônia, no crescimento do Produto Interno Bruto (PIB) municipal. A metodologia consistiu na análise de correlação linear entre o desempenho econômico e algumas variáveis referentes ao tipo de inundação e indicadores socioeconômicos. Os resultados mostram que as inundações bruscas são as mais problemáticas em longo prazo. As principais estratégias a serem adotadas perpassam pela inclusão de ações de mitigação de desastres naturais ao planejamento do desenvolvimento sustentável da Amazônia. Palavras-chave: Produto Interno Bruto. The results bring which the fast floods are the major problem in the long term. In the last years, artificial intelligence (AI) safety gained international recognition in the light of heterogeneous safety-critical and ethical issues that risk overshadowing the broad beneficial impacts of AI. In this context, the implementation of AI observatory endeavors represents one key research direction. This paper motivates the need for an inherently transdisciplinary AI observatory approach integrating diverse retrospective and counterfactual views. We delineate aims and limitations while providing hands-on-advice utilizing concrete practical examples. Distinguishing between unintentionally and intentionally triggered AI risks with diverse socio-psycho-technological impacts, we exemplify a retrospective descriptive analysis followed by a retrospective counterfactual risk analysis. Building on these AI observatory tools, we present near-term transdisciplinary guidelines for AI safety. As further contribution, we discuss differentiated and tailored long-term directions through the lens of two disparate modern AI safety paradigms. For simplicity, we refer to these two different paradigms with the terms artificial stupidity (AS) and eternal creativity (EC) respectively. While both AS and EC acknowledge the need for a hybrid cognitive-affective approach to AI safety and overlap with regard to many short-term considerations, they differ fundamentally in the nature of multiple envisaged long-term solution patterns. By compiling relevant underlying contradistinctions, we aim to provide future-oriented incentives for constructive dialectics in practical and theoretical AI safety research.
