In recent years, cities have revealed themselves as being prominent actors in the circular economy transition. Besides supporting and initiating urban projects catalyzing circularity, cities are looking for monitoring tools that can make their progress towards circularity visible. Adopting Leuven’s pilot project for a building materials bank as a case study, this paper notes the particular challenges and opportunities in the pilot project to assess its progress and impact, in combination with gathering data for overall circular city monitoring purposes. Firstly, the paper names tensions between the “messy” transition process from policy ambitions to implementation and the question of data and monitoring. Secondly, the paper identifies relevant dimensions and scales to evaluate progress and impacts of a building materials bank, drawing from its development process. Thirdly, it proposes guidelines to monitor and evaluate circular city projects from the bottom up, combining quantitative indicators with guiding questions in a developmental evaluation. The analysis serves a critical reflection, distills lessons learned for projects contributing to circular cities and feeds a few concluding policy recommendations. The case study serves as an example that, in order to move beyond the tensions between circularity monitoring and actual circular city project development, monitoring instruments should simultaneously interact with and feed the circularity transition process. Therefore, dedicated data governance driven by enhanced stakeholder interactions should be inscribed in transition process guidance. Bottom-up projects such as a building materials bank provide opportunities to do this.

Purpose Although there is a boom in the construction industry in the Kingdom of Saudi Arabia (KSA), it is yet to fully adopt building information modeling (BIM), which has received a lot of attention in the US, UK and Australian construction industries. Thus, the purpose of this paper is to provide the current state of the art in BIM implementation in Saudi Arabia, as well as perceived benefits and barriers through a case study. Design/methodology/approach A broad overview of BIM, the construction industry in KSA and the research and implementation of BIM in KSA was presented in this study. The research further established the perceived benefits and barriers of BIM implementation through a case study of a local AEC firm. A questionnaire survey was used to obtain lessons learned from the BIM team of the pilot project and was further analyzed using the RII approach. Findings The study’s findings include the lack of policy initiatives in KSA to enforce BIM in the construction industry, as well as the lack of sufficient research in the domain of BIM in KSA. Furthermore, the case study also revealed that the most important benefit of BIM adoption is “detection of inter-disciplinary conflicts in the drawings to reduce error, maintain design intent, control quality and speed up communication,” whereas the most important barrier is “the need for re-engineering many construction projects for successful transition towards BIM.” Originality/value The study provides a background for enhanced research towards the implementation of BIM in Saudi Arabia and also demonstrates the potential benefits and barriers in BIM implementation.

This chapter provides an overview of particular issues of diversity and technology within an island university. The chapter’s central focus rests on the complexity of both concepts within the context of higher education in the Pacific. In particular, the chapter highlights both the challenges and opportunities that the university faces as it attempts to address the unique multicultural landscape of the Western Pacific region and its technological realities. It focuses on a capstone senior-level course as a case study, and explores the possibilities inherent in directly addressing issues of diversity and technology while at the same time accomplishing the course’s prescribed academic goals. The chapter concludes by outlining 10 important lessons learned from the experience that others can benefit from, and establishes the importance of such a capstone experience for both students and faculty alike.

ABSTRACT The use of pilot studies can be a useful tool in determining the most appropriate location, method and design for a large scale restoration project. This paper provides a case study where Trustees implemented a small pilot project and feasibility study to determine the best approach for a large scale oyster reef creation project. While the specific case study is the result of a CERCLA settlement (Alafia River Acid Spill of 1997), this model is transferable to other instances where Trustees are scoping for the most appropriate sites and methods to conduct settlement funded restoration. The Restoration Plan and Environmental Assessment on which the case settlement was based called for creation of approximately 4 acres of oyster reef in addition to 4 acres of estuarine marsh restoration. Through an initial scoping process, the Trustees determined that more information was needed to select the most appropriate locations and techniques to implement the large scale oyster restoration project. The Trustees identified 3 general locations with potential for larger scale oyster reef creation. A portion of settlement funding was used to contract for construction and monitoring of an oyster reef pilot project to examine the efficacy of oyster reef construction at the three locations using 4 different cultch materials. At each of the locations, 4 small reefs (approximately 75’ × 20’) were constructed and monitored for spat set, oyster survival and growth as well as subsidence. A baseline construction report and final monitoring report detailed the results. In addition, a separate report was completed that outlined the feasibility of constructing a 4 acre oyster reef in Hillsborough Bay, FL. This report included several construction considerations such as local sources and costs of cultch materials, shipping/transport, staging areas, construction equipment as well as potential local contractors. This paper reports the results of the oyster pilot project and feasibility report as well as lessons learned from each approach.

RESUMO: Este artigo apresenta informações sobre os desafios e aprendizagens da implementação de Políticas Públicas de Juventude (PPJs) a luz do estudo de caso do Programa Casa das Juventudes de Pernambuco. Para uma melhor compreensão, aborda: um breve histórico do marco legal das PPJs no Estado de Pernambuco, e um pequeno diagnóstico da realidade dos jovens pernambucanos. Em seguida, apresenta o Programa Casa das Juventudes, a sua proposta de intervenção no território, sua relação com o poder municipal e com a sociedade civil. E por fim, faz uma análise dos desafios e oportunidades para avançar no desenvolvimento territorial das PPJs com qualidade. Palavras-chave: juventude, políticas públicas de juventude, programa casa das juventudes. ABSTRACT: This article presents information on the challenges and lessons learned from the implementation of Public Youth Policies (PYPs) the light of the case study of the Program Youth Houses of Pernambuco. For a better understanding, it covers: a brief history of the legal framework of PYPs in the state of Pernambuco, and a small diagnosis of the reality of young Pernambuco. It then presents the Program of the Youth Houses, its proposal of intervention in the territory, its relationship with the city government and civil society. Parliamentary libraries play a crucial role in providing information support to decision-makers around the world. These institutions have faced an unprecedented situation with the COVID-19 pandemic. Many have had to modify their practices considerably to keep serving their users. This article explores how the National Assembly of Quebec Library has responded to this issue and redefined its services during the pandemic. The author presents the challenges and opportunities met while adapting virtual services, redefining document handling and improving team communication, and foresees future obstacles for the institution. This case study shares best practices and the lessons learned in the hope of informing and advising similar institutions facing challenges during this pandemic.

Purpose The purpose of this paper is to describe a unique case of a librarian–engineering faculty partnership grounded in a faculty development National Science Foundation (NSF) grant. Authors will describe processes, lessons learned, challenges and opportunities resulting from designing, implementing and evaluating a massive open online course (MOOC) focused on teaching faculty how to flip classes. Design/methodology/approach This case study presents a reflective review of the process of two unlikely collaborators who work together, write a grant, design faculty development training and develop and evaluate a MOOC. Decisions made, perspectives and lessons learned will be discussed. Findings The evolution of an NSF grant partnership involving an engineering faculty and librarian is presented. Larger issues, such as proactivity of librarians, non-traditional librarian roles and librarian versus academic identity, are raised and discussed. Originality/value This case study presents a unique type of librarian–faculty partnership, one where a librarian is a Co-PI on an NSF grant. Collaborator reflections on lessons learned, challenges and implications could be applicable to other digital/technology projects, online professional development initiatives and course design projects.

ABSTRACTThis paper presents a pilot project for a “bottom-up” approach to reform of undergraduate engineering education in nanotechnology, supported by a planning grant from the National Science Foundation (Engineering Education and Centers, Award #0431970). A core principle is to have individuals from different disciplines be the ones not only to build concise modules, but also to share them with content developers in other disciplines under a common organized framework. This bottom-up approach is an efficient way of introducing new content in existing curricula, and is especially helpful in university environments that may have no comprehensive “experts” in nanotechnology per se. Having individuals work together to develop bottom-up pieces from their own specialized fields provides a mechanism not only for curriculum enhancement but also for faculty professional development. In this work, pilot modules are developed as new content infused into existing courses in mechanical engineering, electrical engineering, and materials engineering at San José State University. Topics span different aspects of nanoscale materials, phenomena, devices, and manufacturing, and the content is structured in a framework such that components may be packaged as modular entities. We present pilot work accomplished in this work-in-progress, with emphasis on how lessons learned can be applied to expandability and sustainability of this bottom-up approach.

This case study compares approaches to publication of Open Government Data in two Czech public sector bodies: the Czech Telecommunication Office (CTO) and the Czech Trade Inspection Authority (CTIA). The top-down approach applied by the CTO is compared to the bottom-up approach applied by the CTIA. Results achieved by these two public sector bodies are described and the case study is concluded with the lessons learned.

The COVID-19 pandemic has become a critical challenge for the higher education sector worldwide. Under such a circumstance, the exploration of the capacity of this sector to adapt to such a state of uncertainty has become of huge importance. In this chapter, the authors critically reflect on the Cape Verdean teaching experience during the early COVID-19 lockdown. This is an exploratory case study based on a qualitative approach with an aim to reflect on new practices of teaching under a pandemic emergency. Based on the teaching experience of teaching in Santiago University, they explain how this university has changed from a face-to-face to an online teaching system and stress the challenges and opportunities that appear from this transition process. This chapter concludes that this strategy has become an opportunity to the university since it consistently raised the number of international students cooperating with them and also that the more adaptive and resilient approaches to online teaching were also a success.

This chapter focuses on the Swedish approach for safeguarding electoral processes, using the experience from its 2018 elections as a case study. Sweden serves as a particularly interesting example due to the measures it took ahead of its 2018 election, especially its strategy of bottom-up initiatives that emphasize building societal resilience rather than a top-down government regulatory approach. By exploring the characteristics of Swedish society and the implications of Swedish efforts made prior to the 2018 general election, the chapter presents suggestions for how these insights might help other state and nonstate actors within the international community develop similar countering strategies for foreign election interference, while also addressing the dilemmas facing such an approach. The chapter concludes by discussing lessons learned and the challenges facing government authorities seeking to employ similar strategies in the future to counter foreign election interference in Sweden or abroad.
