Challenges and opportunities for parliamentary libraries during COVID-19: A case study of the National Assembly of Quebec Library

Parliamentary libraries play a crucial role in providing information support to decision-makers around the world. These institutions have faced an unprecedented situation with the COVID-19 pandemic. Many have had to modify their practices considerably to keep serving their users. This article explores how the National Assembly of Quebec Library has responded to this issue and redefined its services during the pandemic. The author presents the challenges and opportunities met while adapting virtual services, redefining document handling and improving team communication, and foresees future obstacles for the institution. This case study shares best practices and the lessons learned in the hope of informing and advising similar institutions facing challenges during this pandemic.

This technical note is an update to the previous "Water in the Time of Drought: Lessons from Five Droughts Around the World", published in 2018. It explores drought situations and policies in Spain (including the Canary Islands), Chile, Mexico, the dry corridor between Honduras, Guatemala, and El Salvador, Brazil, and South Africa. Each of these countries has recently dealt with droughts and/or developed long-term solutions to manage them. HydroBID, a tool developed by the IDB, will be presented through relevant case studies. After defining drought experiences and institutional frameworks in each country, the brief will explore the successes and challenges of national drought and water management policies. Best practices and lessons learned will be extracted from each case study to help policymakers better prepare for droughts.

In this case study, we reflect on our journey through a major revision of our streaming video reserve guidelines, informed by an environmental scan of comparable library services and current copyright best practices. Once the guidelines were revised, we developed an implementation plan for communicating changes and developing training materials to both instructors and internal library staff. We share our navigation strategies, obstacles faced, lessons learned, and ongoing challenges. Finally, we map out some of our future directions for improving and streamlining our services.

As we witness the advancement of U.S. high-speed rail initiatives, the country can look towards its European and Asian counterparts for best practices and lessons learned from their decades of high-speed rail design and operations. These experiences gained may be applicable towards projects such as the Texas Central Railway and the California High-Speed Rail Project. This chapter will address the events of 2009 that have brought domestic high-speed rail to the forefront of U.S. rail transportation. This includes the new FRA Tier I and proposed Tier III criteria, challenges associated with each FRA tier of operation, overseas interoperability efforts, snapshots of international experiences (from policy and technological perspectives), the holistic system-based approach to safety, ongoing efforts of the FRA Engineering Task Force, and additional challenges and opportunities moving forward.

This paper examines the use of System-wide Assessments, an innovative initiative to enhance the accountability, quality, and effectiveness within the Higher Colleges of Technology of the United Arab Emirates. The authors review the historic and contemporary influences on college/university assessments and the key forces or factors which have shaped development and need of Outcome Assessments. The paper summarizes the literature on the best practices for assessment and promoting changes. The paper describes the objectives, structures, and processes involved with random use of System-wide Assessments among the 17 Federal colleges. A survey of 80 Deans and Chairs reports the perceptions and ratings of the process and impact of System-wide assessments. The lessons learned are described and inform recommendations for key components of an effective assessment system to promote accountability and improvement in higher education. Findings have significance for leaders of institutions of higher learning throughout the Middle East and the world.

This chapter provides an overview of particular issues of diversity and technology within an island university. The chapter’s central focus rests on the complexity of both concepts within the context of higher education in the Pacific. In particular, the chapter highlights both the challenges and opportunities that the university faces as it attempts to address the unique multicultural landscape of the Western Pacific region and its technological realities. It focuses on a capstone senior-level course as a case study, and explores the possibilities inherent in directly addressing issues of diversity and technology while at the same time accomplishing the course’s prescribed academic goals. The chapter concludes by outlining 10 important lessons learned from the experience that others can benefit from, and establishes the importance of such a capstone experience for both students and faculty alike.

RESUMOO presente artigo discute os resultados de uma pesquisa referente ao processo de alfabetização e letramento na Educação de Jovens e Adultos em uma escola pública na cidade de Parnaíba-PI, tendo como sujeito da pesquisa uma professora que atua nessa modalidade de ensino. Por isso o objetivo geral foi discutir os desafios e possibilidades na alfabetização de jovens e adultos. A pesquisa foi fundamentada em alguns autores como Freire (2001), Pinto (1991), Portela (2009), Soares (1998); Tfouni (2002), entre outros. Optamos pela abordagem qualitativa e o estudo de caso, com base em André (2005), Bogdan e Biklen (1994).Os resultados revelam que a prática pedagógica da professora tem contribuído eficazmente para alfabetizar e letrar os alunos. Por isso é preciso que o docente crie atividades que estimulem os discentes para que possam ler e produzir diferentes textos. Por conseguinte, concluímosque o intuito da Educação de Jovens e Adultos é desenvolver no sujeito jovem ou adulto o senso crítico, a capacidade de ler o mundo, além das habilidades e competências técnicas necessárias a vida em sociedade, ou seja, colaborar na formação e emancipação humana. Palavras-chave:  Prática Pedagógica. The world has been struck by an invisible enemy—the COVID-19. In effect, this has changed our lives radically without ever revealing itself directly. Moreover, the COVID-19 is a deadly pandemic that has affected every aspect of life, including education. Hence, thousands of school closures are implemented over the world. To this effect, the pandemic has definitely disrupted all lives, especially the lives of the students and their parents, in various ways. This qualitative study utilized the phenomenological case study approach, and the gathered data were analyzed to discover the themes and make the essence of parental involvement within the complexities of the changed situations. The study discovered themes on challenges such as (1) time constraints, (2) insufficient and limited knowledge, and (3) tough tasks. On the part of opportunities, the following themes were discovered: (1) bonding activity, (2) learning experience, and (3) strategic learning. From the themes that emerged, the following recommendations are offered to the Department of Education and its Schools. They may launch programs to address most specifically the challenges and problems mentioned above to ensure that quality education is provided even in the pandemic. Moreover, the Department of Education and its Schools may provide supplementary materials such as video or audio recordings of each and every module to further help the students learn the lessons on the module.

In recent years, cities have revealed themselves as being prominent actors in the circular economy transition. Besides supporting and initiating urban projects catalyzing circularity, cities are looking for monitoring tools that can make their progress towards circularity visible. Adopting Leuven’s pilot project for a building materials bank as a case study, this paper notes the particular challenges and opportunities in the pilot project to assess its progress and impact, in combination with gathering data for overall circular city monitoring purposes. Firstly, the paper names tensions between the “messy” transition process from policy ambitions to implementation and the question of data and monitoring. Secondly, the paper identifies relevant dimensions and scales to evaluate progress and impacts of a building materials bank, drawing from its development process. Thirdly, it proposes guidelines to monitor and evaluate circular city projects from the bottom up, combining quantitative indicators with guiding questions in a developmental evaluation. The analysis serves a critical reflection, distills lessons learned for projects contributing to circular cities and feeds a few concluding policy recommendations. The case study serves as an example that, in order to move beyond the tensions between circularity monitoring and actual circular city project development, monitoring instruments should simultaneously interact with and feed the circularity transition process. Therefore, dedicated data governance driven by enhanced stakeholder interactions should be inscribed in transition process guidance. Bottom-up projects such as a building materials bank provide opportunities to do this.

RESUMO: Este artigo apresenta informações sobre os desafios e aprendizagens da implementação de Políticas Públicas de Juventude (PPJs) a luz do estudo de caso do Programa Casa das Juventudes de Pernambuco. Para uma melhor compreensão, aborda: um breve histórico do marco legal das PPJs no Estado de Pernambuco, e um pequeno diagnóstico da realidade dos jovens pernambucanos. Em seguida, apresenta o Programa Casa das Juventudes, a sua proposta de intervenção no território, sua relação com o poder municipal e com a sociedade civil. E por fim, faz uma análise dos desafios e oportunidades para avançar no desenvolvimento territorial das PPJs com qualidade. Palavras-chave: juventude, políticas públicas de juventude, programa casa das juventudes. ABSTRACT: This article presents information on the challenges and lessons learned from the implementation of Public Youth Policies (PYPs) the light of the case study of the Program Youth Houses of Pernambuco. For a better understanding, it covers: a brief history of the legal framework of PYPs in the state of Pernambuco, and a small diagnosis of the reality of young Pernambuco. It then presents the Program of the Youth Houses, its proposal of intervention in the territory, its relationship with the city government and civil society.
